Congratulations to the PEP-CBMS Network Coordinating Team forproducing this scientific compilation of statistical tables and poverty mapsof seven provinces.

Poverty is a major concern in all levels of society both locally andinternationally. For local chief executives, planners, decisionmakers andother development practitioners, this document provides critical informationand data on the different aspects, situations, and conditions of poverty.

Indeed this publication compels all local chief executives andplanners not only to take a critical look at the poverty situation in ourrespective backyards but also, and more importantly, to map out appropriate,concrete, and timely interventions to alleviate the plight of our less fortunatebrothers and sisters.

In the light of Palawan’s experience, the Community-Based Monitoring System is a tried and tested tool forlocal governance. In fact, as the first province to implement the CBMS province wide back in the year 2000, it hasbecome an indispensable instrument in providing the benchmark for development and in determining the socio-economic conditions in all levels of government from the barangays and municipalities to the province. Likewise,the CBMS also serves as a gauge in analyzing the responsiveness of interventions to target communities towardthe improvement of the welfare conditions of our people.

Since its implementation, the Provincial Government of Palawan has published two Human DevelopmentReports in 2000 and 2006. A third edition is underway and it will also focus on poverty.

May “The Many Faces of Poverty”, as an important compilation of CBMS data, move us toward a moreconcrete, pro-active and concerted course of action to improve and upgrade the lives of our poverty-stricken countrymenand empower them to finally achieve every man’s dream and desire for a better quality of life.

May God help us bring to fruition our plans and efforts to bring about this dream.

Faces of Poverty in Palawan

POPULATIONPalawan registered a total population of 659,659 in 136,757 households covered in the 2005CBMS Sur veyThe 2005 CBMS survey covered the province’s 22 municipalities and 323 barangays. The city of Puerto Princesawas reported as the largest in terms of population size. In fact, the city had a total population of 103,036 whichrepresents about 15.6 percent of the total provincial population. It was followed by the municipalities of Narra with9.0 percent and Brooke’s Point with 8.3 percent. Meanwhile, Cagayancillo was the smallest municipality with only6,346 households, accounting for only 1.0 percent of Palawan’s total population.

HEALTH AND NUTRITIONOne in every 1000 children 0 to 4 years old diedBased on the survey results, about 0.1 percent of children 0 to 4 years old died during that period. This correspondsto a total of 132 child deaths in the province. The highest proportion of deaths among children within this agerange was recorded in the municipality of Linapacan at 1.1 percent, representing 21 cases. This translates to 11deaths in every 1,000 children. However, in terms of incidence, Narra recorded the highest number where 25children died during the period. Meanwhile, no child deaths were recorded in seven (7) municipalities, namely,Rizal, Balabac, Bataraza, Brooke’s Point, Dumaran, Magsaysay and Sofronio Española. At the barangay level,Agutaya had the highest proportion as it recorded 8 cases of child deaths representing about 9.4 percent of thetotal number of children under 5 years old in the barangay. This was followed by Barangay Manamoc in Cuyo andBarangay Maroyogroyog in Linapacan with 6.7 percent and 5.6 percent, respectively.

Two in ever y 1000 pregnant women died due to pregnancy-related causesAbout 0.2 percent of pregnant women died due to pregnancy-related causes or a total of 60 cases of maternaldeaths. The municipality of Brooke’s Point had the highest magnitude and proportion of deaths which are relatedto pregnancy. In fact, the municipality recorded 24 cases representing 1.6 percent of pregnant women during theperiod. However, no maternal deaths were recorded for ten (10) municipalities. These include Busuanga, Cagayancillo,Culion, Coron, Rizal, Balabac, Bataraza, Dumaran, Magsaysay and Sofronio Española. Furthermore, at the barangaylevel, Barangay Salogon in Brooke’s Point had the highest proportion of maternal deaths and at the same time,had the most number of such cases. In particular, Salogon recorded 18 cases, representing 15.9 percent ofdeaths due to pregnancy-related causes. This means that about 16 women died for every 100 pregnant womenduring the period.

