ARavensmead family has been suffer-ing from a case of “water, water every-where” but they’ve had to pay for wa-
ter that they did not drink (apologies to Sam-uel Taylor Coleridge).The problem for SharonWilliams and her
family in Elim Close began in 2011 whentheir water bill, which was normally be-tween R200 to R300 per month, suddenlyjumped to a whopping R89 000.“We got the shock of our lives,” she said.“That is when our nightmare began be-
causewewere sent from pillar to post tryingto sort out the problem and reported it to thecouncil.“They eventually sent somebody to in-
spect here but they could findnothingwrongwhen it was obvious that there was a prob-lem.“How can we use so much water in a
month?We don’t have a pool nor are we run-ning some small industry from here.”The nightmare was far from over because
the bill sky-rocketed to over R100 000 in thenext two months.
Private inspectionEventuallyWilliams had to call her insur-
ance who sent out a private company whodid their own inspection.“They then opened amanhole on the prop-
erty and found water running on the side ofa pipe in the ground,” she explains.“Apparently a pipe had broken but it was
through no fault of ours. It was defectivewhen they installed it.”Armed with proof of the defective pipe
from the plumbing company, who eventual-ly fixed it at a cost to the family, they man-aged to get a rebate on the water bill but stillhad to pay R37 000.
Unfairly punished“We then managed to arrange to pay off
these arrears but our problems continuedwhen the water was cut and we had to goback to them and explain that we had madearrangements to pay off the bill, and it hap-pened more than once,” said Williams, whoalso works for the municipality.“To make matters worse the biggest sur-
prise came at the end of last year when Ifound that they had taken R8 000 from mybonus towards these arrears. I feel that Ihave been punished unfairly for a problemthat was caused by bad workmanship ontheir part and we’re still paying the price.”Maycomember for utility services, Ernest
Sonnenberg confirmed that leaks on privateproperty (on the resident’s side of the watermeter) are the responsibility of the accountholder.“Residents are responsible for ensuring
their plumbing is in good condition and itis advisable for regular inspections tobeper-formed. This will prevent leaks,” he said ina statement.“In order to prevent an unexpectedly high
bill, residents should please monitor theirwater supply regularly

“They can do so by checking the figures ontheir water meter. If residents suspect thatthere might be a leak on the property theyshould turn off all water in the house andcheck thewatermeter to see if it reflectswa-ter use.“If the numbers continue to increase, thismeans that there is a leak on the property.This should allow them to attend to leaksbefore they incur any additional costs.”In response, Williams pointed out thatSonnenbergwas award councillor in the ar-ea at the time the problem started and wasinformed when it happened.Mayco member for finance, Ian Neilson,also defended the water bill by confirmingthat residents are responsible for ensuringtheir plumbing doesn’t leak.“If a resident cannot afford to pay theirbill, they should please approach their near-est municipal office, where a payment ar-rangement canbe createdbasedon theabili-ty to pay,” he said.“TheCitywill seek to address theproblemof underground leaks or leaks otherwise notvisible to the eye on private property in acaring andunderstandingmanner by grant-ing an “underground rebate” for bona fideclaimants of suchplumbing leaks,whohavemade appropriate application for a rebate,”said Neilson.“In these instances, theCitywill share thecosts on an equal basis with the consumer.To prevent the abuse of the rebate system,leaks on plumbing to convenience fixturessuch as irrigation systems and automaticfilling systems to ponds, pools, fountainsand similar, are excluded from the rebate.”Williams also pointed out that there wereregular problems with pipes bursting andflooding the area,meaning therewere ongo-ing problems with faulty pipes.Sonnenberg explained that he City en-deavours to fix leaks on its infrastructure
as soon as they are identified.“Residents can assist in this regard by re-porting any leaks to the City’s call centre on0860 103 089,” he said.“Furthermore, the City has committed it-self to upgrading and replacing 300kmofwa-ter pipes over the five-year period from 2012to 2017.“This financial year, R46 million is bud-geted for water pipe replacements. A totalof approximately 242km has been replacedsince the beginning of the 2011/12 financialyear.“Areas are considered for inclusion inthis process based on factors such as thehis-tory of faults, the age of the infrastructure,materials used, and the water pressure thepiping needs to withstand.”Williams is still not happy with the situa-
tion.She says she feels the City is making peo-ple pay for bad workmanship on their part.“We’ve lost a lot ofmoney throughno faultof our own,” she says.“The city should have some sort of warn-ing system inplacewhenyou start using thesame amount of water as a small village. Itshould be obvious to them but they do noth-ing so long as they can benefit.“In the meantime we are still sufferingunder the financial strain and I amsure thatthere are manymore who have suffered thesame fate.“There are so many modern applicationsthat they can use to help them to help us,andmost importantly play a part in the big-ger picture of saving water and not lettingit go to waste.”

