    hief Minister Shri ShivrajSingh Chouhan has saidthat School Chalen HamAbhiyan is connected with

    masses. Reiterating to turn it into amass movement, the Chief Ministerurged people to participate in thecampaign enthusiastically. The cam-paign will start from June 16.Collectors will coordinate activitiesof the campaign in districts. It willbe led by public representatives andsocial workers. This year, the cam-paign will be dedicated to teachingquality. Discussing outlines of thecampaign with collectors and local

    public representatives throughvideoconferencing from Mantralayahere today, Chief Minister ShriChouhan said that is the key to aprosperous state. Along with govern-ment, responsibility of educatingevery child also lies with society. Thecampaign will become successfulonly through cooperation of society.Villages can be adopted with specialcooperation of social organisations,industrialists, businessmen anddonors.

    Shri Chouhan said that no childable to go to school should remaindeprived of school education andmust complete education upto classX after taking admission in class I.Shri Chouhan said that hostel facili-ty should be specially provided toorphan children. The CM said thatall people, organisations, public rep-resentatives, distinguished citizensand representatives of religionsshould associate themselves withthe campaign as motivators. Everyperson who is sensitive for makingMadhya Pradesh an educated statecan become motivator. He said that

    a convention of motivators will beheld at development block level onJune 12. Motivators with good per-formance will be provided certifi-cates. Registration for motivator canbe done by giving a miss-call on0755-2570000. So far, 71 thousandmotivators have joined the cam-paign. They will be imparted train-ing as per campaigns outlines onJune 12. Shri Chouhan said thatcampaign will be launched through-out the state with Pravesh Utsav onJune 16. The Chief Minister saidthat motivators giving academiccooperation are also welcome.

    Attention should also be paid toadmission of children who need spe-cial attention. The CM said thatPravesh Utsav will be celebratedwith communitys cooperation. Textbooks will be made available as soonas children take admission. He saidthat every district can chalk out itsstrategy for ensuring cent percentadmission. The CM directed collec-tors to get started whitewashing,cleanliness and repair works inschools immediately. School land

    should not be encroached upon inany way.

    The CM informed collectors thatapart from School Chalen HamAbhiyan, Food Security Campaign isalso underway in the state. Under it,names of all eligible families will beincluded in the scheme. A conventionwill be held at Janpad level on June27 to verify eligibility slips issued tofamilies. TheCM said thatdrinkingwatersupplymust beensured atany costincludingwatertrans-portationin thedistrictsfrom wherereports aboutshortage ofwater arebeingreceived.     BHOPAL: Union Minister for Women and ChildDevelopment Maneka Gandhi has given in-principleconsent to the proposal for opening 11 thousandanganwadi centres in MP. States Women and ChildDevelopment Minister Smt. Maya Singh has urgedSmt. Maneka Gandhi to implement Indira MaternityCooperation Scheme in all 51 districts of MadhyaPradesh.Smt. Maya Singh met Union Minister Smt.Maneka Gandhi in New Delhi recently.

    She urged Gandhi to sanction states pendingproposal to open 11 thousand 121 additional angan-wadi centres in MP. Smt. Gandhi gave in-principleconsent to the proposal. Chief Minister Shri ShivrajSingh Chouhan had written a letter in this regard toUPA government. Smt. Maya Singh urged Gandhi toimplement Indira Maternity Cooperation Scheme inall 51 districts of Madhya Pradesh. She informed thatat present the scheme is being implemented in 2 dis-tricts of the state including Sagar and Chhindwara.She said that this schemes needs to be implementedin entire state for eradicating malnutrition. Givingher consent to the appeal, Smt. Maneka Gandhiassured to take early decision. Stressing the need tosimplify child adoption process, Smt. Gandhi askedto implement it in MP. Smt. Singh informed theUnion Minister that action in this regard is alreadybeing taken in MP. She also informed Union MinisterSmt. Gandhi about Suposhan Abhiyan launched toeradicate malnutrition and schemes for womensempowerment in MP.

