    Dear fellow Co-op m ember,Welcome to Neill-Wycik!I won 't detail all the great facilities, stimulating committees, helpful staff, (did I mentionPresidents), that we have at our disposal at Neill-Wycik (read this book for all of hat).Suffice to say, I love this building and I hope you will too.Th e changes I want to see are community oriented and require your participation inNeill-Wycik. I want an informed, energized community. It begins with you reading thismanual , continues with your active involvement, and ends when we are all ptoud to callNeill-Wycik the place we lived during our school years.You are now a member of a unique and growing community. If you only rememberone thing, I hope it will be this - there is a reason why this is called the Owner's ManualWe, the membership, own this building.Because of our Co-operative College mandate, your voice, your expertise and yourideas count. Working together, we can achieve goals that would be impossible for anyof us on our own.The coming year promises to be full of fun and challenges. Ou r theme is Community inProgress".     (Abridged) History of Neill-WycikA Very Brief History(with apologies)

    , yerson students had been tryingfor years to get some form of

    iresidence, but never had anyluck bargaining with Howard Kerr,Ryerson's principal from 1948 to 1966.When he left, Ryerson students decided toforce the issue with the new president,Fred Jorgenson. One of hose students wasKathy Whalen. While enrolled in theEarly Childhood Education program shebecame involved in student politics. Kathywas hired by the student union to operatethe newly created Housing Registry.

    Immediately she saw the need for anon-campus residence. She liked the ideaof a Co-op as opposed to a normal schoolresidence because it offered studentscontrol over their environment as well aslow-cost housing.After persistent lobbying on Kathy'spart, it was finally realized, inSeptember 1967, that Ryerson was to havea high-rise co-op.     Canadian Union of Students sent StanAdelman, as field worker, to Ryerson tohelp the group find money and a plan forthe long project ahead. The first thing theCo-op needed was a building from which

    they could operate togain some experienceand raise capital.Ryerson offered itsproperty at 325

    tion, to be used as a residence. After selecting a site, the Co-op then needed a mortgage.On Christmas Eve, 1968, a$5.4 million dollar mortgage wasfinally approved by the CHMC. Manyproblems arose, but the building finallyopened and by August 15, 1970, all thespots were filled.The Group decided to name NeillWycik after three people. Wycik isafter Aurilee and Raymond Wycik, twowarm hearted individuals who ran a smallcafeteria in Kerr Hall. However, WycikCollege sounded a lot like WycliffeCollege, a divinity school at the Universityof Toronto. Kathy suggested adding onAS. Neill's name. Neill was the Principalof Summerhill, one of the most successfulEnglish free schools.

    In December 1986, work began on theMarten's Wing (a.k.a the McGill Wing).After several delays, the Marten's Wing wasopened in January 1988.T o celebrate their 25th Anniversary in1995, Neill-Wycik spent almost

    $2 million dollars in renovations; for newkitchen and bathroom renovations in theGerrard Wing multi-units, new furniture,new appliances in the kitchens, newcarpeting in all multi-units and commonarea hallways, much needed repairs to thegarage and roof, new furniture in theHanke lounge, new washers and dryers,and upgraded computer equipment forthe office. This year and next theconcentration will be on 'B' unit upgrades,new curtains for half of the building, newroofdeck work on the 23rd floor, newboilers, new air-conditioning for the lobbyand Kafe, improved ventilation for thebathrooms and concentration onobtaining new furnishings.For more information about thehumble beginnings of our building,drop by the main office and ask to see acopy of .     Your Occupancy AgreementE ach Member signs an occupancy agreement. You should acquaint yourself with the occupancy agreement andthe Bylaws as these two items govern the way you must conduct yourself. There is no such thing as '1 didn'tknow': It is your responsibility to educate yourself about Neill-Wycik!A copy of the occupancy agreement is available at the Front Desk or in the 22nd floor office but here are the'Hot Highlights' .. . details and further information must be taken from the actual occupancy agreement.

