Candidates for West Feliciana Parish President Make Final Appeals at Last ForumElection This Saturday

One thing that all 4 candidates for West Feliciana Parish President agreed upon was that there are four good candidates in the field, all of whom love living in West Feliciana. The final debate prior to the October 19 election took place at the First Baptist Church in St. Francisville.

Richard Kenderick, Vice-Chairman of the Chamber of Com-merce served as the moderator. The Pledge of Allegiance was the first item on the agenda, followed by Lea Williams leading everyone in the Lord’s Prayer.

The format for the forum was a series of 4 questions for the can-didates. The first question was: “ What does Smart Growth for West Feliciana mean to you as a candi-date?”

Kevin Couhig was the first to answer: “Smart Growth is col-laborative growth, putting things where they go and where they fit best. Smart Growth solves the con-cerns of people in the parish, but at the same time allows the parish to grow its tax base without raising rates. The Planning and Zoning Commission doesn’t have to de-stroy growth but enhances growth in the parish.

Tom McVea: “In 2008, West Feliciana Parish began to work on a Comprehensive Plan for Smart Growth which combines zoning and planning with responsible growth. Growth in the parish does not have to drop the quality of life.”

Lea Williams: “Everyone wants Smart Growth. With the Compre-hensive Plan for the parish, we have our toolkit to help us obtain Smart Growth. One thing included

in Smart Growth is sitting down with property owners to discuss what they want to do with their property. I would like to see us come up with a good promotional name for the part of Highway 61 that runs through our parish.”

John Kean: “Smart Growth at-tracts people and businesses. We are in the driver’s seat because we have developed a game plan, unlike our neighbors to the south who allowed development in the parish to be driven by developers. We need the Concept of One with a comprehensive plan that will pro-tect our rural atmosphere and cul-ture.”

“What specific things would you to do to be able to communi-cate with everyone in the parish?” Was the second question for the debaters.

Tom McVea: “I’ve always been a coalition builder. I try not to make any issue controversial, and don’t take it personally. If we work together as does the St. Francis-ville City Council, things will run smoothly with economic develop-ment and other issues. Communi-cating with everyone in the parish is very important for the Parish President.

Lea Williams: It is the respon-sibility of the Police Jury and the Parish Council in the future to take care of the other government of-fice holders in the parish. I will be meeting regularly with other office holders; community organizations, health care groups, and work co-operatively with the Parish School Board.

IAC Avondale District Boy Scouts hold 2013 Fall Camporee at Centenary Historical Site in Jackson

The Avondale District with Istrouma Area Council, Boy Scouts of America held its annual Fall Camporee at the Centenary Historical Site in Jackson, LA from Sept. 27th-Sept. 29th. Over 100 participants representing Troops and Packs from Zachary, East Feliciana, and West Feliciana enjoyed the weekend event. The Scouts were able to learn about the history of the Site, hike on the grounds as well as compete in vari-ous games including several pioneering events. As the campaign for parish president begins to wind down, I’d like to thank all of you who have taken the time to speak with me about the future of our parish. Over the past few months, I’ve had the opportunity to speak to hundreds of people from all walks of life.

The campaign has been a good one, focused on issues. We have carried on an important discussion that began with the home rule charter election, and which will shape the future of our community. I found that people share the same concerns that I do.

• The days of the nuclear facility’s property taxes paying our bills are coming to an end. We must replace those dollars through growth in businesses and population or risk losing our way of life.

• We must let those who would relocate here know that they will find a great school system, a dynamic business climate and housing that they can afford. They must know that they will be treated fairly and respectfully.

• The rules need to be fair, and fairly enforced, to attract new business to the area.

• We must ensure that all of our citizens have a voice in government. That’s why I’ll push to expand the Parish Council from five to seven members.

No matter the outcome of this election, I have made new friends. Once again I have seen what makes West Feliciana a special place. It is our people, and the rural beauty of our surroundings.

We must preserve and protect our way of life. To do that, we must move with optimism toward the future. With hard work we can make this good community great.

I hope you will support me on October 19.

Fall Festival Weekend in Saint Francisville

The last weekend in October will once again be a busy one in Saint Francisville. The activities kick-off with a wine and cheese tasting at Jackson Hall beginning at 5:30 pm on Friday, October 25 followed by a special concert at 7:00 p.m., featuring Grace Episco-pal Church’s historic Pilcher Or-gan and guest organist Dr. Richard Webb. The concerts marks the be-ginning of the Baton Rouge Sym-phony Orchestra’s Chamber Series titled “A Festival of Baroque Mu-sic”. Tickets for both the wine and cheese tasting ($15/person) and the concert ($25/person) will be available at the door.

Saturday, October 26 marks the beginning of the 11th Annual Yellow Leaf Arts Festival. From 10:00 a.m. until 5:00 p.m. both Saturday and Sunday, Saint Fran-cisville’s Parker Park will show-case over 50 artists and craftspeo-ple and their creations, including pottery, jewelry, paintings, glass art, textiles and more. Fall Festival Weekend in Saint Francisville

On Saturday, October 19, vot-ers in both East and West Felici-ana voters will go to the polls for a variety of local and Federal elec-tions. In addition to the big West Feliciana Parish President elec-tion, most voters in the Feliciana will have the opportunity to select a new Congressman to fill the seat vacated by Rodney Alexander who retired in the late summer. There are 14 candidates vying to rep-resent district 5 in Washington. District 5 covers 24 parishes from north Louisiana to West Feliciana and parts of East Feliciana, St. Helena, St. Landry and Tangipa-hoa parishes. The candidates are Eliot S. Barron, Tom Gibbs, Henry Herford Jr., Clyde C. Holloway, Marcus Hunter, Robert Johnson, James “Jamie” Mayo, Vance M. McAllister, Jay Morris, R-Mon-roe, Neil Riser, Weldon Russell, Phillip “Blake” Weatherly, Peter Williams, and S.B.A. Zaitoon.

