More than 230 people attended the Virginia Beach Human Rights Commission’s 24th

Annual

Human Rights Awards Program at the Virginia Beach Convention Center on Thursday, April

5. I joined Mayor Will Sessoms, Council Members Bob Dyer and Shannon Kane, and several

City and state leadership and staff to help honor individuals, community groups and

organizations for their meritorious service in the pursuit of cultural diversity and advocacy of

human rights for all.

This year’s honorees are Community Outreach Program VBUMC, Hampton Roads Heroin

Working Group, I Need A Lighthouse, Kenick El, Bobby Melatti, Barbara Unkle and the

Virginia Museum of Contemporary Art. For the 14th

consecutive year, the HRC honored the

memory of the late Daniel Matthew Stone, former Department of Social Services Director, by

awarding the Daniel M. Stone Humanitarian Award to Todd Walker. The HRC presented

Marie Culver, a 30-year veteran teacher with Virginia Beach Public Schools, with the eighth

Meyera E. Oberndorf Human Rights Achievement in Government Award and Roark Corson

was awarded the sixth Helen P. Shropshire Human Rights Youth Award.

“This past weekend, I was able to stop and spend some time on

your beaches. We stayed right on the beach at 20th Street. I’m

originally from Virginia (Hopewell). I became a marine back in

1988 and have lived in Eastern NC ever since. To say that you

have the cleanest beaches I’ve ever seen, is an understatement. I

tried to compliment city workers when I saw them. Most just

smiled, like who is this man. I could go on and on, but long and short of my message is to keep doing

what you’re doing! Made me proud of my home state again. Please pass this on to all that would

benefit from hearing that they are doing a spectacular job!” – JJ

Beach Operations maintains the City's 16 miles of public beaches, providing trash collection of up to

2,000 receptacles, repairs to seven ADA wooden handicap ramps in the resort area, maintaining

approximately 200 public beach accesses, grading and grooming the Resort Beach, and supporting

119 special events. In 2017, they cleaned/groomed more than 15,000 miles of beaches and collected

over 1,328 tons of waste.

On Saturday, April 7, Keep Virginia Beach Beautiful, the Virginia Beach Clean Community

Commission, Public Works/Waste Management, Parks and Recreation and the

Scarborough Square Civic League teamed up with nearly 50 volunteers for Keep America

Beautiful’s annual Great American Cleanup (GAC). GAC is the country’s largest annual

cleanup, beautification and community improvement program, drawing millions of volunteers in

over 20,000

communities each year.

and Rescue also showed

up to help clean the

neighborhood.

This “can-do” group of

citizens worked

diligently to clean and

beautify the Scarborough Square community. Working tirelessly in adverse weather conditions,

volunteers collected 2,480 pounds of litter from the neighborhood.

Keep Virginia Beach Beautiful envisions a Virginia Beach that is a clean, green and a more

beautiful place to live

Nearly 200 people went to the Forensics Open House event hosted by the Virginia Beach

Police Department’s Forensics Services Unit (FSU) on Saturday, April 14. Attendees were

provided tours, lectures, hands-on exhibits and demonstrations by FSU staff and VBPD Police

Explorers that revealed the exciting world

of forensic science and real-world

operations of crime scene investigation.

FSU members were also able to dispel

many myths and unrealistic

characterizations of forensic science

created by fictional crime shows.

Increased community outreach is a goal of

the Detective Bureau/Forensic Unit, in

keeping with overall departmental public outreach strategies. Positive outreach events such as

this open house have proven in the past to help the VBPD recruit future members. The Forensic

Science Unit is hoping to conduct another event in October of this year.

The ViBe Creative District and the Virginia Beach Human Rights Commission joined City

and local partners to host the first Art of Humanity: In Honor of the Season for Nonviolence

event on Saturday, April 14, to celebrate the closing of the Season for Nonviolence. The event

featured several fun activities including face painting, live entertainment and a public mural

paint-by-number style artwork that will be installed amongst the ViBe’s 18th

Street Parklet fence

murals on April 21.

Additionally, the VB Human Rights Commission received a resolution from City Council to

commemorate the 50th

anniversary of the assassination of Dr. Martin Luther King, Jr. and to

herald the Season for Nonviolence. The resolution was read by two elementary students from

Virginia Beach, Council Member Bob Dyer and Virginia Beach School Board Members Dottie

Holtz and Sharron Felton.

The Season for Nonviolence is celebrated annually from Jan. 30 to April 4 as a national 64-day

educational, media and grassroots campaign dedicated to demonstrating that nonviolence is a

powerful way to heal, transform and empower our lives and our communities.

Work has begun on the new mural along the Rudee Walk. The Office

of Cultural Affairs commissioned international muralist Giuseppe

Percivati, a.k.a. “Pepe Gaka,” to create a dynamic mural that

embodies the spirit of Virginia Beach and the activities of the Rudee

Inlet. The mural is on the underpass columns of the Rudee Walkway

that connects the marina to the 4th

Street municipal lot.

Giuseppe Percivati is an Italian street artist with more than eight

years of international experience in private and public commissioned mural work. His design

utilizes a geometric style, giving the impression of stained glass with the idea of creating a

European cathedral-like atmosphere. In the artist’s words, “I want to create the idea that the

whole underpass, in the area of the columns, is made of stained glass, giving lightness and

brightness to the atmosphere.” Pepe Gaka will be here for a few weeks.

Virginia Beach Public Library (VBPL) is refreshing its technology

offerings for the community, including new early literacy devices,

upgraded 3-D printing services and the addition of wireless internet

hotspots available for checkout.