    1. Members planning to move before their occupancy agreement expires must give two months notice(from the first of he month) and sign a Notice to Vacate. There is a $50.00 administration fee for breaking theoccupancy agreement

    2. Members must get permission of the Co-operative to paint or decorate unit.3. Members must keep their unit clean and not allow garbage to accumulate. Members must clean their unit

    BEFORE terminating their occupancy.4. Members agree to pay for repair and maintenance of his/her unit and fixtures if repairs are needed because of

    damage caused by the Member, the Member's guests or friends.5. Members agree to report all damage to Co-op immediately.6. The Co-op has the right to enter units in case of emergencies, as per Bylaws, for exterminators, room checks,maintenance repairs, alterations, decorations or to show unit to new Members.7. Members should purchase fire/extended insurance coverage to cover his/her own goods and furnishings.Neill-Wycik's coverage only covers the building and equipment of Neill-:Wycik.8. Members agree to promote principles of the Co-operative and to abide by its Charter, Bylaws, Rules,Regulations, Policies and Decisions adopted by the Board and its Committees. This includes the Member'sfamily, visitors etc.9. The Co-op shall post policies and decisions or make available documentation to Members requesting such

    information. Failure to post such Policies or Decisions shall NO T be deemed to be a sufficient excuse for abreach thereof.10. It is the Member's responsibility to determine the policies relevant to his conduct, ignorance is not a sufficient

    excuse for a breach of conduct.11. Members who are in default of the occupancy agreement or his/her duties under the Charter or Bylaws may

    have Membership terminated by resolution passed by the Board of Directors. The Member will receive 10 daysnotice of the meeting of the Board at which the resolution will be considered. The Member may appear tomake submissions on their behalf. Termination will occur on the date specified by Board of Directors in itsResolution, but the date will not be less than 10 days after the hearing. Further details are available on theoccupancy agreement.

    12. The Co-operative is not liable for damage to property entrusted to employees of the Co-op or loss of anyproperty by theft or otherwise. The Co-operative is not liable for injury or damage to persons or propertyresulting from any substance which may leak from the building.13. Th e Co-operative is governed by the Co-op Corporations Act, NO T the Landlord and Tenant Act.14. The waiver form within the agreement absolves Neill-Wycik of any responsibility while Members use any of

    Principles of Co-operationWe all live in this community called Neill-Wycik.

    You have chosen to live here and we welcome you. You have also chosen to live by the principles and guidelinesthat exist to keep our world sane. Please read them and strive to be a good Member of the community.

    OPEN AND VOLUNTARY MEMBERSHIPYou must be a full-time student to be accepted into Neill-Wycik and we try to achieve a 50-50 male to female ratio.Apart from these guidelines, anyone can become a Member regardless of social, political, ethnic or religious affiliation.

    DEMOCRATIC CONTROLMembers elect the Board of Directors at Neill-Wycik. Any rent increase or major policy change must be passed at a generalmeeting open to all Members. If you have a criticism, or suggestion, you can express it at a board meeting, to the staff, or ata general meeting

    ApOLITICALNeill-Wycik doesn't take sides on the political spectrum. We will not make donations to one political party nor will webecome involved in political movements for change not directly related to housing. We do, however, respect any Member'sactivities in these areas.

    A CO-OPERATIVE EDUCATIONAL ENVIRONMENTNeill-Wycik is not just a place to hang your hat. By bringing a group of people together from around the world, andsupplying them with private and communal space, we hope to teach the art of co-operation. By offering educationalfacilities and seminars in current issues and by encouraging opportunities for volunteering and for working, we hope tocreate an environment where our Members can develop personal skills while contributing to their community.

    NON-PROFITWe take in a certain amount of money from rents and the hotel and spend it on maintenance , salaries, mortgages,utilities and other expenses. Anything left goes into the reserves for major repairs, capital expenditures etc. There is noperson or group of people who benefit if we have a surplus; we all share in our financial successes and failures.COMMUNITY AND CO-OPERATIONNeill-Wycik's objective is to promote and build community and relationships with surrounding communities andco-operatives locally, nationally and internationally...     Neill-Wycik BylawsWHAT ARE THEY, AND WHAT DO THEY MEAN TO YOU AS A MEMBER.Neill-Wycik is a mini-city - 750 people living in one environment complete with our own community security,maintenance crew, recreational facilities, board of directors, and our very own By-laws to make sure peacereigns throughout the building.As good member of Neill-Wycik, it is important for you to familiarize yourselfwith the policies and By-laws.Remember that the by-laws were proposed, argued, voted and passed by you, the Member! When you signthat Occupancy Agreement you have agreed to abide by these simple rules of courtesy and behavior. If you wantmore detail, full copies of he by-laws are available in the office or you can ask your Residence Assistant.HERE'S A SUMMARY OF THE MOST IMPORTANT BY-LAWS:

    Please give your two hours to the Member ContributionProgram - it benefits everyone!Please remember, Neill-Wycik promotes a drug free,responsible environment.Please keep your pet s clean and quiet. Pets cannot live inmulti-units; there's much more to this, so ask yourResidence Assistant or the office.Please attend the Annual General Meeting andparticipate in electing your Board of Directors.Please do not let strangers into the building when youenter, try to look out for your neighbours an d remember,you are responsible for the actions of your guests.

    Please treat all members, guests and staff with courtesyand respect. Harassment, threats and assaults orimpeding on the quiet enjoyment of another members'living environment are not tolerated.Please respect the property of Neill-WYcik andmembers and r eport any damage or vandalism.Please remember to pay your rent on time.Please keep your private bedroom and unit clean.Please have fun while you live here, but remember thatpranks such as tampering with fire safety equipmen tand alarms or throwing things out windows willaffect your residency.

    There are consequences if you fail to abide by the By-laws, but we sincerely hopeyou will never have to ge t familiar with them:For Minor By-law Breaches (e.g. noise complaints, Incomplete work hours)1. Meet with Residence Assistant or Community Security Representative to resolve situation.2. Meet with or a receive letter from Residence Life Manager.3. App ear before the Member Relations Committee (a committee ofmembers who live in the building and decide onsanctions) - they may decide to assign you work hours, issue letters of apology, revoke your privileges to use thefacilities, upgrade to another room, or attend a Board meeting for possible eviction.For Major By-law Breaches (e.g. pulling a fire alann, drug use, theft, harassment)1. Required to meet with Residence Life Manager to discuss the situation.2. Appear before the Board where possible consequences are - community service hours, fines, non-renewal in th eCo-op and / or eviction, trespass notices.3. For serious situations , the Police may be called.We are lucky to have so man y great members who never cause any problems, but there are always a few who decide to pushthe limits. Rem ember ignorance is not an excuse in the building, educate yoursel talk to your Residence Assistant and ifyou didn't get to an orientati on session on the by-laws, get a copy of hem from y our Residence Assistant.

    tudents make up the majority of thepopulation of this building so itshould come as no surprise that

    individuals as young as 19 years of age areactively taking part in running the Co-op.Neill-Wycik is governed by a Board ofDirectors which is elected by the membership(this is you!) at the Annual General Meeting,held every year in February. The Board thenelects the Executive which is comprised of thePresident, the Vice-President, the Treasurer,the Secretary and the Membership LiaisonOfficer.

    The Board is the elected voice of themembership. The building cannot existwithout a Board of Directors. Directors makedecisions on everything from evicting a fellowmember for failing to comply with the by-laws,to setting end-points and objectives that lookafter our future.

    The Board hires the Managers who in turnhire the staff needed to effectively run theoperations of the co-operative. The Board setsthe policies and the long term and short termobjectives.     It can be challenging, frustrating, andrewarding. The reward is the sense ofaccomplishment and satisfaction in being partof he decision-making team at Neill-Wycik.

    N ill-Wycik is fortunate to have anAdvisory Council consisting ofvolunteers outside the building who can offeradvice and assistance on a variety of issues.The Advisory Council does not have anyofficial power at Wycik, but they will help toguide the Board on difficult issues andbusiness decisions .We have six dynamic, knowledgeableand diverse individuals on ourAdvisory Council this year: Brian lIer. ofHer, Campbell is a lawyer well known in theCo-op sector and has been Neill-Wycik'slawyer for a number of years; Coak Snell. isan Entrepreneur and former Executive withthe Royal Bank; Gayle Christie, is formerMayor of York and independent consultant;Bob Luker. is an instructor of CommunityDevelopment at George Brown College andformer Registrar at Neill- Wycik; andRoss Blaine. is an independent Consultantand the former CEO of Neill-Wycik.