  • Demand for agriculturecourses rising: V-C

    Chhattisgarh reiterated its demand for aspecial category status for the state at thepre-budget meeting of state finance minis-ters with Union Finance Minister ArunJaitley here. Chhattisgarh Commerce andTax minister Amar Agrawal, who read thestate finance ministers speech, saidPlanning Commission in its Indian HumanDevelopment Report 2011, had adjudgedChhattisgarh as one of the most backwardstates of the country on the basis of HumanDevelopment Index. Elaborating its standon the issue, he further said that as perNational Sample Survey Organization(NSSO) report published in 2013 on pover-ty level, Chhattisgarh has the highest ratioof BPL families in the country (39.9 percent). He stated Raghuram RanjanCommittee in its report has also mentionedthat Chhattisgarh is amongst the leastdeveloped state in the country. He also

    added that most of the districts in the statewere dealing with Naxal menace.Chhattisgarh Additional Chief Secretary(Finance) D S Mishra was also present atthe meeting. Highlighting the issue of CSTrevenue loss, he said the state governmenthas received Rs 800 crore less in the lastthree years and demanded that the amountbe compensated from other sources. Hementioned that the government of India haddecided to lower the CST from 4 per cent to2 per cent from June 1, 2008, and an agreedcompensation package for consequential

    revenue loss to the state had been workedout. The government of India paid CSTcompensation for 2007-08, 2008-09 and2009-10 as per revised compensationguideline. But, the Centre is yet to releaseRs 3085 crore to Chhattisgarh as CST com-pensation. He urged the Centre to make aprovision in this regard in 2014-15 Budget.

    He urged the Centre to allow state gov-ernments to impose service tax. Bringingthe issue of CAMPA funds, he demandedthat the amount received under CAMPAfund should be increased and a permanentCAMPA fund should be established inplace of Supreme Courts adhoc CAMPAfunds by enacting an act. The state has sofar deposited Rs 2500 crore in the CAMPAfund as per the Supreme Courts directionsand Rs 600 crore has been added to theprincipal amount as interest. But the statereceives only 10 per cent of the principalamount annually as per the directions of theSupreme Court.

    In a city considered more a business hub,

    where literature has never been the topic of gen-

    eral interest, an increasing number of people are

    turning into bookworms kick-starting a new

    book club culture in Raipur.

    Many bibliophiles craved for a place where

    they could have a book of their own choice over

    a cup of coffee, surrounded with people of simi-

    lar interests, but Raipur wasn't as happening as

    it is now fast becoming. Octavo, the libro-cafe

    concept was brought to life when youths like

    Sanidhya Jain and Jigna Kotecha, both computer

    engineers decided to add spice to city's reading

    culture. Over 100 members have already regis-

    tered, enjoying books over steamy coffee having

    full view of city's youngest spot 'Queens Necklace

    lake better known as Telibandha lake. These

    readers are a cocktail of people from different

    background ranging from doctors, educationist,

    students, retired officers. A year's membership

    costs Rs 799 and you have all the books at your

    disposal. The group activates itself once every

    weekend at a cafe where they discuss about

    authors, review books and share experiences

    over free snacks served by young Octavo entre-

    preneurs who aim to make bookworm culture a

    hit across Chhattisgarh.

    Jigna said, "Octavo now has another corner

    in Pandri at a new restaurant which has a floor

    dedicated to book lovers apart from the cafe

    located at SLT Waterfront. We plan to expand it

    to Bhilai and Bilaspur next."

    "It was a challenging job initially when we

    had to take loans for buying books and the com-

    pany refused to deliver books two days before

    the launch. We managed to find another publish-

    ing company in Bhopal somehow and till now we

    have spent over a lakh," Sanidhya said.

    The young budding entrepreneur said that

    they are now organizing book donation camps at

    residential colonies. "We will donate these books

    to an NGO for needy children," she said. Varun

    Agrawal, 22, a student, an Octavo book club

    member said the weekend discussions are

    enriching and thought provoking. "Expressing

    views after reading books is very essential for

    any avid reader. I am sure more youths and citi-

    zens would rope in and enjoy bookworming

    together," Varun said.

    agriculture offers a pro-

    ductive and well-reward-

    ing career.

