    Johannesburg attorney is preparing

    tobring chargesofhumanrightsviola-

    tions and a civil suit against a local

    neighbourhood watch member and two

    Brackenfell armed response officers after

    what he describes as a vicious attack against

    him on Good Friday.

    A keen runner, Jongikhaya Gwe (42), visi-

    ted the Mother City to take part in the Two

    OceansMarathon and stayedwith his sister

    Siphokazi Hans, who lives in Protea

    Heights.

    The alleged attack on him occurred at

    about 09:00 when he went for a stroll in the

    neighbourhood.

    I was dressed in my running shoes, a

    Comrades Marathon jacket and cap as I set

    off for my walk. While in Jacaranda Street,

    a white Tata Bakkie stopped next to me and

    the driver, Pieter Le Roux asked me what I

    was doing there and if I worked in the area.

    I told him I was taking a walk, after which

    he told me I was not allowed to walk in the

    area without his permission and that he

    wanted to see my ID document, Gwe told

    TygerBurger last week.

    Suspicious black guy

    I told Le Roux that I did not have my ID

    document on me and walked away, turning

    into Mimosa Street.

    I asked him on what grounds he wanted to

    search me and the next moment he grabbed

    my wrist and I pushed him away.

    Smigelaars report described the events as

    follows.

    the armed response officer grabbed the

    guy (Gwe) and a fight started between them,

    whereby they threw each other on my vehi-

    cle and damaged my right side fender. The

    black guywashit by the armed response offi-

    cers of SJC, Titanium as well as the

    neighbourhood watch (member)! I then told

    these guysthat I think the situation was

    under control but they would not listen.

    Gwe says hewas hit in the face, which bro-

    ke his glasses, on the head and on the legs

    with a baton, and with a wooden walking

    stick.

    After Smigelaar managed to stop the fight

    the men waited for the police next to the

    street, where, according to Gwe the officer

    from Bolt Security kept him safe until the

    police arrived.

    After a 45 minute wait, with the police

    still not in sight, the officers left and my sis-

    ter, who in the meantime arrived at the sce-

    ne, and I left to go to the police station, said

    Gwe.

    His sister Siphokazi told TygerBurger she

    was shocked to hear what one of the persons

    on the scene told her brother.

    As I arrived there, I heard the man tell

    Jongikhaya that he was a Malema. My bro-

    ther looked terrible, he had an injury on his

    head and his shirt was torn, she said.

    Arriving atBrackenfell police stationGwe

    said hewas surprised to see Le Roux and the

    armed response officer there, whohad in the

    meanwhile opened cases of common assault

    and crimen injuria against him.

    Nevertheless, I proceeded and laid a case

    of assault GBH, for which I immediately un-

    derwent a medical examination at the Cape

    Gate Mediclinic, he said.

    According to the medical legal examinati-

    on report, which is in TygerBurgers posses-

    sion,Gwe suffered a haematoma (contusion)

    to the scalp and injuries to his legs.

    The report stated that Gwes injuries were

    in keeping with the alleged assault, that his

    shirt was torn and he was in an agitated and

    emotional state.

    He subsequently never took part in the

    marathon and returned home the next day.

    I am very disturbed about what had hap-

    pened tome. I never expected that this could

    happen to me in this day and age. I cant be-

    lieve that I was called a suspicious black

    guy for taking a walk, and treated without

    any human dignity, he said.

    W/O Erica Crouse of the Brackenfell poli-

    ce confirmed the case, saying several arrests

    had been made since Good Friday.

    The police does not condone any illegal

    actions of any sort. A neighbourhood watch

    is not a statutory body and has to operate

    within the boundaries of the law. They are

    the eyes and ears of the police but can at no

    stage take the law into own hands. The poli-

    ce must always be contacted if anything is

    suspected. Neighbourhood watches, howe-

    ver, remain a valuable part of community

    policing, she said.

    Le Roux and an armed response officer ha-

    ve since appeared in the Kuilsriver Magis-

    trate court.

    Gwe, n prokureur van Johannesburg, teen hom ge-

    maak het.

