2015 brings new events to the PDCCA community. There are two important elections for the Association; the election of two board directors and the Association’s Annual Meeting will be February 28th, and our Bylaw Election will be April 30th. Also, our Neighborhood Watch Committee returns with its 8th annual event on Saturday, March 21st. Look for more information about their Safety and Health Fair in this edition.

As many of you have already heard, the City of Palm Desert will install a traffic roundabout (circle) in front of the Association common area in June/July 2015. The current traffic islands will be removed and the traffic flow in front of our building will be reconfigured to accommodate the roundabout. This traffic change is a part of construction for the new Carlos Ortega Villas. Traffic flows need to be re-routed to accommodate the new entrance and exit to the Ortega Villas. There will also be a change to the Casey’s restaurant building. Currently, the City is reviewing bids from developers to demolish the Casey’s building and construct new retail and possibly new restaurant space on the land. At this time, the City has not finalized its plan for this parcel, and it is anticipated that construction of this new retail/restaurant space will not begin until the Ortega Villas are completed in fall 2015. More information regarding the traffic roundabout will be available at the Association’s Annual Meeting on Saturday February 28th.

Thanks to the many PDCCA residents who brightened our Christmas holiday with their festive light and animation displays. Congratulations to the winners of the Association contest; look for the winning addresses in this edition.

Coachella Valley Water District has provided an informative article in this edition about the chromium-6 well testing that is now required by the State of California. This requirement could greatly increase the monthly service charge on your water bill in the next year. CVWD plans to provide other timely articles regarding your water service in our future editions.

Well, it’s February, the month of love and ro-mance, second only to June as the month of weddings. Many of us obedient humans will send special cards and flowers to our sweet-hearts, because we love them of course, but also because we were told this is the time to do that! Probably just as well because so many of us of both genders are so embroiled in our daily routines and efforts, we oft forget to say those words that thank our loved ones for their exis-tence, their loyalty and love.

Saint Valentine was a martyr in Roman times, and Feb. 14th is the anniversary of his burial! I did not know that. And just why is he considered the patron of “love”? Well, nobody really knows. In 496 the Pope of the Catholic Church included him in a list of martyrs who should be “rever-enced by men, but for acts known only to God,” apparently indicating the Pope wasn’t sure why either! Actually, if you research it, you’ll discover there were numerous martyrs named Valentine, at least three of them associated with

2/14! Yikes! Since they all were martyred, and most of them were clergy who could not marry, maybe “Be My Valentine” isn’t as appropriate as we have thought! “Best Wishes and I Love You!” may be better!

It wasn’t until the 14th century that the 14th of February became associated with romantic love. That was reportedly the product of writings of one Geoffrey Chaucer of England, whose associates enjoyed his work and made an oc-casion of the date. His hero was St. Valentine, but it is not clear what version of the traditions he espoused. Before that, the love aspect was attributed to his healing a little girl’s blindness. She was perhaps his jailer’s daughter or a rela-tive of an emperor, the stories do not jive.

It doesn’t hurt the Valentine popularity that the greeting card and novelty industries worldwide have picked up the concept and advertised it into a coma. We all add this to the list of dates that appear red on the calendars and florists gain ground on their bottom line for the year.

Husbands who forget it may suffer a pout with good rea-son. Boyfriends won’t last long if they forget! But it all started with intolerance for Christianity, priests in jail and being mar-tyred, and had NOTHING to do with sweethearts, cupid or red and pink hearts! So guys, when your significant other says, “Oh, you shouldn’t have…”, remind her that some obscure clergy-man back in the days of Emper-or Claudius gave his life for this occasion. Ya gotta love that! Be prepared, she may look at you funny! Oh, Happy Valentine’s Day. -fhs

Through workshops, its website, collaboration with cities and key stakeholder groups and other outreach Coachella Valley Water District (CVWD) continues to keep the community informed about the new drinking water regulation on chromi-um-6. A naturally occurring mineral, chromium-6 is found in many of the wells that produce drink-ing water across the Coachella Valley.

Your tap water can still be used for drinking, cooking and all other needs. Chromium-6 is not being regulated because of any immediate health risk, but as a precaution against potential long-term health impacts. In April, California be-came the first in the nation to establish a maxi-mum contaminant level (MCL) for chromium-6. The new standard is set at 10 parts per billion (ppb), which is equivalent to about 10 drops of water in a full, average-sized swimming pool.

