    THIS IS A STUDENT CO-OPERATIVE-much different than a student residence or an apartment building.We encourage you to make your mark while you live in this community.Living co-operatively means caring about the people around you. Insteadof lecturing you about the obligations of membership, we prefer toencourage you to think co-operatively.     THE CO-OPERATIVE MOVEMENTNeill-Wycik Co-operative College is part of the greater co-operative movement and a member of the Ontario Student Co-operative Association(OSCA) and through OSCA, the Ontario Co-operative Association (OCA),as well as the local, regional and national housing co-operative federations - Co-operative Housing Federation of Toronto (CHF1), Co-operativeHousing Federation of Canada (CHFC), including the Ontario Regionaldepartment (CHF-O).There are five Student Housing Co-operativesin Ontario and all are members of OSCA.They are : Guelph Campus Co-op (Guelph),Science '44 (Kingston), Campus Co-operative Residences (U of 1) and WaterlooCo-operative Residences (Waterloo).

    Once Upon aTime

    IN 1966,a small group of motivated Ryersonstudents headed up by Kathy Whalenpersistently lobbied to create affordablestudent accommodation. They particularly liked the idea of a Co-op as opposed toa normal school residence because itoffered students control over their environment as well as low-cost housing.In September 1967, it was decided thatRyerson was to have a high-rise co-op.In December of that year, the CanadianUnion of Students sent Stan Adelman, asa field worker, to Ryerson to help thegroup find money and a plan for the longproject ahead. The first thing the Co-opneeded was a building from which theycould operate to gain some experienceand raise capital. Ryerson offered itsproperty at 325 Church S t r e e ~ a building

    slated for demolition, to be used as aresidence. After selecting a site, theCo-op then needed a mortgage.On Christmas Eve, 1968, a $5.4 milliondollar mortgage was finally approved bythe CHMC. Many problems arose, but thebuilding finally opened and by August15, 1970, all the spots were filled.

    SOWHO ISMR. NEILL-WYCIK?

    Well, the building was actually namedafter three individuals: Wycik was the lastname of Aurilee and Raymond Wycik,two warm hearted individuals who ran asmall cafeteria in Ryerson's Kerr Hall.Wycik College sounded a lot like WycliffeCollege, a divinity school at theUniversity of Toronto so Kathy thensuggested adding on A.S.Neill's name .Neill was the Principal of Summerhill,one of the most successful English freeschools. The group admired his workand the principle behind a 'free school'.In December 1986,work began on theMarten's Wing(aka the McGillWing). After several delays, theMarten's Wing wasopened in January 1988.In 1995, with much fanfare, Neill-Wycikcelebrated its 25th Anniversary andSeptember 2000 marked our 30thAnniversary!

    Principles Of Co-OperationWE WELCOME YOU TO THIS COMMUNITY CALLEDNEILL-WYCIKBecause we are such a diverse and large mini-community, we needcertain PRINCIPLES and GUIDELINES to keep our world sane and happy.

    Please read them and strive to be a good member of the community.

    1) Open and VoluntaryMembershipYou must be a full-time student to beaccepted into Neill-Wycik and we tryto achieve a 50/50 male to femaleratio. Apart from these guidelines,anyone can become a Memberregardless of social, political, ethnicor religious affiliation.2) Democratic ControlMembers elect the Board ofDirectors at Neill-Wycik. Any rentincrease or major policy change mustbe passed at a general meeting opento all Members. If you have a criticism, or suggestion, you can expressit at a board meeting, to the staff, orat a general meeting.3) ApoliticalNeill-Wycik doesn't take sides on thepolitical spectrum. We will not makedonations to one political party norwill we become involved in politicalmovements for change not directlyrelated to housing. We do, however,respect any Member's activities inthese areas.

