Contents:

1. The recipient is to have given outstanding service to the canine world over a period of time.

2. The recipient is to have been a working member of one or more clubs, having assisted with club canteens, fund-raising, working bees, training days, stewarding, managed or worked in Show Offices, produced club magazines, produced or donated equipment for the membership use.

3. Nominations are to be accompanied by a written statement, duly signed by the proposers who must be financial members of the TCA Inc. The nominee’s contributions to the canine world must be listed.

4. The TCA Inc invites nominations from all disciplines. Nominations will be received up to 31 October each year.

5. Up to four awards, at the discretion of Council, will be presented each year. There is no obligation to make any awards each year. Recipients will be advised in writing prior to the presentation. This advice is to be marked ‘CONFIDENTIAL’.

6. Presentations will be made at a fixture.7. The TCA Inc Council decision is final. No correspondence will be entered into under

any circumstances.8. No serving Councillor will be eligible for this award.

NOTICE OF ELECTIONFOR TCA INC COUNCILLORS

An election shall be held to elect four (4) Councillors to take office for the period Feburary, 2020 to February, 2023.A member nominating for election as a Councillor is required to meet the eligibility criteria as defined hereunder. The Commitment Statement must be completed and signed on the nomination form.No person shall be eligible for election or appointment or be elected or appointed pursuant to this Clause unless the person at the time of closing of nominations:(a) Is an ordinary financial member of the TCA Inc and at least eighteen (18) years of age.(b) Has been a financial member of the TCA Inc, or an ANKC affiliated body, for a continuous

period of at least five (5) years up to and including the closing date for nominations.(c) Has served as a member of the Council of the TCA Inc or of an ANKC affiliated body,

defined in Clause 7, or has held an executive position on a body affiliated with the TCA Inc or with a body affiliated with a member body of the ANKC for a period or periods in total of not less than two (2) years or has held an executive position on the committee of a body, incorporated under the Incorporations Act, for a period or periods in total of not less than two (2) years, in addition to having held an executive position on a body affiliated with the TCA Inc or with a body affiliated with a member body of the ANKC for a period or periods in total of not less than one (1) year.

(d) Executive positions are those of President, Vice-President, Treasurer and Secretary.(e) “financial member”, in relation to this notice, means an eligible member of at least 18

years of age, who is a current financial member of the TCA Inc, and a resident of the state of Tasmania.

An eligible financial member of the TCA Inc may cast a vote for not more than the number of candidates to be elected. The number of candidates to be elected, who receive the highest number of votes shall be elected to the vacant positions for a three (3) year term February 2020 to February 2023. In the event of a tied vote for the last position the names of those candidates who receive the identical number of votes in the tie shall be subject to a simple draw and the winner of the draw shall be duly declared elected as a Councillor.Nominations for elections shall be accepted only on the approved nomination form available on the Association’s website or from the TCA Inc office and with all the particulars required thereon properly completed.The nomination must be placed in a sealed envelope marked ‘nomination form’ and posted to the Returning Officer Locked Bag 1 North Hobart Tasmania 7002 to be received at the Locked Bag not later than the closing time of 12 noon on Friday 25 October 2019.The list of nominees shall be published in the December/January issue of the “TCA Inc Gazette”, together with the rules, regulations and procedure for voting.Nominees are invited to submit a photo and a short resume of their involvement in canine activities which will be published free of charge. The resume must accompany the nomination form, a photograph is optional.A nominee may appoint a person who is a current financial member, as defined in Clause 1 of the Rules for Election, to act as their scrutineer at the counting of votes.Counting of votes cast in such election shall take place at the Administration Building, Hobart Showground, Glenorchy, on Tuesday 7 January 2020 commencing at 1.00 pm.Councillors whose terms expire in February 2020, are:

Steve Koulmandas and his Labrador Retriever Nativerun Al Capone (Al) the Highest Scoring Tasmanian Dog at the State Championship and the National.

Al was bred by Paul and Margie Littlejohn

The last canine event has now been held in the kennel area with the Golden Retriever Club shows on 22nd September. It is certainly the end of an era and has stirred up mixed feelings amongst members. A working bee was held on 22nd September to pack up the Library, Office and Stewards Rooms.

I would like to thank all those volunteers who came and assisted on that Sunday.

