Special Olympics Delaware Fact SheetSpecial Olympics Delaware is a non-profit organization authorized and accredited by Special Olympics, Inc. (SOI) and the Joseph P. Kennedy, Jr. Foundation.

WHAT IS SPECIAL OLYMPICS?Special Olympics Delaware utilizes sports as a platform to create life-changing experiences for those involved or touched by our program. These achievements include: building athlete capacity to reach their full potential; impacting the delivery of health care to our athletes; and, changing perceptions of the capabilities of persons with intellectual disabilities.

PROGRAMSSODE is made up of more than 4,200 athletes participating in more than 130 schools and/or one of five Area Programs: Wilmington, Newark, M.O.T., Kent County and Sussex County. Area Programs are overseen by an Area Director and Leadership Team, while school programs are typically overseen by faculty members. The ages of the athletes involved and sports offered vary depending on the program.

TRAINING AND COMPETITIONSAthletes practice for at least eight weeks under the guidance of trained coaches in preparation for their final competition. Competitions of all sizes are held across the state throughout the year, highlighted by SODE’s signature events: Summer Games, Fall Festival, State Basketball Tournament, Basketball and Soccer Skills competitions, and Bowling Tournaments. Athletes and teams are divisioned based on ability (and age and gender whenever possible) for all competitions. Along with state-level competitions, SODE athletes also compete at National and World Games, and often participate in regional or other states’ events. The Young Athletes program is offered for children ages 2-7 and the Motor Activity Taining Program is for athletes of all ages with profound disabilities.

VOLUNTEERSMore than 4,000 volunteers enable SODE to offer its year-round sports training and competition program. Volunteer opportunities include coaching, event management, participating in fundraising, volunteering on the day of an event, and even being part of a team as a Unified Partner.

FINANCIAL SUPPORTSpecial Olympics does not charge its athletes a fee to participate and also provides uniforms and equipment at no cost. Therefore, it is a constant challenge to stretch resources in order to provide everyone with a chance to benefit from Special Olympics. Financial support comes from funds raised from individuals, organizations, corporations, foundations and special events. The Lewes Polar Bear Plunge and Over the Edge are examples of fundraising events unique to Special Olympics Delaware.

FOLLOW THE FLAME! INFORMATION ABOUT THE LAW ENFORCEMENT TORCH RUN

The Torch Run kicks off in Rehoboth Beach the Wednesday before Summer Games with Law Enforcement motorcycles presenting the ‘Flame of Hope’ during a formal ceremony at the bandstand at 7 p.m. Runners then lead the Torch out of town with the first mile dedicated to Cpl. Chris Shea, DSP, who was tragically killed in a traffic accident. This first leg of the Torch Run is sponsored by Nicola Pizza. The flame continues to Delaware State Police Troop 7 in Lewes where the run stops for the night.

On Thursday, the Torch Run resumes in three Sussex County locations – Delmar, Lewes and Georgetown. The three Sussex County legs of the Torch Run unite in Harrington, where the three torches become one and the run continues north through Kent County. The procession stops for an afternoon ceremony at Legislative Hall in Dover before the flame makes its way toward and then stops in Odessa.

The final day of the Torch Run, Friday, is marked by a morning ceremony on the steps of the Wilmington Police Department and then specific miles dedicated to law enforcement officers. One of the dedicated portions of the run is the one-mile leg down Main Street in Newark, named “Gary’s Mile” in tribute to Gary Summerville, a University of Delaware officer who died in a traffic accident. The final mile into the athletic complex is known as “Jimmy’s Mile,” in honor of Jim Curran, a former New Castle County police officer who was injured in an accident.

The Flame of Hope is then run into the Opening Ceremony (12:30 p.m. at the Bob Carpenter Center) by the Torch Runner of the year, who is joined by the Outstanding Athlete for the lighting of the cauldron.

