MINISTRY OF ECONOMY
The Ministry of Economy (‘Ministry‘) is responsible for providing efficient and effective economic
and financial advice to Government including management of the national economy consistent with
the Government’s macroeconomic and financial objectives. The following divisions support the
Ministry in the delivery of its outputs and these include: budget management services (Budget
Division) accounting services (Treasury), financial and debt management services (Debt & Cash
flow Management), internal control and audit services (Internal Audit & Good Governance),
facilitation of procurement for whole of Government (Fiji Procurement Office), implementation of
Government wide financial management reforms (Financial & Policy Assurance), management of
Government capital projects, quarters and office space (Construction Implementation Unit), policy
formulation, effective implementation and monitoring of projects and programmes (Strategic
Planning Office), administrative and support services (Corporate Services Division) as well as
statistical compilation and dissemination (Fiji Bureau of Statistics).
The Ministry invites applications from qualified and professional candidates for the following
position:
Vacancy # 153/2017: Re-advertisement – Head of Administration
The position is a senior management role reporting directly to the Permanent Secretary for
Economy.
The key responsibilities of the position include:
Provision of sound professional and timely advice and efficient administrative support to the
Permanent Secretary and senior management team in relation to the overall operation of the
Ministry;
Supervise and coordinate the operations of the Executive Support Group, Human Resources
Unit, Office Services Unit, Training Unit, IT Unit and Records Management Unit;
Coordinate and formulate the Ministry’s strategic documents – Annual corporate Plan, Annual
Report and other high level Ministry reporting documents;
Develop and monitor appropriate internal human resource and training policies that will ensure
a productive and rewarding working environment for all staff;
Ensure that disciplinary cases are handled in accordance with the Discipline Guideline;
Ensure that the recruitment and selection process in the Ministry strictly adheres to the Open
Merit Recruitment and Selection (OMRS) Guideline;
Handle all overseas travel logistics for the Permanent Secretary and Minister;
Coordinate and supervise all logistics pertaining to Budget Day – invites, Budget Lock-up,
security, refreshments;
Provide timely and accurate per diem rates and calculations as and when required;
Closely liaise with the landlord to ensure a safe and conducive working environment for all
Ministry staff;
Report monthly and/or quarterly to the Permanent Secretary on HR, Training, IT, Office
Services outputs/performance;
Prepare presentations, speeches, parliamentary responses, advertisements, press releases and
speaking notes for the Permanent Secretary and/or Minister;
Represent the Permanent Secretary in Government Committees and Boards at national,
regional and international levels;

Ensure the proper management of financial resources, oversee the recruitment of qualified and
competent staff, promote staff development through training and guide and motivate staff to
ensure maximum productivity.
Knowledge and Experience
Masters Degree (or equivalent) in Public Administration, Public Policy or similar from a
recognized institution.
At least 6 years experience managing administrative support services in a large organization.
Good understanding of the Fijian Constitution and applicable laws, regulations and instructions.
Sound understanding of public sector corporate issues and practice.
Understanding of teams and how to build and maintain high performing teams.
Skills and Abilities
Ability to give comprehensive advice on corporate matters, particularly HR to the Permanent
Secretary
Ability to formulate and administer policies and initiatives to ensure the successful delivery of
Ministry outcomes
Ability to exercise effective judgement, sensitivity and creativity to changing needs and
situations;
Ability to work under pressure and beyond normal work hours, multi-task and respond quickly to
the Permanent Secretary and/or Minister when required
Ability to manage resources, lead and mentor staff effectively

Vacancy # 154/2017: Manager, Economic Policy, Research and Analysis
The position is a middle management role reporting to the Permanent Secretary for Economy
through the Head of Fiscal Policy, Research and Analysis.
The key responsibilities of the position include:
Provide sound economic and effective fiscal policy advice and forecasts on revenue, fiscal
policy, sectoral incentives and regulatory issues;
Undertake research, formulate and develop policy papers related to fiscal and macro-economic
policy as well as sector-based policies that will also assist in the formulation of budget policies;
Provide regular updates and advice on critical macroeconomic indicators such as GDP,
inflation, investment, international trade and Balance of Payments, and promptly highlight any
volatile movements which may destabilize the economy, and undermine Fiji’s growth and
development;
Investigate key topical issues affecting various stakeholders in the economy, including structural
reforms, ‘cost of living’, trade issues, export promotion etc. and recommend remedial policy
solutions to address these issues;
Ensure effective monitoring and evaluation of policies/incentives/programmes announced in the
annual budget and recommend measures to facilitate timely and cost-effective implementation;