    4) A Co-operativeEducational Environment< Neill-Wycik is not just a place tohang your hat By bringing a group'of people together from around theworld, and supplying them withprivate and communal space, wehope to teach the art of co-operation.By encouraging opportunities forvolunteering and for working, wehope to create an environmentwhere our Members can developpersonal skills while contributing totheir community. 1.5) Non-ProfrtWe take in a certain amount ofmoney from housing charges and thehotel and spend it on maintenance,salaries, mortgages, utilities and otherexpenses.Anything left goes into thereserves for major repairs, capitalexpenditures etc. There is no personor group of people who benefit if wehave a surplus; we all share in ourfinancial successes and failures.6) Community andCo-operationNeill-Wycik's objective is to promoteand build community and relationships with surrounding communitiesand co-operatives locally, nationallyand internationally.

    Governance & The Boardof DirectorsLET THE VOICE OF THE PEOPLE BE HEARD!

    Since governance at Neill-Wycik is aco-op, everyone who lives here has astake and voice in decisions madeaffecting Neill-Wycik. This could be thecolour of the lobby, how much to spendon renovations and what is acceptablebehaviour. We discuss and pass by-lawsthat govern how we live within thebuilding as a membership.Board meetingsMost of this is done through your Boardof Directors. The Board of Directors are12 members who volunteer their time toensure the building is operating to thestandard expected by the membership.The board meets twice a month, in theMeeting Room (2nd Floor McGill Wing)at 7:00pm. All members are welcome toattend a meeting.

    Annual General MeetingYou elect the Board at the AnnualGeneral Meeting (AGM) held everyspring. If you have CONCERNS ,QUESTIONS, or SUGGESTIONS we arealways glad to hear them . Each BoardMember has a mailbox at the front desk.If you wish to communicate with anyoneon the Board, this would be the first step.After receiving your note, the BoardMember will contact you if necessary, todiscuss the matter further. If you wouldlike to meet with the Board as a whole,leave a message for the CorporateSecretary who will contact you for thenext meeting.

    By-LawsNW BY-LAWS, WHAT DO THEY MEAN TO YOU,THE MEMBER?Neill-Wycik is a mini-city of 780 PEOPLEliving in one environment completewith our own community security,maintenance crew, recreational facilities ,board of directors, and our very ownBy-Laws to ensure peace reignsthroughout the building.As a good member of Neill-Wycik, it isimportant for you to FAMILIARIZEYOURSELF with the policies andBy-Laws. Remember that the By-Lawswere proposed, argued, voted and passedby you, the Member! When you sign thatOccupancy Agreement you have agreedto abide by these simple rules of courtesyand behaviour. If you want more detail,full copies of the By-Laws are available inthe office or you can ask yourCommunity Assistant.There are CONSEQUENCES if you fail toabide by the By-Laws, but we sincerelyhope you will never have to get familiarwith them.By-Laws: What are they?Why should I care?You need to know what they are andfollow them. If you donl there areconsequences.Here's what can happen:LETTER: You'll get a letter from the officeasking you to a meeting . If you've brokena minor rule, you'll be invited to theMember Relations Committee(MRC)Meeting. If you've broken a major rule,you'll be invited to the Board. The letterinviting you to the Board is a legaldocument (Schedule F) ; read it carefully.MEETING: Go. This is your chance toexplain what happened. If you can 't go,send a letter or someone to representyou. If you donl the Board or MRC will

    decide your consequences inyour absence.2ND LETTER: You 'll get a letter from theBoard or MRC letting you know theirdecision. If the letter from the Board isa Schedule G&H, it is also a legaldocument. Again, read it carefully.APPEAL: You can appeal a decision ofthe MRC at a Board meeting. You canappeal an eviction decision as well.Talk to the Community DevelopmentCo-ordinator or the office for moreinformation about these options.

    A SUMMARY OF THE MOSTIMPORTANT BY-LAWS: Please contribute your two hours tothe Member Contribution Program -it benefits everyone! Neill-Wycik promotes a drug free,responsible environment. There are absolutely no pets exceptsmall caged ones in multi-units, andpets are not allowed to wanderthe halls. Attend the Annual General Meeting(AGM) and participate in electing yourBoard of Directors. Please have fun while you live here,but remember that pranks such astampering with fire safety equipmentand alarms or throwing things outwindows will affect your residency.

