The September 12th West Feli-ciana Parish Presidential Campaign Debate drew a large crowd at the Magnolia Church on Highway 61 in St. Francisville. A second par-ish president debate is scheduled for October 3, 2013 at the First Baptist Church in St. Francisville.

The debate was sponsored and coordinated by the Chamber of Commerce, and the Chamber Direc-tor acted as debate moderator. Each candidate was asked a series of ques-tions concerning his or her view of the status of the parish, past, present and future. Also, each candidate was given the opportunity for a closing statement.

ness in the parish. For instance, Des-ert Plantation had a sign on Hwy 61 advertising their location off Hwy 66 but had to take the sign down. Another complaint that I hear is that the Bluffs can’t network with the town of St. Francisville. I will push my “Concept of One” which would bring all the economic players to-gether as working as a team.”

Tom McVea, the former four term state representative from the Felici-ana and former WFP Police Jury-man asked: “When you talk about economic development and Tom McVea, where do you want to start? I created a “rainy day fund” from monies from River Bend. I was in the forefront of Rosedown becoming a state park, as well as pushing hard for the Tunica Hills project, and the list goes on.”

Current Police Jury person Lea Reid Williams was the last to re-spond to the question on Economic development. “Economic Develop-ment is extremely important, but so is our infrastructure. Our Planning and Development program is near-ly completed. Most of the money for the parish comes in ad valorem taxes, which increased slightly last year. I would like to see more sec-ond homes here in the parish. We need more retail outlets but sales tax is not the key source of tax revenue now for the parish. Eco-Tourism is a huge opportunity for us.”

The second question for all the candidates was their stance on Home Rule Charter (HRC) versus the Po-lice Jury System. First to answer this question was Kean: “I was not against HRC, but I was against the HRC plan drawn up for our parish. As Parish President, I will work within the HRC rules to make the transition from the present system.”

Second up was McVea: “The HRC is the law of the land in West Feliciana, and I will work within that law. The biggest problem I see is go-

ing from 7 districts to 4 ½. I count the “At Large Councilman” as a half. The other big problem is that neither St. Francisville nor the Tour-ist Commission is represented on the Economic Development Board (EDB).”

Williams had this to say: “When the community first started working on the HRC, it was very support-ive, and then people started having second thoughts. No changes to the HRC can be made without bringing those changes to the public to vote for approval. St. Francisville and the Tourist Commission must have peo-ple on the EDB. I believe that HRC will work in our parish and we will have no need for the super-majority provision.”

Couhig’s answer: “I like the idea of HRC. We can make business and people solutions under HRC rather than just political solutions. The HRC will allow us to modernize West Feliciana Parish.”

The next question was: “Will you as Parish President hire a Manager, and if not, do each of you have the education and administrative back-ground to effectively run the par-ish?” All 4 candidates answered that they would not hire a parish manger. Each candidate highlighted his or her career backgrounds as to man-agement experience.

The next question concerned WFP Parish problems. Williams re-sponded: “We do have a declining tax base and need more ad valorem tax revenue. We need to talk with Entergy and see where they will be 20 years down the road with River Bend. There is a lack of affordable housing, not a lack of low income housing in the parish. There are a number of houses for sale now in the Bluffs and Audubon Hills.”

Couhig: 70% of the tax base is from River Bend, which is declining at 3% per year. We need more tax payers because we can’t raise rates. We need more housing in the $170-$250 range. We need to change the perception that WFP wants new businesses and that the community

will keep their word as to rules and regulations.”

Kean’s response: “The problems didn’t start yesterday, but years ago. Business people look at traffic counts, rooftops in the area and cost of land in an area for a new location. Our land cost is much too high. We need to think out of the box. The new bridge is a big plus for us, as is the proximity of Natchez and Baton Rouge. We need to think regionally with our promotional activities.”

In the closing statements the can-didates had these comments: McVea, “I don’t see all the doom and gloom for the parish. I like to think posi-tive. We do need to get the general public all working together to move forward. We have a great success story in KPAQ paper that has 275 employees and are hiring more. Two new restaurants are coming to town as well as a new truck dealership. We are going to be just fine.”

Couhig: “This is the greatest place in the world to live. I want this job as Parish President. Join with me and together and we can have a huge success story.”

Kean: “This is a great place to live and I want everyone to stay and new people to move to the parish. We need a comprehensive develop-ment plan. The parish has spent over $2 million in the last few years on Economic Development and has very little to show for it. We need to spend money on achievable goals. In the next few years, most of our de-velopment will come in the 61 and 10 intersection areas and near the new bridge.”

McVea: “I have the experience to push through the HRC properly to make it work. I’ve been a resi-dent of the parish continuously since 1958 except for the 4 years I spent in the Air Force. I know what hard work is, having been in the dairy and timber business. I also know that our parish is all about neighbor helping neighbor.”

