ORDER OF PEARL RIVER COUNTY BOARD OF SUPERVISORS AWARDING CONTRACT AND ESTABUSHING PROJECT FUND FOR THE ABOVE NUMBERED PROJECT

WHEREAS. said Board has on this the 9TH day of JANUARY, 2012, received and opened bids on said project,
WHEREAS, We, the Board of Supervisors of Pearl River County, Mississippi, having advertised for bids on the above numbered project and proof of publication of said advertisement having been filed with the Clerk of the Board of Supervisors in the manner and fOIm required by statute, and
WHEREAS, the lowest regular bid was submitted by Huey Stockstill, Inc of Picayune, MS in the amount of $511,984.60,
NOW, THEREFORE, IT IS HEREBY ORDERED by Ihe Board of Supervisors of Pearl River County that the contract be awarded to Huey Stockstill. Inc, sUbjeclto approval of the Slate Aid Engineer, and that the President of Ihe Board be and he is hereby authorized to execute the contract with the Contractor after a satisfactory perfOlmance bond has been furnished.
IT IS FURTHER ORDERED that the project fund in the amount of $587,600.00 (including 5% contingencies) and an additional amount,limited to 12% of contract construction cost, [0 cover engineering services o[ $61.400,00, be established by u'ansfemng a total of $649.000.00 State Aid funds from Pearl River Coun!.Y:i.State Aid fund to a project fund and earmarked for this project. The Slate Aid Engineer is hereby authorized to take such action as necessary to effectuate this transfer. In case of unexpected ovenuns in costs which would increase the cost of the project beyond the amount of the project fund established herein, the State Aid Engineer is fur1her authorized to transfer additional funds, limited to 10% of the construction costs, to the project fund as are needed to pay such overruns in final conslluctioll costs,
IT IS FURTHER ORDERED that the President of the Board is hereby authorized to execute Supplemental Agreements to the original contract which do not increase the cost of the pro,iect in excess of the project fund authorized herein. It is also ordered that the State Aid Engineer be fumished a Gel1ified copy of this order.

This office is presenting a request for the property owner(s) of various addresses to name a private entrance Jiggs Ln, which comes off of Jackson Landing Rd, Per our E-911 Ordinance, when there are three or more residential structures on one driveway, it has to be named,
In tlus case the entrance that has been requested to be named use to be an entrance used by the property owner on the petition to get to their properties, until December 7, 2010 our enumerator went out on a request to extended First St which is the actual entrance for the property owners, The road begins at Jackson Landing Rd and ends at First St in the Nicholson area.
There is one property owner whose signature was not obtain, because he lives out of town and was not reachable, According to one of the property owners (patsy Herrell) the comIty road department use to maintain this entrance a few years back. They all would like for the Board to consider making this a eounty maintained road.
The customers are aware that they are responsible for the purchase and installation of the road sign and that the sign must be posted witllln 30 days from the approval date, unless it becomes a county maintained road,

Guardianship of the minor c1lild named within the complaint, and the Court having rendered an

That this Court realizes, that this Court had to rely on the transcript that was submitted on
a Judgment on the merits after the case had previously been tried, as a result of the death of
Chancellor Thomas.

opinion from Chancellor Thomas, and that as a result thereof, Melissa Kent expended the sum of

River COllnty, Mississippi, to be placed upon the minutes ofthe Board of Supervisors, for them to

reimbursement of the fees that have been scnt by virtue of trust account check # 1233, dated March
25, 2011, in the amount of $1,000.00.

In this matter, we would like to ask: that you allow us, Coast Electric Power Association, 10 enter into an agre6lllenl with Pearl River County, for the use of !he fullowillg COUllty properties as possible staging nreas for 2012.
Staging Area's requested: • Old Jail site on Oak Hill Rd, next to the hospital. This site is smalllUld would be
used for mtltori~s staging area • County properly west of the new jail off Langnecker Rd. This site could be used

Dear Pearl River County Board of Supervisors:
The Twin Districts Workforce Area (TDWA) is required to have a representative supervisor from each of its twenty-four counties (24) who comprise the Local Elected Officials Board (LEO). This LEO Board was established by the Workforee Investment Act of 1998 (WIA) to provide local representation and guidance in the workforce needs in our service area. It is all integral part of the development and continued improvement of the Workforce Investment Network (WIN) system in Mississippi. At present, this board meets only once per year in order to fulfill its responsibility to the \VIA system.
We, TDWA, are requesting your county board to name or reatTmn 8 chosen representative for this LEO Board. The n8me of the assignee and a copy of the board minutes documenting this action must be forwarded to us as soon as possible. All appointments must be made prior to February 15,2012.
Enclosed please find an overview whieh defines the long tenn goals, objectives and specific responsibilities required under this law. Also enclosed is a copy of the duties and responsibilities of Local Elected Official Board members.

Under the direction of Ihe Local Elected Officials Board (LEO), the Local Workforce Investment Board (LWIB) implements the Workforce Investment Act of 1998 CNIA) and directs the actions required by this law to develop and effectively operate a workforce system which will benefit the Twin Districts Workforce Area (TDWA) and reinforce State efforts.
The Workforce Investment Act of 1998 CNIA) was designed to provide employment and training activities that increase the employment, retention, and earnings of participants, and increase the occupational skill attainment by participants. The' result of the Act's implementation through state and local workforce systems is to improve the quality of the workforce, reduce weifare dependency, and enhance the productivity and competitiveness of the Nation. Under the MIssissippI Comprehensive EducatIon and Training Consolidation Act of 2004, the GOVernor of MissIssippi established four workforce areas in the state. Each area has a Local Elected Offlclal(s) Board (LEO) which chooses a Fiscal Agent and makes recommendations In assoclaUon with various enlltles to establish a Local Workforce Investment Board (LWIB) in accordance with the provisions outlined In the Act. The LWIB is comprised of local business and public sector representatives.
The Twin Districts Workforce Area is comprised of 24 counties in the southeastern part of Mississippi. These counties include: Clarke, COVington, Forrest, George, Greene, Harrison, Hancock, Jackson, Jefferson Davis, Jasper, Jones, Kemper, Lamar, Lauderdale, Leake, Marlon, Neshoba, Newton, Pearl River, Perry, Scott, Smith, Stone and Wayne. Acting as grant recipient/fiscal agent for the Twin Districts Area Is Southern Mississippi Planning and Development District. Staff services are provided by Southern Mississippi Planning and Development District and East Central Planning and Development District.
Working with the cooperation and coordination of the LEO Board, the mission of the LWIB Is "to establish and develop a Workforce Investment Board which works seamlessly and efficiently with the One-Stop System in order to provide improved economic development for our area and a higher standard of living for our citizens." To achieve this mission, the board developed the following goals: develop a viable, customer friendly One-Stop system by promoting cooperation between business, job seekers and the system; define and establish lines of communication, internal and external; eliminate any duplication of efforts; improve the capabilities of our workforce, thus advancing economic development; support and improve education at all levels; provide meaningful occupational training; and provide continuous improvement In the system.
At present. there are twelve (12) One-Stop WIN Job Centers located throughout the twenty-four county area, one Specialty Site in Kemper County and Biloxi office serves as a BP Oil Spill Recovery Office. Each Job Center works with existing federal, state and community workforce programs to offer convenient, one-stop employment and training services to employers and job seekers. These programs are located at the physical center locations or are accessed electronically to create a user-friendly system. The Twin Districts system is part of the Statewide system known as WIN (Workforce Investment Network). The collaborative effort of private business, local elected officials, local and state agencies ensures that local employers' and job seekers' needs are met in the community through tailored solutions designed to promote workforce development and economic growth by bringing people and jobs together.

Duties and Responsibilities
1. In accordance with the provisions of the Workforce Investment Act of 1998 (WIA), the Mississippi Comprehensive Workforce Training and Education Consolidation Act of 2004 and the implementing policies of the State of Mississippi, the Local Elected Officials (LEO) Board has oversight over the Twin Districts Workforce Area Local Workforce Investment Board and Workforce program actlvities and programs in order to assure maximum coordination and minimum duplication of workforce area activities within the 24 counties,
It is authorized to act on behalf of each member county in exercising the duties and responsibilities of the Cooperative Service District,
This Cooperative Service District is known as the Twin Districts Workforce Area (TDWA) and is comprised of the following twenty-four (24) counties: Clarke, Covington, Forrest, George, Greene, Hancock, Harrison, Jackson, Jasper, Jefferson Davis, Jones, Kemper, Lamar, Lauderdale, Leake, Marion, Neshoba, Newton, Pearl River, Perry, Scott, Smith, Stone and Wayne Counties.
2. The LEO Board members are county Supervisors appOinted to the LEO Board by their respective county's Board of Supervisors. Each county shall appoint one LEO Board Member, providing documentation of this action through a copy of the board minutes.
3. Each LEO Board member is responsible for reviewing nominations of individuals from hisfher respective county who are nominated by the appropriate entity, selecting and appointing one of these nominees to serve as that county's private sector representative on the local Workforce Investment Board;
4. Each LEO Board must designate a Planning and Development District from the workforce area as the fiscal agent for the workforce area;
5. . Each must maintain fiduciary responsibility of grant funds;
6. And, in partnership with the Local Workforce investment Board (LWIB), the LEO Board will develop a five-year workforce investment plan, designate the area's onestop (Job Center) operator(s), provide oversight of local workforce investment programs, negotiate performance measures with the Governor, and negotiate agreements with partner agencies.

It is once again lime to prepare the current year's annual disclosure.
As you may recall, pursuant to each Continuing Disclosure Agreement executed in, cOImection with the issuance of the Bonds, the County is required to provide Oll an rumual basis certain financial information and operating data to several nationally recognized municipal securities information repositories. This continuing disclosure requirement is set forth in Securities and Exchange Commission Rule 15c2-12(b)(5) (the "Rule") and requires such updated
. data be filed with the repositories no later than 180 days after the end of each fiscal year. This year's filing Is due on 01' before March 1,2012. Failure to file timely and to comply with the Ru Ie could result in an Enforcement Action by the Securities and Exchange Commission ("SEC") where the SEC may attempt to require performance and may allege penalties are owed. Additionally, the County's failure to disclose timely may adversely impact bondholders of the Bonds and could adversely affect the sale of future bonds issued by the County.
If you would like for our timl to again prepare the Continuing Disclosure Infonnation Statement, we will charge legal fees in an amount not to exceed $1,500.00 (which includes expenses) to compile the necessary information, with the assistance of the County, and submit the sallle to the repositories.
