Summer 2012 The gambling industry unites to celebrate the launch of the Responsible Gambling Trust On Tuesday 17 April 2012, the gambling industry - including representatives from the Gambling Commission, Responsible Gambling Strategy Board, trade associations, licensed operators, grant beneficiaries and media - came together in London at Aspers Casino Westfield Stratford City to celebrate the launch of the Responsible Gambling Trust. Speaking at the event, Marc Etches, Chief Executive of the Responsible Gambling Trust, explained: “The GREaT Foundation and Responsible Gambling Fund have merged to form the Responsible Gambling Trust and the fundraising and commissioning roles of the two organisations have now been adopted by the new charity. The purpose of the merger is to streamline the fundraising and distribution process, thereby maximising the money raised from the gambling industry in Britain to minimise problem gambling and gambling-related harm in British society through effective education and prevention techniques, which stop people getting into problems with their gambling, and ensuring that those that do develop problems receive fast and effective treatment and support. We will work hard to ensure that the gambling industry in Britain retains its world-leading reputation for promoting responsibility in gambling and to demonstrate that legitimate business growth and job creation is balanced with social protection of the weak and vulnerable in society.” As an independent national charity, the Responsible Gambling Trust aims to raise a minimum of £5million annually from the gambling industry in Britain within a voluntary (donation based) system to fund our research, education and treatment activities. services from treatment andeducation providers, and willdeliver an independentlycommissioned research programme that focuses on thecauses of problem gamblingand the effectiveness of varioustreatment, prevention andeducation techniques inpreventing and/or reducingproblem gambling.

The new arrangements,underpinned by an 'assuranceand governance framework'agreed between theResponsible Gambling Trust,Gambling Commission andResponsible Gambling StrategyBoard (RGSB), rely onopenness, transparency andpartnership to deliver results.

Philip Graf, Chairman of theGambling Commission, added:

“The Commission welcomesthese new arrangements - arenewed approach of opennessand transparency to help fill theevidence gaps and ensure thatwe do all we can to minimisethe harm from gamblingthrough evidence basedregulation and an effectiveprogramme of research,education and treatment.”

Brian Pomeroy, Chairman of theRGSB, concluded:

“The Strategy Board looksforward to working closely withthe Responsible Gambling Trustto ensure that the aims of thestrategy are delivered throughquality cost-effectiveprogrammes. Within thispartnership approach, the Trustwill provide valuable evidenceto help the Board develop itsstrategy and advice to theGambling Commission and willbe able to demonstrate whatworks in the prevention andtreatment of gambling-relatedharm.”

In developing its commissioningplans, the Responsible GamblingTrust has taken into account theneed to generate widespreadtrust and credibility, particularlyin view of the investment of bothfundraising and commissioningfunctions in a single, industry-ledbody and this includes theappointment of whollyindependent trustees - that is,independent of the gamblingindustry, service providers, theGambling Commission andanyone else that may have avested interest.

Neil Goulden, Chairman of theResponsible Gambling Trust,explains:

The Responsible Gambling Trust will distribute fundson the basis of a national responsible gamblingstrategy that the Responsible Gambling StrategyBoard advises the Gambling Commission should bedelivered. We will publish our 'commissioning plan'- a scheme for delivering the strategy - explainingwhy, if applicable, it has not been possible to securecredible commissioned work to deliver aspects ofthe strategy.

2012/13 commissioning plan

The Responsible Gambling Trust is concerned todetermine what strategy should underpin the futuredevelopment of the Gamble Aware brand includingthe website itself.

Despite the considerable investment of time andmoney into this project, the current site is weak interms of presentation, functionality, quality ofcontent and clarity of purpose. Also, the originalaspiration that the website should act as "one partof the Gamble Aware brand, and its role should belocated within wider (education) campaigns" has notbeen pursued.

For these reasons, the redevelopment of theGamble Aware website is one of the nine coreobjectives of the Responsible Gambling Trust: "Toredevelop the Gamble Aware website as a coreelement in an effective educational programme,which both prevents problem gambling andgambling-related harm and signposts treatment andsupport for those in need."

Before issues relating to presentation, functionalityand the quality of content can be effectivelyaddressed, it is essential to agree the primarypurpose of the website. The Trustees are agreedthat this should be as follows: "To operate as an

effective online resource that: i) provides accurateinformation about the nature of gambling andproblem-gambling in Britain; ii) promotesresponsibility in gambling both as a player and as aprovider; iii) helps gamblers, gambling providersand others to recognise behavioural problems; iv)signposts to a range of specialist advice and supportservices."

The next step is to consider a range of questionsand to determine whether they offer a sufficientguide to building content appropriate to the primarypurpose. The questions relate to the nature ofgambling and 'problem-gambling', promotingresponsibility in gambling, behavioural problems,and signposting to specialist advice and support.

