The Washington County Boardapproved spending $75,000 May 14to have a consultant review the countyRadio Communication System.
As a result of the motion, the$75,000 will be transferred from thesales tax fund to the capital improve-ment plan to fund the review by TUSAConsulting. Prior to the vote, CountyClerk Brenda Jaszewski read letters ofsupport for the request from HartfordMayor Joe Dauterman and police
chiefs Tom Bishop (Kewaskum), PeterHoell (Germantown), Jed Dolnick(Jackson), Kenneth Mueller (WestBend), David Groves (Hartford) andDean Schmidt (Slinger).
Referring to the study of the cur-rent system by a consultant, the letterfrom the chiefs stated “we believe thisis the next practical step to objectivelyassess the new radio system’s currentoperations and configuration and torecommend steps that would resolvethe functional deficiencies that havebeen previously documented by ourdepartments.”
At the start of discussion,Washington County Sheriff DaleSchmidt said the radio system wascompleted last fall. At the time, several
supervisors asked how the system was
performing. As a result, the RadioCommunications Committee re-con-vened and recommended a consultantreview the current operations.
Schmidt said TUSA will becharged with specific concerns thathave been raised by municipalities, take a look at the broader systemcountywide and study how the systemis being used by the emergency serv-ice agencies.
“If we put those things togetherwe’ll end up with a report that gives usa pretty clear picture of how the sys-tem is operating, some comparisons to
other systems (and we can) identifysome weaknesses and things that canbe improved,” Schmidt said. “Therewill be some budgeted costs associat-ed with that.”
Schmidt said the county will haveto go back to the committee to reviewrecommendations that come out of thereport.
Supervisor John Bulowa askedSchmidt about potential instances withthe radio system that have endan-gered public safety.
“A radio system is never going tobe perfect,” Schmidt said. He wasreluctant to blame safety issues on theradio system.
“Is it at a level that everyone feelscomfortable with, all the users? I’d say
no, not at this point,” Schmidt said.
“Does it mean people are at risk? Ican’t answer that — I don’t think that’san easily definable term.”
Supervisor Thomas Niebler citedcorrespondence from the HartfordPolice Department which stated thatduring a bank robbery on April 19 anumber of officers never heard thereport due to the radios.

Memorial Day The following information was taken from the
Wisconsin Department of Veterans Affairs Webe.
Memorial Day began to honor the soldiersho died during the Civil War. Originally knownDecoration Day, it was first officially declareday 5, 1868 by a proclamation of Majoreneral John A. Logan, the first President of therand Army of the Republic, by General Ordero. 11 declaring May 30th as the day of obser-
vance.Over 20 places claim to be the first to have
observed "Decoration Day" beginning as earlyas April of 1866. One hundred years later for its'centennial, Waterloo, NY was named byPresident Lyndon Johnson and Congress as the"birthplace" of Memorial Day.
After World War I, Memorial Day began tohonor the fallen from all American wars. It was-n't until 1971 that Congress made Memorial
Day a national holiday to be observed on thelast Monday of May. On December 28, 2000,President William Clinton signed the "NationalMoment of Remembrance Act," which desig-nates 3:00 p.m. on Memorial Day each year asthe National Moment of Remembrance, in honorof the men and women of the United States whohave died in pursuit of peace and freedom.Additionally, the Act created a White Housecommission on the National Moment of

“It’s something we have to continue to work on,” Niebler said.Supervisor Tim Michalak cited a report from a Hartford police
ficer who said that neither he nor a Washington County Sheriff’seputy heard the report of a bank robbery.
“Our radios don’t work in certain area,” Michalak said. Heen said the county radio system replaced one “that worked juste.”
“We don’t often have life and death votes here — this just hap-
ens to be one,” Michalak said, citing problems with the system.Supervisor Brian Krebs said he supported the study in order to
et a current “snapshot” of the current radio system operations.“It would put to rest some of the speculation I hear about it as
r as what could be done,” Krebs said.He added that the original radio communications project — in
hich the county’s radio system and those of several municipalitiesere merged into one system — was under budget and that he con-ders the review an extension of the original project.
The resolution was approved 27-1.