    Addressing a pro-

    gramme, he said India's

    population is constantly on

    the rise, which means that

    at the moment it is unsta-

    ble. Estimates show that

    by 2060 to 2070, popula-

    tion could stabilize which

    means food requirement

    will also stabilize. But, at

    the moment with increas-

    ing food requirement,

    there is need for trained

    manpower. Indian Council

    of Agricultural Research

    (ICAR) estimates that by

    2020, the country will have

    more than 50,000 gradu-

    ates in this field.

    Patil said IGKV offers

    many undergraduate and

    postgraduate courses

    including regular courses.

    New age courses IGKV

    offers are agricultural

    engineering, forestry, agri-

    cultural economics and

    agri-business manage-

    ment, a new course we

    have introduced. There are

    other upcoming courses in

    this field like applied

    remote sensing, bioinfor-

    matics and nanotech. Patil

    said IGKV has carried out

    researches in many areas

    like technology, resource

    management and crop

    varieties. We have done

    research on 55 new vari-

    eties of crops specific to the

    state. We are now shifting

    our researches towards

    nutrition-enriched food.

    Besides we are also trying

    to increase content of zinc

    and iron in rice and devel-

    op high rates of these

    nutrients in crops. Our

    major research was the in

    findings of high amounts

    of zinc in the little millet

    (kutki), a type of millet

    crop found in tribal regions

    of Bastar. Patil said IGKV

    has set up Krishi Vigyan

    Kendras in 20 districts of

    the state. We disseminate

    technology to farmers in

    these districts and help

    them in their cultivations.

    We are trying to use inno-

    vative techniques in large

    areas of land and support

    low scale farmers.

    There has been a lot of

    development in infrastruc-

    ture and academic process-

    es t IGKV. The V-C said

    our prime objective is to

    produce quality graduates.

    There are many goals set

    and though some have

    been achieved we still have

    a long way to go.

    Journeys for various centres of pilgrim-age will commence under MukhyamantriTirth-darshan Yojana from June 29. In theserail journeys, pilgrims from Betul,Hoshangabad, Bhopal, Raisen, Sehore,Dewas, Indore, Neemuch, Mandsaur, Dhar,Ratlam, Shivpuri, Gwalior, Datia, Bhind,Khandwa, Khargone, Barwani, Harda andChhindwara districts will be taken to VaishoDevi, Rameshwaram and Tirupathi. Underthe scheme, 201 pilgrims from Betul, 204from Hoshangabad, 270 from Bhopal, 150from Raisen and 151 pilgrims from Sehoredistrict leave on June 29 via Betul-Hoshangabad-Habibganj. Similarly, 310 pil-grims from Neemuch, 330 from Mandsaurand 337 pilgrims from Ratlam will go fromNeemuch to Rameshwaram on June 30 and372 pilgrims from Indore, 215 from Dewas,211 from Sehore and 180 pilgrims fromDhar will go from Indore to Rameshwaramon July 9. For Tirupathi, 260 pilgrims fromShivpuri, 301 from Gwalior, 206 from Datiaand 209 pilgrims from Bhind will go fromShivpuri on July 10. Similarly, 215 pilgrimsfrom Khandwa, 200 from Khargone, 153from Barwani, 152 from Harda and 256 pil-grims from Chhindwara will go toRameshwaram on July 14.

    Bhopal: In Madhya Pradesh 17 % morepower than last year and maximum demandof 6970 MW has been met this year. On June6, 1503.03 lakh units of power were sup-plied, which is 13 percent more than lastyears supply of 1324.61 lakh units in June.

    MP Power Management CompanysManaging Director Manu vastava informedthat from June 1 to 6 in year 2013, as manyas 7496 lakh units of power were supplied.This year, 7496 lakh units of power weresupplied in the corresponding period, whichis 17 percent more.

    At present, power is being supplied asper demand. In this, contribution of compa-ny thermal power plants has been 394.99lakh units and hydel power plants 95.61lakh units. Maximum 6970 MW power wassupplied in the state on June 6, this is 17percent more than 6543 MW power suppliedin year 2013.