    A ny member is welcome to attend a BoardMMeeting and any member can request theybe added to the agenda of the Board meeting ifthey have an issue they would like addressed.Members just have to contact the CorporateSecretary by leaving a note at the front desk in thelobby with details ofwhat they would like added.The Corporate Secretary will contact you aboutyour issue and a date. The agenda for each BoardMeeting is posted on the bulletin boards of thebuilding every 2nd and 4th week of the month.Being a member of he Board or being involved ina Board sub-committee is not only an incredibleopportunity to get a glimpse of he business worldand expand your horiwns, it is also a chance tomake an impact on your community and learnwhat involvement really means.Melanie D. Inher fifth elected year on the Board, Kathrynbrings experience as a past Corporate Secretaryand a participant on several committees. She isquite proud of the improvements andrenovations that have happened over the pastfew years. She is currently finishing her degree inHospitality & Tourism at Ryerson.Corin WardenCORPORATE SECRETARYWhen not busy marking essays, planning lessons, oron the tennis court, Corin is trying his best toensure the smooth flow of information betweenboard members and the membership, in his role asCorporate Secretary. Speak to Corin if you have anitem you wish to be included on an agenda forboard discussion or decision.Averill McPhersonVICE PRESIDENT / SAC CHAIRCurrently in her third term on the Board,Because of her role as Vice-President, she tookon the additional mantle of Acting Presidentbefore Melanie's election. It should also be pointed out that Averill was our most activeCorporate Secretary bringing in many of thereporting changes that have been needed tofacilitate our growth. She has also served onvarious committees in the building. Averillgraduated from the Fashion Design program atRyerson and is employed at the Hudson's BayCompany head office.Chris HayesMEMBER lJAiSON OFFICERChris A.K.A. 'Willie Maze ' is a fourth yearApplied Geography student at Ryerson. Chrishas been living at Wycik for almost two years,and was voted to a two year term at the March'97 A.G .M . In his other life, Chris has servedthe Canadian Armed Forces for three years. He

    has worn the hat of Security at Wycik and wasthe Housekeeping Supervisor for the summer of' 97. Recently He was elected to the Executive inthe role of MLO - he hopes the training willall serve him well as the future Chief ofNational Defense.Rey TjerkstraRey is one of our most high-profile members. Along-term board member, and former corporatesecretary, Rey is a passionate , concerned individual.A master of erudite conversation, if you want totalk philosophy, film or the arts, Rey s your man.Brent RossBrent was elected in March '97 and is one ournewer Board members . This New Brunswicknative is enrolled in Broadcast Journalism atRyerson. He has contributed to the MRC, theEnvironmental Committee, and the FoodBank. Ladies, this guy could be the one for you:he's agreat cook, good looking, and dedicatedKevin BaileyKevin, a long time resident was elected to theBoard in March '97. He has been the mainarchitect of our fabulous Weight Room. If youneed to talk to someone about fitness andtraining Kevin is the guy. He has competed atthe Fireman's Games at an international level.

    One of our resident 'good guys' - he helps tokeep Toronto and Neill-Wycik a safe place foryou and me!Jason LevesqueJason is a former RA who was elected in March '97.One of our most colorful board members, Jason isthe man to talk to if you need help publicizinganything. An event promoter, he has an amazingability to rally people to a cause. (his dog Bean isnow our official mascot)Steve Jennings"My name is Steve & I like beer. I attend U ofTand have lived here for 5 years." When notwriting semi-rhyming couplets, Steve is a CSRwho worships the god of golf. In addition, he isthe proud father of a bouncing, beautiful babygirl, Heaven.

    Neill-Wycik's Team of Staff Super Heroes .. er, not exactly as illustrated(From left to right: Lead"', Gold"', Iron"', Ross Blaine (exactly as illustrated), Tin"', Platinum"', Mercury"')Ross BLAINE DON SWORA KIM O'KEEFEAdvisor to the Board, and Managerof Special Projects and DevelopmentRoss is the former CEO of Neill-Wycikand has continued as an Advisor. Rossloves talking to people especially inelevators where he has a captiveaudience. Ross has been instrumental tothe changes at Wycik and works with theBoard and Management in setting endpoints and vision. He also works on projects no one else wants to touch.

