The I-LIDS system will help detect AIS and give us launch- and boat- retrieval information. The equipment uses cameras to record watercraft going in or coming out of the lake 24 hours a day. The information is instantly sent to a remote server where it is reviewed for violations of State AIS laws. This will help us bring charges against offenders. There are presently over 70 I- LIDS operating in Minnesota. The I-LIDS camera cap- tures the boat, license, and people walking around the tow vehicle. It’s solar-pow- ered and relatively mainte- nance free. There are many features that prevent tamper- ing or vandalism. This equip- ment on Lake Minnetonka reduced infected watercraft launching from 7.5% to .9%. We hope to have the owner of the company attend the GLSA Annual Meeting and bring a camera for members to view. Rose Mary Nelson loved Lake Sylvia and requested her memorials help fight AIS in Lake Sylvia. Don Nelson approved the purchase of the I-LIDS in Rose Mary’s mem- ory. A huge thank you! boats that do not launch atthe public access wherecameras and inspectorscan help protect the lake.Uninspected boats willdoom all of our efforts. Atsome point, the DNR lim-its the amount oflakeshore that can betreated for invasives.Don’t let that limit be next

to your property. It is allabout the boats and trail-ers bringing us invasivespecies from other lakes.Demand they be profes-sionally cleaned.

Finally, be a goodneighbor if you are hiringany of the various chemi-cal companies to treat thewater in front of yourproperty. Notify yourneighbors in advance sothey can plan water re-lated events around that

date. Too often the AISCommittee receives aphone call from an angrylake property owner be-cause water is beingtreated in front of theirhouse or next door. Whenyou contract with a chemi-cal company, GLSA is notgiven any informationabout the time, the place,the type of chemical, orlimits on the use of water.

Finally, the ice is gone and a new sea-son is starting. Another annualmeeting is coming up in June, and

AIS is still a problem that will never goaway. We have many exciting events com-ing up again this year. The 4th of July pa-rade and fireworks, the golf fundraiserand the annual picnic. See more details onthese events inside this edition of thenewsletter.

The WRIP station in Annandale will beused for voluntary cleanings, not inspec-tions. Boat inspections will again be at theramp, as boats are launched and pickedup. Time will tell if the WRIP station willcontinue as we move forward. It was theonly initiative that was working, and whois picking up the pieces? At this point, notWright County or the DNR. The inspec-tion station was run on grant money, andwas not costing either one of these greatinstitutions anything.

The DNR is still casting its largeshadow over the lakes, and nothing isbeing done. Lake Sylvia will protect itselfas well as possible, with on-site inspec-tions, and now the I-LIDS going in will beanother tool for us to use. I-LIDS standsfor Internet Landing Installed Device Sen-

sor. It basically is a self-contained, solarsystem installed at boat launches to helpprevent AIS through video capture and re-mote inspection of launching boats/trailerswith an audio message playback. Thissystem will be utilized 24/7, and give usdata that we never had for the nightlaunches. The company who sold us, willget the permits from the DNR, hopefullyand help with installation. Insurance willbe obtained in case of vandalism. Althoughthe company has not had a history of thisoccurring.

Well, enough said, let’s get on the waterand enjoy the greatest lake we know of.

Six additional areaLake Associations havejoined the Wright Re-gional Inspection Pro-gram (WRIP). Thecontribution from theseassociations is$110,000 an-nually with a3-year partici-pation agree-ment.

In 2018,lakes in theprogram wereSylvia, John,and Pleasant.The programrequires freewatercraft andtrailer inspec-tion prior toentering thoselakes.

There wasa great deal of activityover the winter to se-cure the program expan-sion and enhancementswith the Wright CountyCommissioners and theDNR. A key enhance-ment for the 2019 pro-gram includesspot-checkers, scheduledfor shifts, at the ac-cesses in the program.The spot checkers willprovide program educa-tion and exit inspec-tions. Program roverswill continue to regu-larly visit accesses (seequestion below).

As of this writing, theprogram is in the finalstages of securing DNRapproval. On April 5th,the DNR communicatedthey would not approvethe submitted 2019Plan. In the past, theplan has been adjusted;the need to adaptprocesses in anew, complexprogram is notsurprising. Col-laboration willcontinue toseek DNR ap-proval.

What doesthe inspec-

tion involve?During the free in-

spection, an inspectorwill visually and tac-tilely inspect your wa-tercraft and trailer forAIS. You may be re-quired to undergo a hot

water deconta-mination, whichis also providedat no charge.After, you willreceive a Cer-tificate of In-spection to placeon the dash-board of the towvehicle. Yourwatercraft willbe zip tied tothe trailer andafter launch,the zip tie sealmust be placedin the collectionbox at the land-ing.