    Rent Q& AWHAT EVERY GOOD MEMBER NEEDS TO KNOW ABOUTHOUSING AND RENTQ Am I a Term Payer?A If you live in a multi-unit then youare a term payer, which means that

    you will be paying your rent at thebeginning of each semester (ie.September to December is due onSeptember 1st).Q How do I go aboutgetting Monthly Status?A To be eligible for monthly status thereare two methods.

    1. Employment Application(minimum of 25 hours weekly)

    Please do not let strangers into thebuilding when you enter. Try tolook out for your neighbours andremember, you are responsiblefor the actions of your guests andmust sign them in. Please remember to pay your rent

    on time. Please treat all members, guests andstaff with courtesy and respect.H a r a s s m e n ~ threats and assaults orimpeding the quiet enjoyment ofother members living environmentare not tolerated.

    Please respect the property of NeillWycik and members and report anydamage or vandalism. Please keep your private bedroom

    and unit clean.

    2. Parents Application (the member andparents are accepting responsibility formonthly rent payments).Both methods are subject to approval bythe bookkeeper. Please note that there aredeadlines to apply for monthly status.Please contact the bookkeeper for moreinformationQ What if there is a delay ingetting my OSAP?A You must immediately contact ourBookkeeper and bring a copy of your'Student Information Document' in

    order to receive a deferral. There isno deferral for your first month ormaintenance deposit. This must bereceived before you can move intothe building. If there is a delay inreceiving your OSAP please contactthe Bookkeeper immediately.Q What if I can't pay by thefirst of the month?A Please contact the Bookkeeperbefore the first of the month to make

    arrangements for a rent deferral. A$25late fee will be charged. Under certaincircumstances this fee may be waived.Q What happens whenI am in arrears?A When you are in arrears the first stepis you will receive a letter informingyou of a balance owing, includingyour $25 late fee. If payment is notreceived by the date outlined inthe late letter, you will receive a

    Schedule F, which is a notice toappear in front of the Board. This isthe first step in the eviction process.7- - - -

    Occupancy Agreement (aka your lease)OCCUPANCY AGREEMENT OVERVIEW(WHAT DOES THAT LEASE SAY ANYWAY?)

    Each member signs an occupancy agreement. Acopy of the occupancy agreement isavailable at the Front Desk or in the 22nd floor office but here are the 'HOT HIGHLIGHTS: You should acq uaint yourself with the occupancy agreement and the by-lawsas these two items govern the way you must conduct yourself. Details andfurther information must be taken from the actual occupancy agreement.

    1 Members planning to move before theiroccupancy agreement expires must givetwo months notice (from the first of themonth) and sign a Notice to Vacate. Thereis a $50.00 administration fee for breakingthe occupancy agreement2) Members must get permission of theCo-operative to paint or decorate unit.3) Members must keep their unit clean andnot allow garbage to accumulate as this canencourage mice. Members must clean theirunit BEFORE terminating their occupancy,or be subject to a cleaning charge.4) Members agree to pay for repair andmaintenance of his/her unit and fixtures ifrepairs are needed because of damagecaused by the Member, the Member'sguests or friends.5) Members agree to report all damage toCo-op immediately.6) The Co-op has the right to enter units incase of emergencies, as per Bylaws, forexterminators, room checks, maintenancerepairs, alterations, decorations or to showunit to new Members.7) Members should purchase fire/extendedinsurance coverage to cover his/her owngoods and furnishings. Neill-Wycik'scoverage only covers the building andequipment of Neill-Wycik.8) Members agree to promote principles ofthe Co-operative and to abide by itsCharter, Bylaws, Rules, Regulations, Policiesand Decisions adopted by the Board and its

