Dictionary.com defines “Change” as transforming or converting, and that certainly applies to the PDCCA complex. The over 9,000 square foot parking construction, on Association land, is underway now, and the traffic roundabout (circle) work begins June 15th. Lots of transformations for our community that will have a positive impact for us, with a safer intersection of three busy streets, more lighting, designated pedestrian access, handicapped parking near our building, and safer parking off the street for all. In this edition is the City’s map that shows the location of the road barricades on California, Michigan and Avenue of the States. Please be cautious as you travel new ways through the community during the detours. Residents of the detour streets will not be expecting the large traffic volume that will pass by their driveways during the detours. Everyone needs to take extra time while commuting through our community. Oh and by the way, expect to see increased motorcycle officer presence in our community during the detours.
In this edition is an update from CVWD regarding the chromium 6 testing. Look for more information from CVWD in July’s edition regarding the District board’s recent decisions on the 36% water use reduction mandated by the State. Information is also available on CVWDs website, www.cvwd.org
Also in this edition is an update from the City of Palm Desert regarding the now closed Casey’s restaurant property. Work on this property will not begin until the Carlos Ortega Villas open in late fall. According to the contractor and the City, construction of the Villas is on schedule. This project is a welcome addition to our PDCC community. Work has begun on the final I-10 interchange construction project, at Jefferson Street and I-10, and Supervisor John Benoit’s office has provided an overview of this two year project in this edition.

On Monday, June 15, 2015, the City of Palm Desert will begin construction of its roundabout at the intersection of California Drive, Michigan Avenue and Avenue of the States. As shown on the above map, there will be complete closure of all three streets in front of, and around the Association’s main building.
Pool access through Joe Mann Park should continue throughout the summer; however, there may be specific days when the Association pools/spa will be closed due to construction at the Joe Mann Park driveway on California Drive. Information about pool closures will be announced on our website as we are notified by the City.
Access to our building will be available from the Michigan Avenue side of the barricades. At this time, we are not certain if the outside sidewalk from Joe Mann Park to the Association building will be open. As mentioned in last month’s edition, it was determined by the City and the Association that a total road closure of

eight (8) weeks, instead of partial closure for fourteen to sixteen (14-16) weeks, was the safest and quickest construction option for the community.
Construction is now ongoing for the 9,000 square foot parking lot on Association land, adjacent to Joe Mann Park. When completed, there will be sixteen (16) regular parking spaces and five (5) handicapped spaces near our front entrance. This parking lot is funded by the City of Palm Desert, and will be maintained by the City. The parking lot will open at the same time as the roundabout, as the entrance to the parking lot is from the roundabout area.
Monitor our Association website, www.pdcca.com, click on the Street Closures and Construction Update link, for weekly updates on the roundabout project. It is anticipated that the roundabout will be completed, and the roads reopened, on August 17, 2015. This date, however, is subject to change based on possible construction issues and/or weather issues.

The building and parking lot for the former Casey’s restaurant are owned by the Palm Desert Successor Agency to the Redevelopment Agency; currently the parking lot is in use as a construction staging area for the Carlos Ortega Villas. Later this year, the City will enter into an agreement with a developer to de-construct the
Coachella Valley Water District (CVWD) continues to make progress in meeting California’s new chromium-6 drinking water standard. The District has determined that groundwater treatment is the best solution, based on thorough research, cost analysis and consultation with leading experts.
State health officials on April 15, 2014 established a maximum contaminant level (MCL) for chromium 6 of 10 parts per billion (ppb). This is the equivalent of 10 drops of water in a full, average-size swimming pool.
Chromium-6 is being regulated for potential health impacts resulting from many years of consumption at high levels. There is no immediate health risk. Tap water can still be used for drinking, cooking, and all other needs.
Within the next few years, 30 of the District’s 96 wells will be equipped with ion-exchange treatment technology to remove chromium-6, a naturally occurring mineral. A centralized facility will also be built to help reduce the ongoing cost of the treatment process, and may be
used by other Coachella Valley water agencies as a regional resource.
Even though the Board of Directors selected the lowest cost compliance option, District staff estimates that average customer bills will increase incrementally over the next several years by about $30-$50 per month.
Earlier this year, State Senator Ben Hueso introduced SB 385 – a bill that would allow for a five-year compliance period as agencies work towards building the facilities needed to treat chromium-6. CVWD supports this legislation, as it will help keep compliance costs as low as possible without delaying compliance, or changing the standard in any way.
CVWD will be pursuing alternative funding such as state grants associated with the recently passed water bond in an effort to keep costs as low as possible.