West Feliciana voters will also have the opportunity to RENEW a 2 mill property tax for the 911 ser-vices in the parish. Voters initially approved the tax 10 years ago and must now renew it to continue re-ceiving the level of support servic-es that have since been available here. These services include the communications equipment used to answer and route emergency calls, training of communications personnel, dispatcher salaries, and other similar costs.

Many voters in East Feliciana will be able to vote for the Justice of the peace for District 4. The race is between Joyce Kent and John Shropshire.

Polls will be open from 6:00 a.m. until 8:00 p.m., and a valid id is required to vote.

JES Students Reach “Best” Fluency Standard Students and teachers at Jack-

son Elementary School are spend-ing every minute of this school year on moving their performance from good to better to best.

As part of East Feliciana’s Striv-ing Readers Comprehensive Literacy (SRCL) plan, one major focus at JES this year is fluent reading. Fluent readers read with appropriate speed and accuracy because they have spent many hours practicing read-ing on their level. Fluent readers are much more likely to be successful on state tests and in middle school, high school, college, and career.

To fully embrace the mission of this school year, JES has set “good,” “better,” and “best” fluency goals as measured by correct words per min-ute read on the DIBELS Next assess-ment. JES congratulates the follow-ing students for reaching the “best” benchmark on their beginning-of-year DIBELS test: 3rd Grade (at least 125 WPM) Kenny Collins, Princess Lewis 4th Grade (at least 145 WPM) Javonte Sims, Amaizeya St. Mary

“We are very proud of what these students have accomplished through lots of practice,” noted principal Me-gan Phillips, “We encourage all our

students to keep reading every day so they can improve their fluency and grow as global citizens.”

today in the parish, is in a state of decline. I know that we have lost one major $150 million business to another parish because local gov-ernment got in the way. We have to let the business community in the region know that West Feliciana Parish wants business to locate in the parish. Your vision stems from your own experiences. I have a lot of experience in developing busi-ness, both in the private sector and through the State Economic De-velopment Department.

Tom McVea: “Things are not as bad in the parish as some candi-dates would have you to think. The new bridge came, maybe not as fast as some would have liked, but it came. The school system had a 32-student bump up in enrollment this year. One thing we need is a high-end RV Resort in the parish. The Bond Commission is meeting on the 17th and I expect we will get some help there. We need busi-nesses that will employee young

people. We need to incorporate the history and culture of our parish in everything we do in the parish.

The final question was: “The Election is on October 19. What would you like to tell the voters?”

John Kean: “I’ve lived in the parish for 8 years and have been invested in the parish for 18 years. I’ve been very much involved in the community during this time period. As a businessman, I’ve made a living by “thinking out of the box.” As a businessman, I’ve gone through the whole planning and zoning process many times so I know firsthand how that works. There is a great book titled: Trans-ferring Rural Communities – Past Silos and Smokestacks that ev-eryone should read. The first two years are going to be difficult but I will abide by a simple majority vote on the Parish Council because I have a deep love for the parish and will always look out for what is best for West Feliciana Parish.”

Kevin Couhig: There are four generations of West Feliciana Par-ish Couhigs here tonight; my 97

year father is here, as well as my grandchildren. People in the par-ish have been kind and generous to me during this campaign. I want us to pursue your dreams for the parish too. Our school system is challenged, but these challenges can be met. We want an economic boom in the parish, but we want to keep our culture intact. I want people to feel comfortable that the parish government is listening and helping the people in the parish because this is truly a great com-munity.

Tom McVea: “No matter what we do, we cannot have any politi-cal retribution in going from a Po-lice Jury System to a Council form of government. It is not time to panic because we have a lot of pos-itive things happening. We certain-ly don’t want to look like Zachary in our economic development. We have parish wide zoning and plan-ning in effect now, so we just need to keep going in the direction that we are presently going, with more focus and energy. The KPAQ paper mill has just recently hired a large

number of new people. We have a $2 million nursing home renova-tion coming up soon as well as a new restaurant being built. Tunica Hills will give us another bump in sales tax, so we just need to work together to achieve our goals for the parish.

Lea Williams: “I’m asking for you to vote for me as Parish Presi-dent. I will work to promote integ-rity in parish government and re-spect for everyone. I will continue to be very involved in the com-munity. Economic Development is important and we can quickly make that happen by correctly promoting our Tourist Industry. We also need to improve our health care system with more doctors. It is important that we focus on existing business and their vision and concerns for the parish. As Parish President, I will work to keep the parish a beautiful place and I will take ex-cellent care of it in every way.”

The Feliciana Chapter of OLLI at LSU is sponsoring a Southern Country Tea and guided tour

of Audubon’s Oakley House, on Tuesday, October 15, 2013 from

10:00 am to 12:00 pm. Located just south of St. Francisville, Oakley, the airy house where John James Audubon stayed, is a splendid example of life in the early 1800’s. Nestled in a beautiful forest setting, the architecture of the home utilizes jalousied galleries of the West Indies’ influence allowing cool breezes to drift through the rooms. The plantation barn has numerous horse-drawn implements and vehicles. The large, detached kitchen building also contains a weaving room and an ironing/wash room. Two slave cabins give a glimpse into the laborers’ way of life on the plantation. Restored formal and kitchen gardens demonstrate the early plantation owner’s zest for beauty, fresh vegetables and herbs. The price of the tour ($25.00) includes entrance to the Audubon State Park, guided tour of the home, grounds, gardens, slave cabins, museum, etc. and a Southern Tea luncheon at the end of the tour.