“Immunisation is safe and effective.”This is the message of the faculty ofmedicine and health sciences of the
Univerity of Stellenbosch, Tygerberg, du-ringWorld ImmunisationWeek that startedon 24 April.
This faculty believes immunisation is oneof the most effective ways of reducing ill-ness and death in children, yet many chil-dren in SouthAfrica andAfrica do not bene-fit from this life-saving measure.
It is estimated that 1.5 million childrenacross the globe died from vaccine-preven-table diseases in 2013.
“Vaccines are different from medicines.Normally people only take medicine whenthey are sick, but you take vaccines to pre-vent disease in future,” explains ProfessorCharles Wiysonge, deputy director of thecentre for evidence-based health care atStellenbosch University.
Robust programmeHe says South Africa has one of the most
robust immunisation programmes on thecontinent, offering vaccinations against so-me of the common diseases responsible for
childhood deaths and disability, includingpolio, measles, TB, tetanus (an infectioncharacterised by muscle spasm), rotavirus(which causes diarrhoea in children) andpneumococcal disease (responsible forpneumonia, ear infections, meningitis andother diseases).
But despite the range of vaccines availa-ble, only about two-thirds of South Africanchildren are estimated to receive the full se-ries of immunisations. Although the natio-nal health department provides vaccinationcoverage figures of close to 100 percent, fre-quent outbreaks of vaccine-preventable di-sease (especiallymeasles) prove full covera-ge is not yet achieved.
Need for education“There is an urgent need for education on
immunisation among parents and healthcare workers. Ignorance around the impor-tance and safety of vaccines cause many pe-ople to forgo the opportunity to be vaccina-ted.
“Vaccines undergo strenuous testing andthere is a strong emphasis on safety,” saysWiysonge. “One can comfortably say all the
vaccines in our immunisation programmehave a very good safety profile.”
Safety testsHe says before any vaccine is made avai-
lable it undergoes several safety and effica-cy tests. The results are combined in a syste-matic review and is scrutinised by a WorldHealth Organisation (WHO) task group.
Wiysonge, who serves on theWHO’s stra-tegic advisory group of experts on immuni-sation as well as the African task force onimmunisation, says the low uptake of vacci-nes ismostly due to health care staff and pa-rents’ lack of knowledge about immunisati-on, human resources and financial con-straints, and systematic challenges suchpoor refrigeration facilities and availabili-ty.
“In line with the millennium develop-ment goals, we have to ensure our chil-dren’s right to health, development and sur-vival is respected, protected andpromoted,”says Wiysonge.
Research byWiysonge and colleagues hasfound promising strategies to improve thecountry’s immunisation programme.

An angry mob attacked and killed acell phone thiefmeters from theMar-coniBeamPrimarySchool inJoeSlo-vo on 21 April.
Rumours on Facebook that thiswas a xenophobic attackwere deniedby Milnerton police spokesperson,WO Daphne O’Reilley, who says thedeceased was a South African.
“It is alleged that a man entered asalon inDemocracyWayopposite theprimary school, where his cell phonewas grabbed. The cell phone fell andthe complainant tried to take it,”O’Reilley says.
The cell phone owner was thenthreatened with a knife by the alle-ged thief, who tried to then stab him.
“The victim shouted and the sus-pect ran away, but was followed bymembers of the community and ap-prehended,” O’Reilley says.
The suspect was taken back to thecontainer and assaulted by commu-nity members.
He died on the scene as a result ofhis injuries.
A case of murder was opened andwill be investigated by the seriousand violent crimes unit, O’Reilleysaid.

Thieves ransacked a hospice for termi-nally ill children less than two weeksafter it opened its doors in Stikland.
Iris House, a mobile care and support or-ganisation for children with alimited lifespan and their fam-ilies, officially opened its newpermanent hospice premiseson 14 April on the StiklandHospital grounds.The newly revamped build-
ing – a project founded withlove and serious tenacity bySue van der Linde – became acrime statistic last Wednes-day.TygerBurger had just that
morning visited the newpremises to interview Sue onIris House’s plans for thestructure she and her teamhad brought to reality.“We had a break in last night,” Sue in-
formedTygerBurger onThursdaymorning.She said the security company was very
quick to react, but they suffered some loss-es.“We only lost the Mac (computer), petty
cash tin and our brand new hard drive withall our video footage on –we are praying thecompany has a backup,” she said.“Who steals from a Children’s Hospice?”On TygerBurger’s visit, Sue provided a
tour of the premises, showing off the newlyfunctional spaces created during phase 1 oftheir huge clean-up operation.The centre opened to wide media interest
on 14April, with the Premier of theWesternCape, Helen Zille, unveiling the plaque.During our visit, Sue mentioned they
needed to build a wall – but for a differentreason at the time than security.
It appeared that some of the neighbourswho work with fork-lift trucks, had takento using the centre’s newly laid drivewayfor their own purposes.“The driveway isn’t made for that kind of
heavy-duty wear and tear. It’s meant as aquick and easily accessible way for parents
to roll up our children whoare inwheelchairs,” she said.“But now one of the neigh-
bours is using the drive wayto turn his big trucksaround.”The house, as it stands on
the tranquil grounds of thehospital as a former employ-ee residence, was in a state ofutter neglect when Sue firstlaid eyes on it.“We got lost on the hospital
grounds and ended up at(this) property. I knew wehad to have it, and we did.Eventually.”The end of phase 1 of the re-
pairs to thehousewasavery long road filledwith red tape, broken roof tiles, finger deepgrime and filth and the accompanying cock-roaches, a stolen geyser and piping, withthe brass window latches also having beenstolen..But with the help of care staff and some
of the parents and family members of the155 children serviced by Iris House acrossthe Western Cape, the home was rebuiltwith love, care and lots of fresh paint andcement.Then, not two weeks after the fanfare of
the opening, the burglary happened.Bellville police spokesperson Fienie
Nimb, added their voice to the chorus of dis-may. “A case of housebreaking is being in-vestigated. The police were at the openingfunction and we strongly condemn the inci-dent.”

