MOBILE HEALTH CLINICS: DEPARTMENTS JOIN FORCES

On the road to wellnessMedicalmobile clinics are on themove

to promote better health for childrenin the Western Cape.

On Thursday 28 August, Western CapeMinister of Health Theuns Botha and West-ern Cape Minister of Education DebbieSchäfer visited one of the provincial govern-ment’s wellness mobiles clinics for schoolhealth at Delft Primary School.This month, the vehicles travelled to

schools across the province to screen GradeR and 1 learners for vision, speech, hearingor skin problems as well as to assess theirmotor skills, mental health, oral health andtest them for tuberculosis (TB).The fleet of five state-of-the-art wellness

mobile clinics is a flagship project for theWestern Cape Government and a demon-stration of the provincial departments of Ed-ucation and Health working better together.The project is the first in which the two de-partments are breathing life into the inte-grated school health programme.The wellness mobiles will visit schools

across theprovince, particularly inpoor andrural areas, in order to screen Grade R andGrade 1 learners for conditions that requiremedical and dental intervention.The preventative dental care that will be

provided by this service will also signifi-cantly reduce cavities among children.Each wellness mobile for school health in-

cludes:V a consultation room where general

health screening can be performed. This in-cludes a general check-up; an assessment ofgrossmotor skills, height andweight; anear,nose and throat examination; screening forTB symptoms and other psycho-social is-sues.

included in the wellnessmobiles after it wasfound that many young learners living inpoorareasdidnothaveaccess to these essen-tial health services.

One­stop health serviceAn advantage of this one-stop health serv-

ice is that learners, who are identified asneeding spectacles and dental care, will nowbe attended to on the spot.Each unit is staffed by a school nurse, an

optometrist and a dentist.The initiative also focuses on schools situ-

ated in areas where it is most challengingfor parents to access dentists and optome-trists due to remote locations or financialconstraints.

They believe that ensuring that low-in-come families can still have proper accessto health services for their children, will al-so have a positive effect on education out-comes in the province.Western Cape Minister of Health, Theuns

Botha, was very excited about this initiativeand thanked all the sponsors who were com-ing on board.“We are very proud that Dischem is our

first sponsor of this groundbreakingproject,” he said during his visit to Delft.“Finally we are able to bring healthcare

to schools using state-of-the art technology,in smart vehicles, using equipment of thehighest standard.“For example, the optometristwill use dig-

ital technology which transmits the read-ings of the child’s visual status electronical-ly to the laboratory whichmanufactures thespectacles, and the spectacles will be deliv-

ered a week later.”

No more obstacles to learningWestern Cape Minister of Education Deb-

bie Schäfer was also very positive about theinitiative.“The project has been designed to reduce

barriers to learning caused by health prob-lems such as poor eyesight and dental cavi-ties,” she said.“We have discovered that there are a

number of children who have simple healthproblems, such as bad eyesight, which areoften left undetected and which negativelyaffect their schoolwork.“It is a tragedy if the reason children can-

not read is not because they do not have theability, but because they cannot see proper-ly.“The reasons that these issues are not de-

tected often relate to the fact that the parents

are not able to afford screening such asthese. The mobile clinics will make a hugecontribution to addressing this problem,”said Schäfer.The 10-year contract for this service was

awarded to Mobile Satellite Technologies, acompany that specialises in the provision ofmobile clinic services. The vehicles are sup-plied with solar power and generators andcarry their own water supply. Plans forwastewater andmedicalwastemanagementhave also been included in the vehicles.All clinics are also equipped with air-con-

ditioning, a kitchenette and toilet facilitiesas well as a big-screen TV on the outside toentertain youngsters while they wait theirturn.Minister Botha and Minister Schäfer will

visit similar wellness mobiles travelling toschools along the West Coast, Overberg andWinelands over the next few weeks.