    LYNN NAGASUYEGeneral ManagerLynn is responsible for the overallmanagement of the building. She is inher 3rd year as General Manager ofWycik and has the gray hair to show forit. She may very well qualify as the mostdiminutive general manager in Toronto,but she packs a 'wallop'. Lynn managesthe budget, liaises with the Board andsupervises the staff to ensure we meet ourshort and long term goals.01 NIIII-Wyclk Co-oPlraUIIOWNER'S MANUAL 97/98

    Maintenance Manager andSystems AdministratorDon is a multi-talented individual whonot only is responsible for the overallmaintenance of the building but he alsomanages the computer systems. Don hasplayed a key role in improving thecleanliness and repair standards of thebuilding. Although he may seem somewhat larger than life when you meet him,he is always eager to help you with yourmaintenance concerns.

    MICHELLE WALKERHotel Operations ManagerMichelle is new to the management teamthis year and has the formidable task ofoverseeing sales, front desk operations,housekeeping, the Kafe and keeping aneye on the bottom line. Michelle has hada great deal of experience in Neill-Wycik,not only has she worked in the Hotel invarious supervisory roles, she has alsobeen a distinguished member of theBoard of Directors.

    Residence Life ManagerIn charge of all the Residence Assistantsand Security Staff Kim is in her 2nd yearat Neill-Wycik. Kim must balancethe role of encouraging memberparticipation, helping members withtheir problems and enforcing the By-lawsbut she manages to do it with style, graceand she has yet to use the baseball batunder her desk.

    TURKER GUNEYAccountantA veteran to the building, Turker looksafter all of the Co-op's financial matters.You will find him pouring over numbersand statistics to ensure Wycik's financialhealth. He advises the management teamin planning and has saved Wycik lotsof money with his recommendationsfor investment and financing. Heis a well-respected staff member ofNeill-Wycik and the best pool player inthe building.

    o - . ' The Staff of Neill-WycikCOLLEEN DURLANDHousing Co-ordinatorColleen is the whiz who processes all ofthe new applications, rents the co-op'srooms, maintains internal and externalwaiting lists and handles all housinginquiries. And she scares us because shecan not only remember all 780 members'names but she can also remember whichunit they are in. Her remarkablememory is attributed to the extraoxygen in her office ...

    CHRISTINE GALLAGHERBookkeeperChristine is the lady to whom you payyour rent, make arrangements formonthly payment status and arrange aparking space. She also does anythingand everything else in the officebecause she can do almost anything(except she can't seem to keep plantsalive). Today Wycik, tomorrow coldfusion, she's just that kind of ady.

    SARAH DALYHousing Assistant/Office SupportSarah helps to process Septemberapplications, room assignments, andassists the Housing Co-ordinator. Sheis the calm in the middle of the stormin the office, is the most organized staffmember we have and has the sweetestvoice in the office (she's the one on thephone recordings).STACEY DUGGANAccounts Payable ClerkStacey pays all the mountains of bills ittakes to make sure Neill-Wycik runs

    ousing Questions & AnswersWHAT EVERY GOOD MEMBER NEEDS TO KNOW ABOUT HOUSING AND RENT:

    1. AM I ATERM PAYER?If you have been assigned a multi-unit (four or more people in the unit), you MUST pay by the four month term{ie. September to December;January to March and April would be your last month which is kept on account}.

    2. HOW 00 I GO ABOUT GETTING MONTHLY PAYMENT STATUS?Only Members who can prove they have at least 20 hours of regular employment per week, or Members whose parents' paythe Co-op directly can usually be granted monthly status. You must complete a request form in the office and get approval.

    3. WHAT DO I NEED TO KNOW IF I WISH TO PAY MONTHLY?If you are in an A, B, or K unit, OR have been given approval as a monthly payer by our Bookkeeper, then youMUST submit POSTDATED cheques on the first day you sign your lease. Cheques are cashed promptly on the firstof every month.

    4. WHAT IF THERE IS ADELAY IN GETTING MY OSAP?You must immediately contact our Bookkeeper and bring a copy of your 'Student Information Docum ent'in order to get anextension. There is no extension for your first month or maintenance deposit, this must be received before you can moveinto the building. If you do no t get your OSAP the following month, you must notify the Bookkeeper and pay on a monthlybasis until your OSAP is received.

    5. WHAT IF I CANIT PAYBY THE FIRST OF EVERY MONTH?REMEMBER that if you are having financial difficulty, it is your responsibility to notify the Bookkeeper kno w before the firstof every month, otherwise you will be in arrears. If a cheque has been cashed and it comes back NSF (not sufficient funds),you will have to pay the $25.00 administration fee and your mon thly status may be revoked.