About 9.1 percent of children 0 to 5 years old were malnourishedBased on the results of the 2005 CBMS survey, about 9 in every 100 children aged 0 to 5 years old in the provincewere malnourished. The municipalities of Agutaya and Brooke’s Point recorded the highest proportion of malnourishedchildren. In addition, Brookes’ Point had the most number of malnourished children at 1,634. Meanwhile, Narrahad the smallest proportion at 1.7 percent which corresponds to 13.7 children. At the barangay level, the problemseems to be worse as high malnutrition rates were recorded for several barangays. For instance, about 97.4percent of children in Barangay Culandanum (b) were considered malnourished. This barangay had the highestproportion of malnourished children, followed by Barangay Saraza (70.7%) in Brooke’s Point and Barangay Kalatagbak(68.2%) in Quezon.

HOUSINGAbout 2.2 percent of households were living in makeshift housing while 4.4 percent were informalsettlersData on housing revealed that about 2 in every 100 households were living in makeshift housing. This phenomenonwas more prevalent in the municipality of Roxas, where about 10.4 percent of residents (or 552 households) wereliving in makeshift housing. This is followed by Brooke’s Point with 8.1 percent and Balabac with 2.8 percent. Interms of magnitude, however, Brooke’s Point recorded the highest number at 916 households.

On the other hand, the proportion of informal settlers in the province was about 4.4 percent. This means that forevery 100 households in the province, about 4 households are considered as squatters. The city of Puerto Princesahad the most number and the highest proportion of informal settlers. In fact, about 17.2 percent (or 3,843) of itshouseholds were considered informal settlers. It is worth noting that Roxas has no informal settlers despite thefact that it recorded the highest proportion of households in makeshift housing, as indicated in the results mentionedearlier. Furthermore, two other municipalities – Taytay and Coron - do not have informal settlers. At the barangaylevel, the squatting problem was predominant in Barangay Poblacion I in Brooke’s Point where about 31 in every100 households were informal settlers, while in Barangay Antipuluan in Narra the figure is about 26.3 percent ofthe barangay’s households.

WATER AND SANITATIONAccess to safe water supply and sanitar y toilet facilities is also a concern for many householdsResults of the CBMS survey revealed that about 39.6 of the households had no access to safe water while 56.7percent did not have access to sanitary toilet facilities. In terms of access to safe water, Linapacan had the biggestproblem among all municipalities with about 98.4 percent of its households having no access to safe water supply.It was followed by Magsaysay and Cagayancillo with 96.2 percent and 85.1 percent, respectively. Overall, therewere ten municipalities where more than half of the households had no such access. Meanwhile, at a moredisaggregated level, there were 24 barangays where all households did not have safe water access. These include6 barangays in Linapacan, 5 barangays each in Magsaysay and Cuyo, 2 barangays each in Balabac and Bataraza,and 1 barangay each in Cagayancillo, Coron, Dumaran and Agutaya. Out of Palawan’s 323 barangays, a total of152 barangays were considered “waterless”1.

Meanwhile, in terms of access to sanitary toilet facilities, the CBMS results showed that more than half of thehouseholds (i.e., about 56.7%) in the province did not have access to sanitary toilet facilities. The municipality ofBalabac recorded the highest proportion of households without sanitary toilet facilities (i.e., about 94.4%) followedby Rizal (84.3%) and Bataraza (74.9%). Only 15 municipalities recorded a proportion of more than 50.0 percent.This means that more than half of the households in these 15 municipalities had no access to sanitar y toiletfacilities. Moreover, all households in seven (7) barangays lacked sanitary toilet facilities. Three (3) of thesebarangays are in Balabac, 2 barangays are in Coron and another 2 barangays are in Bataraza.

