Your Car is Not a Safe ! As we continue to move forward into the New Year, Deputy Sam Cerda, Public AwarenessDeputy for the Harris County Sheriff’s Office Auto Theft /BMV unit in conjunction with ABTPAsends a reminder to the citizens of Houston and Harris County. Deputy Cerda especially wantsto remind small business owners, car dealers and people that carry cash from place to place,that “Your Car Is Not a Safe”.

We continue to see large amounts of cash taken in Burglary of Motor Vehicles in HarrisCounty. Predators are perched nearby, observing, as unsuspecting citizens are leavingbanking institutions. We want to remind those who have to leave a bank with large amountsof cash to please place that obvious “White Envelope” in a pocket or out of plain view. DeputyCerda goes on to say that these criminals have honed their skills and have the patience towatch and follow you to your next destination, waiting for the opportunity to strike.

He states that under no circumstances should you ever place that cash withdrawal in thecenter console or glove box. Deputy Cerda states that these criminals anticipate this and willshatter a window or punch a lock in a matter of seconds to relieve you of your currency. Hegoes on further to say, if you attend auctions, it may be possible to have a line of credit ortransfer a certain amount of cash to a credit/debit card solely for that purchase.

The state and region have started using Google Groups for Non-Profits to distribute information andnews to members. As of this writing we have about 210 subscribers to the Region One group whichare also included in the 600 subscribers to the state group.

Since these are set up as broadcast groups, only certain people will be posting, just as before whenwe used Mailman for a mailing list manager.

Anyone now has the capability to view the postings on a web page; but only the items posted sinceFebruary. Under Mailman, we did not archive the postings.

Region One Scholarship AwardAt the February meeting, Region One awarded a second scholarship to Carol Ann Albright, ofAngleton CPAAA. Mrs. Albright was presented the second scholarship check by the scholarshipfund committee at the Region One meeting in Webster on Saturday, February 13th, 2016.

At that time, Mrs. Albright said she was in her last two months of education and will be graduatingon May 6th, 2016. We congratulated her and askedthat she let us know the time and where thegraduation will be held. Congratulations and Best ofLuck to Mrs. Albright in the future.

Blood DriveOur first Guns and HosesBlood Drive in 2016 was a bigsuccess. On Friday the DonorCoach was at City Hall andcollected 31 Total Units whichwas great. Saturday’s Drivewas at BPD for the first timeand was held in our

Community Room. Total units collected was 59, which was very good, as we even turned donorsaway because there was not enough cooler space for any more donations! But what was evenbetter was the public relations aspect. We (myself and David Clinkenbeard) gave tours of thePolice Station to any donors that asked for one; and many did. We gave at least 10 different tourswith 2 to 5 people in each tour. On top of that, I handed out 3 applications for the upcomingCitizens Police Academy Class. Thank you to all that came out to donate and Thanks to all ofmy help for that day which included: Jean Winters, Millie Keller, Ron Wise, Annette Tiemann,Wanda Aguilar, Clarence Steinfeld, and David Clinkenbeard.

The 2015 COP Awards Banquet was held at our usual venue, the Janis Snead Banquet Room atthe Blinn College Student Center. The room looked great thanks to our decorating team of AnnetteTiemann, Corina Smith and Wan- da Aguilar; even I lent a hand. Our caterer, Design II was onhand with an aromatic and savory meal that was sure to please even the pickiest of eaters. Theguests began to arrive and mingle; the quiet calm turned into a mild roar. The conversations andstories being exchanged were very entertaining; but only some version of the truth. The hall wasclose to capacity; it was time to begin.

It was my pleasure to welcome everyone to this event; and thank those responsible for what wasto be a great evening. I turned the podium over to Bob Cothern for the invocation and blessing ofthe meal. Chris Jackson gave the crowd some opening remarks, which included statistics on ourorganizations’ accomplishments. Chris also announced the order in which we were to head for thebuffet. At the buffet tables we could partake in salad, mashed potatoes, green beans and eitherstuffed chicken breast or pork roast or both, along with a garlic knot roll. The meal was excellent;and there was cake and coffee for dessert!

