INFORMATIVE DISCUSSION: TRANSITIONAL HOUSING AROUND THE COUNTRY

In a single night, 564,708 people e xperience homelessness. This can mean anything from sleeping outside , in an e mergenc y shelter or staying in a transitiona l housingprogram. Emergency shelters, while a resource for the homeless population, are often limited to a number of beds. Each night, emergency shelters turn hundreds ofpeop le away. They are also only single night solutions which d o no t address the problem of homelessness. Transitional housing is a resource for those in need andgenerally provides temporary housing for the homeless population. It also acts as a resource for the employed homeless population making insufficient wages who arehaving trouble affording long-term housing. Outside of generalized housing needs, transitional housing also assists women who are fleeing an abusive relationship andthe homeless population suffering from menta l illness or substance a buse issues. It is a short term solution with a long term goal o f transitioning residents into pe rmanent, affo rdab le housing. The duration of time an individual stays in transitiona l housing can va ry from a single night to two yea rs.

Around the c ountry, there are a multitude of resources availab le for those that require transitional housing. The Committee to Aid A bused Wome n (CAAW), which is

loca ted in Reno, Nevada , has a c ase mana ger that helps with goa l planning for women who need to find e mployment or want to go ba ck to school. They also runsupport groups that are offered in both English and Spanish. Additionally, they have a program that provides referrals for therapy and substance abuse programs. Asthe population of children continue to grow in transitiona l housing, CAAW is also looking to ad d childrens support groups and a c hild advocate to their prog ram. Theyhave partnered with Noahs Animal House to build an animal shelter on site. The shelter will provide a place for women and children as well as allow housing for theirfamily pets while living in transitional housing. Florence House, which is located in Portland, Maine, o ffers a va riety of p rograms and resource s for those in need . WhileFlorenc e house p rimarily provides tempo rary housing for the female home less population; their services range far beyond that. One o f their largest programs is theMaine Hunger initiative which expands to all of Cumberland county. This program helps to meet immediate food needs, offset supply shortages as well as develop longterm solutions to hunge r. The C linica l Intervention program is an a dd itiona l program mea nt to address the nee ds of the home less population suffering from mentalillness or substanc e a buse prob lems. This program links individuals with a C ase Mana ger or a Pee r Naviga tor who c an ide ntify the individuals goals and link them totrea tment prog rams that will direc tly add ress these issues. Lastly, they offer a va riety of b asic needs services such a s a c lothing c loset, resources to set up employmentand 24 hour support services. Florenc e House tries to rea lly look pa st the obvious issue of ho melessness and ad dress the c ore issues within ea ch individual so they c aneventually find their way to permane nt housing. Other programs which are operated unde r the YWC A a round the c ountry offer initiatives with a variety of timelineswhich address case by case needs. Passages is a 12 month transitional housing program that helps support homeless women and children to feel secure while

sea rching for employment, housing or an acad emic program that suits their need s. There is also a Cortez Family Center for homeless families which is a 90-120 da yprogram to help secure a home that is affordable for the family while individuals in the household work. The common denominator in all these housing programs is thattransitional housing c an be utilized a s a stepp ing stone whe re the homeless pop ulation c an take roots, regain a footing and move o n to a happy and succ essful future.

The goa ls and a mbitions of these organizations vary dep ending on their loca tion and population served. One of the major differenc es betwee n Florence House andthe YWCA is that Florenc e House exclusively serves the female home less population where as the YWCA serves bo th men and wo men. CAAW serves a largepercentage of women but strives to bring community awareness to the fact that men also need help as well as members of the LGBTQ community. The goals ofFlorence ho use are relatively simple: ge t young wo man o ff the street and into a safe environment, provide a safe haven fo r women fleeing d omestic violencesituations and provide accessible housing for short and long term solutions. However, they dont want to stop there. Ambitions are high. Florence House would love toco ntinue expansion throughout the c ity; providing enough beds for everyone in need. C AAW is a little more spec ialized with their goals. They strive to help womenleave the ir ab usive situation and a re working towards ending do mestic violenc e. Empowerment is a huge pa rt of the co nversation which they believe will allowwomen to establish their own identities. While individual situations vary, it would appear as though each of these organizations share the same goal: provide a secureplac e for those in need .