As part of celebrating Women’s Month inAugust, a group of women inDelft arrangedan event at Voorbrug sports ground to high-light violations of health rights in their ar-ea.Nicole Fick, one of the organisers from

theUniversity of CapeTown, explained thatthe women involved were part of TheWom-en’s Circle, an organisation established in2006 that works with different communitygroups to empower them by promoting re-spect for human rights.“The Delft Women’s Circle, coordinated

by Susan Jantjies, has been involved in thephoto-voice project in collaboration withthe University of Cape Town School of Pub-lic Health’s learning network on healthrights for the past five years,” she said.“This project involved women being giv-

en disposable cameras to take photos ofhealth conditions in their area.

“With funding from the Gordon InstituteforCreative andPerformingArts these pho-tos were then used in creating a mobile ex-hibition.”Women’s Month also provided a platform

for women from the Delft circle to raiseawareness around issues that adversely af-fect health in their community by makinguse of the exhibition of their photos.“To advocate for change the relevant

stakeholders were invited to a presentationbymembers of the Delft circle on the healthsituation in Delft and to participate in a dia-logue to explore ways to address these is-sues,” added Fick.The event was attended by representa-

tives from the Department of Social Devel-opment, a representative from the Execu-tiveMayoral CommitteeMember for healthand law enforcement.The topics under discussion included

housing, water and sanitation, illegaldumping of waste, crime and substanceabuse.

Bonteheuwel sports-men and womentook to the streets on Saturday totake on the fight against crime and

gangsterism.This initiative is also part of the activi-

ties of the joint peace forum (JPF) who areformulating a multi-pronged attack onfighting the rampant crime and gang ac-tivity in the area.JPF spokesperson, Soraya Salie pointed

out that thismarchwas important to high-light the need to create activities to keepthe youngsters away from the negative af-fects of gang activity and drug abuse.“In former years sport played a big role

in this community and there were manytop athletes, footballers, cricketers, net-ballers and others who came from this ar-ea,”she said.

Sport for peace“Sport must play a part in restoring

peace and safety aswe show the youth thattheir talents can be used for their positiveempowerment.”Wayne Weitz from the sport portfolio of

the JPF also felt strongly about the rolethat sport has to play in restoring safetyin Bonteheuwel.“The issue to deal with is to page back

in history and prepare adequately for thefuture,” he said.“We are reminded of our past but we

should be encouraged by the unifying rolesport played in our society in Bonteheuw-el.“We are reminded not to have blinkers

on but to discuss the political, social and

environmental issues which impact onour lives as a community and chart therole of sport development (infrastructuredevelopment, wellness and positive life-style campaigns and talent development)in relation to making Bonteheuwel a saferplace.“As a community, spe-

cifically the sport com-munity, we are current-ly not developing ourcommunity effectively.”He also pointed out

how an array of sportingcodes for all ages are cur-rently being played inthe area.“There was always sport here. Hockey,

badminton, softball, swimming, tennis,netball, rugby, cricket and football.“The question we ask ourselves is, what

happened to these codes, is it the drainingof expertise or schools not offering thesecodes at their schools.“This scenario can only be addressed

through a vibrant sports council that willinteract and encourage dialogue betweenall role players, inclusive of all schools.”He also pointed out how former presi-

dent Nelson Mandela recognised the im-portance that sport can play in uniting anation.“Mandela said: “South Africa is a coun-

try of many cultures but we are one sport-ing nation. Through sporting excellencewe have learned to accept on another, notfor the colour of one’s skin, but for whatyou are. Sport has made a very importantcontribution to the reconciliationof a oncedivided South Africa.Let us not only appreciate our sporting

achievements but also the role that sporthas played in bringing South Africans to-gether.”Weitz also pointed out that the commu-

nity is thankful for the existing facilitiesbut we need to appreciate and manage

them effectively.“By this we mean that

the youth needs to takea leadership role, alongwith the elders, to gainthe experience and guid-ance.“We cannot over-em-

phasize the social valuessport can deliver and es-pecially for youth shap-

ing our communities and society at largeto inculcate good healthy lifestyles and bepositive role models.

