Contract Payment
• The Contractor shall be paid fixed fees for setting up the
Centre, and for decommissioning the Centre.
• The fees for Operation and Maintenance Services include a
fixed monthly fee for operating and maintaining the Centre,
and variable fees in relation to the types and amount of
recyclable products produced and successfully distributed
to users.
• Payment for transportation services, marketing and
promotion programmes shall be trip or event based.
• 4-month period
• The Contractor is required to complete:
(a) general site works, civil engineering and building
works;
(b) deploying and installation of necessary E&M
installations, plant and equipment to set up the
Centre; and
(c) the performance tests for the whole set up.
PREPARATION WORKS PERIOD
(a) General Site Works, Civil Engineering and Building Works
• Refurbish, repair, renovate and retrofit the Existing Facilities;
• Construct internal access road network connecting the five designated areas;
• Pave all the designated areas except the Reserved Area with concrete;
• Provide / construct temporary sewerage and drainage system;
• Provide temporary utility services;
• Provide and install architectural and landscaping features;
• Construct the 100m2 3-side enclosed temporary shed and 1,400 m2 4-side open
temporary shed;
• Install CCTV system, site lighting, guard house, a drop bar and a pedestrian gate;
• Provide furniture, appliances, computer facilities, etc for the EPD site office and
Contractor’s site office; and
• Certify structural safety of all the Existing Facilities and new structures.

2.1.1 Referring to the Table 1 above, please advise if the
reference size of the Yard Waste Reception and
Storage Area is sufficient to store up to 3,000 tonnes
of sorted yard waste. If not, please advise the
maximum storage capacity or the minimum area
required.
2.1.2 Referring to the Table 1 above, please advise if the
100m2 3-side enclosed temporary shed in the
Recyclable Products Production Area is sufficient to
accommodate the wood cutting machine and
necessary accessories to produce wood boards and
wood beams up to 5 tpd. If not, please suggest the
minimum area required.
2.1.3 Referring to the Table 1 above, please advise if the 1,400m2 temporary
shed in the Recyclable Products Storage and Distribution Area is
sufficient to store up to 2,000 tonnes of recyclable products. If not,
please suggest the minimum area required.
2.1.4 Please advise if ALL general site works, civil engineering and building
works, and deployment and installation of E&M installation, plant and
equipment above-mentioned can be accomplished within the 4 months.
If not, please list out the works that cannot be completed, and state the
required extra time.

Please advise if the plant and equipment listed in Table 2
above are suitable and sufficient for the Contractor to
operate the Centre for receiving and processing 60 tpd
of yard waste, producing up to 50 tpd recyclable
products including 5 tpd of wood boards and wood
beams. If not, please specify the plant and equipment to
be removed and/or added.
Please advise if the layout shown in the Attachment B
and the plant and equipment list shown in Table 2 have
optimised the footprint and maximised the energy
efficiency of the Centre. Please supplement your advice
with your own layout and work flow.

Tree trunks with a diameter > 300mm will be prioritised formaking wood boards and wood beams. Please advise if suchselection criterion is appropriate. If not, please suggestother or additional selection criteria (e.g. length of treetrunks or type of trees)
Please advise if the size requirements of wood chips shownin Attachment C can match with the respective localbeneficial uses. If not, please suggest other or additionalrequirements.
Apart from the recyclable products listed (i.e. wood chips,sawdust, wood logs, wood boards and wood beams), pleaseadvise if there are any other types of recyclable productsthat the respondent would like to suggest to include in theContract. Please briefly mention the reason(s) of thesuggestion(s) and supplement with size and otherspecification requirements of the newly suggested recyclableproduct(s).

2.2.6Please advise the marketing and promotion activities that you consider
suitable and effective under the Contract to promote local use of the
recyclable products.
2.2.7 Please advise if the moisture content of no greater than 15% for the
wood boards and wood beams is appropriate. If not, please suggest
appropriate moisture content.
2.2.8 In addition to drying treatment of the wood boards and wood beams,
please advise if any other additional or specific treatment of the
recyclable products should be considered in the Centre under the
Contract. An example is sterilisation of wood chips for using as mulch
for landscaping purpose. Please clearly state the treatment method,
specify the recyclable products involved and explain the reasons.
Questions for Operation and Maintenance Services Period
Please advise if the establishment of the key personnel of the Centre (i.e. Project
Manager, a Site Operation Manager, an E&M Plant Manager, a Marketing and
Promotion Manager, a Safety and Environmental Management Officer, and a
Woodwork Officer) is appropriate. If not, please make suggestion.
Please advise if eight (8) numbers of qualified and experienced shredders, plant
and equipment operators; technicians, truck drivers, and wood workers, are
sufficient to ensure that the plant and equipment shown in Table 2 above are
operated and maintained properly. If not, please suggest the minimum number.
In addition to questions 2.2.9 and 2.2.10 above, please advise the minimum
number of full-time workers required to provide services and support to the yard
waste reception, sorting, processing, recyclable products production and storage,
distribution, and unsuitable waste disposal operations at the Centre.

general maintenance of the Centre, including office attendance, clerical
services, cleansing and security services, etc.
The fees for Operation and Maintenance Services Period include a fixed

and successfully distributed to users. Disregarding the variable fees,

Among the recyclable products produced by the Contractor, certain
percentage of the recyclable products produced can be retained as
products owned by the Contractor upon instruction by the EPD. The
Contractor shall have the discretion to upgrade such retained recyclable
products or turn them into new products and retain the revenue
generated from the sale of such recycled products. Please advise the
percentage.