A c ommon theme in transitional housing ac ross the country seems to be the gathering spa ces. One of the primary gathering spa ce is the kitchenand d ining room, usually on the first floor. This is where the women eat three me als a d ay in a c ommunity setting. While individually furnishedapartments are typical as well as semi private spaces and individual sleeping areas; a lot of the population still choose to come and eat with oneanother. Florenc e House has a few specialty ga thering spac es such as an outdoor patio outfitted with lots of furniture so women can spend timeoutdoors comfortably and a hair salon for various hairdressers willing to donate their time. O ther gathering spa ces, featured in the YWCA can varyfrom activity rooms to actual gyms outfitted with a p ool and exercise eq uipment. CAAW seems to be the exception with no community ga theringspa ces outside of the laundry room.

Needs of women a nd their children are only addressed at some transitiona l houses ac ross the c ountry. The YWC A provides assistanc e for women

and c hildren in a very similar fashion to the need s of the ho meless community without children. Their primary goal is to make everyone feel safe;espec ially those fleeing d angerous situations with a child. Individual need s are a lways assessed but spec ific need s for women and c hildren are:housing, employment, school, childcare and food security. Florence House accommodations cater primarily to women without children. Womenwho are homeless and come into Florence house with a child are evaluated on a case by case basis. One of the needs primarily addressed issafety. The safe haven semi private dwe llings were spec ifically designed with women fleeing unsafe environments in mind. The need s of womenare a dd ressed in other ways with the c lothing c loset which provides women in need with clothing for everyday use as well as for job interviews.

The main thing that women need when they come to CAAW is financial support. CAAW offers an advocate on site in the shelter that helps thewomen get set up on welfare and foo d stamps. The women are a llowed to stay in the shelter for 30-60 days and then they are moved to thetransitional housing where they can stay up to 24 months.

Typica l ac commodations provided in private units are relatively consistent ac ross the country. Florence House offers apartments, safe haven unitsand emergenc y bed s. The p rivate units are relatively all inclusive a nd a re equipped with everything from po ts and pa ns to furniture donated byL.L. Bea n. The units have the following: kitchen, bathroom as well as a living/ sleeping spa ce. The 15 semi private safe haven living spaces are forwomen who a re not quite ready to manage a household. This setting offers shared a reas and helps women fee l safe a nd develop trust. CA AWoffers the same ap proach in terms of apa rtment layout (kitchen, ba throom, sleeping/ living a rea ) and provide towels and linens for the bed s.

There is a c ommunal laundry room which is included in the rent of the housing. Rent is required as part of establishing independence and self-identities. Laundry de tergent and items like that are not provided in the housing. CAA W also does not provide things like toa sters orcoffeemakers. There is a d onation area tha t doe s help women acquire items like dishes and cookware if they require it. The donation centertakes clothes and small household items to help get the wo men bac k on their feet.

While these transitiona l housing units are doing outstanding work for the homeless community, it is c rucial to c ontinuously think about the ba sicneeds of the homeless population. Income may be pale in comparison to basic needs required to live. Transportation also needs to be a factorwhen establishing these programs. The latest transitional housing units are c lose to a day c are tha t also provides after school care. They also boa stproximity to a bus line and are within walking distanc e to schools of all levels (elementary through high schoo l) and the groc ery store. Thesepractical needs help provide stability for the homeless community looking to rebuild their lives.

