The Police Box Raffle valued at ????? Local gifts yet to arrive…..In the days before mobile phones andthe Internet, Police Boxes were one ofthe few ways people could contact theemergency services. They alsoallowed Police officers to contact eachother.There were many different designsand styles, during the 1930’s TARDISlike Police Boxes started appearing all

over the UK (CPAAA roots). By the 1970’s most of the PoliceBoxes had been decommissioned due to the introduction of twoway radio. Only a handful of original Police Boxes still exist today.Do we actually have a replica….

2015 Texas CPAAA and Law Enforcement Training ConventionAugust 2-4, 2015

Happy Memorial Day,

Let us all remember the people who died while serving in the country’s armed forces, we give thanks.

TCPAAA members remember the Convention is in 11 short weeks, if you have not mailed your registrationand/or made your hotel reservations you are running out of time before late fees ($30) will be added or roomsat the hotel will no longer be available at convention room rate.

We just returned from El Paso, we met with our hosts for the convention and went over the detailed plans forthe event. We know you will enjoy your stay at the Wyndham Hotel, very accommodating, nice rooms, great pooland patio area. We enjoyed lunch at the hotel restaurant the food was wonderful! The classroom space,speakers, the exhibit hall and the meals are all lined up…. finishing touches are in process and then… We’reready to go!

A few housekeeping points of interest:● Flying into El Paso Airport, the airport is walking distance of the hotel. Go outside the baggage claim door, there is covered

walkway that has signs directing you to the “hotel” just follow it. However, if you need assistance a Free Shuttle Service isprovided by the Wyndham.

● Families that are extending this trip to El Paso as a vacation, please remember children or non alumni members are not allowedto attend classes. Some subjects are not intended for kids to hear or see, we know you understand.

● Dress attire – normal casual dress attire for classes and Awards Dinner is Western.● Meals included in your registration:

1. Ice Breaker – BBQ meatballs, Pork Spare Ribs, Buffalo Chicken Wings, Stuffed Jalapeno’s, Top Round beef Tips,Flautitas, Chip & Dip Salsa and Guacamole. Cash Bar and our Host’s are providing 2 free drink tickets. Mascotsrepresenting the local sports venues – hockey, baseball, football will be there as well.Plus a Jazz Band.

Dear TCPAAA Members:

I am Terry Williams, 2nd Vice President of the TCPAAA, Region 3, one of my responsibilities is to Chair theNominating Committee. Stan Appleton, Region 2 and Billy Boehlke, Region 1, are serving with me on this Committee. Iwould like to have representatives from Regions 4, 5 and 6 to serve on the Committee as well. If anyone from thoseRegions is willing to serve please contact me ASAP.

Below are the positions open for election this year. If you or anyone you know might be interested in these positions,please feel free to contact me at [email protected] or call me at (254)715-0661 no later than July 17, 2015.Please contact me with the person’s name, phone numbers and e-mail address so that we can confirm the nomination.You can also have the prospective nominee fill out the nomination form posted on the web site. This will allow theNominee to supply information for consideration. You can also tell us why you think that person would make a goodcandidate for the office for which you are submitting their name. We will be taking nominations from the floor during theDelegates Meeting at the convention, so if your nominee does not get on the ballot by the Nominating Committeeyour Delegate can nominate them from the floor.

Thank You for your support! The following positions are up for election: 2nd Vice President, 4th Vice President,Treasurer and Sergeant-At-Arms. It is important that the nominations be submitted ASAP. The responsibilities of eachposition are listed below.

2nd Vice President – Currently serving Terry Williams

The 2nd Vice President will be responsible for handling all issues concerning resolutions,the By Laws of the TCPAAA. The 2nd Vice President will oversee the Bylaws and the NominatingCommittee. The 2nd Vice President will be a non-sworn alumni.

4th Vice President – Currently serving Dorris Murdock

The 4th Vice President will be responsible for overseeing the operation of the annualconvention. The 4th Vice President will work with the convention director to insure thatthe convention is being run in conjunction with the By Laws of the TCPAAA. The 4th VicePresident will oversee the Convention Committee; and the Site Selection Committee. The 4th

Vice President may be a non-sworn, sworn or civilian coordinator member of the TCPAAA.

