MEC FUNDS MARYLAND SLOTS LICENSE FEEMagna Entertainment Corp. announced yesterday that ithas arranged to have the $28.5 million license feenecessary to obtain a video lottery terminal license inMaryland placed in escrow in a Maryland bank. MEC=sLaurel Racing Association, which Monday submitted abid for a Maryland slots license, had initially withheldthe fee over concerns that the money might not berefunded in the event that MEC does not receive thelicense, or receives the license, but is unable to com-plete the VLT facility project. Laurel is located in AnneArundel County, the only county that drew two com-peting bids for slots. Also submitting a proposal for thearea was PPE Casino Resorts Maryland LLC, an off-shoot of the real estate developer and entertainmentoperator Cordish Companies. In a press release, MEC stated yesterday, ALaurelRacing has asked the Maryland VLT Facility LocationCommission to undertake that it will utilize its discre-tionary authority to refund the Initial License Fee in theevent Laurel Racing is granted a VLT License, but isunable to obtain all proper zoning and permits neces-sary for the operation of a video lottery terminal facilityat Laurel Racing's Anne Arundel location. Provided theCommission agrees to refund the Initial License Fee,such fee [and all interest earned] will be paid to theCommission.@ There had been concerns that the failure to pay thelicensing fee would jeopardize Magna=s bid. Marylandlawmakers have expressed serious disppointment withthe results of the bidding process. It had been antici-pated that at least a dozen entities might submit bids, and that there would be requests for all 15,000 slotmachines authorized by the referendum. In fact, accord-ing to figures relased Tuesday by the Video LotteryFacility Location Commission, there were only six bidsfor the five potential slots locations. The initial propos-als would put a maximum of 7,300 VLTs in operation, with final totals reaching no more than 14,000. It isprojected that VLT facilities will open for business in2011.