There was a formal goodbye held at the British Bulldog Show and it was great to see many stalwarts attend despite not showing dogs. I hope everyone got a piece of cake.

Despite all the money members have paid towards facilities, all buildings and fixtures are owned by the Royal and they have called for expressions of interest for their sale. Tasdogs has purchased an additional container and all moveable items owned by Dogs Tasmania will be stored therein. The office and library have already been moved to a temporary site. A number of items will of course be needed for use at the Royal.

Council is as disappointed as members about the loss of facilities and has said repeatedly it will not be in future committing funds to capital assets unless we have security of tenure.

The previous weekend saw the Conformation Judges Practical Exams. The pass rate was high with four out of six candidates being successful. Again can I thank all the volunteers who assisted on the day. Of course the exams could not occur without dogs and thanks to those exhibitors who bought their dogs along. I am sure the candidates would also like to thank the group co-ordinator who again voluntarily spent so much time on the training.

The end of September saw the National Retrieving Trials held in Tasmania. I was honoured to be invited to the dinner and it was a revelation to see the number of enthusiastic competitors for all states as well as New Zealand. I know we in the conformation space bemoan our falling numbers, but there is no doubt that many of the disciplines are thriving and helping to keep our dogs in the spotlight.

October is of course the month for Royals and now our annual CACIB Show. In addition quite a few specialties are held. I wish everyone success and hopefully good weather.

The ANKC Annual Meeting is also held in October, hopefully it also will be productive.

Clubs are reminded that the Association has two defibrillators available for loan to clubs for their fixtures – one is based in the south and the other in the north. Please contact the office to make a booking and organise collection.

MEMBERS ATTENTION IS DRAWN TO THE ANKC REGULATIONS BELOW:8.3 All bitches eight years of age and over at the time of a mating must have a current veterinary

certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from veterinarian certificate is defined as being within three months prior to the mating. (Added BOD 10/11)

12.1 Where a dog has had its registration suspended it cannot participate in any event sanctioned by the ANKC Ltd or any member body.

12.2 Any suspended dog cannot be mated or used at stud from the date of suspension. Where the dog had been mated or used at stud prior to the date of suspension the litter may be registered at the discretion of the member body.

SUMMARY TCA INC COUNCIL MINUTES JULY 2019

PRESENT: Mr D Sales (Chairman), Mesdames S Axton, E Job, M Jones, C Lowe, Miss P Hallam, Messrs S Eastley, B Enright, R Lowe and K Smith (Executive Officer).

BUSINESS ARISING FROM THE MINUTES:Border Collie Club of TasmaniaThe EO advised the meeting that he had contacted Mrs H Owen, the Secretary of the club, and that he was waiting for her to advise suitable times for the meeting.

FINANCE:Financial Reports for the period ending 30 June 2019 indicating a loss of $2361.04 compared to a profit of $7912.28 for the corresponding period in 2018, a YTD profit of $48165.27 compared to $45675.26 for 2018 and a Bank Register for the period 1 to 30 June 2019 detailing deposits totalling $28995.20 and withdrawals of $25666.20 were circulated to all Councillors.

COMMITTEE REPORTS:A report from the Conformation Judges Training Committee was circulated to all Councillors.

GENERAL BUSINESS:Executive Officer's ReportThe EO’s Report advised that:• Processing was at a 9 working day turnaround;• There were 211 puppies registered in the period 12 June to 10 July 2019 compared to 247

for the same period in 2018, 1397 YTD compared to 1395 in 2018;• There were 1021 members including Life Members as at 10 July 2019 compared to 985

in 2018;• 30 membership renewal reminders were sent out for June 2019.• He had circulated a draft of the procedure to follow to lodge a complaint to all Councillors

for comment.

ANKC Ltd AGM/Board Meetings October 2019The EO advised the meeting that the promotional labels that had been discussed at the last meeting of Council was an agenda item to be forwarded to the ANKC Ltd for inclusion on the agenda for the October 2019 Board Meeting.S Axton advised the meeting that the American Kennel Club had a good promotion concept and agreed to forward a copy to D Sales.RESOLVED: ‘A motion that the ANKC Ltd finance a promotional package that can be used by all Member Bodies be submitted.’