Treasurer – Currently serving Stan Appleton

If required by the Board of Directors, the Treasurer will give a bond for the faithfuldischarge of his/her duties in such sum and with such surety or sureties as the Board ofDirectors will determine, the cost of such bond being borne solely by the TCPAAA. He/shewill be responsible for all funds of the TCPAAA; supervise the disbursement of monies tosatisfy the TCPAAA’s financial obligations, will prepare draft budgets for written reportsto the Board of Directors of the financial condition and transaction of the TCPAAA; preparefor review by the Board of Directors any and all state and/or federal reports as requiredand upon Director’s approval file same with appropriate agency; and perform such otherduties assigned by the Board of Directors and/or President.

Sergeant At Arms – Currently serving Chip Fairchild

The Sergeant At Arms will maintain order and content in all Board of Directors Meetings.Meeting structure will be the main responsibility of the Sergeant at Arms, keeping orderin the room. Sergeant at Arms will then call all visitors in order for their 3 minutecomments at the end of the Board of Directors Meetings.

Again, nominations must be submitted no later than July 17, 2015.

Houston Citizens Police Academy Alumni AssociationSubmitted by Mike Weingart

Sergeant James B. Luplow of HPD’s Northeast Division was honored with the LynnClooney Memorial Officer of the Year Award by the Houston Citizens Police AcademyAlumni Association. This was the 22nd time the award wasgiven in memory of Lynn B. Clooney, a graduate of Class 1, andfounding member of the Alumni Association and President at thetime of her death.

The event was held April 30 at the Houston Police Officers Unionbuilding. Those in attendance honoring Sergeant Luplowincluded his chain of command – Lieutenant’s Rose Terry and AlElizondo, Captain Greg J Fremin, Assistant Chief MaryLentschke and Executive Assistant Chief Michael Dirden, headof Field Operations. Also in attendance was Executive AssistantChief George Buenik of Strategic Operations.

Sergeant Luplow was nominated for the award by his Lieutenant, Al Elizondo. He wasacknowledged for the active role he has played in the department beyond his normal duties. Heis an instructor for the Self-Aid/Buddy Aid course and Active Shooter course as well as being atrainer for the Tactical Training Unit. He is a member of the major incidents response team andpart time officer with the Bomb Squad. In addition to his police training, he has been a certifiedadvanced firefighter for 19 years and a member of the Ponderosa VFD. Sgt. Luplow has been aMarine reservist for 18 years.

Emcee for the evening was Jennifer Tyler, an HCPAAA graduate and a deejay for The Eagle radio.The Honor Guard was also present and Melissa Saldivar Hamilton of Public Affairs sang theNational Anthem. Thanks to Jeanette Einkauf and Patricia Neal who prepared the food for theevent.

Of interest, Mrs. Luplow, Jacqueline, was HCPAAA President Abraham Guevara’s 8th gradeteacher at Hambrick Middle School. At the event, it was revealed that Sgt. Luplow’s wife wasnamed Teacher ofthe Year for the Al-dine IndependentSchool District thisyear. The coupleaffectionately referto themselves as“Mr. and Mrs. ofthe Year.”

Mike Einkauf Receives the Linda Kitazaki Award.MADD hosted the 2014 “Take The Wheel” Law Enforcement Recognition Awards Luncheon onMay 1, 2015 at the Bayou City Event Center. Each year MADD recognize Law Enforcement,The Judiciary, Prosecutorial Personnel and Volunteers for their commitment to keep ourroadways safe from drunk drivers.This year, Mike Einkauf, HCPAAA Director Position 1 andgraduate of Class 45 was honored as the 2015 LindaKitazaki Award recipient which recognizes a volunteer fortheir unwavering support of MADD’s Mission.The award is named after Linda Kitazaki who served as theExecutive Director in Houston from 1988 till her untimelydeath in 2007. Under her direction, the Houston office grewto be one of the strongest in the country. Linda's leadershipcreated new programs, including MADD's "Take TheWheel" program. Linda was honored as "Employee of theYear" at MADD's 2003 National Conference and wasuniversally loved and respected by MADD's staff andvolunteers, and left a legacy of excellence within the MADDorganization.The letter nominating Mike Einkauf for this award sited his commitment to MADD.

“Mike is the unsung hero in our volunteer group. Present at almost every No RefusalsNight, he is often loading and unloading his truck, helping with the food preparation athome and onsite and assisting the officers. Hamburger Nights would definitely not be thesame if Mike wasn’t standing at the grill all night making sure the officers have freshoff-the-pit burgers. He also takes on a more serious role when he speaks at countlessRoll Calls, at all hours of the day and night, sharing the DWItragedy that rocked his world 35 years ago.Mike is a volunteer 24 hours a day, constantly encouragingofficers to do DWI's. He carries the little red notebooks inhis truck and hands them out to officers whenever he seesone and thanks them for the job they do and talks with themabout the importance of DWI's. Mike genuinely wants theLE officers to know how much they are appreciated.For the MADD Walks, Mike is up and out at the parks by5am to prepare to park LE on LE Row. He also serves theofficers refreshments all morning. He takes commitmenteven further by representing MADD at meetings,neighborhood events, CPA Classes and any opportunity hefinds to share the importance of "have a plan before you goout".