    Volgens Gwe het Le Roux en twee ander wagte van

    plaaslike sekerheidsmaatskappyehomaangerandn n

    konfrontasie in Mimosastraat. Gwe het aan TygerBur-

    ger vertel dat hy vir n oggendstappie gegaan het toe

    hy deur Le Roux aangekeer en gevra is wat hy daar

    maak en waar sy ID is.

    Aantygings

    Ek is baie kwaad, dis die eerste keer in my lewe dat

    so iets met my gebeur. Hy (Gwe) maak aantygings,

    maar sniewathgedoenhetnie, hetLeRouxDonder-

    dag aan TygerBurger ges.

    Volgens Le Roux het Gwe in diemiddel van die straat

    gestap. Ditwas ietswat baie verdag voorgekomhet, juis

    omdat daar onlangs inbrake in die area was.

    Ek het toe langs hom gestop en hom vriendelik ge-

    groet: Mre meneer, u lyk verdwaald, het ek ges. Hy

    het toe ges: Wat bedoel jy met dwaal? en het vandaar

    begin om allerhande rassistiese opmerkings te maak,

    s Le Roux.

    Ek het hom toe laat gaan, maar wel besluit om hom

    te monitor en toe eers later die sekerheidsmaatskappy

    op die radio geroep, s hy.

    Volgens Le Roux was dit Gwe wat eerste die seker-

    heidswag getakel het.

    Nadat hulle mekaar ingevlieg het, het ek hom slegs

    met n houtknuppel op die kop getik om die keer dat

    hy die wag ernstig seermaak, s hy.

    Le Roux ontken ook dat hy Gwe gevra het vir sy ID.

    Ekweet dis n vry land en almal kan stap waar hulle

    wil. Hoekom sou ek nou so iets doen? wil hy weet.

    Apartheidsjare

    LeRoux s hywas gedurende die apartheidsjare deur

    verskeie leiers van die Xhosa-stam in die Kaap genader

    en amptelik ingelyf as n lid van die stam as gevolg van

    die werk wat hy in die townships gedoen het.

    Ek was n sakeman en dorpsontwikkelaar en het

    baie Xhosa-mense gehelp om sake-ondernemings te be-

    gin, s Le Roux.

    Hy ontken ook dat hy volgens bewerings vir Gwe n

    Malema genoem het en hom ander rassistiese name

    toegesnou het.

    Klagtes is reeds teen drie partye in die aanval aan-

    hangig gemaak, insluitend Gwe, Le Roux en een van

    die sekerheidswagte. Die ondersoek duur voort.

    centre, The Curves Gym in Durbanville

    plans to hold a food collection drive for

    the centre.

    It will take place from 5 to 16 May,

    whereby gym members and the commu-

    nity are asked to collect as much food as

    possible for the animals.

    During this time pet food can be

    delivered to the gym at 44 Oxford Street

    in Durbanville.

    die koffiewinkel moet ontmoet soos

    afgespreek, lui my foon.

    Dis Marika van Niekerk, n 22-jarige

    jong vrou van Brackenfell wat onlangs as

    die jongste Rotarir in Suid-Afrika by die

    Oostenberg-Rotarirs ingelyf is.

    n Gesellige kalm stem aan die ander

    kant lig my in dat sy pas by die koffiewin-

    kel aangekom het en dat daar geen haas

    is nie. Dan bied sy vriendelik aan om so-

    lank vir ons n tafel te kry.

    Ek is dadelik bendruk met haar wel-

    willendheid.

    Dit is immers nie baie alledaags vir ie-

    mand so jonk om deur di internasionale

    diensklub ingelyf te

    word as n volwaardige

    lid nie.

    En as jymy nie glo nie,

    gaan loer gerus in wan-

    neer jou plaaslike Rota-

    rir-klubweer vergader.

    Marika, tans in haar

    finale jaar van studies

    aan die Universiteit

    Stellenbosch, is in Lich-

    tenburg gebore, maar

    het haar kinderjare in

    Brackenfell bestee, waar sy nog steeds

    woonagtig is.

    Hoe langer nmensmet haar gesels, hoe

    meer besef jy dat dit haar absolute passie

    is om haar medemens by te staan en te

    dien.

    Betrokke

    Ek was al van kinderjare af betrokke

    by gemeenskapsdiensprojekte by my

    kerk en ook die Scouts, waarbt ek van

    kleintyd betrokke was, vertel sy.