Throughout the Torch Run, several volunteers leap-frog the Torch Run to ensure it stays lit the entire 160 miles, a tradition started by the late Winnie “Torch Master” Spence in 1994. Delaware is the only state in the country that runs a lit ‘Flame of Hope’ the entire length of the state prior to its Summer Games.

Since 1987, Delaware Law Enforcement has hit the pavement in support of the athletes who train and compete in Special Olympics. Through their signature event - the Law Enforcement Torch Run - which has evolved into a three-county, 160-mile relay-run across the state, law enforcement has opened the doors of understanding and acceptance while raising more than $6.5 million to fuel Special Olympics’ growth and quality programming.

In addition to the Torch Run, Delaware Law Enforcement for Special Olympics (LESO) hosts several fundraising events throughout the year with the support of the following sponsors:

2017 William “Winnie” Spence Torch Runner of the Year Cpl/3 Andrew Manning

Beginning in 2015, the award for Torch Runner of the Year was renamed the William “Winnie” Spence Torch Runner of the Year to recognize Winnie’s role as “Keeper of the Flame” during the annual 160-mile Torch Run. It was originally Winnie’s idea to keep the torch

lit for the entire journey, making Delaware’s Torch Run truly unique. His memory lives on and his legacy will continue through this award as the Torch Run ensures the “Flame of Hope” burns brightly all 160 miles.

Cpl/3 Andrew Manning of the Delaware Natural Resources Police Department has been named the Delaware Law Enforcement Torch Run “Winnie Spence” 2017 Torch Runner. “I am humbled whenever I am in the presence of the athletes at whatever event it may be,” Manning said. “It is a privilege to be a small part of this extraordinary movement and stand in the shadows of the athletes that I admire.”Manning’s first exposure to the movement was when he participated in the Polar Bear Plunge in 2000. “When I signed up and jumped into the frigid water, I just thought that it was something fun to do that would raise money for a good cause,” he recalled. “I didn’t fully know the extent of how important an organization Special Olympics was. Then I ran my first Torch Run in 2003 and got to see firsthand how excited the Special Olympics athletes were when the police motorcycles brought the torch down Rehoboth Avenue. At that point, I was hooked. And I’ve never looked back.”Manning, who has been an officer with DNR since 2002, is a member of the SODE Torch Run executive committee, serves as the Sussex County Leg Coordinator for the Torch Run, and is an agency coordinator. He also participates in several SODE fundraisers and often awards medals to athletes.“My most unforgettable moment was at my first bowling competition and I was asked to place a medal around the neck of each athlete,” Manning said. “This singular event changed me and is responsible for reminding me how important the Special Olympics movement is, but more significantly, how inspiring the athletes are.” Manning will have the distinct honor and privilege to deliver the Flame of Hope, on behalf of the entire Delaware Law Enforcement community, to the Special Olympics Delaware 2017 Outstanding Athlete Melissa Chong, at the Opening Ceremony of the Summer Games.

Melissa Chong - 2016 Outstanding AthleteMelissa began participating in Special Olympics when she was 8 years old and has since competed in 11 different sports. Currently she competes in figure skating, swimming, basketball, snowshoeing, tennis, soccer, cycling and bowling.Melissa’s limited communication skills provide perhaps the greatest challenge an athlete can face. According to her father, Kevin Chong, Melissa has had to learn skills strictly through repetitive observation with the patient tutelage of her coaches, Unified partners and volunteers. Figure skating is Melissa’s favorite sport, according to her father. As SODE’s sole competitive figure skater, she competes in other states’ events and recently won two gold medals at the Keystone Regional Pennsylvania Figure Skating competition. She has participated in the University of Delaware Synchronized Figure Skating Eastern sendoff exhibition as well as The Skating Club of Wilmington winter ice shows.

“In our eyes, she has already won before she competes,” Kevin and his wife, Susan, agreed. “Not just the medals, accolades or cheers, but the unceasing daily battle of coping and living her life the best way she can.”
