VCE VET Health Extract

Introduction

Program developmentThis program replaces the program published in the VCE VET Health program booklet in November 2011. This revision to the VCE VET Health program is a consequence of relevant qualifications in the HLT07 Health Training Package being superseded by the Release 2 of the HLT Health Training Package in August 2015.

For the VCE VET Health program, the identified sets of competencies have been grouped into VCE VET units for recognition purposes. The recognition status of VCE VET programs and the requirements of assessment for study score purposes are outlined in this extract.

Transition arrangements

Arrangements for continuing studentsStudents enrolled in HLT21212 Certificate II in Health Services Support in 2015 or earlier are to remain in this qualification until Program 1 is updated for implementation in 2017.

Students enrolled in HLT32412 Certificate III in Allied Health Assistance or the HLT32512 Certificate III in Health Services Assistance in 2015 or earlier, may complete their program in 2016 under the arrangements outlined in the VCE VET Health Program Booklet published in November 2011 and subsequent Program Summary updates.

No new students may enrol in HLT32412 and HLT32512 in 2016 and beyond.

Students commencing in 2016 and beyondAll students commencing a VCE VET Health program in 2016 and beyond must comply with the requirements outlined in this extract.

AimsThe VCE VET Health program aim to:

provide participants with the knowledge and skills to achieve competencies that will enhance their employment prospects in the health industry

enable participants to gain a recognised credential and to make an informed choice of vocation or career path.

Completion requirements for the qualificationHLT21212 Certificate II in Health Support Services (Program 1) must be read in conjunction with the nationally endorsed HLT07 Health Training Package, which is available on Training.gov.au: <training.gov.au/Training/Details/HLT07>.

HLT33015 Certificate III in Allied Health Assistance and HLT33115 Certificate III in Health Services Assistance (Program 2) must be read in conjunction with the nationally endorsed HLT Health Training Package, which is available on Training.gov.au: <training.gov.au/Training/Details/HLT>.

HLT21212 Certificate II in Health Services Support For the award of HLT21212 Certificate II in Health Services Support, students must achieve twelve units of competency:

four core units of competency eight elective units of competency.

A wide range of electives is available and can be packaged to provide either:

a generic qualification that covers a range of work functions, or a targeted qualification as required for specific work roles.

Elective units are to be packaged as follows:

For a generic qualification select a minimum of 6 units of competency from the relevant electives listed in the qualification (i.e. across all streams).

or 

For a qualification targeted to a specific area of work select a minimum of 6 units of competency from the relevant elective group.

and additional electives may be selected from:

units of competency to address workplace requirements and packaged at the level of this qualification or higher in Health and/or Community Services Training Packages

where appropriate, to address workplace requirements, up to 3 units of competency packaged at the level of this qualification or higher in other relevant Training Packages or accredited courses where the details of those courses are available on the Training.gov.au.

HLT33015 Certificate III in Allied Health Assistance For the award of HLT33015 Certificate III in Allied Health Assistance, students must achieve eleven units of competency:

eight core units of competency three elective units of competency consisting of:

at least 2 units from the electives listed in the qualification up to 1 unit from any endorsed Training Package or accredited course – the unit must be

relevant to the work outcome.

All electives chosen must contribute to a valid, industry-supported vocational outcome.

To complete the qualification students must complete mandatory work placement of 80 hours.

HLT33115 Certificate III in Health Services AssistanceFor the award of HLT33115 Certificate III in Health Services Assistance, students must achieve fifteen units of competency:

seven core units of competency eight elective units of competency consisting of:

at least 6 units from the electives listed in the qualification up to 2 unit from any endorsed Training Package or accredited course – the unit must be

relevant to the work outcome.

All electives chosen must contribute to a valid, industry-supported vocational outcome.

Any combination of electives that meets the rules above can be selected for the award of the Certificate III in Health Services Assistance. Where appropriate, electives may be packaged to provide a qualification with a specialisation. Refer to the qualification for further information.

To complete the qualification students must complete mandatory work placement of 80 hours for the specialisation Assisting in nursing work in acute care.

Enrolment adviceStudents wishing to undertake or complete the HLT33115 Certificate III Health Services Assistance should be enrolled in the HLT33015 Certificate III Allied Health Assistance.

Program structuresThe VCE VET Health program offers two distinct programs:

Program 1: HTL21212 Certificate II in Health Support Services Program 1 comprises 12 units of competency: four compulsory units and a minimum of eight elective units.