    Die vlammetjie vir liefdadigheid het

    net sterker begin brand, hoe ouer sy ge-

    word het.

    Op horskool het sy haar by die Inter-

    act-klub van die Horskool Brackenfell

    aangesluit, waar sy tot in haar matriek-

    jaar betrokke was eers as sekretaresse,

    en later as vise-president en president.

    Die Interact-klub is n projek van Rota-

    rir-Internasionaal, wat by skole begin is

    om jong mense tussen die ouderdomme

    van 12 en 18 te betrek by gemeenskaps-

    diens.

    As lid van die klub het ek baie gemeen-

    skapskwessies aangepak ales van Paas-

    eiers insamel en uitdeel tot geldinsame-

    lingsprojekte, toebroodjies maak en klas-

    kamers uitverf. Ek het begin besef dat ons

    almal op die aarde deel is van een ras, die

    menslike ras, en dat ons mekaaar moet

    bystaan. Dis n awesome ding om ander te

    help, en jy is nooit te jonk of te oud om

    n verskil te maak nie, vertel sy.

    Leierseienskappe

    Haar betrokkendheid by di klub het

    haar ook gehelp om haar leierseienskap-

    pe te ontwikkel.

    Ek het selfvertroue gekweek en met-

    tertyd besef ek is nie net n ou bleeksiel

    op horskool nie. Ek het geleer hoe om

    met mense te praat, vertel sy.

    N horskool het Ma-

    rika n graad in geskie-

    denis enantiekekulture

    aangepak, terwyl sy

    voortgegaan het met ge-

    meenskapsdiens as deel

    van die Rotarirs se

    jeugklub, Rotaract.

    Hier het ek jeugkam-

    pe gefasiliteer, waar

    jongmense ontwikkel

    wordomselfvertroue en

    ander lewensvaardighe-

    de aan te leer. Dit was fantasties om te

    sien hoe die tieners op n pad geplaas

    word,wat hul lewensmettertyd sal veran-

    der, s sy.

    Terselfdertyd het Marika ook by die

    Oostenberg-Rotarirs begin uithelp.

    Ek het vergaderings begin bywoon en

    gehelp waar ek kon, maar het nooit ge-

    dink dat ek op s n jong ouderdom as lid

    aanvaar sou word nie, s sy.

    Tradisioneel word volwaardige Rotari-

    ers eers op die ouderdom van 35 jaar by

    die Rotarir-Internasionaal ingelyf.

    Nie net was dit vir Marika n groot ver-

    rassing en eer om die jongste Rotarir in

    die land enmoontlikdiewreld teword

    nie, dit is ook n voorreg en n stap wat

    sy as baie ernstig beskou.

    Om jouself by Rotarir-Internasionaal

    aan te sluit, is n langtermyn-verbinte-

    nis, s sy.

    Sy beskryf haarself as doeltreffend, ie-

    mandwat dinge gedoen kry, maar bowen-

    ere it not that an innovative con

    man pretended to work for Tyger-

    Burger, his cover would probably

    not have been blown. Now he just needs to

    be caught.

    A man who introduces himself as a Ty-

    gerBurger deliveryman, Ricardo Bester, is

    collecting money in Goodwood for his mo-

    thers funeral. Bester states in an affidavit,

    signed and stamped by the Parow police

    station, that his wheelchair bound mother

    died in a fire in Clanwilliam.

    Richard Smith, a Goodwood resident,

    says he believed this story when he heard

    it the first time and made a contribution.

    But three weeks later he was presented

    with another, similar affidavit by the same

    man, also stamped by the Parow police. On-

    ly this time, the mother apparently died in

    Oudtshoorn. Bester either lost two wheel-

    chair bound mothers in fires within three

    weeks in different towns, or he was trying

    his luck.

    The latter seemingmore probable, Smith

    this time insisted on a death certificate,

    upon which Bester started threatening

    him. Smith then phoned the Parow police

    and learned there are 56 outstanding cases

    against Ricardo Bester, although the police

    told him there could be more than one per-

    son by that name.