    Committees.This includes the Member'sfamily, visitors etc.9) It is the Member's responsibility todetermine the policies relevant to hisconduct ignorance is not a sufficient excusefor a breach of conduct10) Members who are in default of theoccupancy agreement or his/her dutiesunder the Charter or Bylaws may haveMembership terminated by resolutionpassed by the Board of Directors. TheMember will receive 10 days notice of themeeting of the Board at which theresolution will be considered . The Membermay appear to make submissions on theirbehalf. Termination: will occur on the datespecified by Board of Directors in itsResolution, but the date will not be lessthan 10 days after the hearing. Furtherdetails are available on the occupancyagreement11) The Co-operative is not liable fordamage to property entrusted to employeesof the Co-op or loss of any property bytheft or otherwise. The Co-operative isnot liable for injury or damage to personsor property.12) The Co -operative is governed by theCo-op Corporations Act NOT the Landlordand Tenant Act.13) The waiver form within the agreementabsolves Neill-Wycik of any responsibilitywhile Members use any of the SACfacilities or common areas or attendany events.

    Community Assistants ProgramCOMMUNITY ASSISTANTS ORIENT NEW MEMBERS

    We have Community Assistants to orientnew members to the building and area,support members in completing theirMember Contribution Program Hours(this is where you get involved!), promoteco-operative principles, and providestart up and resource help to clubsand committees.

    What Does My CA Do For Me?If you have questions about the building,if you wish to start a club or committee,if you are not sure what to do for yourMember Contribution Program hours, ifyou need help in organizing a cleaningschedule for a multi-unit, then callyour CAl

    Membership Contribution ProgramA Bit of BackgroundThe aim of a student-housing co-operativeis to provide housing that is affordableand responsive to the particular needs ofstudents. Aco-op is affordable becausemembers give their time in different waysand responsive because each member hasa voice in decision-making.

    How do I get involved?Contact your CA.Who keeps track of what I do?Your CA will enter the hours you havecompleted in the Neill Wycik database.

    THE LIST OF IDEAS INCLUDE: Joining a club or committee or startone yourself (talk to your CA first).

    Some committees from previousyears; Movie, Newsletter, ReadingBuddies, Social Awareness,Environment and Fundraising(for local charities). Outreach work; if you are aware ofan organization that needs volunteers,talk to your CAl We have prOVidedbaked goods to a local women'sshelter and sandwiches for theSalvation Army. Run for the Board of Directors! We

    have elections at the Annual GeneralMembers' Meeting. You can nominate

    yourself or have someone do it foryou. It is the quickest way toimmerse yourself in Wycik culture. Organize an event for your floor orthe whole building! SAC can beapproached to finance good ideas.Forms are available from your CA.

    Participate in fund raising andblood drives. Attend Board forums, work on apolicy taskforce or respond to surveysto help with co-op governance. Ask about maintenance tasks and

    Social Activity Committee (SAC)Welcome to SAC!

    SAC is a committee of the Board of Directors.Our purpose is to ensure that YOU, the member,have fun here at Wycik.SAC MEETINGS

    SAC holds meetings EVERY 1ST & 3RDSUNDAY OF EACH MONTH. Agendasfor each meeting are posted by theelevators on each floor. If you wish to geton the agenda, call ext 6006 and leaveyour name, unit and phone number.Someone from SAC will contact you andgive you all the necessary information

    SAC AND ITS FACILITIESWycik has some GREAT facilities , andmembers are welcome to use all of them!But before you do, you MUST get aNW photo ID Card and sign your lease.The lease includes a general waiver formfor using the facilities. You can obtainyour photo ID when you move into thebuilding.

    FACILITYMANAGERSAll the SAC facilities here at Wycik aremanaged by dedicated members. TheseFacility Managers and AssistantFacility Managers are responsible forkeeping their facility running, providingorientations to members and meetingwith the Facility Co-ordinator once anmonth.

