A cracked and aging landing strip, a couple of open-air airplane hang-ers and a veritable nest of buzzards currently constituting the Jackson Airport may soon become the site of some much-needed economic ac-tivity in East Feliciana Parish. Pres-ently owned by the LA Department of Health and Hospitals (DHH), the nearly 50-year-old airport will soon be transferred to the East Feliciana Economic Development District (EFEDD), as delineated in Act 102 passed by the Louisiana State Legis-lature last session.
Until five weeks ago, the path to a smooth transfer of ownership seemed unlikely, according to EFEDD Board Member Larry Thomas. Though Act 102, signed and enacted last July, authorized the transfer of the airport and approximately 205 acres from DHH to EFEDD, Thomas said the process was stymied by the fact that DHH was treating them as a private buyer rather than a political subdivi-sion of the state, the later of which is considerably easier. “Normally, the transfer of state property to a politi-cal subdivision is usually just boom boom boom. But DHH was treating us more like an individual that was buying state land and keeping us to the same criteria as an individual … instead of a political subdivision,” Thomas said. Negotiations were at standstill due to what Thomas de-scribed as a “disagreement of terms,” and the board was considering the possibility of having to appeal to the legislature again this year.
This additional step in an already four-year-old process was avoided with an appeal to the Governor’s Of-fice. After a meeting with Chief of The sole landing strip at Jackson Airport, currently leased by the Louisiana Department
of Corrections for use as a food dump by Dixon Correctional Institute.

The 8th annual St. Joseph’s Al-tar at St. John the Baptist Catholic Church will be displayed on Satur-day, March 16 and Sunday, March 17 in the Parish Activity Center.
Following the example set by the Sicilians of the first St. Joseph’s Al-tar, the one at St. John the Baptist is the result of the efforts of many pa-
St. Joseph’s Altar: Sicilian Lenten Tradition To Be On Display at St. John the Baptist Church
rishioners. It is a parish-wide effort to build, decorate, gather, prepare and serve food. The combined ministries of St. John worked together to cre-ate this local event with parishioners Jeni-Su and Vincent Cambre coordi-nating the effort.
The altar honors St. Joseph, the foster father of Jesus and the patron
saint of Italy. According to legend, St. Joseph saved the people of Sic-ily from the effects of a devastating drought and famine in the Middle Ages. Because of answered prayers, the altar tradition was started.
St. Joseph’s Altars came to Loui-siana in the early 1800s when peo-ple from western Sicily immigrated to the state. They are usually held the weekend nearest the official feast day of March 19.
Altar breads are frequently made in various religious shapes, and each shape represents a part of the Holy Family. Palm leaves symbol-ize the Blessed Mother. The crook and ladder signify St. Joseph and the cross represents Christ’s passion and death.
The breads are sometimes dried, toasted with sugar and sprinkled atop spaghetti. The crumbs are sym-bolic of St. Joseph’s sawdust.
A visit to a St. Joseph’s Altar is also said to be “lucky.” Some like to save the breadcrumbs to toss into storms to prevent destruction. During the Sicilian famine, people were reduced to eating fava beans, a food normally fed to the animals. Therefore, a single fava bean is given to each altar participant. The bean, when carried in one’s pocket, will prevent its owner from “going broke.”
Pastor, Father Jeffery Bayhi, will bless the Altar on Saturday March 16 at 6 p.m. and again on Sunday, March 17 at noon. The St. Joseph’s Altar at St. John will fea-ture donated baked goods, wine, fish and bread to be shared after the blessing. In addition to the meal, each attendee will receive a gift of cookies, St. Joseph bread, a prayer card and last, but certainly not least,
a fava bean! There will be a Lenten meal after
the Sunday blessing. Everyone is wel-come to view and to attend the Sun-day blessing and meal at no charge. Call the parish office at 225-654-5778 or access the parish website at www.sjb-ola.org for more information.