Congratulations to HCPAAA member Eddee Hestand (Class 42) who received the Leiv PlatouCrime Stoppers Award on May 15th. This award is given each year to a citizen who has madea significant contribution to public safety as a volunteer.Crime Stoppers of Houston hosts the Houston’s Heroes Awards Luncheon to honor passionatecommunity advocates and dedicated supporters of their crime prevention programs. Liberty County Citizen Police Academy Alumni AssociationSubmitted by Faye Cutsinger, President.

Liberty County's Citizens on Patrol vehicle has been busy patrolling the county where citizenshave indicated a need. We also participated in the Dairy Days parade in Cleveland, Daisetta'sMayhaw festival parade and escorting theAmerican Red Cross bikers throughdangerous roadways due to constructionand no shoulder. It is always enjoyable tohave other CPAAA's participate in events aswith La Porte CPAAA member, Mike Ulrichfor the Red Cross bike-a-thone. This escortwas especially necessary as vehicles wereobserved doing 55+mph, not slowing,ignoring our flashing lights and unsafelypassing the bikers.

We attended the First Responder Memorial Service to honor those law enforcement officers, firefighters, EMS and other first responders who made the supreme sacrifice in giving their lives toprotect our citizens. The service was moving from the posting of the flags through the 21 gunsalute and good fellowship at a meal served afterwards. It was a good time to speak with asmany first responders as possible and offer our appreciation for their service.

Dickinson Citizen Police Academy Alumni AssociationSubmitted by Tony Valdez

DCPAAA Kicks the Tires and Lights the Fires on the Black Top!On May 2nd, the Dickinson Citizens Police Academy Alumni Association had the opportunity todrive one of the Dickinson Police patrol units on an obstacle course set up and instructed byDickinson Police Dept. Driving Instructor Det. Frank Price. Det. Price went over the essentialsfor evasive and stopping maneuvers of the patrol unit and demonstrated how well it handles at

high rates of speed and when braking.Members of the DCPAAA drove thecourse several times throughout themorning and got to experience thefeeling the officers have during intensedriving circumstances. The DickinsonPolice Department uses Chevy Tahoe’sas their patrol vehicle.

Dickinson Citizens Police Academy Visits League City’s New Public Safety Building

On April 25th, the Dickinson Citizen Police Academy Alumni Association had their monthly alumnifield trip. This month they toured the League City Police Departments Public Safety Facility. Thebuilding is incredible! It houses not only the League City Police Department but also the LC FireDepartment, EMS and Emergency Management Operations as well. League City Crime PreventionOfficer Todd Young gave us the grand tour of the facility. We got to visit areas like theircommunications division where they receive the 911 calls, dispatch patrol units and view a largeamount of city traffic cameras that are set up around the city as well as the building itself. We alsotoured the jail andholding facility.We thank the LeaguePolice Department forgiving us an incredibletour of their facility.

Dickinson Citizens Police Academy gets Wet Inside & Out!On May 12th, the Dickinson Citizens Police Academy gathered at the Dickinson Volunteer FireStation for the CPA Class on the Fire Dept. presentation and demonstrations. Safety Officer MikeEames and numerous fire fighters gave live and hands on demonstrations of fire-fighting equipment,materials and tools i.e. Jaws of Life that they use. The CPA members manned a live fire hose andended the session with a ride in one of the fire trucks. The fact that Dickinson was under a flash floodand tornado warning at the time did not dampen the spirit of the CPA class or the volunteer firefighters.

Dickinson Citizens Police Academy Reaches yet Another Milestone!

In May, the Dickinson Police Department graduated their 25th Citizens Police Academy sincetheir inception in 1999. The class is a very special one because of not just the milestone reached,but the diversity of the members of the class. We had students as young as 18 years old, seniorcitizens, business owners and a retired United States Marshal all graduate from the class. Theclass will go on to become members of our Dickinson Citizen Police Academy Alumni Associa-tion (DCPAAA) as well Citizen on Patrol Members. The WCPAAA is in the midst of planningfor the City of Webster 4th of Julycelebrations.

