City Manager’s Update To support the department and stabilize its leadership, I modified the structure to allow for two deputy chiefs in the Department of Emergency Medical Services and am pleased to announce that Division Chiefs Thomas Green and Jason Stroud have accepted these new assignments. Under Chief Ed Brazle’s leadership, I believe we have the critical team in place to continue the transformation of the new EMS department. Deputy Chief Jason Stroud (EMS2) joined the Department of EMS as a member of the Virginia Beach Volunteer Rescue Squad in 1998 and became a paramedic in 2000. He worked as a firefighter and paramedic for the City of Portsmouth prior to being hired as a career medic with the Department of EMS in 2004. Deputy Chief Stroud was later promoted to Instruction Supervisor. To support the department and stabilize its leadership, I

modified the structure to allow for two deputy chiefs in the

Department of Emergency Medical Services and am pleased

to announce that Division Chiefs Thomas Green and Jason

Stroud have accepted these new assignments. Under Chief Ed Brazle’s leadership, I believe we

have the critical team in place to continue the transformation of the new EMS department.

Deputy Chief Jason Stroud (EMS2) joined the Department of EMS as a member of the

Virginia Beach Volunteer Rescue Squad in 1998 and became a paramedic in 2000. He worked as

a firefighter and paramedic for the City of Portsmouth prior to being hired as a career medic with

the Department of EMS in 2004. Deputy Chief Stroud was later promoted to Instruction

Supervisor. In 2006, he accepted a position as the Deputy Director of Public Safety for Campbell

County (VA) and later served as the Special Operations Coordinator for the District of Columbia

Department of Health. He returned to Virginia Beach as a Division Chief in 2013 and has since

been tasked with oversight of both Regulation & Enforcement and Training Divisions.

Deputy Chief Tom Green (EMS3) joined the Department of EMS as a member of the

Kempsville Volunteer Rescue Squad in 1991, progressing from EMT to paramedic. He worked

14 years for the City of Chesapeake as a medic, firefighter and ultimately lieutenant prior to

being hired by the Department of EMS as one of the first career EMS Captains in 2007. Deputy

Chief Green was promoted to Division Chief of the Regulation & Enforcement Division in 2008.

During this assignment, he was responsible for implementing the electronic medical records

(EMR) system and establishing the Sandbridge Lifeguard Service. He later assumed command of

the Operations Division.

BLACKWATER TOWN HALL BROUGHT RESIDENTS TO FIRE AND EMS STATION Thirty-five residents from the Blackwater, Creeds and Pungo areas of Virginia Beach joined us at a town hall meeting on Wednesday, June 29. Councilmember Barbara Henley and I provided introductory remarks. After brief presentations about public safety issues, road maintenance and storm water, we opened the floor to discussion. Representatives from a number of departments were available to assist with questions and service issues, including Police, Fire, EMS, Public Works, ECCS, Volunteer Resources, Communications, Parks and Recreation, and Agriculture.

We had a variety of handouts and materials for residents to take home, and Captain Dave Squires, commander of the 2nd Precinct, handed out hang tags for vehicles that remind drivers not to leave items of value in plain view and to lock up when they exit, even when the vehicle is parked in a driveway at home. The Communications Office worked with the VBPD to design and print a small number of the tags as a pilot (a couple are attached for you). They will be distributed through the Police Department and perhaps other city facilities, like our recreation centers. VIRTUAL TOWN HALL ON ARENA NOW LIVE

Staff has worked with Councilmember Bob Dyer to host a Virtual Town Hall that invites residents to weigh in on the changes United States Management (USM) is seeking to the development agreement involving the construction and management of a new arena. It will be available from our www.VBgov.com home page until Friday, July 8.

• THE LIGHTHOUSE CENTER: The Lighthouse Center, which provides day support services for

homeless individuals, will be closed starting today through July 10, to facilitate a transition of staff and equipment from the prior operator, Volunteers of America, to the Department of Housing and Neighborhood Preservation, which will now operate the services at the center. The city will reopen the day support service center and resume operations on Monday, July 11 with normal business hours. Contact: Day Support Service Center, (757) 437-4911.

VBPD TAKES ODU STUDENT-ATHLETES TO SCHOOL On Thursday, June 30, members of the Virginia Beach Police Department spoke to student-

athletes from Old Dominion University about proper conduct at the oceanfront. As part of the VBPD’s community outreach efforts, Captain Laura Kaiser, commanding officer of the Detective Bureau, and SWAT Commander Lieutenant Harry McBrien, both ODU alumni, provided meaningful information to ensure that all visitors, especially college-age students, understand how important it is to have a plan, to be safe and to have fun when visiting the oceanfront.

HOMELESS REFERRAL SERVICES LIMITED JUNE 30 TO JULY 14

The City will have limited homeless referral as the central call center transitions to a new provider. Citizens who need to access emergency housing and homeless services in Virginia Beach during this time can call (757) 437-4911, Monday through Friday, 8 a.m. to noon. Please note that the City will be closed on July 4 and will be unavailable to take calls. Beginning July 15, the referral center, known as Connection Point, will be called the Regional Housing Crisis Hotline. It can be accessed at (757) 227-5932. The new call center will continue to be the single point of contact to streamline the homeless referral and assessment process.

FOURTH ANNUAL MID-ATLANTIC E-BUSINESS ROUNDTABLE Each spring for the past four years, municipalities across the Mid-Atlantic have been sending their financial, human resources, payroll and IT staff to the MD/VA/DC Public Sector Oracle EBS Roundtable meeting to share knowledge and network with public sector peers and Oracle experts. In attendance this year was Trish Donahue from the Finance Department, along with numerous other Virginia local governments and entities. With very little convincing, conference attendees agreed that Virginia Beach would be the site of next year’s meeting. We are looking forward to having more city staff attend this conference locally to establish and build valuable relationships with public sector peers using Oracle.