    FIRE ALARMS!!!!!!!!!When a fire alarm sounds you shouldimmediately leave the building usingthe designated fire stairwells located ateach end of your hallway. Security willrespond within the first 2-3 minutes ofthe alarm and proceed with theinvestigation process.Important things for you to knowduring a fire alarm: Elevators do not work, use the stairs,you are putting yourself in dangerwhile waiting. Do not take time to gatherbelongings. Make sure all windows and doors areshut, even in the bathrooms! Make sure all major appliances are

    off. Leaving something on the stovewhile you are gone may result innew fire.

    The team is COMMUNITY MINDED inits approach and they try to build closeties with members to monitor the building for potential safety and security problems.     If you make a mess,clean it up!Ill, That's the jist of what youhave to remember while- you live here.If you live in a shared u n i ~you have to EQUALLYSHARE the responsibility of keepingyour unit clean and damage free . If youfail to do so, we have to charge you,which we really don 't like to do. Thereare two annual inspections performedevery term in the multi-units to makesure you are keeping your unit clean.WARNING! The average cost to cleana unit is $325.00 by a contract cleaningcompany and we have charged membersin the past. This is shared EQUALLYamongst all members, unless you reportin writing to your Community Assistantthat your unitmates refuse to sharethe cleaning.

    NEED SUPPLIES?WE ENCOURAGE a clean building sowe supply everything you need! You canget garbage bags, cleansers, light bulbs,rubber gloves, vacuums and putty at thefront desk. What could be easier?

    MOVE-IN INSPECTIONFORMAs a member, you are responsible forfilling in your MOVE-IN INSPECTIONFORM. Please complete it within 15days after move-in. This form may beyour only recourse in any damagedeposit dispute. Hand it into thefront desk.

    Upon m o v e - o u ~ you will also be requiredto fill in a MOVE-OUT INSPECTIONFORM. Once the form is filled pleasehand it into the front desk. Many students leaveWycik in the summer whenschool is over which leavesus a partially emptybuilding. What could haveresulted in an enormousfinancial problem for Wycik(we still have to pay ourmortgage, our utilities, property taxesand other operating costs) we insteadoperate a profitable summer hotel.

    Employment OpportunitiesThe hotel has also benefited members byproviding SUMMER EMPLOYMENT toover 35 people in housekeeping, frontdesk and the cafeteria. During May andJune, when we have hotel vacancies, weare able to p a i n ~ patch and fix up theunits that may have experienced damagethrough the school year thus limitingdisruption to members.The Word is Getting Out!The hotel has grown and become morewell-known throughout the world.WEARE PUBLISHED in the famous "Let'sGo" guides, Trip Travel Guides,Frommer's, Fodor's and the CAA handbooks, Tourism Toronto maps, brochures,and many more. This advertising hasincreased the public's knowledge ofNeill-Wycik and has often been the reasonwe have attracted new members toNeill-Wycik during the school year.

    HOTEL STATISTICS: Over 25,000 visitors a year. Almost 100% occupancy in !ateJuly and August The hotel does contribute to Wycik'sbudget every year. Our hotel web-site attracts thousandsof on-line visitors from allover theworld.

There will be two bursaries of$500.00 each per school year available tomembers in financial need. One of thebursaries will be given in the fall, andthe remaining one will be given out inthe winter.

    DISBURSEMENTWatch for signs showing when you canapply for the bursary. There are twoapplication periods, one in the fall andthe bursary is awarded at the end ofNovember, or early December. The otherbursary is in the winter semester andwill be awarded sometime in March.

    ELIGIBILITYTO BE ELIGIBLE TO APPLY for a NeillWycik Bursary, you must be a member ingood standing and you must have livedat Neill-Wycik for a minimum of fourmonths at the time of application.Returning m embers who lived here for aminimum of four months last school yearare also eligible. You must be an undergraduate or teacher's college student whois currently enrolled in at least 51% of a

    full course load, and you must have aminimum cumulative GPA of 2.0.Because graduate students can pursuealternate sources of funding, the Bursarywill not be open for them. The majorconsideration of the Bursary Committeewill be financial need, but your contributions to the Neill-Wycik community overand above minimal Member ContributionProgram requirements will also be animportant factor.