Becoming leaders“I also want to remind the young people

of the opportunities in the sporting indus-try such professional players and ath-letes, coaching, technical officiating andadministration.“This industry has enormous potential

but requires personswith the following at-tributes: dedication, commitment andleadership qualities.“Opportunities will always exist but it

is those individuals that demonstrate theabove qualities thatwill seize themoment.“Our youth must remember that the on-

ly discipline that lasts is self-discipline.”

Residents and businesses which gene-rate their own electricity via renewa-ble energy sources will soon have the

option of feeding a limited amount of theirsurplus energy back into the grid. Thiswillbe used as an incentive to be off-set againsttheir electricity accounts.The implementation of the small-scale

embedded generation (SSEG) tariffs willmake it legally possible to feed electricalpower back into the municipal grid.Most SSEG projects generate electricity

from renewable sources such as the sunand wind. According to Clive Justus,chairpersonof sub council 4, theCity is em-

bracing SSEG technology to assist with thecountry’s acute power shortage.“Bydoing so,weare assisting businesses

and households to minimise their ownelectricity consumption,” he says.

Advanced meter neededConsumers who wish to feed SSEG-gen-

erated electricity into the municipal elec-tricity grid will be required to have a bi-di-rectional advanced meter infrastructure(AMI) installed by the City at their owncost.The City’s Electricity Services Depart-

ment is finalising the outstanding costs

which will enable the City to provide resi-dents and businesses with an off-set forfeeding power back into the municipalgrid.An announcement about the first con-

sumer to be signing the SSEG agreementwith the City is imminent. It is a legal re-quirement that consumers wishing to con-nect SSEG to the grid must obtain consentin writing from the Director of ElectricityServices.According to Justus, the City has set it-

self a target of sourcing 10% of its electrici-ty from renewable energy resources by2020 and the roll-out of the small-scale em-

beddedgeneration tariff supports this goal.In a pilot project, a small number of resi-

dential, industrial and commercial con-sumers have already connected rooftopphotovoltaic (PV) generation to the City’selectricity grid.

Legally possibleHowever, conventional metering instal-

lations does not allow for a two-way flowof electricity.“The implementation of thesmall-scale embedded generation (SSEG)tariffs will make it legally possible to feedelectrical power back into the municipalgrid,” says Justus.

Health workers from a local NPO will nowhave some technology at their fingertips tohelp them go about their work.As part of their ongoing development and

training, Hope Cape Town recently distrib-uted brand new Samsung Galaxy tablets toits 24 community health workers across theprovince.The tablets have been pre-loaded with

useful data, including recent and relevantTB and HIV-related guidelines, varioustools for counselling and disclosure, a widerange of reading materials, useful contactnumbers, illustrated human anatomycharts and copies of training material.This data will be updated regularly and

whenever the community health workersattend their monthly training, new infor-mation will automatically uploaded.The tablets will be fantastic tools for the

healthworkers as they interactwith and ed-ucate patients.

“The better equipped our communityhealth workers, the better the service theyrender to the community,” says FahimDocrat, Hope Cape Town Donor RelationsManager.“As far as we know, our health workers

“To be dead would be better than sufferinglike this,” says Anthony Leeraar fromBrackenfell. He is only one out of the thou-sands of South African pensioners who ha-ve been affected by the Transnet pensiondebacle.“I would rather strap myself to a railway

line and let one of their trains kill me, thancarry on living out my old days in poverty.I lost everything and life is not getting anybetter,” he told TygerBurger last week.Leereer (57) joined Transnet in the 1970s,

where he worked as a client centre manag-er for the next 20 years until he was medi-cally boarded in 1997 for dystonia – a neuro-logical disorder which affects your abilityto move normally.

