On March 12, 2020, Governor Northam declared a state of emergency due to COVID-19. Because of the

catastrophic nature of the declared emergency, it is impracticable and unsafe to assemble a quorum of

the Social Services Advisory Board in a single location. In accordance with Virginia Code § 15.2-1413 and

the City’s Continuity of Government Ordinance adopted on March 31, 2020, and Chapter 854 of the 2019

Acts of Assembly as amended, I hereby call for a SPECIAL MEETING BY ELECTRONIC COMMUNICATION

MEANS of the Human Rights Commission.

The purpose of the meeting is to discuss and transact the business of the board. Staff will attempt to

facilitate real-time citizen participation in the Special Meeting for any citizen who wishes to make

comments during the Special Meeting and who registers at Click Here and Posted by January 25, 2021

In addition to online registration, any member of the public who wishes to make comments during the

ORIGINS OF THE INCLUSION AND DIVERSITY COMMITTEE

• Committee was already in the works in 2020. Staff were increasingly concerned with difficulty they were having in the wake of the civil unrest our country was experiencing

• Challenge increases as DHS staff provide care for others in addition to navigating their own path

• Administration supported the initiative from the onset

• October 2020:Expanded to include all areas of DHS

• Initial goals:Provide additional information, resources, opportunities and support to all DHS staff

In accordance with Virginia Code § 15.2-1413 and the City’s Continuity of Government Ordinance adopted on March 31, 2020, and Chapter 854 of the 2019 Acts of Assembly as amended, I hereby call for a SPECIAL MEETING BY ELECTRONIC COMMUNICATION MEANS of the Social Services Advisory Board. The electronic meeting is being held this 8th day of January 2021 via WebEx. The purpose of the meeting is to discuss and transact the business of the board. Staff has facilitated real-time citizen participation in the Special Meeting and the option to make public comments.

Call to Order: The Social Services Advisory Board was called to order by the Board Chair, Dr. Norma Brumage, at 9:00 a.m. Public Comment: None Presentation: None Approval of Board Minutes: Following a review of the December 2020 minutes, Ms. Helena Gourdine-Thorpe motioned to approve, and Ms. Robin Foreman-Wheeler seconded. The vote carried the motion forward for approval. The January minutes were approved as presented. Old Business: None Matters of the Chair:

• Financial Disclosure forms are due. Dr. Brumage requested that everyone turn in their disclosure statements as soon as possible.

• Future Educational Topics: Dr. Brumage sent an email to the members asking for future topics.

• Ms. Gourdine-Thorp suggested that employees come and talk about their duties and qualifications required for their job.

• Dr. Brumage followed up with the Director regarding Ms. Gourdine-Thorp’s suggestion of how staff are educated in Cultural Diversity. Mr. James Thornton, Behavioral Health and Developmental Services, Child & Youth Administrator will do a presentation at the February 5, 2021 SSAB Meeting.

• There was a recap of 2021 SSAB Meeting dates. In April 2021 the board will identify a Nominating Committee and voting for the Chair and Vice Chair will be held in June 2021.

• The next SSAB Meeting date was announced: February 5, 2021 Matters of the Director:

• Ms. Smith introduced Mr. Joseph Garrett, the new Emergency Response Coordinator for the department, replacing Linda Botts.

• COVID-19 Update and status of workforce/telework. Ms. Smith is not making any changes in the telework schedule. Dr. Kirtland continues to serve as the Point of Contact (POC) for tracking positive COVID-19 staff cases.

• Ms. Smith discussed the rollout of the vaccine for staff. All frontline staff, and those who work directly with the public will be first in line to receive the vaccine.

Not all staff want to take it and the city does not plan to make the vaccine mandatory for city employees.

• February 25, 2021 Joint Meeting: Due to the continued impact of COVID-19, the combined CSB/SSAB Board Meeting will take place virtually. Board members packets will be delivered to via US mail or in person.

• The 2021-2023 Strategic Plan will be introduced at this meeting. The overall plan, BHDS and the Social Services plans, will be discussed. Continuous Quality Improvement (CQI), Juvenile Detention Center (JDC), and the Business Administration Division (BAD), aka, Finance plans will be reviewed as educational topics at future board meetings.

Deputy Director:

• Ms. Bolden reviewed the highly successful mobile food distribution event held on December 22,2020. This event, in partnership with the Foodbank of Southeastern Virginia and Eastern Shore provided food and Food Lion gift cards to approximately 750 families. Ms. Bolden mentioned while there were traffic issues on Virginia Beach Boulevard, the event was a success. In preparing with the Food Bank for future events, another location is being identified for February and future food distribution events. Board members may volunteer. If they do volunteer, they will have to take a COVID-19 volunteer online training. The training is currently available on You Tube under the City of Virginia Beach. • Personal Property and Real Estate Tax Relief update: Ms. Bolden reviewed the current number being served. She shared that the program for 2020 will be closed effective January 31, 2021.

• Supplemental Nutrition Assistance Program (SNAP): since March 2020, we have received 14,287 applications.

• Ms. Bolden shared that Alfred Steward’s Adoption team completed 37 adoptions for the 2020 year. She congratulated Al and his team for the excellent work in getting 37 children their forever home.

• Community Corrections Pretrial (CCPT) moved to Behavioral Health and Developmental Services (BHDS). Ms. Bolden shared the reason for the movement of CCPT to BHDS. CCPT was temporarily reassigned to BHDS following the departure of Ms. Thomas. This reassignment works well as BH has clients that overlap for both services. The decision was made to make this reassignment permanent and has worked very well.

Financial Reports: Financial Reports were presented for both Social Services and Community Corrections Pretrial.

• Social Services / Fay Ward o The numbers presented were through November 30, 2020, which shows

six months of expenditures. New Business:

• None

Dr. Brumage thanked Councilman Berlucchi and Dr. Ken Chandler for attending and provided them the opportunity to speak. Council Berlucchi thanked both the board and staff for their continued service during this difficult time. Dr. Chandler thanked the board and staff and shared that he and his office is working hard to address the COVID-19 pandemic. Dr. Brumage thanked Mr. Richmond for his time as Chair of the Board. A certificate will be delivered as soon as possible to Mr. Richmond. Mr. Richmond thanked all for the card he received and the forthcoming certificate. Adjournment: The meeting adjourned 9:55 am. The next meeting will be February 5, 2021. This meeting will be a virtual meeting held via Web Ex.