It was time for the awards to be presented. Cpl. Joe Merkley was our first presenter, presentingthe 100 hours and under awards. While Joe spoke about the recipient; they were presented theircertificates by Chief Goodman, and I had the privilege of giving them a voucher. Sgt. Justin Schillerwas next up with the 100 plus awards. Being a first time presenter was not a problem for Justin;maneuvering the stairs on crutches was. Sgt. Kelvin Raven had the privilege of presenting the 200plus awards. It was Cpl. Chris Jack- son’s turn at presenting with the 300 plus. There were noCOP’s with 400 to 500 hours, but that was just because they stepped it up to over 500 hours thisyear. The 500 plus awards were doled out by Capt. Lloyd Powell. Before Lloyd doled out theawards he had a lot of good things to say about our group; as did all ourpresenters. Capt. Dant Lange also gave us praise and was pleased to give outthe 600 to 1000 hour awards. Now Chief Craig Goodman would have his shot atpresenting the 1000 plus award; after a short speech, of course. The recipientof this award had 1513 hours and that was Tex Davis, who else? Tex toppedlast year’s mark by 338 hours; of course that was his own mark. That’s why wesay Tex is in a class all by himself, or is it? It was now the Chief’s duty andprivilege to present our newest COP’s with their well-deserved Badges. On handto receive their badges were: Howard Mead, Wayne Miller and Steve Oneill;Ceci Wagner was out of town and will be given her badge at a later date.

It was now time when we learned the name of this year’s COP of the Yearrecipient. Chief Goodman read the bio and praised our winner for all that he doesfor the department and our organization. A proud but humble Stan Fordapproached the stage to receive his much deserved COP of the Year plaque.Stan took the mic and thanked us for helping him achieve this goal; and he thanked his wife for hersupport. We thought the ceremony had concluded; Chief Goodman had other plans. The Chiefand his Command Staff had voted on a couple of other awardsthat no COP knew anything about. They were called the the“Chief’s Volunteer Service Awards”. Dorothy Antkowiak wascalled up to the podium. She was presented a Texas Flag thatflew over our Police Station; it was in a wooden flag case, andlooked great. Then I was called up on stage to receive anAmerican Flag that had also flown over our Station. Well noone was more surprised; and what a great way to end whatwas a truly great evening. So, for those of you that did notmake it, try a little harder to be there next year!

Sergeant Dan Mercurio was theguest speaker at the February2016 meeting. Sgt. Mercurio isone of the Sergeants for the PatrolDivision at League City Policedepartment. SGT Mercurio gavea presentation on the duties of apatrol officer.

The LCCPAAA will be partnering with the Arms Room for a Gun Raffle Fundraiserin the spring. We are excited about the raffle and cannot wait to share the details.

Alumni Meeting Guest Speaker

LCCPAAA member Mr. Ralph Garcia passed away on February3, 2016 at the age of 85. Mr. Ralph graduated from class 22 andwas an active member in the LCCPAAA. He always had a smileon his face. He loved his community. Ralph was an educator atheart. He was kind and soft spoken person that never met astranger. He always had time to answer a question or solve aproblem, no matter how small.

Detective Frakes began work at LCPD as a Patrol Officerin December of 2010, where he worked as a Patrolmanfor the next five years. In early 2015 he was selected forCriminal Investigation Division (CID), where hecurrently works Crimes Against Persons. This particularcase was a Possession of Child Pornography caseoriginally where a 19 year old male suspect had beendating a 16 year old female. When they broke up, thesuspect threatened to release nude photos of the Victimonline. Utilizing our excellent Evidence Division atLCPD, Detective Frakes was able to review all of the deleted data off of the suspect’s phone.The suspect had quite a few photos of the Victim, as well as photos of himself doinginappropriate things that Detective Frakes was able to prove were sent to the Victim. Afterreviewing the case with the Galveston County District Attorney’s office as well as the fatherof the Victim, it was agreed that a felony charge was too much for what is a widespread issuein schools, and a Misdemeanor charge of Display Harmful Material to a Minor was insteadfiled against the Suspect. He was arrested shortly afterward. Unfortunately, the Suspect didnot fully comprehend the gravity of the incident, or the break he was given, and incurred newcharges when he subsequently tried to make contact with the Victim adding new charges tothe case.

