Houston’s Police Officers’ MemorialWith Police Week and Police Officers’ Memorial Day happening this month, it is appropriatethat we note one of the Region’s landmarks which is dedicated to fallen officers.
Artist was Jesus Bautista Moroles. This is a 1990 Granite Sculpture, located at 1400 MemorialDrive in Houston. Given to the City of Houston by the Houston Endowment, the WorthamFoundation, the Linbeck Foundation, the Knox Foundation, the Cullen Foundation, FayezSarofim and Co., the Rockwell Fund, the Brown Foundation, the M.D. Anderson Foundation, theScurlock Foundation, Neva West, and Albert and Margret Alkek.
Houston Police Officers' Memorial is the site for the annual procession and wreath-layingceremony that honors Houston's slain police officers. The site is guarded 24 hours a day byon-duty officers. This memorial was commissioned in order to honor Houston's police forceand the officers who have lost their lives in the line of duty. It is a tribute recognizing thesacrifices police officers make on a daily basis for the City of Houston.
This carved grey Texas granite monolith is 120 feet by 120 feet. It is in the shape of a Greekcross (four equal arms) consisting of five ziggurat pyramids. Each pyramid is 40 feet on a side.The central pyramid rises 12 feet above ground while the outer four are sunk an equal distanceinto the turf.
There is a reflecting pool surrounded by four inscribed slabs of polished Texas pink granitelocated at the sculptures apex (of the central pyramid). The inscriptions bear the names of
over eighty officers that died in the lineof duty. A smaller version of thereflection pool is near the parking lot,for those visitors who are unable toclimb to the apex.

Moroles, who lived andworked in Rockport, leftthe coastal Texas townfor Oklahoma, where hewas to begin his nextcommissioned piece. Hewas killed while his carwas traveling north onInterstate 35 in central
Texas. He was 64.

DCPAAA Lights Up the Roadway for Their OfficersThe Dickinson Police Department would like to thank the Dickinson Citizen Police AcademyAlumni Association for purchasing and donating 4 sets of LED reusable road flares. Theflares will be carried by patrol units to be deployed and utilized during nighttime accidentsor other traffic related events during nighttime hours. The pi-Lit® Ice Cream Sandwich –Sequencing Road Surface Flares not only warn drivers of activity ahead but also directstraffic away. The sequencing technologykeeps workers and users safe by guidingtraffic away from areas where personnel areworking on the road. The square shape won’troll into traffic. These flares are safer thantraditional flares because they use batteryoperated LED lights rather than combustion orburning. They are also more economicalbecause they are reusable.

Every year the Humble CPA Alumni works theirfood booth at the Humble Police Associationannual crawfish fest. This year the HPA served7,100 lbs of crawfish! And the CPA volunteersdid an outstanding job of sell their BarBQ, hotdog and baked good items for their fundraiser.This was this years logo.

Thetrafficstopscenario.The badguys areready!One night was Crime Scene class. The class is
working on a crime scene that involves a red pickup outside a building and the second scene in thebuilding with a deceased in the building. The classworked the clues and tried to come to a conclusion.
We had a specialopportunity towitness in our CPAclass the swearing inof a new deputy. Thisis Constable PrecinctFour Rowdy Haydenswearing in newDeputy Chris Taylor.
Scenario Night. As part of the final class, twoscenarios were set up, one involving a traffic stopand the second a disturbance. Here Sgt Loozaand Dpty Brown are going through the briefing withthe class before they get to be the police officers!

Alumni members enjoyed 3 excellent presentationsat the April monthly meeting. Many thanks to our guestspeakers, Faith Antley, Game Warden JenniferProvaznik, & Lt. Kevin Schroeder. Ms. Antley sharedinformation about TPWD Texas Brigades. GameWarden Provaznik presented information on thehistory and scope of duties of a Texas Game Warden.Lt. Kevin Schroeder gave a presentation about LCPDcommand staff duties of a lieutenant.
LCCPAAA celebrated our awesomeLCPD Dispatchers during NationalPublic Safety Telecommunicator’sweek in mid-April. The Alumnipresented a framed Thin Gold Lineprint to hang in the communicationcenter, along with special goodieseach day for the dispatchers. Manythanks to the Appreciation committeechair, Kimberly Hall, for creating thegoodies for our awesome dispatchers.

April 2016 Officer of the Month
Officer Jennafer Woitena has been employed with LCPD since 2004 and currentlyholds her Master Police Officers License. She has been assigned to the SpecialOperations Division as a traffic enforcement officer and accident investigator since2006. She is part of the LCPD Crash Reconstruction team where she investigatesfatal and serious bodily injury accidents. She is also a Marine Safety and Bike PatrolOfficer. Officer Woitena is married to Lt Cliff Woitena and has four children rangingfrom 4-22.
On 02-02-15 she stopped a vehicle for speeding inside a subdivision and whilesearching the vehicle due to smelling marijuana she located 52 fake/forgedprescriptions and $5,000 in cash. With the assistance of Det Yount and Det Strachan
the driver was charged with 2 felonies for fraud and IDtheft and both the car and the money were seized.