A modernized Jefferson Street freeway interchange that will ease traffic issues in and around Indio and east Palm Desert is now under construction. The groundbreaking ceremony was held in mid-March for this $71.4 million project. As Supervisor Benoit said at the ceremony, “I am excited and look forward to this long overdue, beautiful new gateway to Indio, Bermuda Dunes, La Quinta, east Palm Desert and the eastern Coachella Valley.”
The Jefferson Street/Interstate 10 interchange was originally constructed in 1958 and updated in 1972. The current configuration can be confusing and constricting due to traffic flow. Drivers attempting to head east on the freeway have to cross two bridges, wait at two stop signs, make two left turns and cross traffic to get on the freeway.
Additionally, the interchange was designed before the growth of north Indio, east Palm Desert and Bermuda Dunes. By 2036, the Riverside County Transportation Department expects 53,000 vehicles per day at this interchange. Replacing this interchange has been a significant regional need for many years. It is the

sixth and final interchange project in the last five years to be improved as part
of the Coachella Valley Interstate 10 Corridor Improvement Plan.
This interchange project is complex and construction will take approximately two years to complete. Multiple county and state agencies are working together to minimize the impact to motorists and the community
during the roadwork. Evening road closures have already begun,
and detours will be in effect by early summer. Freeway closures to allow the
demolition of the current bridges will occur in the late evening to early morning hours.

Joe Mann Park UpdateDue to the severe water shortage in California, the City of Palm Desert has turned off the water
play feature in the center of Joe Mann Park. This park amenity uses 10 gallons of water per minute when it is activated. If it is activated for
only 15 minutes of each hour of the day, this would result in a water loss of approximately
1,500 gallons of water per day.

Caught a TV program recently, based in a time several centuries earlier. The focus of one scene was a businessman sitting at his ornately carved desk with an abacus, a quill pen and an inkwell. His woven baskets were piled with papers; lighting from a gas lamp was weak. The window behind him contained rippled glass distorting images therein. For some reason my mind flash-transported to our society in the current era. Fluorescent lighting over our desk, two computer screens and a desktop printer, battery backup and self-correcting spelling and grammar are always there. Cell phone and fax and e-mail and Priority Mail and text messages from the grandkids. It’s a better business environment, no question. The elder had little in the way of conveniences, but also wasn’t on the dreaded “lists”!
Getting on lists is a fact of modern life. Stands to reason, since your envelope address or your e-mail address is generated by a computer, there is a record of your address somewhere in the great database in the sky. And many companies will make a profit by selling their list to other companies. And she told two friends and they told two friends… you know! Here is a small sample of the folks who fill your inbox with ungawah!; Danbury Mint, Easter Seals, Disabled Vets, Cancer Society, Stamp and Coin Companies, BoysTown, Publisher’s Clearing House, AARP, Linkedin, March of Dimes, Venice Glass Co., As-Seen-On-TV Co., Investment Firms, Hearing Aid companies, PBS, Diabetes Management… add your own. Now I am not saying there is anything wrong with these firms. They are all serving an important role in their worlds. But they all use “the list” and they seemingly never remove the old names. We had a website development company years ago. Got on the lists for “Myriad Internet”. It has not been in business for nearly a decade. Still get two or three missives per week for services and offers we NEVER use. And here’s one to consider. We have a PO Box and a street address. We have the old Myriad address, our name and local address, our PO Box, and some lists have our name two different ways, which means they can index our addresses at least four ways! So we get the same mailings four times! Yikes!
Now there’s a new game which adds an additional layer to the onion skins of modernism: POINTS! Here is something I had never considered: collecting points! You can “earn” points (and sometimes MORE points!! Oooo, ooooh, oooh!) from spending at the casino, cereal boxes, the bank in specific programs, the gas station and some groceries. Your cell phone provider, some office supply companies, other businesses, too. When I built my latest website for the business, the program had a set of provisions to assign specific “points” to individual products. That way, I could conveniently become part of the problem! Yessss!!!
After a firm sets up a full blown “points” system, they can advertise on TV and print media with cartoons. These serve to promote the points you can earn, and insult your intelligence in one motion! Fruits and vegetables, vitamins and minerals have long used cartoon characters to sell their products. Toilet paper too… remember the bears?! Now insurance companies, loan companies and medical supply entities all do it. See if you can draw the green blob on Greenlight Financial ads. Watch a couple of breaks on the tube: glass heads, skidding and flying cars, multicolored talking lizards, and Mr. Potato head! Sure, I’d buy a car or a potato chip because of that... why not! Hmmm!
All that said, I’d never trade today with all our blessings, public exposure and little miscellaneous prickles, for that old-time desk full of “privacy”. I like air conditioning and LEDs. I have learned to ignore the points, and delete the endless offers of things I don’t need. My shredder is my friend. And it’s nice to pay a man a living wage to take away my shredding each week. So much nicer than pitching it out in the street and waiting for the rain to wash it away!! Thank you Father for paved streets and PDCCA taking care and TV and electric lights and instant communications. Yes, modern business has different protocol than Great- Great- Great Grampa’s office, and it certainly has some snollygosters, but being alive today… well, it’s worth it! Eh? -fhs

