MUGGINGS: CITY SAYS PAROW IS NOT A PRIORITY

No cameras for ‘hell’MAGRIET THERON

@magrietron

It will take at least three more years beforethe city puts CCTV cameras in Parow’scrime hotspots, city head of safety and se-

curity, JP Smith, told TygerBurger a whileago.

Smith said this is because Parow is not oneof the city’s first priorities when it comes tocombating crime.

Parow Valley residents don’t agree.“It is hell to live here, hell. I don’t know

what else to say,” says a resident of ParowValley. She says crime statistics don’t reflectreality. She says she knows that only one inten crimes committed are reported. She li-

ves close to the Elsieskraal Canal betweenTygerberg hospital and Tygerberg station.

“Here we hear people scream on a dailybasis when they are robbed of their cellpho-nes, jewellery, handbags. Even men get rob-bed. Yesterday a man screamed like youwon’t believe when someone grabbed himaround his neck and stole his phone. Andthese things happen in five seconds. Andmost of them happen between 05:30 and 07:00in the morning when the Parow police arebusy changing their shift.”

She says people get hurt and traumatised, but don’t bother to lay charges because theythink they might get hurt if they do. She alsowants to remain anonymous.

The cases that are reported are just the tip

of the iceberg, she says. Those who do reportcrimes, like her neighbour who was grabbedfrom behind by her hair and robbed, neverheard from the investigating officers again.

A source close to TygerBurger says thesecases are moved to the police archives wit-hin two weeks because they would have “Un-known Suspect” on them. “And that suitsthe police just fine, because they do not haveto investigate and they are also not flagged,”he alleged.

According to George Kepkey, chairpersonof the Tygerwatch Neighbourhood watch inParow Valley, the stretch of land next to therailway between the Tygerberg station andthe hospital, locally referred to as GroundZero, is just one of a number of crime hots-

pots favoured by criminals who lie in waitfor potential victims.

Criminals seem to have made this stretchtheir home turf. This is where the jurisdicti-on boundries of Bellville police, Parow poli-ce and the railway security meet, but escaperoutes have been devised in order for the cri-minals to run from one area to the other, thus escaping all of them.

Kepkey says Tygerberg medical students, hospital personnel and visitors often walkthis path to and from the station, only to fallvictim to skollies laying on the grass slopesor behind the canal walls. “Those walkingwith their phone in their hands are open tar-gets,” he says.

Kepkey warns that the “BMX gangs”, con-sisting of a few innocent looking young menand boys on small bicycles who stalk poten-tial victims at all hours, are the most dange-rous. They move in and disappear quicklyagain before the police can respond, he says.

According to Kepkey, some of the stu-dents and people going to the hospital arenot from the area and do not know the dan-ger. He has taken it upon himself to warnand help people who cross “Ground Zero”,but some of them just shrug the advice offand continue strolling, phone in hand.

Another favourite hide-out for criminalsappears to be where the path from the Ty-gerberg station passes the Aartappeldraaion Francie van Zyl drive towards Tygerberghospital. Here are signs of more than onecrime having been committed, with brokencomputer parts lying about and razor wiredamaged to create escape routes.

Escape routesKepkey says women are often targeted

when they pass under the bridge or wait toenter the university’s turnstyle gate, whereonly one person can enter at a time. Hererobbers hide in dark corners under the brid-ge and escape routes have been devised overthe vibracrete wall between Francie van Zyl

and Parow Valley. In Duiker Street, next to the entranceof the world renowned Medical Research

Council, a small alley runs towards JopieFourie Street. Here scores of people pass toand from the station through Parow Valleyas they commute to work every day.

David Geldenhuys, another concernedParow Valley resident, says this passage, known as Die Gat, has been without lightsfor the best part of six months and at nightone can barely see one’s hand in front ofone’s face. This is where skollies llie in waitand robberies are a daily occurance.

“We need a proper structure with floodlights here to prevent these guys from whatthey are doing,” he says.

Put on holdGeldenhuys says he uses up to R70 airtime

per week phoning the police or municipali-ty to report incidents.

“In the end you are being put on hold, ha-ve to listen to a voice saying you can do thison the internet. But not everybody has theluxury of the internet. By the end you feelyou are doing the authorities a favour by be-ing their eyes and ears, but they are not co-ming to the party.

“We are fed-up, man,” he says.

Many of the hundreds of people who make their way to and from the Tygerberg station inParow Valley fall victim to robbers who hide behind this wall and ambush them, especially ifthey walk alone. PHOTOS: MAGRIET THERON

This is the bridge over Francie van Zyl drive at the Aartappeldraai, another robbery hotspot. Tothe left is the slope toward the Elsieskraal Canal, a famous hideaway for skollies, who someti-mes hide in the dark corners under the bridge waiting to attack unsuspecting students orhospital staff. Escape routes through the canal, over the railway and into Parow Valley make iteasy for them to evade capture.

A new web page allowing citizens to tip-offo the Metro Police will hopefully helpto get more criminals arrested.

According to city mayco member forsafety and security, JP Smith, over 600drug related arrests have already beenmade this year thanks to tip-offs from thepublic to the Metro Police call centre.

Smith says the City of Cape Town is ea-ger to build on this momentum by provi-ding people with another way to tellthem what is hap-pening.

“The web-basedtip-off service isthe latest additionin the depart-ment’s efforts tointeract with thepublic,” he says.

“Our communi-ties have a goodsense of what’sgoing on in theirown backyardsand we value thosewho have taken itupon themselvesto be part of the so-lution by feedingthrough solid in-formation that hashad very positive results,” he says.