BASIC EDUCATIONAbout 24.7 percent of children aged 6-12 years old were not attending elementar y school while43.9 percent of children 13-16 years old were not attending high schoolThe CBMS survey results showed that about 25 in every 100 children 6-12 years old in the province were notenrolled in elementary school. The highest proportion of these out-of-school children among all municipalities wasrecorded in Rizal with 43.0 percent while Barangay Villa Paz in El Nido recorded the highest proportion among allbarangays in the province. Meanwhile, about 44 in every 100 children aged 13-16 years old in the province werenot enrolled in high school during the reference period. The municipality of Balabac had the highest proportion ofsuch children (66.9%). Furthermore, there were two barangays in the province, namely Villapaz (El Nido) andTagolango (Bataraza) where all children 13-16 years old were not attending high school. However, these largeestimates may not directly mean that all children within this age range were not studying. In fact, some of them maybe enrolled in school but not necessarily in high school. For instance, some children aged 13-16 years old may stillbe in elementary.

INCOME AND LIVELIHOODAbout 58.3 percent of households were living below the poverty thresholdPalawan recorded a relatively high poverty rate at 58.3 percent which translates to 79,739 income-poor households;this means that about 6 in every 10 households were living below the poverty line. The municipality of Balabacrecorded the highest poverty rate among all the municipalities in the province at 85.5 percent, followed by Rizal andBrooke’s Point at 78.2 percent and 76.4 percent, respectively. In terms of magnitude, Brooke’s Point recorded thebiggest number of income-poor (i.e., 8,639 households). The rest of the municipalities still recorded relatively highpoverty rates. To add, there was one barangay in the province (Bancalaan in Balabac municipality) with all of its1,393 households living below the poverty threshold. There were also several barangays which recorded high ratesof poverty, including Barangay Pandanan (99.3%) also in Balabac, Barangay Sandoval (98.3%) in Taytay and BarangayTara (97.9%) in Coron.

About 42.5 percent of households had insuf ficient income to satisfy their nutritional requirementsAbout four in every ten households in the province were classified as food-poor. In fact, a total of 58,135households in the province were living below the food threshold. Among all the municipalities, the highest proportionof food-poor households was recorded in Cagayancillo at 66.0 percent. Brooke’s Point came next at 65.8 percent,and it also had the most number of food poor households at 7,443. Meanwhile, Barangay Poblacion I in Balabacwas considered as the poorest as all of its households were living below the food threshold based on the resultsof the CBMS survey. Several barangays also recorded very high rates of food poverty. For instance, BarangayAlcoba in Magsaysay and Barangay Decabaitot in Linapacan recorded rates of 96.9 percent and 95.9 percent,respectively.

Unemployment rate was high at 13.7 percentThe province recorded a relatively high unemployment rate at 13.7 percent. This represents a total of 31,646members of the labor force who did not have work during the reference period. Municipal level data showed thatBalabac had the highest unemployment rate at 39.9 percent, followed by Roxas with 29.0 percent and Agutayawith 22.8 percent. Thirteen municipalities had recorded double-digit unemployment rates during the period. At amore disaggregated level, unemployment is a huge concern for Barangay Funda in Cuyo where the rate of unemploymentwas recorded at 74.9 percent. Several other barangays recorded relatively high unemployment rates. For instance,Barangay III in Roxas, Barangay Maringian in Cuyo and Barangay Indalawan in Balabac recorded unemploymentrates of 61.0 percent, 52.3 percent and 48.4 percent, respectively.

PEACE AND ORDERAbout 0.2 percent of the population had been victims of crimeData on peace and order showed that there were 1,197 individuals who had been reported as victims of any typeof crime. This corresponds to about 0.2 percent of the total provincial population. The municipality of Brooke’sPoint had the highest crime rate at 0.6 percent of its total population. This was followed by Agutaya and PuertoPrincesa City with 0.4 percent each. It can be noted that the city of Puerto Princesa had the most number ofreported crimes with a total of 430 cases. Meanwhile, the highest proportion of victims of crime was recorded inBarangay Mainiti in Brooke’s Point at 4.1 percent followed by Barangay Old Busuanga in Busuanga with 2.3percent and Barangay Santo Tomas with 2.2 percent.
