    WHY DO WE MAKE YOU VOLUNTEERIN THIS BUILDING?Because we believe we are the springboard for your next life outsideof Wycik. With regular cutbacks in social programming we all have avested interest in helping to create that social safety net. Volunteeringis a noble and right thing to do. When you leave Wycik, we hope youwill leave it a better place and continue to contribute to the largerglobal community.PLEASE READ YOUR OWNER'S MANUAL. Understand what yourcommunity offers you and what you can offer in return .. then takea big breath, dive in head first and get involved - life will never bethe same!

    IN 1966,a small group of motivated Ryersonstudents headed up by Kathy WhalenperSistently lobbied to create affordablestudent accommodation. They particularlyliked the idea of a Co-op as opposed to anormal school residence because it offeredstudents control over their environment aswell as low-cost housing.In September 1967, it was decided thatRyerson was to have a high-rise co-op. InDecember of that year, the CanadianUnion of Students sent Stan Adelman, as afield worker, to Ryerson to help the groupfind money and a plan for the long projectahead. The first thing the Co-op neededwas a building from which they couldoperate to gain some experience and raisecapital. Ryerson offered its property at

    325 Church S t r e e ~ a building slated fordemolition, to be used as a residence.After selecting a site, the Co:op thenneeded a mortgage.On Christmas Eve, 1968, a $5.4 milliondollar mortgage was finally approved bythe CHMC. Many problems arose, but thebuilding finally opened and by August 15,1970, all the spots were filled.

    SOWHO ISMR. NEILL-WYCIK?Well, the building was actually namedafter three individuals: Wycik was the lastname of Aurilee and Raymond Wycik, twowarm hearted individuals who ran a smallcafeteria in Ryerson's Kerr Hall. WycikCollege sounded a lot like WycliffeCollege, a divinity school at the Universityof Toronto so Kathy then suggested addingon A.S.Neill's name. Neill was thePrincipal of Summerhill, one of the mostsuccessful English free schools. The groupadmired his work andthe principle behind a'free school'.In December 1986,work began on theMarten's Wing (akathe McGill Wing). Afterseveral delays, the Marten's Wing wasopened in January 1988.In 1995, with much fanfare, Neill-Wycikcelebrated its 25th Anniversary andSeptember 2000 will mark our 30thAnniversary!

    We welcome you to this community called Neill-WycikBecause we are such a diverse and large mini-community, we need certainPRINCIPLES and GUIDELINES to keep our world sane and happy.Please read them and strive to be a good member of the community.

    11 Open andVoluntary membershipYou must be a full-time student to be accepted into Neill-Wycik and we try toachieve a 50-50 male to female ratio. Apart from these guidelines, anyone canbecome a Member regardless of sociaL politicaL ethnic or religiOUS affiliation.21 Democratic ControlMembers elect the Board of Birectors at Neill-Wycik. Any rent increase or majof:policy change must be passed at a general meeting open to all Members. If you'have a criticism, or suggestion, you can express it at a board meeting, to thestaff, or at a general meeting31 ApoliticalNeill-Wycik doesn't take sides on the 'political spectrum. We will not makedonations to one political party nor will we become involved in politicalmovements for change not directly related to housing. We do, however, respectany Member's activities in these areas.4] A Co-operative Educational EnvirQnmentNeill-Wycik is not just a place to hang your hat By b ~ i n g i n g a group of peopletogether from around the world, and supplying them with private and communal space, we hope to teach the art of co-operation. By offering educationalfacilities and seminars in current issues and by encouraging opportunities forvolunteering and for working, we hope to create an environment where ourMembers can develop personal skills while contributing to their commuQity.51 Non-ProfitWe take in a certain amount of money from housing charges and the hotel andspend it on maintenance, salaries, mortgages, utilities and other x p e n s e s .Anything left goes into the reserves for major repairs, capital expenditures etc.There is no person or group of people who benefit if we have a surplus; we,allshare in our financial successes and failures.6] Community and Co-operationNeill-Wycik's objective is to promote and build community and relationshipswith surrounding communities and co-operatives locally, nationally andinternationally.

    Governance at Neill-WycikIf you thought that Wycik was just anotherresidence, you're wrong. WYCIK IS ACO-OP which means everyone who liveshere has a stake and voice in all decisionmade affecting Neill-Wycik. This could bethe colour of the lobby, how much tospend on renovations and what isacceptable behaviour. We discuss andpass by-laws that govern how we livewithin the building as a membership.Board meetingsMost of this is done through your Board ofDirectors. The Board of Directors are12 members who volunteer their time toensure the building is operating to thestandard demanded by the membership.The board meets twice a month, in theMeeting Room (2nd Floor McGill Wing) at7:00pm. All members are welcome toattend a meeting.