    Acouple ofweeks ago one of yourdelive-

    rymen, Cecil Booysen, was collecting mo-

    ney for two of his colleagues who were kil-

    led in a stabbing incident, says a Parow

    reader, Laurette Nel. She says he had an af-

    fidavit stating the story and people were

    contributing huge amounts.

    Yesterday, he came again. This time he

    had an affidavit stating that his mother

    died in a fire, she says. She took pictures

    of the affidavit, signed and stamped at the

    Parow police station.

    This affidavit bears the same handwri-

    ting and street address as the one Bester

    presented to Smith in Goodwood. The ad-

    dress on top is in both cases SageRoad,Ath-

    lone, although on the one it is number 6 and

    on the other, number 61.

    According to Ulrich Steynberg, operati-

    ons manager at On The Dot, the distributi-

    on company for TygerBurger, there is no

    employee bearing either of the two names

    at the company.

    It could be that this trickster is operating

    under other aliases as well, as other rea-

    ders phoned the paper over the past weeks

    with similar stories. A Parow woman says

    a man claiming to be a driver of the Tyger-

    Burger delivery vehicle has an affidavit of

    many pages relating the tragic death of his

    mother and sister in a fire in Oudtshoorn.

    This affidavit was stamped by the Athlone

    police.

    He added that On The Dot, TygerBurger

    and Peoples Post dont approve any form of

    door-to-door donations, begging or collecti-

    on by employees.He asks the public to not

    support any begging in the name of any of

    the companies and they phone the police if

    someone does.

    Garth Hewitt, advertising manager for

    TygerBurger, says the company will never

    endorse begging even if there is a police

    stamp on the form.

    Omroepers pak die sangers

    TygerBurger joined hands with the Twitter

    Blanket Drive (#TBD) to act as a collection

    point for donations this year.

    The Twitter Blanket Drive is a uniquely

    South African, community-driven respon-

    se to the needs of the poor during thewinter

    months.

    The drive started with a single tweet in

    2010. Founder, Melanie Minnaar, contem-

    plating the cold winter ahead, tweeted:

    What if each person on Twitter donated a

    blanket?. Since then, the #TBDmovement

    has grown in leaps and bounds.

    All efforts promoting the national drive

    focus on Twitter. All beneficiary organiza-

    tions are non-profits registeredwith theDe-

    partment of Social Development.

    Collection points and events have been

    created across the country, some taking the

    form of a Tweetup, whereby Twitter

    users tweet about donating their blankets

    and all enjoy a meal or drink at the collecti-

    on point, generally a restaurants or cafe.

    The Twitter Blanket Drive has injected a

    true sense of community into the South Af-

    rican Twittersphere, as Twitter users join

    in to help disadvantaged communities keep

    warm during winter.

    The Twitter Blanket Drive has also expa-

    nded to nearby countries, as seen during

    2012, when a Zimbabwe event was held,

    with great success.

    Residents from Wallacedene will now have

    an open line to the City of Cape Town for

    the reporting of faults, thanks to the launch

    of a FreeCall line at the Wallacedene com-

    munity centre last week.

    Demetri Qually, the citys mayoral com-

    mittee member for corporate services, last

    Wednesday visited the impoverished com-

    munity to officiate the line.

    Whenwe consider the statistics of repor-

    ted faults, it clearly shows that areas such

    asWallacedene indicate a lower percentage

    of reports. This is often the case in poorer

    communities where families do not have a

    landline and often not enough airtime to

    call the city to report faults. This free facili-

    ty will thus enable this community to re-

    port anything from a blocked drain, ac-

    count queries, refuse collection, illegal

    dumping, street lights out, damaged roads

    andwater leaks to the city, he said, adding

    that many informal settlements benefit

    from these lines.

    You simply pick up the handset andwait

    for the recorded voice to direct you to the

    correct department, where a call centre

    agent will assist you, he said.

    The free line facility will be secured 24

    hours a day, seven days a week, making it

    safe for people to use at any time.

    The projects pilot phase was launched in

    July 2009 when four FreeCall lines were in-

    stalled around the city. The roll-out conti-

    nued and the city now has 80 such lines in

    outlying areas and townships.

    Twenty more will follow before the end

    of the financial year.