    Power supply situation in the state issatisfactory. As a result of better manage-ment of all power sector companies, alltypes of consumers are getting quality poweras per their demand.

    Empowered committee to simplify gov-ernment processes- The state governmenthas constituted an empowered committeefor suggesting and directing and taking pol-icy decisions for simplification and re-engi-neering of the established and identifiedgovernment processes in various govern-ment departments in the state.

    Chief Minister ShivrajSingh Chauhan laid the foun-dation stone of SymbiosisUniversity of Applied Sciences,countrys first skill develop-ment university at Indore.Courses will begin from year2016 in the university. A targethas been set by the universityto impart skill developmenteducation to 5000 students in 5years. In the first phase, Rs.1.50 crore will be spent on uni-versitys construction.

    Chief Minister Chauhansaid that the country will havea new identity in the worldwith establishment of this uni-versity by Symbiosis.

    He said that top prioritywill be given to education,health and tourism develop-ment sectors during GlobalInvestors Summit to be held atIndore on October 8-9.Chauhan said that SchoolChalen Ham Abhiyan will be

    launched in the state fromJune 16. He said that childrenwill be made worthy citizens byeducating them properly.Employment opportunities willbe made available to youthsthrough education.

    Chauhan informed thatMadhya Pradesh has achieved11.25 growth rate, which is arecord. He also informed thatagriculture growth rate hasincreased to 24.99 percent,which is maximum in the coun-try. Chauhan also planted a

    sapling on the premises.Symbiosis Foundations vice-chairperson Dr. SwatiMazumdar informed that con-struction of the university willcommence in 2-3 months. Sheinformed that in the firstphase, degrees will be awardedin automobile, construction,manufacturing, retail, banking,finance and IT will be givenand in the second phase inpharmaceutical, textiles,health-care and bio-medicalscience. Degree courses for

    grooming students as perindustries requirements willalso be started. Research workwill also be done apart fromgraduation, post-graduationand short-term courses.

    Bhopals leading schools hike fee

    Prominent schools instate capital have hikedtheir fees by 10 to 20%with the beginning of newacademic session, giving abig jolt to parents andguardians and making abig hole in their monthlybudgets. Not just privateschools, convent schoolstoo followed suit this year.

    Some schools have jus-tified fee hike tagging itwith growing costs whileothers have passed it offas routine and nothingunusual. Among conventschools St Joseph's Co-edArera Colony hasincreased tuition fees byRs 120 to Rs 1,620 (perannum) for various classes

    while St Thomas School,Ayodhya Nagar has hikedtheir monthly fees by Rs500 to Rs 700. Also, annu-al fees for classes IX and Xwas shown to be Rs 18,230on the website while thisacademic session it hasbeen hiked to Rs 24,112, ahike of more than 32%.Chairman of St Thomas,Fr Boby John said, "Themaximum hike is around11.7% for classes IX and X.Last year the annual feeswere Rs 21,580 and thisyear it is Rs 24,112."

    When questioned whythe website still showedincorrect figures, he said,"Website is in the processof being updated and onceschool-reopens after sum-mer break, it would be cor-

    rected," adding, previouslythe school was chargingtuition fees for 12 months'while now the school ischarging only ninemonths' fee.

    Another conventschool, St Xavier's,Barkheda hiked its annu-al fees by Rs 1,560 forlower classes while forhigher classes the hikewas Rs 2,350. The tuitionfee increase was betweenRs 990 and Rs 1,300.

    Principal, Fr Melvindefended by saying, "Wecan increase fees up to20% whereas we haveincreased it this time onlyby around 10%. I know ofmany convent schools whohave hiked by 12 to 13% aswell." On the hike he said,

    "It is generally a commondecision taken by schoolsat the Sahodaya meeting.However, individual hikedepends on the schools."

