The Virginia Beach Historic Preservation Commission is accepting research grant

applications for projects that will focus on elements of local history for Virginia Beach, the

former Princess Anne County and related earlier historic and prehistoric eras.

The Research Grant Program is designed to encourage scholarship about persons, places and

events that are significant to the city’s history. Each project must create a tangible result, such as

a written report or historic marker. Funding is for costs directly related to the compilation of

research and production of the final product. Individual awards will range between $500 and

$2,500. The total available funding for all grants is $10,000.

All applicants must include a project sponsor to review and approve the project final report or

product prior to submittal. The sponsor must be identified in the application and must sign the

application. Eligibility, grant program information and applications are available at

On Feb. 9, the Virginia Beach Police Department Recruit Class traveled to Richmond to tour

the Virginia Holocaust Museum. For the past several years, each police academy class has taken

similar trips to expose the recruits to the history of

the Holocaust and participate in a specialized

program geared specifically for American Policing.

The lessons to be learned from the German Weimar

Republic Police and how they were corrupted by the

Nazi Government demonstrate the importance of

abiding by ethics of care and duty while protecting

civil liberties and the rights of all people. After

Hitler took power in Germany, police became a coercive tool for the new government and a

partner in the degradation, dehumanization and murder/attempted genocide of millions of people.

VBPD places a priority on exposing officers to the history of the Holocaust as a tangible

reminder of how important the role of policing is in American society. Officers must understand

their role and how their actions impact the unalienable rights of each person with whom they

come in contact.

Council Member Ben Davenport and the Virginia Beach Department of Economic

Development hosted more than 30 corporate leaders for a cyber security roundtable this week.

Cyber security is an increasingly important business sector for the city, as our digital technology

infrastructure continues to

expand, and new technologies

become integrated into traditional

business practices.

In addition to private sector

attendees, representatives from

ODU, NSU and Regent University were present. Regent has just opened a new cyber lab, the

largest in the US, at its Virginia Beach campus.

During Winter Storm Grayson in early January, several residents of County View Mobile Court

experienced no running water or insufficient water volume and pressure due to frozen pipes.

After several site visits and conversations with residents, Housing and Neighborhood

Preservation’s (HNP) Code Enforcement staff issued a notice of violation to the owners of

County View requiring them to address this issue. County View is responsible for supplying

adequate water to each of the 300+ residential units in the park. Each resident is responsible for

maintenance from the ground supply connection into each residential unit.

Code Enforcement has been monitoring this issue since that initial site visit in January and

coordinated a multi-department response to assist residents. Public Utilities installed a fresh

water supply valve on a fire hydrant at the park entrance for residents to obtain potable water and

residents in need of repair assistance were instructed to contact 311. HNP staff met with

residents to determine their eligibility for its Owner-Occupied Rehabilitation Program.

County View staff has assessed the conditions throughout the park and addressed any leaks

found on the supply side. They also assisted several residents with leak repairs on the residential

side. All residents had water by the end of January. Conditions have improved significantly and

Code Enforcement has not received any additional complaints. County View staff continue to

make repairs and have developed a plan to replace a portion of their water supply line. They are

also implementing a more intensive winterization program to help prevent residential lines from

freezing and breaking.

On Feb. 12, Code Enforcement notified County View to have the water supply system evaluated

and tested by a licensed professional and to provide the City with documentation stating that the

system is free of deficiencies and sufficient to supply all residential units with adequate water

volume and pressure. Housing and Neighborhood Preservation will continue to monitor this

situation to ensure the park is in compliance.

Members of the Virginia Beach Historic Preservation Commission visited Capitol Hill in

Richmond on Feb. 8 to garner support from Governor Northam and several local Delegates and

Senators for maintaining the state historic rehabilitation tax credit program. As Council Liaison,

Council Member Rosemary Wilson accompanied the group and helped to arrange the audience

with the Governor.

Delegate Glenn Davis introduced the Commission from the House floor and later spoke with the

group in the Capitol halls. They also met with Senators DeSteph, Wagner and Norment, as well

as Delegates Knight, Stolle, Turpin and Heretick. Student members Sean Diment and Madeleine

Penree were the primary spokespersons in support of the tax credit program. Justin Burns, a

member of the Commission’s Student Leaders Committee, also led the discussion on the benefits

of historic preservation. Later, the group received a tour of the Capitol and attended Preservation

Virginia’s Legislative Reception, where First Lady Pam Northam also extolled the benefits of the

state rehabilitation tax credit.

The Convention & Visitors Bureau Marketing Communications team worked with the

Cavalier PR team on an opportunity with Thrillist (UVPM: 6M) for an urban renewal story

which ran this week. In the article, Virginia Beach was featured alongside other destinations such

as Baton Rouge, Long Beach, Orlando, Columbia, SC, and St. Louis. The CVB shared potential

plans to redevelop the dome site and that there may be other

developments in the area, however, the journalist pulled public

information from stories already live on The Virginian Pilot. It’s a

great story that ends with “Look for Virginia Beach within a few

years to be considered a primo American beach destination, a jewel

on one of the country’s most underrated stretches of coast.”