    6. WHAT HAPPENS WHEN I AM IN ARREARS?A number of things will happen, there are a number of successive penalties for each time you are late {outlined below}.You may have to appear before the Board of Directors for eviction, and your outstanding account may go to Collections,which means that you will not be able to obtain loans, get a credit card or pass future credit checks. It is very serious,so PLEASE make sure you fulfill your obligations to the Co-op on time.

Everyone's heardstories about typical R.A.s in a typicalresidence. They walk around like theFBI and perform the unpopular job ofenforcing rules and reporting everydetail of life on every floor.

    W ell, have I go t news for you!Wycik is not a typical residence,and our R.A. team is far from typical(no offense, guys!). In fact, at Wycik,th e R.A. is a Community Spiritposition, no t a policing role. Thisyear's group is a stunning crew with aneye for fun, and the motivation tocreate an exciting (and often humorous)atmosphere wherever they go!

    The Residence Assistant program isrelatively new (September 1997marks the thirdyear of he program) andwas c r ~ a t e d primarily to get membersinvolved by participating in th ebuilding.

If you havean idea for participation that will takelonger than 2 hours to plan, set-up,advertise and run, you can apply forlong-term banking, meaning that allhours you contribute toward the taskwill be forwarded to the followingmonths so that you don't have to continue to contribute your 2 hours everymonth.

    Neill-Wycik Community Security) - i consists of 8-10 CommunitySecurity Representatives (CSR's).CSR's are extensively trained Wycikmembers who have the best interests ofthe members and the building at heart.They are passed through a rigorousinterview process, and are trained inFirst Aid, emergency situations, andWYcik policies and procedures. You canfind the CSR's at the front desk sportingtheir handsome green golf shirts that say'Security' (great clue, eh?), so drop by andintroduce yourself anytime.Security is accessible 24 hoursa day at 977-2322, or if you have aNeill-Wycik Telephone, just press the"Security" button. If youhave an emergency, acomplaint, or a question,call anytime and the CSRon-duty will be happy toassist you.

    CSR's perform regularrounds and spotchecks within the building,monitor entrances throughClosed Circuit Tv, monitor elevators,respond to fire alarms, noise complaints,vandalism reports, harassment complaints, and all other security issues andconcerns. They also provide after hoursassistance for maintenance emergenciesand member service issues and inquiries.You want to know the safe areas in ourneighbourhood, the CSR can tell youwhere to go and where it's best to stayaway from.

    Please remember toread over the By-lawsas the CSRs will be ensuring they are followed.Here are a few remindersabout security in thebuilding:

    LOCKOUTSCSR's are able to let you into your unit ifyou lock yourself out, however, thereis a charge of $5.00 that must be paidimmediately. If you lose your key and arein a multi-unit you will be asked to payfor the charge to replace all locks in themulti-unit - this could cost up to$100.00.

    ENTERING THE BUILDINGPlease enter the building through designated entrances only. Always have yourfront door key on you, as CSR's and

    MSR's may have to leave thedesk unattended, and lock thedoor while they're gone. Also,for the safety of members, staffand guests, don't let anyone inwho isn't a member. Th e frontdesk staff on duty will alwaysask you for your ID to make

    sure they know who you are.NOISE I PARTYINGRemember all members have the right toquiet enjoyment of their environment.If a member complains of excessive

    noise, security will come up to addressthe issue with you. Your co-operation ismuch appreciated.GUESTSYou are responsible for your guests, somake sure you know who you are lettinginto your unit, especially if you share amulti-unit. You have the right to make acomplaint if your unitmate is allowing afriend to stay overnight in your unitwithout your permission and NO guestmay stay more than 10 aggregate nightsin a shared unit.

Neill-Wycik employs over 35members and students, provides careerexperience to hotel/hospitality/ businessstudents and makes a substantialfinancial contribution to the Co-op.Half the building usually empties outin the summer when many studentsreturn home to summer jobs. Thiscould result in an enormous financialproblem for Wycik as we would havesuffered from large vacancy losses, butwe have been able to create analternate source of revenue through thehotel.

    The hotel also allows us to cleanou t the building and renovatewithout major disruption tomembers. During May and June, weare able to paint, patch and fix up theunits that may have experienced damage through the school year.