Info Hub

The purpose of this web-based resource is toprovide interested parties (industry, academics,researchers, policy makers and regulators) with aportal to a virtual library of peer-reviewed researchand academic papers. The Responsible GamblingTrust is currently seeking to appoint an institutionto act as a 'librarian' to maintain the resource andalso appoint a small but expert editorial panel toensure the appropriate quality and standard ofmaterial included in the 'library'.

The Gambling Commissionrequires all licensed operators,including society lotteries, tomake a contribution towardsresearch, education andtreatment of problem gamblers.

Our aim is to minimise the levelof problem gambling andgambling-related harm in Britainthrough effective education andprevention techniques, whichstop people getting intoproblems with their gambling,and ensuring that those that dodevelop problems receive fastand effective treatment andsupport.

Fundraising targets for thegambling industry are agreedwith the government and withthe Responsible GamblingStrategy Board. In the eventthat the voluntary system fails togenerate sufficient funds, theGambling Act 2005 provides fora levy to be introduced onlicensed operators.

As with all enterprises, we needto ensure that we have sufficientfunds available in order to meetour financial commitments togrant beneficiaries as they falldue.

While we hope that all those thatderive income from the Britishgambling market will be asgenerous as possible, werecognise that it is helpful tooffer some donation guidelines,particularly to smallerbusinesses.

Recommended minimumannual rates of donation

We are asking all businesses toconsider donating a minimum of0.1% of gross gamblingprofit.

However, for smaller gamblingbusinesses that are venue basedand for pubs, clubs and societylotteries we suggest the followingminimum annual rates ofdonation:

• Smaller gambling businessesthat are venue based (eg LBOs,AGCs, Bingo etc): £250 pervenue

• Pubs and clubs: £5.20 pergambling machine (ie £0.10per week)

• Society lotteries: £250 perlicence

2012/13 donation guidelinesWhy support us?

• Licensed operators will befulfilling the GamblingCommission’s mandatorycode of practice (2.1)which relates to contributingto all three aspects that dealwith problem gamblingnamely research, educationand treatment.

• You will be directlysupporting problemgamblers in Britain throughthe grants we provide totreatment providers suchas GamCare, Gordon MoodyAssociation and CNWLNational Problem GamblingClinic.

• You will be fundingeducation and harmprevention projects thatencourage and promoteresponsibility in gambling.

• You will also be fundingresearch that will help us toinform public policydevelopment in relation toresponsible gambling.

• When you make adonation, you will receive aletter of confirmation,invoice (if requested) plus adonor certificate anddonor logo to demonstrateto your customers yourcommitment to responsiblegambling.

Fundraising results to date

Since April 2009, we have received over £15million in voluntarydonations from the gambling industry to fund our research, educationand treatment activities in Britain. Our supporters include both UKland-based and global online organisations that provide services to theBritish market.

How donations are being spent

The Responsible Gambling Trust’s primary aim is todevelop and deliver long term strategies to minimisethe level of problem gambling and gambling-relatedharm in Britain through effective education andprevention techniques, which stop people gettinginto problems with their gambling, and ensuringthat those that do develop problems receive fastand effective treatment and support.

In 2012/13, we are committed to spending morethan £5million on research, education andtreatment:

One of our key operational objectives is to betterexplain to our supporters how donations are beingspent. Furthermore, we are determined that weshould be able to evidence that all future spendingis wise and delivers positive outcomes for those weare seeking to help. To this end, we are committedto commissioning effective value for money servicesfrom treatment and education providers through acommissioning approach focusing on partnershipworking and appropriate evaluation, which isproportional to the relevant grant.

We currently have funding agreements with thefollowing treatment and support service providers:

Project: National Gambling Helpline

Budget: £2,717,500

Period: 01 Oct 2011 – 30 Sept 2014

Aims:

Develop, manage and deliver the National GamblingHelpline, comprising a multi-channel helplineservice and online, moderated forums and chat-rooms, to provide support, information and adviceto anyone suffering through a gambling-relatedproblem.

Synopsis:

GamCare is the leading national provider ofinformation, advice, support and free counselling forthe prevention and treatment of problem gambling.The National Gambling Helpline is available from8.00 am through to midnight, 365 days a year and,from April 2012, GamCare has introduced a free-phone service via 0808 8020 133.

The service, which is impartial and confidential, isstaffed by trained advisers able to deal with peoplein crisis - it is often a sudden crisis that leads peopleto make the call - and also expert in providingemotional support, identifying the caller'simmediate and longer-term needs and signpostingthem to further appropriate help and support. In2010/11 86% of callers who gave feedback ratedthe service to be either 'excellent' or 'very good'compared to the Government's benchmark targetfor publicly-funded helplines of 80%.

GamCare's internal review of its clinical services in2010 identified that it could improve the efficiencyof the Helpline through greater technical integrationof the Helpline and Netline delivery systems, andthat it could make greater use of its contacts withcallers by delivering brief interventions (ie usingmotivational interviewing techniques) over thephone or online to follow up the initial contact.Services for affected others and non-englishspeakers need further development, as does theprovision of specific and tailored advice, informationand support for young people.

