MATTERS A PUBLICATION OF THE CITY OF WAXAHACHIE SPRING 2018 Waxahachie A Message From The Mayor Spring is here, and with the dawning of a new season, we are also are celebrating new growth and possibilities in our community. We are updating our infrastructure, improving quality of life, and continuing our strategies and efforts to keep Waxahachie as a premier place to live, work, and visit. The growth is coming to our area, and will continue to do so. In recognizing this, City leadership has and is taking steps to ensure that our growth is planned, strategic, and well-thought out. Our current annual growth rate over the last several years has remained constant around 4%. Knowing that the growth is coming, the City is taking a proactive stance to ensure that we grow gracefully. We can’t stop growth, but we can plan for it, to make sure that Waxahachie is the best it can be. One of the ways we have responded to this need is adding key staff at City Hall to make the development process a seamless one. Staff members have been added to Building and Community Services, Utilities, Planning, and Economic Development. We are ready and equipped with the personnel and expertise that is required to ensure that growth and development is well planned and runs smoothly. Our City Manager, Michael Scott, is leading the charge and doing a wonderful job. We have also made strides in replacing our aging infrastructure. We are blessed to live in a beautiful and historic city, but along with that comes older streets, utilities, and drainage systems. We have identified many streets that need upgrades in these areas, and have already completed the reconstruction of several, and more are planned. I am also very proud of the beautification efforts that can be seen all over town. Our staff horticulturist, Chris Seale, is doing a fantastic job of adding plantings all across our City. From the Highway 287 and 77 intersection to the Sports Complex, to Downtown, his efforts can be seen in many places. These additions spark community pride and inspire residents to beautify their own properties, as well as leave a positive lasting impression on our many visitors. I am excited about the future in Waxahachie. I invite you to join in the excitement. The next issue of our newsletter will further highlight the City’s specific plans and efforts to make and keep Waxahachie the best it can be. Stay tuned, and Happy Spring! The City of Waxahachie is offering “Free Disposal Days” at the Citizen’s Convenience Station located at 499 Lions Park Road. One pick up load or one trailer of equal size (maximum 3-1/2 cubic yards; example: regular size truck bed or a trailer that is 8-ft.

Long X 4-ft. Wide X 3-ft. High) containing trash or garbage will be FREE. ***

Citizens are required to show a valid photo ID and a current city garbage bill. Spring Sparkle is available to all residential households inside the city limits. Does not apply to

residents outside the city limits or businesses. ***

The Waxahachie Downtown Farmers Market is located at 410 S. Rogers Street (behind Fresh Market). The regular market season will begin on Saturday, April 28th and end on October 27, 2018. Market hours are from 8 a.m. to 1 p.m. An organizational meeting has been scheduled for Thursday, April 5th at 5:30 pm. The meeting will take

place at City Hall, 401 S. Rogers Street, Waxahachie in the Council Chambers. Vendors will be able to tour the market area, turn in paperwork and fees, and ask questions at this meeting. Potential vendors are strongly encouraged to attend this meeting if at all possible. Please make sure to read the Rules and Regulations thoroughly before submitting an application. 2018 Farmers Market Application Requirements and General Information

The Texas Historical Commission (THC) will recommend Waxahachie for successful annual progress as a designated Main Street community, one of 68 to be recognized this year. The Texas Main Street Program (TMSP) began in 1981 as one of the first state coordinating programs in the country. Local Main Street programs focus on responsibly utilizing a community’s historic assets for economic benefit and increased quality of life. During 2017, approximately $500 million was reinvested into Texas’ 89 Main Street districts. Additionally, 388 small businesses and 2,329 jobs were created. Main Street programs in Texas are minimally staffed but rely on community volunteers to carry out the program. In 2017, Main Street volunteers reported more than 119,178 hours of work donated in support of the program. “The Texas Main Street Program continues to provide substantial return on investment to local communities across the state,” said Mark Wolfe, THC Executive Director. Upon final approval by the National Main Street

Center/Main Street America™, these local programs will be announced as Nationally Accredited during the upcoming Main Street Now conference in Kansas City, Missouri, March 26–28. “The state recognition and national accreditation recognizes the hard work of these local programs, and the value placed on their historic downtowns,” said Debra Drescher, TMSP state coordinator. Selection criteria focuses on annual progress in planning, partnerships, staffing, volunteer efforts, preservation ethic, training, and program assessment through reporting. The state office also works with programs throughout the year by providing various services catered to local needs.