The next CPA class is scheduled for Aug. 27, with their graduationhappening Nov. 12.

The WCPAAA is also considering a re-design of a shield thatwe use on our shirts. It will more reflect the change in the thebadge design done by the Webster Police Department. Thisis not a change to the logo which appears on this page.

Class 29 Graduates May 7th

Guest Speaker at a May General Meeting of the CPAAA was our very own Clyde Averitt. Clydewas one of three Washington County Service Veterans to be selected to participate in a new “honorflight” program for those that served in the Korean Conflict. The flight was called Honor FlightAustin and is the first flight for Korean War Veterans. Clyde was flown to Washington D.C. to tourit’s War Memorials and be an honored guest at a program for Korean Vets. Last year our long timeCPAAA member Keith Twiggs was chosen for the “honor flight” for World War II Vets, and he stilltalks about that experience with great fondness. I am sure he is exited that his friend Clyde gotthis opportunity that very few are offered.

TCPAAA Board June 6 Highlights Leo Waltz

The Texas CPAAA held its board meeting on June 6. This date was a rescheduled date to fallafter a small delegation visited El Paso to do a walk-thru of the 2015 Convention facilities andhotel. I won’t try to cover all aspects of the meeting or go into much detail.

In attendance from the Region One officers were the following: Billy Boehlke, our non-sworn repto the state, and myself, attending as the state web manager. Barbara Cook was also inattendance as a visitor. Another state board member, Dickinson Police Chief Ron Morales wasin attendance as the 3rd vice-president on the TCPAAA board. Not present was Roger Gonzalez,the sworn rep from Region One; he was to have been sworn-in at this meeting.

At the beginning of the meeting two guests from Palestine, Linda Taylor and Bernadette Capron,were introduced; their city is just inside the Region 3 border and they were new to the stateorganization.

The minutes from the January meeting were approved with no modifications; the web site hasnow been updated with the final approved set. The treasurer report was also presented.

Several committee reports were given including Membership, Bylaws, Nominations, Futureconvention site selection, Web, and Newsletter.

● Bylaws: Terry Williams highlighted some changes proposed; these were approved forsending to the Delegates meeting for approval. The proposed changes will be posted tothe web site prior to the meeting.

● Nominations: Terry Williams gave the status; the Call for Nominations went out and isposted on the website (and elsewhere in this newsletter) for the four offices up for election.Since all incumbents are willing to serve, their names will be on the ballot, but others canbe added by nomination in advance or from the floor at the election.

● Future Site Selection: 2018 is open as an available date. Current locations: 2015-El Paso,2016-Corpus Christi, 2017-Waco, 2018-open, 2019-San Marcos, 2020-College Station.

● Web: A fairly detailed report was given by Leo Waltz on the changes made since the lastboard meeting, including the migration to a different server. (Contact the web manager ifyou wish a copy of the report.)

● State Newsletter: Jean Sargent gave the deadline date of June 20 for the next statenewsletter.

Region reports were given by Region 1 (Billy Boehlke gave ours), the new Region 2 reports thatthey currently have grown to 14 CPAAA’s. Region 3- Dorris Murdock reported for James Planton the May 30 meeting which had 20 in attendance from 6 communities; the location had to bemoved because of flooding, and that may have contributed to lower attendance. Their nextmeeting will be in Austin. Regions 4 and 5 had no reps in attendance. Region 6: Corpus Christireported on hotel and information about the 2016 convention. Proposed registration formpresented, but will have revisions before posting.

In Old Business, there is a proposed section P for the P&P manual. This section covers travelexpenses under limited purpose; it will be finalized for future approval. Discussion of a Historian

for the organization resulted in adding a call for a volunteer at the delegates meeting. If thereare any volunteers here in Region One, let me know.

In New Business, the following items were discussed:

● Convention update: A report on the walk-thru was given by Dorris which gave veryfavorable rating to the facility and the host readiness.

qA request for funds to pay for two classes, Use of Force and Unmanned Aircraft,was approved. Since this is a state organization event, the TCPAAA and not thehost, pay for any training charges.

● Exhibit hall: Manning schedule for the TCPAAA table is being done; table decorations willbe of a Western theme; Donations for raffle items are being sought out by Suzanne Kelley.

● The rehearsal for the Delegates Meeting will be at 11 am on Sunday prior to the meetingdate.

● The Agenda for the Delegates Meeting was finalized. It is now posted to the state website.