On successful completion of Program 1, students will be eligible for:

the award of HLT21212 Certificate II in Health Support Services recognition of up to three VCE units at Units 1 and 2 level.

Program 2: HLT33015 Certificate III in Allied Health Assistance (incorporating the HLT33115 Certificate III in Health Services Assistance)Program 2 comprises a minimum of 10 units of competency: 9 compulsory units and a minimum of 1 elective unit.

On successful completion of Program 2, students will be eligible for:

a statement of attainment towards the completion of HLT33015 Certificate III in Allied Health Assistance or the HLT33115 Certificate III in Health Services Assistance

recognition of up to one unit at Units 1 and 2 level and minimum of three units at Units 3 and 4 level.

VCE VET Health Extract

Program durationThe VCE VET Health program has a minimum nominal hour duration of:

Program 2 may be completed over two or three years. To access a study score from 2018, the scored Units 3 and 4 sequence in Program 2 must be delivered and assessed in a single enrolment year.

The nominal hours attached to each unit of competency are calculated by the Victorian Department of Education and Training, as an indicator of the training time required to become competent. They are a guide only, and the actual duration of the training is affected by students’ readiness to be assessed for the particular unit of competency.

It is important to note that the allocation of nominal hours for each unit of competency is intended to cover both delivery and assessment.

SequenceA range of delivery sequences is possible; however, the selected delivery schedule should take into account the linkages between the units of competency.

Study scoreFrom 2018, a study score will be available for the revised Program 2 of the VCE VET Health program. To be eligible for a study score, students must:

satisfactorily achieve all the units of competency designated as the scored Units 3 and 4 sequence (compulsory and elective UoCs)

be assessed in accordance with the tools and procedures specified in the VCE VET Assessment Guide. The VCE VET Health program assessment plans and examinations specifications and advice will be published on the VCE VET Health program page in February 2017:<www.vcaa.vic.edu.au/Pages/vet/programs/health/health.aspx>

undertake a written examination in the end-of-year examination period based on the compulsory units of competency in the Units 3 and 4 sequence.

VCE VET Unit entitlement

Program 1: HLT21212 Certificate II in Health Support Serivces Students undertaking Program 1 are eligible for up to three units of credit towards their VCE at Units 1 and 2 level.

Program 2: HLT33015 Certificate III in Allied Health Assistance (incorporating HLT33115 Certificate III in Health Services Assistance)Students undertaking Program 2 are eligible for one unit of credit towards their VCE at Units 1 and 2 level and a minimum of 3 units of credit at Units 3 and 4 level.

VCE VET Health Extract

Students who are able to undertake further training to complete the HLT33015 Certificate III in Allied Health Assistance or the HLT33115 Certificate III in Health Services Assistance may be eligible for further credit at Units 3 and 4 level.

DuplicationVCE VET units may only make the maximum available contribution towards satisfactory completion of the VCE if no significant duplication exists between the VCE VET program and VCE studies or another VET certificate in a student’s program. Where significant duplication does exist, students may enrol in the VCE VET program and the VCE studies or other VET certificates identified, but a reduced VCE VET unit entitlement will then apply. Credit towards the VCAL will also be reduced due to duplication.

No significant duplication has been identified between the VCE VET Health program and VCE studies.

Note: A student may not be enrolled in both a VCE VET Health program and Health School-based Apprenticeship or Traineeship at the same time.

Dual EnrolmentsSome units of competency are duplicated in the VCE VET Health and VCE VET Community Services programs. For students with enrolments in both of these programs, care needs to be taken to ensure the units of competency chosen in the VCE VET Health program do not duplicate the units of competency in the VCE VET Community Services program. Credit for a unit of competency can only be counted once towards the VCE or VCAL. Schools are asked to ensure that the same unit of competency is not enrolled in both programs on VASS. Where a unit of competency is completed in both programs it can only be used for one enrolment.

Structured Workplace LearningThe VCAA mandates a minimum of 40 hours of placement per year, but strongly recommends that students undertake 80 hours of placement per year for the VCE VET Health program. Further information on SWL arrangements is available on the Victorian Department of Education and Training (DET) website: <www.education.vic.gov.au/school/teachers/teachingresources/careers/work/Pages/structuredlearning.aspx>.

Schools and providers should note that the new HLT training package now mandates placement for some units of competency and qualifications. Placement duration and/or conditions may be stipulated to gain competency for the unit or to complete the qualification. Where placement is not undertaken, and is required as part of the Assessment Requirements, competency cannot be deemed.

Where the training package requires placement, this can be used to satisfy the VCAA SWL placement requirements for the program.