Williams said in closing: “Our parish is indeed a beautiful place, rich, in heritage and culture. Our

path forward is to promote and de-velop our area while having a fair and balanced parish budget. Our path forward is to expand our recreation-al activities, promote Eco-Tourism such as the Tunica Hills project. My vision is to develop a River Front Park on the Mississippi River.”

friend, Kenneth Landry, whom I consider as my uncle, is into trail rides and horses and mules, also. Through Kenneth’s help after my dad died, I was able to acquire Tom and Betty primarily to pull our covered wagon.’’

“My dad and Kenneth Landry made the 200th Bi-Centennial Trail Ride in 2003 that originated in Natchez and crossed Louisi-ana following the Old El Cami-no Real. I personally wanted to make that trip in 2003, but I just couldn’t take that much time off from work. It was all filmed and we are having DVD’s made of the Bi-Centennial Trail Ride.”

Pellerin is no stranger to horses and cattle having helped his dad as a teenager take care of 300 mama cows on their ranch in the Duson area. However, it was the Bi-Cen-tennial Trail ride that got the Pel-lerins interested in mules.

“Murle Cheatwood who lives in Saline, Louisiana is the real mule man. Murle and his wife Di-ane helped organize the 2003 Trail Ride across Louisiana. My dad had a camp in the piney woods near Saline where he got acquaint-ed with Murle and his mules, and trail rides. As a kid growing up, it was always exciting to ride in a trail ride, so now Shelly and I are

doing what we can to let kids ex-perience the camaraderie of a day on the trail.”

“We have a 40 foot float that has been donated for our use on the 28th of September, so we will have plenty of room for 4-H kids who don’t have horses to ride or wagons to ride in for the event. Trail Rides and all 4-H activities are truly family affairs. It also teaches the kids responsibility and team work.’’

“There is plenty of room left for kids to register to participate. Also, we are thankful for the spon-sors we have but could use a few more sponsors,” Pellerin empha-sized. “We are planning on this be-ing the first of many annual 4-H Trail Ride that we are part of.’’

This writer first met Tom and Betty and the Pellerin group on a Saturday morning a couple weeks ago on Blackwater Road. Pel-lerin was “prepping” the Palomi-no mules for the September 4-H Trail Ride. They were journeying down Blackwater Road at about a 5 miles an hour pace. The Pel-lerin Covered wagon was pulling a rubber-tired trailer on which sev-eral kids were riding, sitting on hay bales. Other kids along Tom and Betty’s route were running out to the road in order to get a better look at this scene from yesteryear when horses and mules were com-mon sights pulling wagons filled

with people, produce, or other items that needed transportation from point A to point B before automobiles became the mode of transportation around the country for all but special events.

Those participating on the “prep ride’’ back in August were, in addition to Chris Pellerin, Ken-neth Landry, Kinslee Pellerin, Kyra Greely, Annalyse Greely, Billy Amastopoulous, David Desormeaux, and John Langlinois.

Kinslee Pellerin is Chris and Shelly’s 8 year old daughter whose special 4-H project is a show pig. It is a variety of the white belt Hampshire pig but with a larger white belt. Billy Amastooulous is Chris Pellerin father-in-law who now lives in the Shreveport area. Billy and family, along with daughter Shelly, grew up on her grandfather’s wheat ranch near Wichita Falls, Texas.

“It was a big change for Shelly going from being on a wheat ranch to marrying a guy who is into livestock. It didn’t take long for

Shelly to begin to really enjoy be-ing around livestock,’’ Pellerin re-lated. “We are slowly building up our livestock “herd”, adding a few cattle, some chickens, pigs and horses and mules,’’ Pellerin ac-knowledged. “Our little boy who is only two, is already a big fan of Tom and Betty, Kinslee’s pig and our horses.’’

Pellerin’s “day job” is in man-agement with McConnell Brick Company on Choctaw in BR. Shelly works for a downtown law firm; however, their passion is for their family including Tom and Betty, trail rides and 4-H Kids.

The Feliciana Chapter of OLLI at LSU is sponsoring a Southern Country Tea and guided tour of Audubon’s Oakley House, on Tuesday, October 15, 2013 from

10:00 am to 12:00 pm. Located just south of St. Francisville, Oakley, the airy house where John James Audubon stayed, is a splendid example of life in the early 1800’s. Nestled in a beautiful forest setting, the architecture of the home utilizes jalousied galleries of the West Indies’ influence allowing cool breezes to drift through the rooms. The plantation barn has numerous horse-drawn implements and vehicles. The large, detached kitchen building also contains a weaving room and an ironing/wash room. Two slave cabins give a glimpse into the laborers’ way of life on the plantation. Restored formal and kitchen gardens demonstrate the early plantation owner’s zest for

beauty, fresh vegetables and herbs. The price of the tour ($25.00) includes entrance to the Audubon State Park, guided tour of the home, grounds, gardens, slave cabins, museum, etc. and a Southern Tea luncheon at the end of the tour.