Living below the breadline“At this stage I could barely do any work

and was forced to stop working. I was how-ever completely dependant on my pensionfund payments, which by this time was al-readybeingaffectedby the allegedmisman-agement of Transnet pension funds in1994,” he said.Leeraar was only one of many who lost

almost everything, after about 65 000 mem-bers had their benefits reduced by 45%-earning less than the state’s old-age pen-sion of R1 350/month.“At the moment I should be getting more

than R6000 per month but I only get R2900,and after the medical aid deductions I haveonly about R300 left,” he said.Leereer and other Transnet pensioners

alsohad tomakedowith an increase of only2% per year.“I was forced to sell my house andmy car

and later my wife also divorced me,” hesaid.He currently lives in a roomwith a friend

and despite of his debilitating illness wasforced to take up a small temporary jobagain.“It is hard for me, but I have nochoice. I can’t live on R300 per month andwhen this job is done, I don’t knowwhat I’mgoing to do next.”Leeraar says this is nothing less than a

human rights abuse.“This is our money and our futures that

have been blatantly stolen and I know thereare many more Capetonians like me outthere.”He says he has spoken to numerous Tran-

snet pensioners living in areas such asKraaifontein, Brackenfell, Parow andGoodwood, who are all living below thebreadline. Meanwhile, last month, the Pre-toria High Court allowed a class actionagainst Transet to commence.Transnet will have to defend itself

against a R85bn claim- the first of its kindand the biggest ever class action lawsuit inSouth-Africa.Although this decision is being appealed

by Transnet, many political parties in thecountry are rallying for the pensioners.In a recent statement DA Natasha

Michael, shadow minister of public enter-prises, stated that this plannedappeal is un-acceptable.“These pensioners, most ofthem between the ages of 70 and 90 yearsold, have dedicated their lives to South Af-rica through infrastructure building.With-holding their pension money is nothingshort of exploitation,” she said. “We cannotallow these men and woman who workedall their lives to improve South African in-frastructure to be left to starve and sufferwhen they can no longer look after them-selves,” she said.The FF Plus is also taking steps that may

negatively affect Transnets’s credit rating,by providing all of its creditors, capital ex-pansion service providers and large creditrating agencies with a copy of the HighCourt judgment. An investigation by thePublic Protector, Advocate ThuliMadonse-la, is also pending.

A financial workshop for domesticworkers and gardeners was held atParow golf club last week, outlining

the basics of saving and financial planningfor low-income earners.

Craig Torr, a financial advisor fromPinelands presented the workshop as partof Financial Planning Week from 25 to 29August. Despite being poorly attended, thehandful of attendees peppered Torr withquestions about how to get out of the debtcycle and start saving and investing.

The hour-long session focused on plan-ning your budget and making changes inorder to reduce debt.

“The moment you borrow money to buysomething, is when your problems begin,”he warned. “The Xhosa word for loanshark, matshonisa, literally means ‘thepersonwho sinks you’. And still we borrowmoney from him. Why do we do that?”

No more debtTorr blames misleading advertising that

lures consumers into borrowing andspending instead of saving.

His advice? “Delay what youwant to buyand pay off your debt.”He advises to ratherwrite down all expenses to see where thebudget can be cut down.

“Maybe a little less on cigarettes, beer orairtime. Maybe you say for six months youare not going to buy any clothes. So youbring your total expenses down to less thanwhat you are earning. So now you have ex-tra. Pay that money back to your debtors,pay them back more than they are asking.When you’ve paid off your debt, you neverborrow again,” he advises.

One of the tips he gave was to pay a littlemore every month to the debtor you oweleast, thus finishing that debt first.

“Once that debt is settled, you calculatethe amount you paid to that debtor permonth and add it to the amount you pay offon your next biggest debt. When you haveno more debt, you will then have thatamount you paid to your debtors permonth, available to save.”

According to Torr, the biggest evil is theso-called hire-purchase shopping, whereyoumake a monthly payment – on just oneitem.

“After 24 months you will pay betweenR12 000 and R14 000 for something thatwould have cost R10 000 cash. For 24months you pay more than you shouldhave, this is where you could have boughtfood, airtime and paid school fees. At theend of the day you are giving away the mo-ney because you were not prepared to waituntil you had enough money.”

School fees firstHe added that if you are saving you can

have so much, but if you are borrowing,you have so little.

Torr advised that the bank is the bestplace to borrow money, where interest isthe lowest.

He urged people to open savings ac-counts for savings such as for school fees,holidays and eventualities like funerals.

“For long term savings such as universi-ty fees, you should ask the bank about in-vestment options,” he said.