    LET THE VOICE OF THE PEOPLEBE HEARD!You elect the Board at the Annual GeneralMeeting (AGM) held every spring. If youhave CONCERNS, QUESTIONS, orSUGGESTIONS we are always glad tohear them. Each Board Member has amailbox at the front desk. If you wish tocommunicate with anyone on the Board,this would be the first step. After receivingyour note, the Board Member will contactyou if necessary, to discuss the matterfurther. If you would like to meet with theBoard as a whole, leave a message for theCorporate Secretary who will contact youfor the next meeting.

    NW BY-LAWS, WHAT DO THEY MEAN TO YOU,THE MEMBER?Neill-Wycik is a mini-city of 780 PEOPLEliving in one environment complete withour own community security, maintenancecrew, recreational facilities, board of directors, and our very own By-Laws to ensurepeace reigns throughout the building.As a good member of Neill-Wycik, it isimportant for you to FAMILIARIZEYOURSELF with the policies and By-Laws.Remember that the By-Laws were proposed, argued, voted and passed by you,the Member! When you sign thatOccupancy Agreement you have agreed toabide by these simple rules of courtesyand behaviour. If you want more detail,full copies of the By-Laws are available inthe office or you can ask your CommunityAssistant.There are CONSEQUENCES if you fail toabide by the By-Laws, but we sincerelyhope you will never have to get familiarwith them.BY-LAWS: WHAT ARE THEY?WHY SHOULD I CARE?

    Wycik has rules; they're called by-laws.You need to know what they are andfollow them. If you don't, there areconsequences.Here's what can happen:LETTER: You'll get a letter from theoffice asking you to a meeting. If you'vebroken a minor rule, you'll be invited tothe Member Relations Committee(MRC)Meeting. If you've broken a major rule,you'll be invited to the Board. The letterinviting you to the Board is a legal document (Schedule F); read it carefully.

    MEETING: Go. This is your chance toexplain what happened. If you can't go,send a letter or someone to represent you.If you don't, the Board or MRC will decideyou consequences in your absence.2ND LETTER: You'll get a letter fromthe Board or MRC letting you know theirdescision. If the letter from the Board is aSchedule G&H, it is also a legal document.Again, read it carefully.APPEAL: You can appeal a decision ofthe MRC at a Board meeting. You canappeal an eviction decision as well.Talk to the Community D evelopmentCo-ordinator on the office for moreinformation about these options.A SUMMARY OF THE MOSTIMPORTANT BY-LAWS:

    Please contribute your two hours to the MemberContribution Program - it benefits everyone! Neill-Wycik promotes a drug free, responsibleenvironmentThere are absolutely no pets in multi-units, andpets are not allowed to wander the halls.Attend the Annual General Meeting (AGM) andparticipate in electing your Board of Directors. Please have fun while you live here, butremember that pranks such as tampering withfire safety equipment and alarms or throwingthings out windows will affect your residency. Please do not let strangers into the building whenyou enter, try to look out for your neighbours andremember, you are responsible for the actions ofyour guests. Please remember to pay your rent on time. Please treat all members, guests and staff withcourtesy and respect Harassment, threats andassaults or impeding the quiet enjoyment of othermembers living environment are not tolerated. Please respect the property of Neill-Wycik and

    members and report any damage or vandalism. Please keep your private bedroom and unit clean.

    WHAT EVERY GOOD MEMBER NEEDS TO KNOWABOUT HOUSING & RENTQ] Am I a Term Payer?A] If you live in a multi-unit then youare a term payer, which means thatyou will be paying your rent at thebeginning of each semester (ie.September to December is due onSeptember 1st).Q] How do I go aboutgetting Monthly Status?A] To be eligible for monthly status

    there are two methods.1. Employment Application(minimum of 25 hours weekly)

    Q] What if there is a delay ingett ing my aSAP?A] You must immediately contact ourBookkeeper and bring a copy of your'Student Information Document' inorder to receive a deferral. There isno deferral for your first month ormaintenance deposit. This must bereceived before you can move intothe building. If there is a delay inreceiving your OSAP please contactthe Bookkeeper immediately.Q ] What if I Can't pay by thefirst of the month?2. Parents Application (the member A]and parents are accepting responsi- Please contact the Bookkeeper beforethe first of the month to makearrangements for a rent deferral.

    A$25 late fee will be charged. Undercertain circumstances this fee maybe waived.

    Q] What happens when I amin arrears?A] When you are in arrears the first stepis you will receive a letter informingyou of a balance owing, includingyour $25 late fee. If payment is notreceived by the date outlined in theLate letter, you will receive aSchedule F, which is a notice toappear in front of the Board. This isthe first step in the eviction process.