ways to improve service levels thatwill saveresidents time and money. We live in a digi-tal erawhere smart phones andothermobiledevices aremore easily accessible to a largersector of our population,” says coporate ser-vices mayco member Xanthea Limberg.“The mobi site, a web page designed for
mobile devices, is onemore option availableto access City services,” said Limberg.The mobi site uptake has been slow, but
the City hopes more residents will use it.Of the more than 20 000 service requests
created via the eServices portal from 1April2014 to 31March this year, just over 400werevia the mobi site. The top three services re-quested related to streets lights not working(30 requests), illegal structures erected (27requests) and blocked or overflowing sewersystems (24 requests).Residents can use the mobi site to report
faults such as potholes, water leaks, electri-city failures and illegal dumping amongother service requests.The mobi site can be accessed at: http://
www.capetown.gov.za/mobi. Users shouldselect the “Service Requests” tab and go to“Create new service request”. Once a re-quest has been chosen under the “Group”

to assist with the funeral for a loved one asthey do not have any type of funeral cover,”said Christians.“We then have to run around to raise

artists to sing out against xeno-phobia.Gospel singers Judith Sephu-
ma and Patrick Duncan were inCape Town last week to recordPray, which was released onWednesday 22April.Neville origi-
nally wrote thesong for Ju-dith, who re-corded it forher gospel al-bum The Expe-rience, but thistime aroundthe song featu-res three voi-ces.Neville ex-
plains theythought thesong was veryappropriatewhen lookingat the currentsituation inSouth Africawith regards torecent xeno-phobic attacks.“It’s just really a prayer,” he
says, adding: “I don’t care whoyou pray to.” He adds that ofcourse there’smore to fixing thesituation than praying, but thethree believe it’s a good place tostart.“It’s where we get our wis-
dom,” and from there they goout and dowhat we can do in ac-tion.The reason Neville asked Pa-

The University of the Western Cape(UWC) romped to yet another VarsityBeach Volleyball title when they beat
Tuks 44-25 in the final on Thursday.UWC finished the tournament unbeaten
on their home turf, claiming their third tit-le on the bounce.
Led by veteran captain Bejancke Della,who was named Steers Most ValuablePlayer of the Tournament, UWC were do-minant throughout the tournament.
After crushing the University of Limpo-po 40-27 in the semi-final, UWC strolled toa big win over Tuks in the final.
The defending champions took thematch by the scruff off the neck from thestart, but Tuks never gave up and continu-ed to pounce, managing to take the deficitto just three points during the first half.
Tuks rallied to stay in contention, butUWC’s experience soon became apparentas they cruised to a 23-14 lead at half-time.After the break, the hosts took full controland raced to a commanding position of 35-20 with just five minutes remaining.
The result was soon put to bed as UWCturned the screws even tighter and exten-ded their lead by 19 points with one minuteto go. The crowd counted down the final10 seconds of the match as UWC claimedthe match 44-25 to be crowned championsof 2015.
Tuks finished runners-up while VaalUniversity of Technology took third placeafter beating the University of Limpopo47-26 in the third place play off.
UCT and newcomers Kovsies ended fifthand sixth respectively, with UCT takingone win from five and Kovsies taking thewooden spoon, finishing without a singlepoint.

Female footballerscompete at UdubsThirty-two teams from all over the WesternCape will compete in the Phoenix Spurs Foot-ball Club’s annual community female footballtournament on Friday and Saturday.
The University of the Western Cape sportgrounds in Robert Sebukwe Road will host thetournament.
This tournament is a major stepping stonefor all female football players and the holisticdevelopment of women in South Africa andwill be a bench-mark event for all partici-pants.