Stewards LecturesThe EO advised the meeting that M Jones and S Eastley had conducted a Trainee Stewards Lecture 27 June 2019 and that Miss K Baker, Mesdames A Blake, T Bowes-McCauley, H Chabanov, L Jones, M Kube, J Laker, M Nardi, Messrs C Cocker and M Wickham had attended and lodged applications to join the panel.RESOLVED: ‘The applications be approved and the details published in the Gazette.’

D Sales requested Councillors work with all Trainee Stewards to help them become accredited.The EO advised the meeting that he would acknowledge the applications and contact the clubs requesting them to assist with the training process for the Trainees and that S Eastley and G Parry would conduct a Steward’s Lecture in the north of the state in the near future – probably at Perth.

Examination Panel Correspondence from Mr A Jones detailing his ideas on how the Examination Panel would operate was circulated to all councillors.RESOLVED: ‘The correspondence be acknowledged and the matter referred to the next meeting of the TCA Inc Council.’

Breed StandardsR Lowe queried the changes to the ANKC Breed Standards.D Sales advised that any major changes were implemented 1 January each year and that corrections were advised as soon as they were found.

TT LinesM Jones advised the meeting that an article requesting TT Lines to allow dogs to travel in the cabins with their owners had been published in the Sunday Tasmanian 30 June 2019 and suggested that a letter of support should be forwarded to TT Lines.RESOLVED: ‘The suggestion be endorsed.’

Ulverstone Kennel Club Inc held their Annual General Meeting on the 13th of August. It was with much pleasure for the committee to present these two Ladies with Life Membership which was long overdue.Paddy MacKinnon (pictured left) most will know for her lovely cooking in our canteen, what some may not know is that for many years she had and showed Bull Mastiffs and is currently a foster carer with GAP and a Story Dog reader along with her Morgan (Greyhound). Toni Drew (pictured right) as many would know has shown, bred and tracked her beautiful Weimaraners since the mid 1980s. Supporting the performance side of dogs through Obedience and most recently Rally-Obedience, organising Trials in our area.Both ladies are still continuing on the committee and supporting the club.

All exhibitions conducted by the Tasmanian Canine Association Inc and its affiliates are conducted under the rules and regulations of the Association, a copy of which may be inspected at the office of the secretary of the exhibition on the day of such exhibition.The following rules/regulations apply to all exhibitions: Financial Members:

A person 18 years of age and over and who is a resident of Tasmania may not exhibit, handle, officiate in the judging ring or register an animal unless he/she is a current financial member of the TCA Inc. A person seven years and under the age of eighteen years who handles a dog in the judging ring is required to be a junior member of the TCA Inc or a member of an affiliated club. At least one parent or guardian is required to be a financial member of the TCA Inc.

Entry fees must accompany the entry form and should be paid by cheque or money order (refer Australia Post regulation).

Substitute Judges:The affiliate conducting an exhibition reserves the right to substitute judges if the committee deems it necessary. Entry fees are not refundable – refer TCA Inc Regulation 227.

It is the exhibitor’s responsibility to have his/her exhibit/s available for judging in all classes or events for which it is correctly entered and for the classes for which it subsequently becomes eligible – TCA Inc Regulation 33.

GENERAL BUSINESS:Executive Officer's ReportThe EO’s Report advised that:• Processing was at an 8 working day turnaround; • There were 257 puppies registered in the period 11 July to 14 August 2019 compared to

179 for the same period in 2018,1654 YTD compared to 1586 in 2018; • There were 1032 members including Life Members as at 14 August 2019 compared to

1020 in 2018 and • 32 membership renewal reminders were sent out for July 2019.• The British Bulldog Club of Tasmania shows 24 August 2019 are the last all breeds shows

at the Kennel Area and that Mrs F Smith is keen to have a function at lunch time to recognise the 71 years of showing dogs in the area. A cake has been organised and some drinks will be purchased. There will also be a display of old ‘photos, trophies etc – any assistance would be greatly appreciated.

DefibrillatorsG Blyth advised the meeting there had been some issues in having the defibrillator that had been sent to the Conformation Judges Training Show returned to him and that a club's booking could not be fulfilled due to this.RESOLVED: ‘Clubs be advised to book the defibrillators through the office and a fee charged if it is not returned by the Tuesday following.’

Lure CoursingG Parry advised the meeting that the lure coursing gear had arrived and thanked the office staff for their efforts in obtaining customs clearance for it.