    OCCUPANCY AGREEMENT OVERVIEW(WHAT DOES THAT LEASE SAY ANYWAY?)Each member signs an occupancy agreement. A copy of the occupancy agreement isavailable at the Front Desk or in the 22nd floor office but here are the 'HOT HIGHLIGHTS'. You should acquaint yourself with the occupancy agreement and the by-lawsas these two items govern the way you must conduct yourself. Details andfurther information must be taken from the actual occupancy agreement.

    11 Members planning to move before theirOccupancy agreement expires must give two"months notice (from the first of the month) andsign aNotice to Vacate.There is a$50.00admini$tration fee for breaking the occupancyagreement2] Members must get permission of theCo-operative to paint or decorate unit.

    Members must keep their unit clean and notallow garbage to accumulate as this canencourage mice. Members must clean their unitBEFORE terminating their occupancy,or you will

    ~ subject to acleaning c h a r g e ~..q MemberS agree to pay for repair andmaintenance of his/her unit and fixtures if repairsare needed because of damage caused by theMember, the Member's guests or friends.5] Members agree to report all damage toCo-op immediately.6J The CO-op has the right to enter units in caseof emergencies, as per Bylaws, for exterminators,room checks, maintenance repairs, alterations,decorations or to show unit to new Members.7] Members should purchase fire/extendedinSurance coverage to cover hisJher own goodsand furnishings .Neill-Wycik's coverage onlycovers the building and equipment of NeiJI-Wycik.8] Members agree to promote principles of theCo-operative !IDdto abide by its Charter, Bylaws,Rules. R e g u l a ~ 9 n s , Policies and Decisions

    adopted by the Board and its Committees. Thisincludes the Member's family, visitors etc.9] It is the Member's responsibility to determinethe policies relevant to his conduct, ignorance isnot asufficient excuse for abreach of conduct.10] Members who are in default of theoccupancy agreement or his/her duties under theCharter or Bylaws may have Membershipterminated by resolution passed by the Board ofDirectors. The Member will receive 10 daysnotice of the meeting of the Board at which theresolution will be considered. The Member mayappear to make submissions on their behalf.Termination will occur on the date specified byBoard of Directors in its Resolution, but the datewill not be lesS than 10 days after the hearing.Further details are available on the occupancyagreement.11] The Co-operative is not liable for damage toproperty entrusted to employees of the Co-oJ) orloss of any property by theft or otherwise.TheCo-operative is not liable for injury or damage topersons or property.12] The Co-operative is governed by theCo-op Corporations Act, NOT the Landlord andTenant Act.13] The waiver form within the agreementabsolves Neill-Wycik of any responsibility whileMembers use any of the SAC facilities orcommon areas or attend any events.

    A BIT OF BACKGROUNDThe aim of a student-housing co-operativeis to provide housing that is affordableand responsive to the particular needs ofstudents. A co-op is affordable becausemembers give their time in different waysand responsive because each member hasa voice in deciSion-making.

    YOUR PARTWhat Can I Do to Contribute?As a member you can participate by serving on the Board of Directors, helping theSocial Activity Committee operate thefacilities, assisting the Maintenanced e p a r t m e n ~ attending General Members'Meetings to name a few. Now, this maynot sound particularly exciting but letslook at the options:Option 1: You could stay in yourroom, do all yourstudying and then reada good book

    OROption 2: You could GET OUTand meet someTERRIFIC people (afteryou study of course!) .No one is expecting you to spend all yourfree time helping just two hours amonth (0.3% of your time!). Some of thebenefits of getting involved are: connecting with other members, having fun, andcontributing something significant.

    THE LIST OF IDEASINCLUDE: Joining aclub or committee or start oneyourself (talk to your CA first). Some

    committees from previous years; Movie,Newsletter, Reading Buddies, SocialAwareness, Environment and Fundraising(for local charities).

    Outreach work; if you are aware of anorganization that needs volunteers, talk toyour CAl We have provided baked goods to alocal women's shelter and sandwiches for theSalvation Army.

    Run for the Board of Directors! We haveelections at the Annual General Members'Meeting. You can nominate yourself or havesomeone do it for you. It is the quickest wayto immerse yourself in Wycik culture.

    OrganJze an event for your floor or the wholebuilding! SAC can be approached to financegood ideas.

    PartiCipate in fundraising and blood drives. Attend Board forums, work on apolicy

    taskforce or respond to surveys to help withco-op governance.

    Ask about maintenance tasks and cleaning atthe front desk. Help out with managing SAC facilities.