Since the second year Clear Springs High School has been open Officer Woitena andthe rest of the traffic division have worked with the city, students and parents to finda way to make the congested intersection of Main St and Palomino a safer place duringthe morning hours. After several years the city agreed to widen Main St and add aright turn only lane along with an almost constant green light to keep traffic flowing.Even with all the efforts made, the students and parents continue to cause multipletraffic hazards by making illegal U-turns, cutting into the right turn lane at the lastsecond and using subdivisions as a cut-through to avoid waiting in traffic.
Over the past 3 years, Officer Woitena and Ofc Strachan have tried to make it out to CSHS at least 3-4 morningseach week to work enforcement during the 30 minutes students are arriving at school. Since they have steppedup enforcement we have seen a decline in accidents and road rage incidents.
For her service and dedication to the City of League City Officer Woitena will be presented a plaque and a gift atthe Alumni general meeting on Thursday, April 14th. In order to buy tickets, you must be at least 18 years old, a residentof Texas and be able to pass a background check (background check will be performed by Arms Roomupon acceptance of the award). Te e n CPA Tac kle s Mode rn Iss ue sThe Teen CPA is designed to give young people the opportunity to learn about thePearland Police Department and its operations in an effort to demonstrate the benefitsof law enforcement and community policing in our city. The academy also gives thedepartment an opportunity to interact with teens within the community and solicittheir feedback and ideas through discussion of relevant issues, such as drug abuse,crisis intervention and the dangers of social media.
The concept of the Pearland TCPA came from Assistant Chief Johnny Spires. “ I think itwas all the negative publicity and scrutiny law enforcement is receiving these days,”he said. “ It isn’t necessarily the articles or news coverage that was disconcerting asmuch as it was the ‘comments’ relating to the articles. People just do not understandthe law or our perspective, especially in high stress situations,” Spires added.
“The CPA has been a great success becausegraduates walk out with a sense ofunderstanding,” Spires continued. “ Mythought was to create a relationship withteenagers as they are entering adulthood.Let them actually m eet and interact withofficers in a stress-free environment, and atthe same time learn some important lessonsabout proper conduct while dealing with alaw enforcement officer on a traffic stop, as
a witness in a crime, etc. We give them a sense of what we do and why we do it. Evenif law enforcem ent isn’t in their future, our hope is to give them a great experiencethey can share with their friends, family and hopefully their children one day.”
Officer Z. Davis is the Liaison Officer to the TCPA. “ So far, the students have respondedfavorably to all of the interactive classes,” she said. “ Statist ics show that most teenslearn by doing. Therefore, the classes were purposely designed to be interactive inthat the students are engaged in some type of act ivity at some point during the classsession. This also allows the students to ask as many quest ions as they like.”
Liam Patton, one of the current class’s attendees, said, “ It informs us about the policeand law enforcement. It gets us readyfor life ahead with hands-on stuff. Welearned how to m ake traffic stops,talked about drugs and learned abouthow social media can be misused.
“ This class really makes me morecomfortable with the police. I’d be

less afraid to approach an officer on the street if I needed to. I would recommend thiscourse for other high school kids. I think the age group is perfect, due to the level ofmaturity needed. I even recognized people from my classes in high school,” Patt onsaid.

Run, Hide, Fight:Active Shooter Exercise
The U.S. Department of Homeland Securityset up an Active Shooter exercise withparticipation from eight (8) agencies thathave jurisdiction in our area, including theGalveston Port Police Department,Galveston Police Department. GalvestonSheriff Department, UTMB, Galveston Police Department, Texas A&M Police Department,Tiki Island Police Department, McRoberts Cruise & Maritime Security, Galveston AreaAmbulance Services [EMT]. They worked on this plan to take place in a Cruise ShipTerminal for five (5) months. Our Alumni (Galveston CPAAA) and Galveston’sCommunity Emergency Response Team (CERT) supplied approximately fifty (50) “cruiseship passenger actors.”
We only took a few photos outside as the Senior Controller, who told us what and what notto do, asked us not to take photos inside the Terminal. Also he said not to make things up,don’t add to the story, just respond in a way you might in real life.
Three (3) shots were fired. Most passengers scattered, some screamed. No one knewwhere the shooter was. At the “Hot Wash” session afterwards, we learned that the shooterwas asked to blend in with passengers. Security personnel started ordering us to comeforward, hands up, and sent downstairs. I was hiding alone behind a wall and cameforward cautiously after I heard so many commands to come out. Once I started down-stairs I could see six (6) injured people, pools of blood indicating what part of body washit. [Note: 3 shots fired, 6 wounded or dead.]
We actors gathered away from the Terminal entrances and waited for EMT to attend to theinjured. Eventually the “Shooter” was escorted out and taken into custody. One lastactivity, the “Hot Wash” which is something like “a debriefing.” All Security and Actorswere together and Homeland Security’s Exercise Director asked for input, positive andnegative.
The following week, I was watching a TV show and the story set up was an Active Shooter.I watched as the Public responded to the threat, being alone, isolated, not knowing whatwas going on, hearing commands shouted out to whom? As an actor, I did run. I did hideand wait. I wasn’t prepared to fight.
We were fortunate to have this event at the Galveston Cruise Terminals.Thank you to all who participated.