    Among private schools,Sagar Public School (SPS)has increased annual feesby around 16% for classesI to V over last year andtuition fees by Rs 525.Meanwhile, Delhi PublicSchool, Kolar hasincreased admission feesby Rs 5,000, annual feesby Rs 1,500, tuition fees byRs 400-600 and alumnifund by Rs 2,500.

    Principal of DPSRatibad, Ajay Sharmainformed that all the feehike decisions are takenjointly by DPS society andvaries according to branchand city.

    "Besides, inflationarycosts have to be includedas DPS provides salaryaccording to the sixth paycommission and also givesdearness allowance (DA)twice a year as per govern-ment norms," he said.

    Chhattisgarh's socialactivist Ramesh Agrawal,who has been felicitatedwith the prestigiousGoldman EnvironmentalPrize, has been workingfor the last 20 years onthe vital issues of 'jal,jungle, jameen' (water,forests and land).

    Expanding his wings,Agrawal aims to add onemore 'J' of 'janwar' (ani-mals) to 'jal, jameen, jun-gle' to raise voice for pro-tection of elephants inRaigarh region by takingup the much needed issueon a national platform.

    Ramesh Agrawal, 60,who hails from industrialhub of Raigarh district,was shot at his leg at hiscyber cafe on July 7, 2012as he was becoming a hin-drance for industries aim-ing for coal mines projects

    in Raigarh's mineral richland. He now walks withthe help of a stick."He'samong the six people whohave been awarded theGoldman prize byGoldman EnvironmentFoundation at SanFrancisco for his contri-bution in environmentconservation, land andforest," Agrawal's closeaid Rajesh Tripathi said.

    Delegation of 830 male health workers ofNational Vector Borne Disease ControlProgramme told Dr Raman Singh that thesehealth workers were appointed on contractualbasis in nine tribal districts including Kanker,Koriya, Raigarh, Sarguja, Bijapur, Dantewadaand others, under the centre recommendedscheme for malaria control, in May-June, 2009 onmonthly honorarium of Rs 6000. Except the 75workers of Koriya district, contractual period ofnone of the other workers of remaining eight dis-tricts has been extended. This has snatched awaytheir means of livelihood. Chief Minister forward-ed the application to Health Department andinstructed for immediate examination and neces-sary redressal. Similarly, delegation of 34 employ-ees of Employees State Insurance Service con-cerning with Labour Department met ChiefMinister at Jandarshan and informed that theywere appointed in various hospitals of Urla,Champa, Hathkhoj and Raipur in year 2002 and2003 on various posts including mixer, staffnurse, assistant grade-3, dresser, watchman etc.

    Prime Minister Narendra Moditoday said that the Centre is committedto extend all possible help toChhattisgarh in ensuring sustainabledevelopment in the state. The Centrewill make every possible effort toensure sustainable development inBastar and other backward and tribal-dominated regions of Chhattisgarh, hesaid during a meeting with ChhattisgarhChief Minister Dr Raman Singh at hisresidence here.

    The prime minister asked Dr. Singhto initiate a process for developing aknowledge city at Naya Raipur andassured him that the central governmentwill provide all possible support in thisregard. The proposed knowledge citywill have institutions related to all thestreams. Raising the issue of specialfinancial package for backward andtribal dominated areas of Chhattisgarh,the chief minister said, Chhattisgarh

    has the largest population of Scheduledcastes and scheduled tribes, 44 per centof its area has been covered with forest,the state has been ranked lowest on theHuman Development Index, it has low-est road and rail network as comparedto other states and has been facing theproblem of LWE all these criteriamake these regions eligible for attain-ing special package, Mr Singh said.He also discussed several key issuesrelated to the state with the PrimeMinister.

    formation of a high-level task forceat the central level to ensure propercoordination between states andministries. He maintained that thetask force will help in resolving theproblems.     It is noteworthy that the com-pany had invited tenders forsolar energy for long term avail-ability of power in the beginningof the year. Total 24 offers werereceived. Of these, letters ofintent were issued to purchase120 MW solar power to 6 compa-nies on May 5. From these com-panies, solar power will be pur-chased at the rate of Rs. 6.47 toRs. 6.97 per unit.     road will cost Rs. 40 crore 87lakh. Its concession period is15 years including construc-tion period. The cabinet alsosanctioned maintenance ofBela-Govindgarh-ChurhatRoad through MadhyaPradesh Road DevelopmentCorporation under OMTscheme). Estimated cost ofthe 56.74 km long road is Rs.12 crore 20 lakh.