Preliminary sampling suggests more than a third of CVWD’s wells have chromium-6 levels above the MCL. In order to determine compliance with the state’s new standard, the district began of-ficial monitoring of these wells to on January 1, 2015.

When the state establishes a new MCL, there is no grace period for water agencies to build the

facilities needed to comply. CVWD is working with legislators to get a compliance period so that costs can be kept as low as possible. The district is working diligently alongside the valley’s other impacted agencies to determine the best and most cost-effective compliance plan.

Construction on facilities will begin as early as this year and may last five to ten years. This will likely be the costliest public works project that our valley has ever seen. The typical do-mestic water bill may increase by about $30 to $50 a month solely to comply with this new rule. Although rate increases will likely be gradual, CVWD is already pursuing alternative fund-ing, such as grants associated with the recently passed water bond (Proposition 1).

They are dependable from toddler even into advanced age, under stress or bliss, peace or war, capable of humor, sorrow, pain, joy, hope, reflection, dreaming, prayer, hate, love, disgust, contemplation… my goodness, what a device!

I have to chuckle when I hear or read that someone has “perfected” a comput-er system which can think. Oh, it can “react” as it is taught, it can gather data and in a sense, that is learning. It can even store huge banks of information, and draw on those so fast it seems magical, but when it is all said and done, a computer can only do EXACTLY what it was programmed to do, or caused to do from our immediate input... which is a product of our amazing minds. So what’s my point? Ummm, let me think about that. -fhs

The human mind is an amazing thing. It starts out as a cell in the soup from which we develop. In a very short period of time it blossoms. It becomes a Memory and Instinct device capable of understanding ever advancing tech-nology, ever illusive love, ever confusing opposite sex logic. Any Mom will tell you the kids are born with talents, attitudes and personality which cannot be denied. The human mind and its mechanism, the electro-chemical brain, is astounding. One thing at which our brains seem to be very good is associat-ing words, phrases and sounds to images. Let me list some phrases and if you read each by itself, slowly, say it out loud, you will have a slide show of seemingly disconnected images, which mosaic into a mystically telling image of our individual lives. No two of us will see the same things! Yet all of us can identify! Here, try these phrases, words, groups;

Honey, look and see if I remembered to turn on the coffee pot, please. Honey, wait! We can’t leave. I have to go back in and see if I remembered to turn off the coffee pot.The theme from Dragnet. (Did you hear that?)Situations which utilize these words: Subcutaneously, Daily Units, Policy, I.C.U., Ciprofloxacin, Medicare, Meniscus, Catheter, patho gens.What did I come out here for? I needed to do something…I remember when I could do that / I don’t remember when I could do that.All this food and nothing to eat / All these channels and nothing to watch.That cop was just a baby. You think he was a real cop? A wee boy!Hey!!!! I may just have figured out how to “text” our grandson.Oh, look! It’s that girl… that used to be on… oh, you know, that show… with the guy…I know you know, she used to be married to that guy … oh, what’s his name, you know, he was the big guy in that movie with the other guy… you know… tall and I just watched the news. I’ve been in every city they talked about but one.Give me Jimmy’s phone number from your cellphone. I can’t find my list. OK, let’s see, CVS Pharmacy, Dr. Avery, Dr. Ketover, Dr. Wilson, Dr. Kline, Dr. Roberts, the V.A. Clinic, the V.A. Hospital, Eisenhower Medical, Medicare Hotline, Dr. Oz…The Law and Order “Boink Boink” (Hear that?)Where are my glasses?Let me tell you a story… back in my day…This anchor girl dresses so unprofessionally… just look at her. Where is John Cameron Swayze when you need him. (Wait ‘till you see the weather girl!)I’ve come out here three times to take my meds, and I’ve cleaned the kitchen counters, wiped down the windows, re-arranged the refrigerator, made a shopping list, eaten twice, but I still haven’t taken my pills. I’m not in my second childhood, what-do-ya-mean? Oh, careful there, you’re gonna knock all my Hotwheel cars in your Teddy Bear collection.

I am sure by now you can add a hundred more to this list. The images flash quickly from one to the next, like a ten-frame-each-image compilation at the end of a movie. Our amazing minds can do this all day long, powered by junk food and nasty lattes on five hours sleep while the police cars rage by our

Four Association Bylaw amendments are proposed for owners’ consideration.

Ballots will be mailed on March 9, 2015. The proposed four amend-

Election. If you are interested in helping your community as a Bylaw

board directors to visit neighbors and ask for their vote in the election; and