The Victim’s grandfather came into the CID lobby upset and wanting to speak to the Detective onthe case. Detective Frakes calmly and effectively diffused his anger. The gentleman eventuallyleft the office with handshakes and hugs to Detective Frakes thanking him for all his help. TheVictim’s grandfather subsequently contacted Chief Kramm to compliment Detective Frakes sayingthat he was a “bull dog that would not back down”. He said Detective Frakes set-up on the suspectmultiple times and in multiple locations and would not back down until he got him. He said“Detective Frakes does not know reverse, only forward”. He is very appreciative of all of theeffort that Detective Frakes put into catching the Suspect.

For his service and dedication to the City of League City Detective Frakes will be presented aplaque and a gift at the Alumni general meeting on Thursday, February 11th. 02/18/2016 marked the first full class of Dickinson PD’s latest Citizens Police Academy. Sgt.John Lopez discussed how Internal Affairs conducts investigations and how seriously eachallegation is treated. He outlined the procedure from the filing requirement, who is as-signed to conduct the investigation and the range of consequences for accused and, insome cases where a false allegation is made, the accuser.

Communications Supervisor Vernita Rawls and Ambery Lype with Clinton Brown presentedan overview of the communications department that included required training, an absoluteneed to be able to multi-task and examples of 911 calls illustrating how critical the role ofcommunications plays in handling an incident.

Mardi Gras 2016, with the Steam Punkers Theme.

Feb.2016.- Again, the Krewe de Blue did a wonderful job in this Mardi Gras festivities,participating in the January 29th George Mitchell Parade, downtown, January 30th, in theAquarius Parade, on 57th Seawall to downtown, and the last one February 9th, Fat Tuesday,in the Aquarius Parade downtown. This time, everyone was required to sign a waiver andrelease of liability. Strict rules were observed, about no consumption of alcoholic beverag-es while in the parade, no throwing of beads, while the float stopped.

The result was a better atmosphere, less people approaching the float dangerously close.A picture is observed here of how close or far they were.

Also the medics, with Guillermo Foncerrada driving, participated.

The participants in the Fat Tuesday parade were Judy and Phillip Trittel, Llana Banks,Guillermo Foncerrada, Sharon Holmes, Lillie Little, Peggy Morris, Avys Poe, J.D. Roberts,Johnny Rodriguez, Fran Ryan, Cal Sheppard, Claudean Smith, and Bettie Wheeler. Thanksto all these participants, the Paddy Wagon and the Krewe the Blue volunteers, made thisMardi Gras participation, a success. Thank you for participating and following the rules.

Corpus Christi Convention 2016 dates: July 31, Aug 1-2 ** note the awards dinner is Tue evening if youcheck out of your hotel room on Aug 2, you will not have a room that day or evening, double check yourreservations, please. Omni Hotel Corpus Christi – 1-800-843-6664 – TCPAA Convention 2016 Room rate $135.00 + tax per night

Hotel room block is almost full, not many rooms left. Please book your room today you can cancel 48 hoursbefore the reservation date but you cannot get a room once the rooms blocked are gone. The room block for the convention is at 93% occupancy, please call and book your room now. Law Enforcement, we understand that you may not know if it is approved for you to attend until later in the year.But PLEASE make your reservations NOW if you are even thinking you will attend. You can cancel or updatebilling info later, please do not wait!

A few months back, we told you about the sweater shirt/jacket/hoodie that would beavailable for Region One. Below is the web page that was created in October. Now you canorder. At the next meeting you will have an opportunity to place your order. The photosbelow only show the white, but a blue is also available. No photos are available for theblue, so I don’t know how the blue lettering will stand out with a blue garment. Maybethere will be a sample at the next meeting. The pricing and an order form is on the nextpage and there will be one at the meeting, and Sandi will be there for questions.