VBPL has replaced AWE Early Literacy Stations in

the children's areas of its branches with iPads that are pre-loaded with

20 educational apps that support early literacy skills such as reading,

writing, speaking and playing, and introduce science and technology

concepts. Ideal for children ages 2 to 6 years, the iPads are available

now in the children's areas of the branches for in-library use on a first

come, first served basis.

VBPL is upgrading and expanding its free, 3-D printing services. Customers with a

VBPL card have access to free 3-D printing at Virginia Beach's Meyera E. Oberndorf Central

Library and the TCC/City Joint-Use Library. These locations are adding new MakerBot

Replicator+ printers this month and will each have two printers in operation until the four-year-

old models currently in use reach the end of their capacity. These 3-D printers are also expected

to be added at the Great Neck and Bayside & Special Services branches by fall 2018.

Wireless internet hotspots are now available at Central Library as of this week,

with a roll out to all branch locations expected later in 2018. Customers may place holds on the

devices and pick them up at any Virginia Beach Public Library location. An initial 11 devices

will be available during the pilot at Central Library. By the end of 2018, 110 hotspots will be

available throughout the library system. The hotspots are the latest item offered as part of

VBPL's Take Home Tech collection

The Virginia Beach Farmers Market is turning 42! Join

us at the Farmers Market on Saturday, April 21, from 10 a.m. to 4 p.m. to celebrate with a

craft show, carnival, children’s activities, coloring contest and free birthday cake (while

supplies last).

The City of Virginia Beach is a sponsor for the Virginia Department of

Transportation’s first installment of the SmarterRoads Hackathon and Idea Jam series on

April 27-28. The two-day event will be held in the ViBe Creative District’s collaborative co-

work space 1701 (1701 Baltic Ave.) and will raise awareness and use government Open Data

as resources to address some of Virginia’s greatest transportation issues. For more info and to

Supreme Court asked to weigh in on uranium mining debate

The battle against uranium mining is an issue that initially dragged Jessie Barksdale into Pittsylvania County politics more than adecade ago.

So it was a shock for the retired Banister District representative on the Pittsylvania County Board of Supervisors to learn that the issueis now before the highest court in the land.

“I can’t believe that,” Barksdale said Wednesday. “I thought that whole thing was just going to die out.”

As it turns out, the United States Supreme Court could soon begin digging into the possibilities for uranium mining in Virginia. On April9, a brief supporting a private corporation’s petition to review the matter was filed by the United States Nuclear Regulatory Commissionand the Department of Justice.

At issue is whether the Atomic Energy Act preempts state laws that prohibit activities within a state’s regulatory jurisdiction.

“This case presents the question whether a State may address purported radiological-safety concerns indirectly, through regulationsdesigned to render practically infeasible activities that the State believes to be unsafe but that are subject to exclusive [NuclearRegulatory Commission] oversight,” the recently-filed amicus brief states.

Chatham-based Virginia Uranium, Inc. is the company that filed the initial petition, which seeks to end Virginia’s decades-long ban ofuranium mining so it can tap a huge deposit of the radioactive ore.

“We’re glad to see that the brief reflected our view and we’re hopeful that the court will decide to take the case, and ultimately, that theywill agree with us,” Virginia Uranium spokesperson Julie Rautio said.

The company has a storefront in downtown Chatham, the county seat, where a mannequin is the only presence seen.

Yard signs are still scattered throughout the town stating “ban uranium mining” and “no uranium mining” as a testament to the ongoingbattle.

The largest known uranium deposit in the United States was discovered in Pittsylvania County in the late 1970s. In 1982, the VirginiaGeneral Assembly imposed a one-year moratorium on uranium mining, which was then extended indefinitely.

The question asked in this case, per the amicus brief, is whether the federal Atomic Energy Act of 1954 preempts the Virginia ban onuranium mining, which is grounded in “radiological-safety concerns about related activities that are federally regulated under the AEA.”

In the mid-2000s, deposit owner Walter Coles Sr. and Virginia Uranium began lobbying for repeal of the ban. In 2013, several bills to liftthe moratorium were introduced, but failed.

In 2015, the owners brought a lawsuit in federal district court, stating that the moratorium was preempted by the AEA, but it wasdismissed for “failure to state a claim.” That result was upheld by the court of appeals, which said that the moratorium was notpreempted.

In February, the Fourth Circuit Court of Appeals issued a split decision that stated that the commonwealth was the “paramountprotector” of its minerals.

But the Nuclear Regulatory Commission and the Department of Justice, in the recently-filed brief, argues that a Supreme Court decisionon the case would impact not just Virginia, but every state.

“The question presented is important and likely to recur in other nuclear-safety contexts, and this case is an appropriate vehicle toresolve it,” the brief states. “…Review here would assist state legislators, as well as lower courts and federal regulators, by clarifying theAEA’s preemptive scope.”

The local attitude about uranium mining has not changed much over the years.

Barksdale still intends to fight any chance of uplifting the ban.

“In my community, we’re all still against [uranium mining],” he said. “If there is any opportunity to speak out against it, any meetings oranything like that, you can count on me to be there.”

Phase II Construction Begins

A demolition crew removed the former 7-Eleven building at the intersection of Newtown andGreenwich roads the week of March 26. Upcoming activity in that area will include demolitionof the islands in Newtown and Greenwich roads and ramp widening work at Exit 15A.

A detour will direct traffic to Center Drive and Newtown Road.

The contractor is developing a plan to close Curlew Drive near the I-64overpass for as many as three to four weeks. The dates of the closure andthe detour plan will be announced when the work is scheduled.

The road closure will allow crews to move water and sewer force mains tomake room for a large stormwater pipe that must be installed below CurlewDrive. The drainage pipe, which measures 5 feet across, is part of theproject's stormwater management system.

Motorists should be aware that shoulders along I-64 west and a portion of I-264 east are closed for construction.