    The cabinet decided thatmerged aged pensioners canget benefit of pensionrestoration under 6th payscale. The merged pension-ers whose 1/3rd part of pen-sion has been restored canalso avail benefit of 1/3rdrestoration.

    Light metro will be run in Bhopal, Indore and Jabalpur

    under mass rapid transit system. Detailed project report of

    metro is being prepared. This was informed through a pres-

    entation by Urban Administration and Development

    Department regarding mass rapid transit system before

    Chief Minister Shri Shivraj Singh Chouhan recently.

    Chouhan said that all pratical aspects of the project

    should be examined thoroughly. Apart form fixing metro

    route in Bhopal, Indore and Jabalpur, aspects related to

    the project should be investigated in advance.

    He directed that in the detailed project report, possibil-

    ities of extending the project in nearby areas in future

    should also be considered. Suggestions should be given

    about financial and managerial arrangements of the proj-

    ect. Detailed project report should be chalked out in inte-

    grated way and implemented in phases. During the pres-

    entation on mass rapid transit system at Chief Minsters

    residence, information was given about project costs of

    heavy metro, mono rail, advance tramway and light metro

    apart from their financial, administrative and technical

    practicability. The presentation also demonstrated compar-

    ative usefulness of light metro in Jabalpur, Bhopal and

    Indore.

    tive Home portfolio. He was the BJPsmass face in the State. If his latebrother-in-law Pramod Mahajanworked the levers of power in Delhi, itwas Munde who spent his time withparty workers, activists and support-ers, slowly chipping away at the imageof the BJP as an urban and upper-caste party in Maharashtra.

    Unassuming and likeable, Mundewas a mass leader of the old style accessible and available. He broughtthese qualities to his relationshipswith other parties as well. Mundeinvested a lot in the smooth function-ing of the BJPs alliance with the Shiv

    Sena, and was known to have a goodequation with Uddhav Thackeray. Infact, when his colleague and rival,Nitin Gadkari, made overtures toMaharashtra Navnirman Sena bossRaj Thackeray ahead of the Lok Sabhaelections, it took Munde to smoothenruffled feathers with the Shiv Sena. As

    raped by higher caste landowners in

    protest in Delhi at Jantar Mantar is

    still not guaranteed any security or

    justice. In Badaun case involvement

    of police is clear ,the policemen

    abetment (120B) whereas they

    should be charged Section 166A

    (which refers to police and other pub-

    lic servants refusing to do their

    duties). Seems an upper caste man

    have all rights to rape, abuse and

    exploit girl from lower caste in vil-

    lages.

    the worst victims of the SP's misogy-

    Pandits to valleyNew Delhi: A comprehensive plan is being worked

    out for the return of Kashmiri Pandits to the Valley andtheir rehabilitation with the Narendra Modi govern-ment according top priority to the issue. Enhancedfinancial assistance, security to life and property, gov-ernment jobs and other employment opportunities andsubsidies ration will be part of the package that couldbe announced as incentive for the return of Pandits,government officials said.

    "The discussions are at a very preliminary stage.The new Home Minister Rajnath Singh has been givena detailed presentation on the status of the displacedKashmiri Pandits," an official said. BJP election mani-festo also mentioned that it was committed to ensurereturn of Kashmiri Pandits with full dignity. The num-ber of displaced people post 1990 migration from thevalley following militant activities has increased by six-seven lakhs. According to plans, the new package willbe more attractive than the one announced by the thenPrime Minister Manmohan Singh in April 2008 forreturn and rehabilitation of Kashmiri migrants.