Will the entrance inspectionrequirements applyto me as a lake shoreowner?

Yes, all inspection re-quirements will apply tolake shore owners. Tolaunch in the spring, aninspection of the water-craft + trailer must beperformed. If yourguests launch a water-craft, they will need tohave an inspection priorto launch. In the fall, ifyou use an access to re-move your watercraft,the trailer must be in-spected before using theaccess.

Docks, lifts, other wa-tercraft that are re-moved from the lakeand stored on your prop-erty (not transportedover public roads) do notneed an inspection.

Can I get my boatinspected ahead oftime?

Yes! The Proof of In-spection and zip-tie aregood until the zip tie isbroken. Plan ahead tomaximize fun time onthe lake.

What are these“rovers” I hear aboutfor the program?

As part of theprocess, the accesses inthe program are checkedregularly by a memberof the WRIP staff. Theycheck for complianceand gather the zip tieseals. Law enforcementis alerted of noncompli-ant tow vehicles.

Are there specialprovisions for fishingleagues?

Yes! If there are 10 ormore boats needing aninspection, call 763-682-1933 ext. 3, three busi-ness days in advance. Abest effort will be madeto arrange for inspec-tions at the access forthe event.

Where are thefunds coming from torun the program?

Lakes in the programcontribute money and agrant was awarded bythe Initiative Founda-tion. State AIS Preven-tion funds (managed byWright County) alsohelp fund the program.

Where is the Re-gional Inspection Sta-tion? When it opens,what are the hours?

The regional site is inthe Annandale BusinessPark -– 1300 BusinessBlvd in Annandale, MN(north on AnnandaleBlvd from Hwy. 55 andfollow road to the end).

Maybe by the time this is printedspring will have returned, the lakewill be free of ice and the Loons will

be back. The returning Loons will be seek-ing out their old nesting site or will be look-ing for a new place for nesting. We are veryfortunate to have on average 7 or 8 nestingpairs each year. Many lakes of our size onlyhave 4 or 5 nesting pairs because of the ter-ritorial nesting habits of the Loons. Our ir-regular and wooded shoreline offers manynooks and crannies for the nesting pair tocall home. Although Loons will nest onponds from 5 to 50 acres, they prefer to besomewhat isolated from other nestingpairs. Our lake offers them their requiredisolation.

This may change in the future, (warninghere comes the doom and gloom of my re-port). As the Zebra Mussels continue totake hold it will change the food chain inthe lake. This change will reduce the smallforage fish that Loons require in order tolive and thrive. Adult Loons can consume afish that is 10 or 12 inches long, youngloons cannot. They need the small 2, and 3-

inch fish, whose numbers will be reducedbecause of the Zebra Mussels effect oncleaning the Zooplankton out of the water.In other parts of the country that haveseen Zebra Mussels take hold over the last20 years, it has been documented thatthere is a reduce number of Loons return-ing each year, fewer nesting pairs meanfewer chicks. For ALL of us the thought ofnot hearing Loons singing out, calling toeach other, on a summer’s eve will be heartbreaking to say the least.

Everybody agrees that invasive likeZebra Mussels, and their cousin theQuagga Mussel, can be prolific and causetrophic collapse in aquatic food chain, caus-ing the upper level of the food chain “theLoons and other birds” numbers to be de-pleted.

Please for the sake of the Loons doeverything you can to stop the spread of allAIS. Support the on going efforts of theGLSA’s Invasive Species committee, do-nate.

Do not lose hope, the Loons are countingon us.

The GLSA Fishing contest is an annualevent that is enjoyed by Lake Sylvia resi-dents and their family members. Each yearfrom the fishing opener through July, kidsand adults head to our beautiful water hop-ing to reel in a whopper. When the excite-ment of landing your lunker ends and yousnap those memories with your phone’scamera, remember the GLSA Fishing con-test is just one more step away.  Just visitthe Lake Sylvia Website, select the eventstab, then fishing contest. Upload the photowith species and length of the catch. Forfairness, I do have the rule that the fishshould be on a ruler and if possible the fish-erman should be in the shot too.  Any Lake

Sylvia resident and their family memberscan participate. There is both a youth (up to15 years) and adult category (16 years andolder). The top 3 catches in the youth divi-sion and 1st place fish in the adult divisionare all awarded.  Awards will be distributedat the GLSA picnic. The categories for thefishing contest are as follows: Sunfish,Bass, Crappie, Northern Pike and Walleye.The GLSA Fishing Contest runs SaturdayMay 11th through midnight July 31st 2019.I really appreciate your enthusiasm for thisevent. It’s been a pleasure meeting somewonderful families who have participated.

Like many of you, I’m inthe middle of spring choresat the lake. At the sametime, I’m thinking about thefourth of July weekend andfireworks over beautifulLake Sylvia.

This year we have sched-uled the fireworks displayon Saturday, July 6th.

There is always a discussionabout what date will be bestfor the most residents andfriends on the lake.Frankly, it is also dictatedby when RES Pyrotechnicsis available.

The last four years wehave been fortunate to raisethe funds we need to have agreat display. Because ofeveryone's generosity, wehave met the goal of$7,500.00 each year, In factwe have exceeded our goaland have had a nice startfor the following year. This

year we're off to a greatstart and have a significantportion of what we need. Ifyou can help, it would begreat.

As a lake community it’sup to us to add this fun stufffor summer activities withfamily and friends. No-body’s going to do it for us.The list of people willing togive what they can is great.If you can help at any levelwe appreciate it.

I’m looking forward to afun summer.

There will be Music, Raffles,Face Painting, Pony Rides, RootBeer and Orange Floats for thekids, Spilled Grain Brewing foradults. The winners of the fishingcontest will be announced. Be sureto enter your catches on our website. Chi Rho will again be provid-ing the best picnic meal you canimagine, as they have in the past.

Don’t miss the 2019 LakeSylvia Boat Parade which willtake place again this year onThursday, July 4, beginning at2:30 p.m.We are start-ing a halfhour laterthan wehave inyears past,to allow a lit-tle extratime forthose whodecide theywant to takepart in theAnnandaleparade earlier that day.

We have been alternatingthe starting point each year be-tween the East and the Westlakes. This year boatersshould plan to gather on thewest side of the channel. Wewill begin on the West

Lake, continuing throughthe channel around the EastLake and ending by the channelon the East

Lake where we will againgather to draw for prizes. Allboaters that decorate their boatand participate in the entire pa-rade are eligible for the prizedrawing. The parade generallytakes approximately 2 hours tocomplete and then it takes afew minutes longer for the prizedrawing at the end. You may

want to remind anyone ridingon your boat to make certain tolather on the sunscreen, bringbeverages to stay hydrated, andmake certain to make a restroom stop before boarding theboat. We wouldn’t want anyone

having torush off andmiss theprize draw-ing! Also,keep youreyes

open forthe bestdecoratedand en-gaged dock.We will alsobe awarding

Have you heard about Sun-days on Sylvia? A number ofcabin owners have come to-gether with a desire to have acasual outdoor worship gather-ing on the lake. They have dis-cussed this for several yearsand recently decided the timeto do it is now. The group isplanning for five gathering op-portunities over the summermonths. Put on your favoriteswimming or boating attire and

load up your boat with friendsand family.

Plan to attend any of thefollowing dates: May 26, June16, July 7, August 11, and/orSept. 1. One of our local lakeresidents, Bill Bohline, willlead us in worship the morningof May 26. We will be gather-ing near the Koinonia cove onEast Lake Sylvia and will beginworship promptly at 10:33 a.m.Plan to come early to anchorand enjoy some music. A full and detailed report forthe 2018 Water Quality Perspec-tives will be posted to the lakesylvia.org web site.

• Overall the water quality inboth basins of Lake Sylvia was goodand meeting its use attainabilityclassification. Water quality parame-ters continue to be better than thereference lakes within the Northcen-tral Hardwood Forest (NHF) ecore-gion.

• Transparency averagesdo fluctuate slightly fromyear to year, but have re-mained good over the past40 years. Current waterclarity is considered good tovery good.

• Average summer timetotal phosphorous levelshave remained below StateStandards and reference

lake values since 2005• Phosphorous from lake sedi-

ments is the most significant driverfor phosphorous levels within eachbasin. Loading from upstream lakesand falling septic systems were lowcontributors.

• The range of chlorophyll-levelsin both basins is near the olig-otrophic level. Both basins are belowthe range for the reference lakes andwell below the State Standard.

• The average summertime TSI(Trophic State Index) for the EastBasin is 35 and that of the WestBasin is 37, and represents a trophicstate that is between Oligotrophicand Mesotrophic.

• Fish consumption advisory isstill in effect for both basins basedon mercury levels in tested species,but the data is very old. No newsampling is planned at this time.

• No other water quality parame-ters were collected by the LakeSylvia Citizen MonitoringGroup or Minnesota PollutionControl Agency in 2018.

• Groundwater testing inthe vicinity of the Lindalalandfill indicates that undercurrent conditions the contam-inants of concern (COCs) arediminishing and will not reachthe lake.