Staff Paul Rainwater, the Governor’s Office intervened on EFEDD’s be-half to get the ball rolling.
Thomas reports that last Thurs-day, Representative Kenny Havard and Senator Rick Ward met with Rainwater, Commissioner of Ad-ministration Kristy Nichols, and DHH Secretary Bruce D. Greenstein to discuss the terms of the transfer. He expects a cooperative endeavor agreement within a week. “I think the Governor’s Office and Chief of Staff Rainwater have done a fantastic job persuading [DHH] to do the right thing,” said Thomas.
The hope is that the transfer will be able to be made as a straight do-nation at no cost. However, at worst, the board may have to purchase 10 acres at the appraised value and lease the remaining acreage.
The Jackson Airport was built in 1965 in order to transport patients to a facility then called Colony 6, a divi-sion of the state’s mental health sys-tem, located at the current DCI site. The airport is on McMurray Ln., a gravel road off of Hwy. 68 just south of DCI. Though owned by DHH, the
airport is actually leased to the De-partment of Corrections for use as a food dump by DCI.
The airport is currently classi-fied as private/restricted, a status it has held since 1981 when the FAA pulled approval due to, among other things, the flight hazard posed by the buzzards that took up residence at the dump site. “Other than DCI keeping the grass cut, there has been no main-tenance on the airport,” Thomas ex-plained.
Once EFEDD takes possession of the airport, it plans to make im-provements to the site, earning FAA approval and eventually making the airport eligible for a public/non-restricted designation. Thomas es-
timates that this will take about two years. In the long run, the airport is expected to provide a “major boost” to the East Feliciana Parish economy. In fact, EFEDD is currently in nego-tiations with two aviation compa-nies interested in moving to the par-ish. Though he could not reveal the
names of the companies, Thomas said that one of the businesses deals in aviation fuel while the other is a helicopter training operation.
As difficult as negotiations with DHH have been, Thomas said it has been quite the opposite with the De-partment of Corrections and DCI. “I can’t praise the Department of Corrections enough–Warden Rad-er (DCI) and Secretary LeBlanc (DOC)–because when we first ap-proached them four years ago, we sat down at a meeting and [they] said, ‘Whatever we need to do to get this thing up and running, let’s do it.’”
“We have had some allies on this thing. It as been a group effort, to say the least,” said Thomas.

In addition to the antiques, home-made food and historic tours which are a regular feature of the Jackson Assembly Antiques Show and Sale, there will also be an art show and
sale. During the weekend of the Show, March 22-24, Charter Street Studio’s 12 resident artists will show and sell their work along with invited artists from around Loui-siana and Mississippi. Beautiful paintings, pottery, pine needle wo-ven baskets, jewelry and much more will be available.

Community Subject of Special ProgramThe Friends of the West Feliciana
Library will present “Writing Ruthie Leming: Biography and Our Town” Saturday, March 23 from 2 until 4 pm at the West Feliciana High School Auditorium. Ruthie Leming was a beloved teacher, neighbor, friend, and family member to many in West Feliciana. When she was di-agnosed with lung cancer in 2010, the community rallied to her side. Throughout her 19-month fight with the disease that ultimately took her life, her brother Rod Dreher, a Phil-adelphia journalist and West Felici-ana native, wrote about her struggle on his nationally-read blog. He told a compelling story of his sister’s faith and courage, and the love and solidarity Feliciana folks showed to the Leming and Dreher families dur-ing their crisis and how the amazing grace he witnessed convinced him to return home.
In April, The Little Way Of Ruth-ie Leming: A Southern Girl, A Small
Town, and the Secret of a Good Life, Dreher’s memoir of life with his sis-ter, her battle with cancer, and the lessons she taught about hope, fam-ily, home, and how to live, will be a major release by Grand Central Pub-
lishing. The Friends of the Library present an opportunity to hear Rod Dreher read advance excerpts from Little Way, and to ask him questions about what it’s like to write intimate-ly about one’s family and communi-ty. Also on the program are Ruthie’s friend Abby Temple Cochran, phy-sician Dr. Tim Lindsey, who both played leading roles in Ruthie’s life and death will discuss their key parts in telling her story in Little Way.
Refreshments prepared by mem-bers of the Friends will be served. This is a pre-publication event and books will not be available for pur-chase until April 6. The Friends of the Library will take orders for the books during the program, cash and checks only.
Tickets are $10 for adults and $5 for students, available at the library and at the door. The event is not suit-able for children under 10. For more information call the library at 225-635-3364. All proceeds benefit the library.

Children in grades kindergarten through twelfth grade may now en-ter the 11th Environmental Aware-ness Student Art & Language Arts Contest. Winners of this contest, produced by the Louisiana Envi-ronmental Education Commission and the Louisiana Department of Wildlife and Fisheries, may win cash prizes, have their entries ap-pear in the 2014 calendar in addi-tion to a billboard like West Felici-ana Middle student Claire Leming.
A winner last year, Claire’s art-
work was not only included in the 2013 “Louisiana Waters: Protect, Conserve, Enjoy!” calendar, but also appeared on a billboard on Hwy. 61. Leming and the other winners were selected from over 771 entries submitted by students from 92 schools across the state. Language arts entries were writ-ten as stories, reflections, creative narratives and poetry and were judged on artistic quality, creativ-ity, and how well the piece repre-sented the contest theme. The cal-endar is distributed statewide, and
more than $3,000 in cash prizes were awarded to the 2012 winners.
Applications for this year’s contest, themed “Louisiana’s Nat-ural Resources: What’s Important to You?” must be postmarked by Friday, April 26, 2013. The entry categories are: Group 1: contestant ages 5-7; group 2: contestant ages 8-10; group 3: contestant ages 11-13 and group 4: contestant ages 14-
18. Cash prizes awarded to contes-tant winners in each category will be: first place: $200; second place: $100 and third place: $75.