    Our purpose is to ensure that YOU, the member,have fun here at Wycik.SAC MEETINGS

    SAC holds meetings EVERY 1ST & 3RDSUNDAY OF EACH MONTH. Agendasfor each meeting are posted by theelevators on each floor. If you wish to geton the agenda, call ext. 6006 and leaveyour name, unit and phone number.Someone from SAC will contact you andgive you all the necessary information

    SAC AND ITS FACILITIESWycik has some GREAT facilities, andmembers are welcome to use all of them!BUT before you do, you MUST get aNW photo ID Card and sign your lease.The lease includes a general waiver formfor using the facilities. You can obtainyour photo ID when you move into thebuilding.

Liaison - SAC's linkbetween itself and yourfriendly neighbourhoodCommunity Assistants.General Positions- (2 spots) -Members whocome to the SAC meetings,give their valuable adviceand help out when they'reneeded.

    Facility ManagersAll the SAC facilities here at Wycik aremanaged by dedicated members. TheseFacility Ma nagers and Assistant FacilityManagers are responsible for keepingtheir facility running, proViding orientations to members and meeting with theFacility Co-ordinator once an month.

    LockoutsIf you lock yourself out of your unit there is acharge of $5.00 that must be paid immediately.If you lose your key and are in a multi-unit youwill be asked to pay for the charge to replaceall locks in the multi-unit. This could cost upto $100.00.

    FIRE ALARMS!!!!!!!!!When a fire alarm sounds you shouldimmediately leave the building using thedesignated fire stairwells located at eachend of your hallway. Security willrespond within the first 2-3 minutes ofthe alarm and proceed with theinvestigation process.Important things for you to knowduring a fire alarm: Elevators do not work, use the stairs,you are putting yourself in dangerwhile waiting. Do not take time to gather belongings. Make sure all windows and doors areshut, even in the bathrooms! Make sure all major appliances are off.

    Listen to Security at all times. Securitywill not hesitate, they have a specificjob to do and interfering with that putsyou and others in danger. When out side of the building be sureto stay clear of all doors so that firefighters can easily access the building.Important fire prevention: Keep all doorways clear. All units use fire doors that prevent thespread of fire. Propping them openallows fire to access other areas andspread easily.     MOVE-IN INSPECTIONFORMAs a member, you are responsible forfilling in your MOVE-IN INSPECTIONFORM. Please complete it within 15 daysafter move-in. This form may be youronly recourse in any damage depositdispute. Hand it into the front desk.

    Upon move-out, you will also be requiredto fill in a MOVE-OUT INSPECTIONFORM. Once the form is filled out, pleasehand it into the front desk. Maintenancewill arrange to inspect your unit.If there are any discrepancies between themove-in and move-out forms, you will becharged according to the damage.

    KEYSIf your keys are NOT RETURNED atmove-out you will be charged $10.00.LOST KEYS to a multi-unit may cost moreas we will have to charge for changing allthe locks in the unit. LOST ACCESS cardscost $20.00 to be replaced and can bereplaced in the office on the 22nd floor.

During May andJune, when we have hotel vacancies, weare able to p a i n ~ patch and fix up theunits that may have experienced damagethrough the school year thus limitingdisruption to members.The Word is Getting Out!

    The hotel has grown and become morewell-known throughout the world.     NEILL-WYCIK HAS A BURSARY PROGRAM!THE NEILL-WYCIK BURSARY is anaward based on financial need, withoutundue emphasis on a student's academicstanding. There will be two bursaries of$500.00 each per school year available tomembers in financial need. One of thebursaries will be given in the fall, and theremaining one will be given out in thewinter.

    SOURCE OF BURSARYFUNDS

    Money for the Bursary Program has beengenerously donated from the Board ofDirector's budget.

    DISBURSEMENTWatch for signs showing when you canapply for the bursary. There are twoapplication periods, one in the fall and thebursary is awarded at the end ofNovember, or early December. The otherbursary is in the winter semester and willbe awarded sometime in March.

    ELIGIBILITYTO BE ELIGIBLE TO APPLY for a NeillWycik Bursary, you must be a member ingood standing and you must have lived atNeill-Wycik for a minimum of 4 months atthe time of application. Returningmembers who lived here for a minimumof four months last school year are alsoeligible. You must be an undergraduate orteacher's college student who is currently

    enrolled in at least 51% of a full courseload, and you must have a minimumcumulative GPA of 2.0.Because graduate students can pursuealternate sources of funding, the Bursarywill not be open for them. The major consideration of the Bursary Committee willbe financial need, but your contributionsto the Neill-Wycik community over andabove minimal M ember ContributionProgram requirements will also be animportant factor.