The design at Liberty Gardens, located in Boston, Massachusetts centers entirely on community andindividuality. The home is welcoming from the moment you pull up to the curb. The interior acts as acontinuation of the Federal Style exterior with classic architecture and understated details. The interioropens to period dcor with warm glossed woods, muted tones on the walls and period furniture andaccessories. Federal architectural details are noticed throughout the building in the doors andwindows from the framework and keystone caps to the gridded double hung windows and the brassdoor knockers and delicately carved details. The entry way includes a seating area, a reception deskand incorporates some of the traditional elements of the Federal style. A large gilt mirror, simpleportraits and a beautiful chandelier enhance the entrance feeling. Muted blues and greens bringboth a sense of calmness and modernity while being a tribute to the subdued colors of the past.Minimalist style artwork adds more color to the space while providing a sense of home. Unique textilesbring texture and movement to the space. Fabrics chosen are commercial quality and rated forheavy traffic situations yet are inviting and comfortable. Soft cushy fabrics are used throughout togive a sense of home and warmth. Furnishings are clean and modern so that each space feels openand uncluttered. Flexible materials such as luxury vinyl tile and custom wood cabinetry are used forminimal maintenance and long term wear.. While the traditional elements of the Federal style arerespected; certain elements feature clean modern lines to suit budgetary requirements as well aspresent day needs. The fusion of styles allows the space to feel accessible to those in need oftransitional housing. The unique mixture of modern and historical elements represents each of thetenants living in Liberty Gardens Transitional Home. This helps the women and children create their ownidentities and it gives them a launching ground for success. Liberty Gardens Transitional Home is abeacon of transformation. A monochromatic color scheme allows for the dominant color to have plenty of variety. Classic whites will break up the spacesand keep it from feeling overwhelming. The variousshadesof blue will enhance the serene environment and encourage a gentleflow; allowing each space to have its own personality but still feel unified. Both bright and muted blue were common during theFederal Style because they conveyed strength and security which we intend to do here for those staying at Liberty Gardens. The intent for all the furniture and fabrics in these apartments and gathering spaces was to make eac h area feel spec ial. Colors

    70/71

were chosen specifically with the Federal Style colorpa lette in mind. There are multiple shadesof blue and bright pops of white. Awide range of patterns and textures will prevent the apartments from feeling flat and help each space to feel interesting. Whilethese are transitional housing apartments; selections were made to help those living here feel as though they have steppedoutside their circumstances, whether it be for a week or a year. Each piece was selected to be virtually maintenance free. Itemssuch as the dining room table and coffee table are easy to wipe clean and will not stain due to their durable finishes. Thefurnishings are predominantly solid wood construction; meant to last over the span of many years. The fabrics are either 100%co tton or 100%Belgian linen. This means they will not require professional cleaning, will stand up to the occ asional spill, have heavyabrasion resistance and excellent colorfastness to light. The fabrics are meant to be sat on and enjoyed. Other notable features inthe furnishings are the natural stains with low VOC emissions, mortise and tenon construction and the cushioning in all thechairs/sofas are created for comfort. The furnishings throughout the apartments and gathering spaces all have clean, simple, elegant lineswhich creates an easy sophistica tion. While some of the furnishings feel modern, natural wood components and funfabrics keep the spac es warm and comfortable. The lighting, finishesand co lors selected were all chosen to reflect elements of theFederal style with an updated, modern sophistica tion. While gilt and bronze were prominent in the Federal style, it was important tohave visual contrast in each of the apartments as well as the gathering spaces; therefore polished nickel, white and burnishedsilver leaf were chosen for all the lighting finishes. This significantly brightens up each space, creating a dynamic relationshipbetween the blue color palette and the light fixtures. The choice to place one of the wallpaperoptions on the ceiling wasa wayto dress up a normally neglected area and work the eye upward; allowing each person to take in the entire space. The flooringoptionsa re meant to introduce natural and textural components. Since there arent windowsin every room, the white oak flooringwill help each person to feel connected to the outdoors. The composition of the wood is soothing and grounds the design tonature. Interior colors were pulled directly from the initial color palette. The range of blue and whites keeps each space fresh andfeels cohesive when walking from room to room. Dark blues are meant to bring forth feelings of reliability while bright blues arerefreshing. Each colorismeant to circle back to the idea that Liberty Gardensisa safe environment where those seeking help canrebuild. Sustainability was at the forefront of finish selections. The bathroom flooring product by Fireclay tile is made of 100%recycled material. (old toilets to be exact) All products made in the Fireclay factories feature a 100% lead free glaze and thecompany paired with Carbon Fund in 2010 to offset 100% of the emissions created while shipping their products around thecountry. The white oak flooring is FSC (Forest Stewardship Council) certified which means it was harvested in a sustainablefashionable. New trees are regenerating as mature trees are being harvested and all growth cyclesa re being respected. All paintsused throughout have zero VOC s, help to improve airquality and are odor eliminating.
