The White Paper identified proposals to create Specialised Diplomas in 14 broad sector areas at Levels1 (foundation), 2 (intermediate) and 3 (advanced) to provide a highly-valued applied

route for learners that genuinely reflects the needs of employers. (DfES Pathfinder Specification)