    That package included assistance of Rs. 7.5 lakhper family for reconstruction for fully or partially dam-aged houses, assistance of Rs. 2 lakh per family fordilapidated houses, assistance of Rs. 7.5 lakh per fam-ily for purchase of a house in Group Housing Societiesfor those who have sold their properties during theperiod of turmoil in 1989. Like the previous one,returnee migrant families will be provided transitaccommodation during the interim period when theyundertake the reconstruction or repair of their houses.Those returnee families, who may not be providedtransit accommodation, would be given rental and inci-dental expenses. All of them will be provided securityif they feel insecure anywhere, officials said. J&K ChiefMinister Omar Abdullah said he was looking forwardto work with the NDA government on return of dis-placed Kashmiri Pandit community to the Valley.

    Kundankulam Nuclear Power Plant(KNPP) has attained its full generationcapacity and became the first nuclearplant in the country to generate 1,000MW of power, its site director R SSundar said.

    Unit I of Kudankulam NuclearPower Plant has started generating itsfull capacity of 1,000 MW of power. Wewill run it for some more time before westop the unit for conducting some testsas mandated by AERB (Atomic EnergyRegulatory Board), he said.

    He also said that of all the sources ofpower available in the country, units ofKNPP have the capacity to producelarge amounts of power from a singleunit. If you take other plants, they canproduce only around 540 MW of power.In the case of thermal plants, it could goup to 660 or 680 MW. Another 700 MWunit is presently under construction. So

    KNPP is the first unit in the country toproduce 1,000 MW of power, he said.Kudankulam Nuclear Power Plant is anuclear power station in Koodankulamin the Tirunelveli district of the south-ern Indian state of Tamil Nadu. Theplant's first reactor is the firstPressurised Water Reactor (PWR)belonging to the Light Water Reactor(LWR) category in India, and the 21stnuclear power reactor in the country. N.Nagaich, Executive Director (corporateplanning and corporate communica-

    tions) of the Nuclear Power Corporationof India Ltd. (NPCIL), described thefirst unit at Kudankulam as "the har-binger of the large-size LWR technologyin India". Construction on the plantbegan on 31 March 2002, but faced sev-eral delays. Long construction times fornuclear reactors are common in India,but this delay was partly due to the 500-day long anti-nuclear protests by thelocals, led by the People's MovementAgainst Nuclear Energy (PMANE). Thefirst reactor of the plant attained criti-cality on 13 July 2013.

    The plant was commissioned sixyears after the scheduled date, and 12years after the construction of the plantbegan, when unit 1 was synchronizedwith the southern power grid on 22October 2013. The original cost of thetwo units was INR13,171 crore, but itwas later revised to Rs 17,270 crore.Russia advanced a credit of Rs 6,416crore to both the units.

    KNPP becomes first nuclear plant incountry to generate 1000 MW power

    The government is aggressively accelerat-ing the solar energy programme, and aimingfor four giant plants of 1,000 Mw each. It alsowants to bundle solar and conventional powerto make renewable energy more affordable.Giant solar projects may be put up quickly inRajasthan, Gujarat, Jammu & Kashmir andLadakh as the new government is keen to pro-mote this source of renewable energy.

    To achieve the target of commissioning of20,000 Mw of solar power generation capaci-ty ahead of targeted 2022, the governmentmay redesign Jawaharlal Nehru NationalSolar Mission while the scope of theElectricity Act 2003 may also expanded topush for higher utilisation of renewable ener-

    gy. India has commissioned 2,650 Mw ofsolar power generation capacity, which isdominated by Gujarat with close to 1,000 Mw.

    Besides promoting four large projectswith over 500 Mw of installed capacity each,the government wants to move forward toeliminate bottlenecks for ongoing capacityaddition programme for solar power.