Prepare and provide monthly or quarterly reports and briefs on fiscal and macroeconomic policy
issues and initiatives to the Head of Fiscal Policy, Research and Analysis and/or the Permanent
Secretary;
Provide technical input into presentations, ministerial statements, parliamentary responses,
press releases and speaking notes;
Participate in pre-Budget and post-Budget consultations and other Economic Forums as and
when required;
Represent the Ministry at various meetings and where necessary, support policy planning and
monitoring in the social, infrastructure or economic services sectors of the budget; and
Oversee the recruitment of qualified and competent technical, promote staff development
through training and guide and motivate staff to ensure maximum productivity.
Knowledge and Experience
Post graduate Degree (or equivalent) in Economics, Econometrics, Macroeconomic Analysis or
similar from a recognized institution.
At least 5 years experience and exposure to fiscal responsibilities as well as fiscal policy
development, in depth research and analysis experience with a focus on fiscal forecasting in a
large organization.
Possess sound knowledge of Fiji’s economy and the various economic, fiscal and social policies
of Government as well as the associated development challenges and opportunities
Possess sound knowledge of Government financial processes and procedures, financial
regulations and law
Skills and Abilities

The position is a middle management role reporting to the Permanent Secretary for Economy
through the Head of Administration.
The key responsibilities of the position include:
Provide sound administrative, timely advice and office support to the Head of Administration and
senior management team;
Manage and coordinate the operations of the Office Services, IT and Records Management
Units to ensure efficient and effective delivery of services;

Manage all Ministry funded projects particularly with regards to upgrade in the IT
equipment/resources, Records Management database, renovations and/or refurbishments, etc;
Manage service contracting for the Ministry in relation to official overseas travel, office
supplies/stationaries, security and so forth;
Provide necessary support to the IT Unit to create new databases where necessary, effectively
manage current databases and ensure the procurement of appropriate technology when
required;
Facilitate travel both local and overseas for the Permanent Secretary and/or Minister;
Assist in the planning and logistics for Ministry organized events;
Build and maintain effective relationships with suppliers/service providers to ensure the
successful delivery of the Ministry outputs and deliverables.

The position is a middle management role reporting to the Permanent Secretary for Economy
through the Head of Administration.
The key responsibilities of the position include:
Ensure that key deadlines relating to staff contracts are effectively met;
Develop, implement and report on effective contract management procedures for the Ministry to
ensure staff satisfaction and adherence where needed;
Ensure all employee contracts are accurate and issued in accordance with Governments
service contract terms and conditions;

Contribute to and support the implementation of a coordinated program of change, to achieve
high levels of service delivery in all aspects of Recruitment and Selection in the Ministry;
Provide policy advice and training as required to the Permanent Secretary, Senior management
and staff on staff contract management;
Effectively communicate with senior management and other HR units to ensure the timely
contracting of staff to meet Ministry needs.
Knowledge and Experience
Post graduate Degree (or equivalent) in Human Resource Management, Public Administration
or similar from a recognized institution.
At least 5 years’ experience managing staff contracting in complex organization.
Strong client service focus, with Strategic knowledge and understanding of the impact of
contract management on staff morale and performance.
Significant experience implementing change in a diverse organization.
Understanding of the Fijian Constitution (2013) and applicable labour laws of Fiji.
Understanding of teams and how to build and maintain high performing teams.
Skills and Abilities
Demonstrated ability to manage and motivate staff at different levels and from backgrounds and
experience in a rapidly changing environment.
Demonstrated ability to plan for and meet tight and immovable deadlines, in particular with
regard to contract management.
Demonstrated ability to plan for and manage staff contracting in a complex organisation.
Strong communication skills and the ability to effectively consult with others to develop sound
internal policy and procedures.
Demonstrated ability to maintain confidentiality and neutrality, in a sensitive environment.
Capacity to utilise computer programs to support the operations of complex organization.

Personal Character and Eligibility