In the first quarter of this year (Janua-ry – March), tip-offs from the public re-sulted in:

V 612 drug related arrestsV Confiscation of 22060 units of drugsV 24 arrests for the possession of unli-

censed firearmsV Confiscation of 18 firearmsThebulkof thedrug relatedarrestswe-

re made in Manenberg (82), followed byParow (45), Grassy Park (43), HanoverPark (39), Ocean View & Mitchells Plain(32).

“Every gun we confiscate means oneless weapon for gangsters to use and runrampant in our communities. It isfrightening to think that we have confis-cated five firearms in one week, compa-red to 11 in a three-month period bet-ween October and December last year.

Many of our suc-cesses have comefrom communitytip-offs and we’d li-ke to appeal to resi-dents to continueassisting us as wetry to make ourstreets safer,” saysSmith.

He says he hopesit spurs others tofollow suit andspeak out againstcriminals who areholding their com-munities hostageand feeding poisonto our children.

“We have the sy-stems in place to

ensure that the tip-offs are redirected viathe appropriate channels for action andwe’ve also ensured it is mobile friendly, which means people can access it fromany internet-enabled cell phone,” he ad-ded.

V The tip-off page is available at www.cape-town.gov.za/tipoff. The number for the 24 hourtip-off call centre is 021 480 7700.

KENNISGEWING VANSUBRAADSVERGADERINGS: MEI 2014

GARY VAN DYK@gvdcapejazz

There’s a beat happening in Bonteheuwelthat wants to “touch” your soul.Touch is a new group in the areamade up

of five guys and a gal who are serious abouttheir music taking them places - and it’sstarted already. The group features twins Darron and Dy-

lan Cupido on drums and bass respectivelywith Clayton Cupido and Ashley Davids onguitars, ClintWebster and JaniceCorneliuson vocals. It is a bit of a family affair with the Cupi-

do’s being brothers and Ashley a cousin aswell, but he is the one that really got it alltogether.Clayton points out that he was part of the

worship band at the local Catholic churchand got the others to join inas members left the band atthe church.“We started getting on re-

ally well with our musicand then we started thin-king about getting oursound beyond the Sundayservices,” says Clayton.“An invitation came to

play at the local high schooland we realised that we ha-ve to get the band started, soTouch was born.”Ashley added that once

they formed and named theband people in the area let them know thatthey were taking on a strong legacy fromanother band from the area that had the sa-me name.“We did not realise it but the older music

lovers told us that there was another bandwith the same name from the areamany ye-ars ago.“Oncewe discovered this we realised that

wehave to takeourmusic seriouslybecausesome of these musicians are keeping an eyeon us and we can’t let them down.”(The original Touch was active in the

1970’s and was led by David “Bumpy” Solo-mons.)

While the band plays all kinds of musicthey say that a lot of their playing is jazz-in-fluenced.“At the moment our stuff is a mixed bag,”

says Clayton.“We love just having fun tackling songs

that appeal to us, but our influences comefrom all genres. The twins have this love forLed Zeppelin so that tells you something,”he says with a smile.Thebandhas also thrown in their support

for the JazzYard Academy initiative in thearea which aims to teach youngsters in thearea music.“It’s also important for us to give back to

the community,” says Dylan.“When we speak to some of the elders in

the music and in the community we realisethat many of them have friendships that co-me from their youth as music lovers.

“Their love for musicmotivated them to becomepositive forces and rolemodels and we want to bepart of making that diffe-rence in young lives now.“Mixing with these el-

ders is also part of this edu-cation because that iswhen you discover moreabout the music of ourcountry, and the rich lega-cy of the music in our com-munities.”While the group has ma-

de some notable appearan-ces at various venues that have included arecent performance as guests at West Endin Rylands, theywere also finalist in the Ta-ke to the Stage competition in 2013 and per-formed with EmoAdams at the birthday ce-lebrations of the All-Star Theatre.Education is also important so this year

they will not be going out for toomany gigs.“Our twins are in matric,” says Clayton.“Education comes first sowe’ve told them

that while the music will be happening, their minds must focus on doing well atschool.”Have a listen to the talent of Touch on

THOMAS CAROLUS

It was a riveting derby played in front ofa packed house at Grassy Park on Sundaywhere Milano United sneaked into the

play-offs with their 3-2 win over Chippa Uni-ted in their last game of the National FirstDivision.Things had not been looking good at half-

time for Theo Hempe’s men, who were 2-0down after the Chilli Boys had scoredthrough SiphoMtule and Andile Mbenyane, with the hosts coming close to pulling oneback when Devon Saal hit the cross bar.But it came together for Milano United in

the second half. The comeback begun 10 mi-nutes after the restartwhen Junaid Sait hea-ded home a free kick. Three minutes laterthe game was level when Lesvin Staffelsstruck from close range after Chippa keeperMbongeni Mzimela spilled Nazier Jacobs’free kick. With 20minutes left Jacobs held his nerve

to convert apenalty afterThabangPhetehadbeen fouled in the box.In another game, Santos ended their sea-

son with a bang by beating Blackburn Ro-vers 3-0 at the Athlone Stadium, thanks toa brace by Gregory Roelf and a late TyrenArendse strike.Witbank Spurs also finished their cam-

paign on a winning note, beating Vasco DaGama 2-1 at the Puma Rugby Stadium. There were also final day stalemates for

African Warriors and Sivutsa Stars. Theirmatch ending 2-2 , while there were no goalsin the game between FCCape Town andUni-ted FC at the NNKRugby Stadium in Parow.Boraka’s FCpromotion dreamswere over-

taken by both Black Leopards and MilanoUnited during Sunday’s final round of theNational First Division fixtures.Baroka drew 1-1 with Thanda Royal Zulu,

which enabledMilanoUnited to climbaboveBaroka and into third position, behindBlack Leopards, who ended in second spot.