    Residents are encouraged to report

    faults, register complaints andmake enqui-

    ries at no cost to them. They will also now

    receive an acknowledgement SMS with re-

    ference number for follow up, Qually said.

    Local ward councillor Simpiwe Nonkeyi-

    zana, expressed his gratitude to the city for

    making this facility available.

    Senior citizensmaking use of grant-in-aid

    to sustain their senior social clubs, are ur-

    ged to make their voices heard on the pro-

    cesses used to acquiring these funds.

    Grant Twigg, chairperson of Subcoun-

    cil 2 says: Although funds were allocated

    in the current budget to be used by senior

    clubs, many of the elderly say that the red

    tape involved in the allocation of these

    fundsmake it very difficult for them to ob-

    tain the grant-in-aid they need.

    To this end Twigg advises senior citi-

    zens to comment on the issue, while the

    city budget is open for public scrutiny.

    There are many senior clubs in this

    subcouncil and we want to hear from

    them. We want to know what they have

    difficulties with and why so. Without

    their input the city is not able to make the

    necessary changes to simplify the proces-

    ses, Twigg said.

    The current city budget (2014) is R31,6

    billion, with the finanicial year beginning

    1 July.It was tabled at council in March

    and is now open to public comment.

    This draft budget can be viewed at all

    citys public libraries andcomment canbe

    submitted before the end of May.

    Twigg said senior citizens affected, can

    merely ask for the sectiondealingwith the

    grants policy.

    Input needed from elderly

    The Chase Winshaw Charity Trust has do-

    nated R72 000 to the Little Angels Rehabili-

    tation centre in Somerset West.

    SovereignTrust (SA)Limited established

    the Chase Winshaw Charity Trust in 2009

    to raise funds so thatChaseWinshawwould

    receive life changing surgery to improve

    her life after being diagnosed with cerebral

    palsy.

    Chase is now in grade R at Paarl School

    for the Neurologically Handicapped in

    Brackenfell, and is doing extremely well.

    His mother, Sonja Winshaw, said Chase

    is an amazing boy and very fortunate to be

    part of the school.

    He is improving daily. He is one of the

    brightest kids in his class and his daily

    physical therapy ismaking abig difference.

    He touches hearts every day and is the

    true inspiration behind the Chase Win-

    shaw Charity Trust, and he will keep on in-

    spiring us for years to come, she says.

    Little Angels Care Home is a home for 14

    childrenwith cerebral palsy. The home has

    been running for the last nine years.

    Elizabeth Masson, chairperson of the ho-

    me, said thanks to the generous donation

    from the Chase Winshaw Charity Trust,

    theywill be able to buy a larger vehicle that

    canbeused exclusively for the children and

    their wheelchairs.

    The Chase Winshaw Charity Trust also

    has the League of Awesomeness that was

    created to recruit runners for the Knysna

    Half Marathon aimed at raising funds for

    the charity.

    This yearwill be the fourth year that peo-

    ple can enter for the race through the chari-

    ty.

    However, a small outfit who

    advertises on community

    boards from Blomtuin to

    Plattekloof Glen has affected my

    thinking. .

    He is presentable and well-

    spoken and, due to the rapport,

    I deposited more than R13 000

    in his account for material to

    be ordered from Germany in

    February. And then I waited.

    Today I am without the

    material and money. The

    importer confirms the flooring

    has long-since arrived. He is

    unable to be provide any

    documents and never arrived to

    fit the material.

    I have taken the matter to

    lawyers as I am tired of the

    situation, lack of respect and

    commitment.

    After a long silence, the

    owner now wants to fit my

    material, but I know the

    products price has increased

    by over 30% since it arrived. I

    am not risking an inferior

    product being sold off as the

    material I ordered.

    The contract was mutually

    cancelled and the trust is

    ruined.

    Rather than pity your own

    hardships, render a worthy

    service and follow up if assist-

    ance or improvement is needed.

    A good reputation, paired with

    word of mouth advertising, will

    carry you that much further.

    From day one, his workers

    When his song, Love Can exploded on

    South African airwaves, few people realised

    the man behind the anthemic song was

    South African.

    Shaun Jacobs was amazed by the songs

    success, but says the band had worked hard

    for it.