    To deal with delays in larger projects, thegovernment has surveyed several sites andcities to assess the potential and viability ofsolar power in the country that receives ade-quate radiation during its 300 days of sunnydays a year. Piyush Goyal, minister responsi-ble for three key energy portfolios power,renewable energy and coal held meetingswith officers from the relevant departmentsand institutions recently. He assessed the

    progress of solar power projects and directedofficers to facilitate the development to setand achieve higher targets in next phases ofthe Mission. Goyal did not rule out possibilityof setting higher targets or advancing thetimeline of the Mission during his initialmeets with the concerned government offi-cials. "Now that MNRE is under the sameminister as power, synchronising of commonissues such as grid connectivity and sale ofpower would be better. Policy delays hamperthe investment, both domestic and foreign.With the clean energy sector receiving $7 bil-lion worth of investment last year, about 70per cent of which came from private players,we are hoping that it would double up by theend of the second phase in 2017," said a sen-ior MNRE official.

    just a few in his lifetime,unless he or she is a celebrityor a psychiatrist. All of thesepeople have different levels ofintelligence, different ways ofbehaving with other people,different ways of thinking,opinions, different ways of liv-ing life, and a lot more.

    Some talk a lot, some shouta lot, some keep silent andsome blabber without a reason.Some eat a lot, some exercise alot, some diet a lot and someare able to strike a balance.Some are workaholics, someare lazy like hell, some workonly as much as required, andsome, again, strike a balance.Some think the government isworking like hell, some thinkits ruining the country, somethink whatever it is, its okay,and some enter the govern-ment.

    These are just a handful oftraits, while you could find ahundred different ways ofthinking and living if you meeta hundred people. There aresome people who act in ways

    you wont. But does that meanyou are entitled to criticizethem? Or tell them that theyshould behave as you do? Anddoes that mean whoever does-nt do as you do is wrong?Certainly not!

    Imagine yourself as thenew kid in school who knowsnobody and is already afraid ofeverything there, and somebullies make your life evenworse.

    How would you feel?Wouldnt a small kid get affect-ed by this? Would you like it if

    then people tell you that Youshould have been strongenough to defend yourself.Youre too shy to go to school.You must be bold and bravelike the next door Tim?

    Dont you think every per-son has his own personalityand way to deal with things?Dont you think telling them tobehave like someone else, nomatter how good and impres-sive the someone else is, is acrime? Yes, crime! Killing apersonality, forcing a person tobecome someone else when

    youre no one to decide what isgood and what is bad and howshould others behave. Changeis good, but not when it meanskilling a personality! Use yourpersonality positively to knowwho you are and let the worldknow that you have pride inbeing who you are. Tell themyoure proud of yourself whenthey try to change you.     work culture in the central government, includ-ing repeal of archaic processes and reduce thedecision-making layers.

    The instructions were issued by CabinetSecretary Ajit Seth recently as a follow up to themeeting that Modi held with the top bureacratsduring which he said the rules which create hur-dles in speedy decision-making should be doneaway with. The circular, issued by Seth, carries11 points which lay stress on efficient and speedydecision-making in a transparent manner.

    "I expect you to act upon these immediatelyand indicate a plan of action," the Cabinet

    Secretary's circular said. It asks each depart-ment to identify and repeal at least 10 rules orprocesses and even archaic acts that are redun-dant and would not lead to any loss of efficiency.

    Every department has been asked to identifyforms that are in vogue and shorten them, wherepossible, to one page only, the circular says,adding seeking of unnecessary or irrelevantinformation should be discouraged. All depart-ments have been asked to reduce decision-mak-ing to a maximum of four layers.

    The circular says files and papers should beweeded out in accordance with rules of record-keeping, including digitisation, wherever neces-sary and the exercise should be completed in 3-4weeks. Each department should work out modal-ities of fulfilling promises made to the people andeffective and timely resolution of public griev-ances must be ensured and monitored by theSecretaries of departments concerned, accordingto the directive.

    Emphasising the need for team work and col-laborative decision-making, it says that if anyissues remain unresolved, the intervention of theCabinet Secretary or the PMO should be soughtfor resolution.

    It also underlines the need for usage ofInformation Technology and e-governance in thefunctioning of the ministries. The directive alsolays emphasis on clean and hygienic environ-ment in offices for making "positive work envi-ronment". Expressing full faith in their commit-ment and competence to build a better future forthe country, he asked bureaucrats to simplifyand streamline administrative rules and proce-dures to make them people-friendly.