The City of Palm Desert, in cooperation with the Palm Desert Citizens on Patrol (COPS), has initiated the Vacation Home Check Program designed to give residents peace of mind while away from home. Through this Program, which is offered year round, COPS members will patrol and check participants’ residences while they are away for an extended period of time. COPS members will check for obvious problems such as broken windows, evidence of intrusion, and/or vandalism to the exterior of the property only. Any issues found will be immediately reported to the Palm Desert Police Department for further investigation.
To request an application, please contact the Palm Desert Citizens on Patrol (COPS) Dispatch Line at (760) 862-9848. Applications are also available at the Portola Community Center located at 45-480 Portola Avenue, Palm Desert, CA 92260.
In order to participate in the Program, residents must meet the following criteria:
• Must be on vacation for two weeks or more
• Must reside in a single-family home (no gated communities or apartments)
• Must leave access for members to check full premises* (will not check front yard only)
• Not available for residents with dogs on premises
• When completing the application, residents must include the following:
• Participant’s contact information while they are away
• Contact information for any persons permitted on the property during the participant’s absence (e.g., gardener, pool cleaner, neighbor, etc.)
• Any vehicles that will be left on the premises while the participant is away.
• *In order for COPS members to check full premises, participants must provide a key for any locked gates (a copy–not original) which will be placed in a lock box on property by
a COPS member. Please note that there are a limited number of lock boxes available.
• Completed applications must be submitted by the applicant in person at the Portola Community Center. Hours vary so please call in advance to make sure someone is available to take your application. Upon submittal, applicants will be required to provide the following proof of residency:
• Drivers License or State Identification Card with name and Palm Desert address that matches that on the application; OR
• Drivers License or State Identification Card with name that matches that on the application; AND
• Property tax bill, mortgage bill, utility bill, or lease/rental agreement with name and Palm Desert address that matches that on the application
Please note that COPS members will begin conducting home checks for approved applicants after a two week processing

They are dependable from toddler even into advanced age, under stress or bliss, peace or war, capable of humor, sorrow, pain, joy, hope, reflection, dreaming, prayer, hate, love, disgust, contemplation… my goodness, what a device!
I have to chuckle when I hear or read that someone has “perfected” a comput-er system which can think. Oh, it can “react” as it is taught, it can gather data and in a sense, that is learning. It can even store huge banks of information, and draw on those so fast it seems magical, but when it is all said and done, a computer can only do EXACTLY what it was programmed to do, or caused to do from our immediate input... which is a product of our amazing minds. So what’s my point? Ummm, let me think about that. -fhs
The human mind is an amazing thing. It starts out as a cell in the soup from which we develop. In a very short period of time it blossoms. It becomes a Memory and Instinct device capable of understanding ever advancing tech-nology, ever illusive love, ever confusing opposite sex logic. Any Mom will tell you the kids are born with talents, attitudes and personality which cannot be denied. The human mind and its mechanism, the electro-chemical brain, is astounding. One thing at which our brains seem to be very good is associat-ing words, phrases and sounds to images. Let me list some phrases and if you read each by itself, slowly, say it out loud, you will have a slide show of seemingly disconnected images, which mosaic into a mystically telling image of our individual lives. No two of us will see the same things! Yet all of us can identify! Here, try these phrases, words, groups;
Honey, look and see if I remembered to turn on the coffee pot, please. Honey, wait! We can’t leave. I have to go back in and see if I remembered to turn off the coffee pot.The theme from Dragnet. (Did you hear that?)Situations which utilize these words: Subcutaneously, Daily Units, Policy, I.C.U., Ciprofloxacin, Medicare, Meniscus, Catheter, patho gens.What did I come out here for? I needed to do something…I remember when I could do that / I don’t remember when I could do that.All this food and nothing to eat / All these channels and nothing to watch.That cop was just a baby. You think he was a real cop? A wee boy!Hey!!!! I may just have figured out how to “text” our grandson.Oh, look! It’s that girl… that used to be on… oh, you know, that show… with the guy…I know you know, she used to be married to that guy … oh, what’s his name, you know, he was the big guy in that movie with the other guy… you know… tall and I just watched the news. I’ve been in every city they talked about but one.Give me Jimmy’s phone number from your cellphone. I can’t find my list. OK, let’s see, CVS Pharmacy, Dr. Avery, Dr. Ketover, Dr. Wilson, Dr. Kline, Dr. Roberts, the V.A. Clinic, the V.A. Hospital, Eisenhower Medical, Medicare Hotline, Dr. Oz…The Law and Order “Boink Boink” (Hear that?)Where are my glasses?Let me tell you a story… back in my day…This anchor girl dresses so unprofessionally… just look at her. Where is John Cameron Swayze when you need him. (Wait ‘till you see the weather girl!)I’ve come out here three times to take my meds, and I’ve cleaned the kitchen counters, wiped down the windows, re-arranged the refrigerator, made a shopping list, eaten twice, but I still haven’t taken my pills. I’m not in my second childhood, what-do-ya-mean? Oh, careful there, you’re gonna knock all my Hotwheel cars in your Teddy Bear collection.
I am sure by now you can add a hundred more to this list. The images flash quickly from one to the next, like a ten-frame-each-image compilation at the end of a movie. Our amazing minds can do this all day long, powered by junk food and nasty lattes on five hours sleep while the police cars rage by our