    Theywere a little worried about how local

    stations would receive it. Its a little diffe-

    rent, says Shaun, but thats a chance that

    you takewhen you try to stretch the bounda-

    ries a little bit.

    Love Can, the title track off his newest

    album, catapulted the career of themulti-in-

    strumentalist from Johannesburg into the

    limelight, but it wasnt his first hit.

    In 2012he released thealbum,PaperWings

    and the single WithYou, becameone of on-

    ly 16 SouthAfrican songs tomake it onto the

    Kia top 100 chart that year.

    In studio, Shaun is a one man army. He

    writes, plays all the instruments and hand-

    les recording, mixing and production him-

    self, but on stage he is joined by drummer

    Andrew Sowter and bassist Craig Sparks.

    The three showcased their energy to local

    audiences in December when they opened

    for Nickelbacks South African tour after

    Shauns agent sent their music to Big Con-

    certs, who sent it on to Nickelback.

    They came back to say they love the stuff,

    theyd love us to be a guest artist for them.

    The concerts themselves were just better

    than we could have dreamed. The way the

    audiences responded to us was incredible, it

    almost felt like it was our show.

    When it comes to writing and producing,

    he says the band is trying to be mains-

    tream, but were trying to find a unique way

    of doing it.

    The band is currently working on new

    songs and jamming a lot. We love working

    things out in the band room and finding out

    thingswe could do live on stage that are inte-

    resting.

    Were feeling inspired at themoment cre-

    atively. He is mum on a tentative release

    date for the new album though.

    dant who knew his dream to enrich

    himself intellectually and better the

    life of his family, would become a reality.

    The former Rwandan refugee now holds

    three tertiary qualifications: a degree in

    Psychology, a postgraduate diploma in

    HIV/Aids Management and, most recently

    a Masters degree.

    Albert was one of 685 students in the Fa-

    culty of Economic and Management Scien-

    ces at StellenboschUniversity (SU)whowe-

    re awarded their degrees on graduation

    day, 1 April.

    He already holds a Postgraduate Diplo-

    ma in HIV/AIDS Management from SU, a

    BPsych degree from the University of the

    WesternCape, and he is currently doing his

    Postgraduate Diploma in Monitoring and

    Evaluation Methods, also at SU, Martin

    Viljoen from the university said in a state-

    ment.

    The 51-year-old, who hails from Kigali in

    Rwanda, was a training officer in producti-

    ve health care for theRedCross in his home

    country, but when the war started in 1990,

    he had to flee for his life, Martin said.

    He ended up at a refugee camp in the

    DRC and from there came to South Africa

    in 1997. Once in South Africa, he started

    working as a security guard, then as a par-

    king attendant at various shopping centres

    in Cape Town.

    These days Albert, a father of three, is in

    charge of placing other parking attendants

    at shopping centres inBrackenfell andDur-

    banville, Martin said.

    He said while this was not Alberts ideal

    career, the academic struggled to find em-

    ployment matching his qualifications.

    Albert said: Its tough being a foreigner.

    Im legal here, and Im allowed to work in

    South Africa, but unfortunately most jobs

    are for South African citizens only.

    Over the years I have often felt discoura-

    ged. I have the skills that are needed, but

    the system does not allow me to be useful

    or add value to those who are in need. But

    despite the many setbacks I will never give

    up. As long as Im still breathing, I have ho-

    pe.

    Albert says he plans on registering with

    the Health Professional Council of South

    Africa, then set up a consultancy this year

    where he can work as a community mental

    health worker finally putting his BPsych

    degree to good use.

    In the meantime hell continue with his

    studies and next year plans on tackling a

    PhD in the field ofMonitoringandEvaluati-

    on. Ive decided that if nobody wants to gi-

    ve me a job, I will create work for myself!

    he says.

    The fact that Im not in my motherland

    forces me to do better. Here I have no mom

    or dad or aunt or uncle to help me out, so

    you realise quickly that in order to succeed,

    you must do things for yourself. And this

    iswhat Imdoinghere pushingmyself.My

    hardworkmust also serveas an inspiration

    to my children, he says.

    mals in the rural area.

    The Karoo Animal Protection Society

    (KAPS) will have their next sale on Satur-

    welfare service for animals in the deprived
