The Importance of Parliament to Accelerate the Achievement of MDGs
MDGs is a National and International mandate;Parliamentarians have strategic position in policy making process, which can produce regulations that support the achievement of MDGsParliamentary has legislation, oversight and budgeting function which can determine policy direction of a country
Efforts of Indonesia House ofRepresentatives to Achieve MDGs:
Members of the House of Representatives are required to be able to implement the most basic essentials in an effort to meet the aspirations of the community they represent.
The efforts that the House of Representatives can do to ensure that the MDGs will be achieved are:a. providing criticism to government policies thatsidetrack from the MDGs (oversight function);b. planning proper political budgeting (budget function);andc. producing regulations that fast‐track the achievementof MDGs (legislation function).

a. Legislation‐ Member of the House may provide input with regard to
arrangements of the MDGs during law reviews with Government.
‐ During law making process, the opportunity presents itself to discuss strategies to achieve the MDGs and to express these issues presented by Members of Parliaments as basis for reviews.

b. Oversight‐ Oversight in the area of legislation is performed by following developments and by evaluating law material, which takes place in commission sessions.
‐ Oversight as a budgetary function is performed in relation to State Budget.

c. Budget‐ Members of Representatives may approve proper budget needed to achieve MDGs
‐ The budget function is implemented by way of:(i) reviewing and enacting State Budget bills;(ii) reviewing first‐term progress reports and six‐monthly
prognoses for the current State Bills;(iii) reviewing bills concerning amendments to the State
Budget; and(iv) reviewing bills concerning State Budget accountability.
The Institutional Rights of Indonesia House of Representatives
An important tool that the legislation equipped the House of Representatives with to perform its constitutional function is a series of rights. Some of these rights are institutional rights, which are:
a. the right to interpellation, i.e. the right to ask the government on information;
b. the right to institute an inquiry, i.e. the right to examine government policies; and
c. The right to express its opinion, i.e. the right vested with theHouse of Representatives as an institution to express its opinion on government policies.

Backgrounds of the Establishment of MDGs Task Force:
Parliament has strategic position to accelerate the achievement of MDGs Targets in 2015Committee for Inter‐Parliamentary Cooperation is the entry gate of international cooperation which can accelerate the achievement of Goal 8: “Global Partnership for Development”Goal 8 is essential for developing countryThe members of Committee for Inter‐Parliamentary Cooperation come from each commission which has relation to MDGs targets.
Objectives of the Task Force:To increase the participation of Member Parliaments in constructing regulation to accelerate the achievement of MDGsTo advance the capacity of the House of Representatives in monitoring the achievement of MDGs perfomed by the GovernmentTo encourage budget policy which is in line with the achievement of MDGsTo increase cooperation between parliament and international organizations such as UNDP, UNMC and UNICEF, in sharing information and knowledge regarding the achievement of MDGsTo be the Focal Point for MDGs matters in the House of RepresentativesTo encourage Government and other stakeholders to accelerate the achievement of MDGs

Breakdown of the Activities:
Mapping/AssessmentMapping or assessment shall be done by providing questioners or performing personal interview to each of parliamentary member to figure out how much the awareness of member parliamentarians on MDGs
Internal MeetingsInternal meetings need to be carried out regularly to ensure the continuing discussion in order to achieve the Objectives of the Task Force

Assembling Support from CommissionsConsidering that the Target of MDGs shall involve all related Governments/Institutions (as working partners of every Commission in the House), therefore supports from each Commission to the Task Force is essential. The Task Force shall carry coordination meeting between the Speaker of the House of Representatives, the Chairman of Committee for Inter‐Parliamentary Meeting, and the Chairman of each related Commission. If such coordination meeting is not feasible, then the Chairman of each Commission shall decide effective report mechanism to the Task Force.
Breakdown of the Task Force Activities: (Cont’d)
HearingsSeveral hearings shall be carried out by the Task Force which shall invite related Governments/Institutions to have the latest report and progress in the acchievement of MDGs Targets.
Working Visit to MDGs Focused AreaThrough working visits, members of parliaments have the opportunity to witness at first hand MDGs success stories of failures, notably with regards to poverty, mitigation, education, health, and other such programmes.

Drafting RecommendationThe Task Force shall issue a Recommendation at the end of its working period.
Drafting Handbook/Standing Position Paper of ParliamentariansThe Task Force shall also publish a Handbook/Standing Position Paper to socialize the role of parliamentary in accelerating the achievement of MDGs

The Launching of Handbook/Standing Position PaperThe ending of working period of the Task Force shall be marked by the launching of Handbook/Standing Position Paper of Parliamentary.