GamCare also recognises that external evaluationand validation of all its services would help it toimprove its effectiveness and accountability. To thatend, The Helplines Association (THA) was appointedto offer a comprehensive and independentevaluation of the process and outcome of its free-phone trial, and compare service delivery andassociated costs and benefits of providing a free-phone helpline with that provided by the existing0845 number, benchmarked where possible againstother helpline services. Both helpline numbers willtherefore be examined rigorously. The trial andevaluation commenced in April 2012.

The key goals of the evaluation are to:

• Determine whether to replace the existing 0845number with a free-phone (0808) number

• Compare the effectiveness of the free-phoneservice with the existing 0845 service

• Compare the costs of the free-phone service withthe existing 0845 service and other benchmarkservices

• Compare the value for money (costs/benefits) ofthe two services, as well as with other benchmarkservices

• Ensure the telephone helpline continues toprovide a high quality and value for money service.

Grant recipient: Gordon Moody Association(GMA)

Project: Residential treatment and outreachservices for problem gamblers

Budget: £747,000

Period: 01 Apr 2011 - 30 Sept 2012

Aims:

Provide advice, education and high quality andinnovative therapeutic support to problem gamblersand those affected by problem gambling, viaresidential, online and outreach services.

Synopsis:

GMA offers a unique and intensive residentialtreatment programme in two centres located in

England for those gamblers most severely addicted.Clients come from all parts of the UK to spend 14weeks in an intensive specialist treatmentprogramme to overcome their gambling addiction.

The funded service provides two residential unitsone in Beckenham, Kent and the other in Dudley,West Midlands. Each unit currently has ninetreatment bed spaces which facilitate the deliveryof a 12 week rolling programme for severelyaddicted gamblers (plus a two week assessmentperiod at the start of each 12 week treatment). Theprogramme is a CBT based series of groups,workshops and 1-1 individual sessions with adedicated support worker. Within this programme,in Beckenham, there is an emphasis on art anddrama therapy that is incorporated into the workbase and will be evaluated during 2012/13.

In addition, there are 10 halfway house bed spacesin Dudley and four in Beckenham that are availablefor residents who have completed the programmeand, either do not feel ready to return home, or arewaiting for accommodation and wish to undertakecontinuation treatment in the form of relapseprevention. Online support is also offered as partof the outreach work with ex-residents via theGambling Therapy website. Online access is alsoprovided for people prior to entry to the residentialtreatment programme as well as their family andfriends in online forums and groups.

The residential treatment programme offers anintense level of support which works for some whereother forms of intervention may not succeed. Thespecialist approach uses treatment interventionsthat are purely gambling focused and address theextremes of the associated behaviours. GMA aimsto rehabilitate its clients by helping them to adoptnew coping skills and to enable them to integrateback into society, without the need to gamble.

The majority of applications for treatment arethrough self-referral. Applications are also receivedthrough the online service Gambling Therapy,through Gamblers Anonymous, GamCare, probationand prison services, GPs and mental health services.The first person to make contact can also be theconcerned spouse, partner or other relative of theproblem gambler and GMA is very aware of theimportance of family and friends in offeringsuccessful treatment. GMA is working to improveits website and other promotional material to ensurethat all those who need help are aware of theservice and can contact GMA easily and inconfidence.

The Responsible Gambling Trust is currently indiscussions with GMA about extending the currentfunding agreement until 31 March 2013.

The Responsible Gambling Trust’s key strategicobjectives are as follows:

• To raise a minimum of £5million, and a target of£7million, per annum within a voluntary (donationbased) system to fund our research, education andtreatment activities.

• To develop a governance (Board of Trustees)structure which balances industry donors withindependent Trustees who have skills andexperience in research, education and treatment.

• Develop the Responsible Gambling Trust as theindustry brand for responsible gambling.

• To redevelop the Gamble Aware website as a coreelement in an effective educational programme,which both prevents problem gambling andgambling-related harm and signposts treatment andsupport for those in need.

• To deliver an independently commissionedresearch programme that focuses on the causes ofproblem gambling and the effectiveness of varioustreatment, prevention and education techniques inpreventing and/or reducing problem gambling andgambling-related harm.

Betview Awards 2012supports the ResponsibleGambling Trust andhonours Neil Goulden

We are delighted to report that the BetviewAwards 2012 charity prize draw raised £4,130 forthe Responsible Gambling Trust. Furthermore,Neil Goulden, our Chairman, was honoured withthe “Betview Lifetime Award for Best IndustryContribution’. Thank you Betview andcongratulations Neil!

It gives us great pleasure to announce that wehave received a generous donation of £10,244from Marston’s plc.

James Coxon, Marston’s Group Machines andCompliance Manager, explained:
