As a result of the motion, the $75,000 will be transferred from the sales tax fund to the capital improve- ment plan to fund the review by TUSA Consulting. Prior to the vote, County Clerk Brenda Jaszewski read letters of support for the request from Hartford Mayor Joe Dauterman and police chiefs Tom Bishop (Kewaskum), Peter Hoell (Germantown), Jed Dolnick (Jackson), Kenneth Mueller (West Bend), David Groves (Hartford) and Dean Schmidt (Slinger). Referring to the study of the cur- rent system by a consultant, the letter from the chiefs stated “we believe this is the next practical step to objectively assess the new radio system’s current operations and configuration and to recommend steps that would resolve the functional deficiencies that have been previously documented by our departments.” At the start of discussion, Washington County Sheriff Dale Schmidt said the radio system was completed last fall. At the time, several supervisors asked how the system was performing. As a result, the Radio Communications Committee re-con- vened and recommended a consultant review the current operations. Schmidt said TUSA will be charged with specific concerns that have been raised by municipalities, take a look at the broader system countywide and study how the system is being used by the emergency serv- ice agencies. “If we put those things together we’ll end up with a report that gives us a pretty clear picture of how the sys- tem is operating, some comparisons to other systems (and we can) identify some weaknesses and things that can be improved,” Schmidt said. “There will be some budgeted costs associat- ed with that.” Schmidt said the county will have to go back to the committee to review recommendations that come out of the report. Supervisor John Bulowa asked Schmidt about potential instances with the radio system that have endan- gered public safety. “A radio system is never going to be perfect,” Schmidt said. He was reluctant to blame safety issues on the radio system. “Is it at a level that everyone feels comfortable with, all the users? I’d say no, not at this point,” Schmidt said. “Does it mean people are at risk? I can’t answer that — I don’t think that’s an easily definable term.” Supervisor Thomas Niebler cited correspondence from the Hartford Police Department which stated that during a bank robbery on April 19 a number of officers never heard the report due to the radios. The Washington County Boardapproved spending $75,000 May 14to have a consultant review the countyRadio Communication System.

As a result of the motion, the$75,000 will be transferred from thesales tax fund to the capital improve-ment plan to fund the review by TUSAConsulting. Prior to the vote, CountyClerk Brenda Jaszewski read letters ofsupport for the request from HartfordMayor Joe Dauterman and police

chiefs Tom Bishop (Kewaskum), PeterHoell (Germantown), Jed Dolnick(Jackson), Kenneth Mueller (WestBend), David Groves (Hartford) andDean Schmidt (Slinger).
