BOARD OF TRUSTEES ST. LOUIS COMMUNITY COLLEGE

THURSDAY, MAY 16, 2013 The Regular Meeting of the Board of Trustees of St. Louis Community College was held on Thursday, May 16, 2013, at the Meramec Campus, 11333 Big Bend Rd., Kirkwood, MO 63122, pursuant to notice and in accordance with R.S. MO 610.020 as amended. 1. 5. Approval of the April 25, 2013 Minutes and Amendment to the February 26, 2013 Minutes On motion by Ms. McGivney and seconded by Dr. Graham, the Board unanimously approved the April 25, 2013, regular meeting minutes after correcting the spelling of Mr. James Payne’s last name to “Paine,” and changing the title of Trustee McGivney’s guest to read “Dr. James McGivney.” The Board also unanimously approved the amended February 26, 2013 regular meeting minutes, item 3, third paragraph to read “Ms. Hvatum then provided the Board with copies of proposed agenda items she prepared for submission to the Meramec Governance Council.” 6. Approval of Resolution Re June 20, 2013 Executive Session of the

Board of Trustees On motion by Ms. Hattman, and seconded by Dr. Graham, the Board unanimously approved, by a roll-call vote, the resolution scheduling an executive session on June 20, 2013, all as more fully set forth in Exhibit A attached hereto and by this reference incorporated herein. 7. Recognition of Student, Staff and Trustee Accomplishments

A. Ms. Ellen Gough presented the Foundation with a “Bowling for Scholars” check in the amount of $38,163.57.

B. On behalf of the Board, Ms. Fitzgerald recognized faculty receiving promotion in rank. 8. Informational Presentations

A. Mr. Kent Kay, Vice Chancellor of Finance and Administration, reviewed quarterly budget reports with the Board. B. Mr. Kay reviewed the FY 2014 Operating and Capital Budgets, and answered questions from the Board.

9. Approval of Consent Items Consent items are approved by a single motion and vote unless otherwise noted below.

9.1 Consent Item Motion and Vote

Ms. Hattman moved approval of the consent agenda items. Dr. Graham seconded the motion. Ms. Hattman asked for additional information and clarification on the deactivation of the Chemical Technology Program under section 9.2, Academic and Student Affairs. Dr. Donna Dare answered questions from the Board. Following discussion, on motion by Dr. Larson and seconded by Dr. Graham, the Board, on a roll-call vote, voted unanimously to table the recommendation for deactivation of the Chemical Technology Program, until they have more knowledge about the program or see a different iteration of the program come forward. Ms. McGivney then asked questions regarding the contract recommendations with Collegiate Admission and Retention Solutions and PEOPLEADMIN. Dr. Klimczak answered her questions. Ms. McGivney then asked questions regarding the change orders in the C. Rallo contract. Mr. Kay answered her questions and questions from other members of the Board. Following discussion on the above items, on motion previously made and seconded, all remaining consent items were unanimously approved.

9.2 Academic and Student Affairs

Approval of Program Recommendations and Revisions The Board, by consent, approved the following Resolution: RESOLVED, that the Board of Trustees hereby approves the program

recommendations all as more fully set forth in Exhibit B (with the exception of the recommended deactivation of the Chemical Technology Program) attached hereto and by this reference incorporated herein; and that, where appropriate, said programs be submitted to the Coordinating Board for Higher Education.

9.3 HUMAN RESOURCES

Human Resource Recommendations The Board, by consent, approved the following resolution regarding human resource recommendations:

RESOLVED, that the Board hereby ratifies and/or approves personnel actions for certificated, physical plant and classified staff in accordance with established policies of the District, all as more fully set forth in Exhibit C attached to these minutes and by this reference incorporated herein; and

FURTHER RESOLVED, that, where appropriate, the Chancellor of the District or her designee is hereby authorized and directed to execute for and on behalf of the District, the appropriate contract or amendment to contract for the affected personnel.

9.4 BID AWARDS Acceptance of Bids/Ratification of Contracts The Board, by consent, approved the following resolution:

RESOLVED, that the Board of Trustees hereby accepts the bids and/or ratifies the contracts set forth in Exhibit D attached hereto and by this reference incorporated herein, to the lowest responsible bidder for the amounts indicated thereon and all in accordance with District specifications specified in the contract numbers indicated; said funds to be paid from the funds set forth in each item of Exhibit D; and

FURTHER RESOLVED, that the appropriate officer of the Board or the District be and hereby is authorized and directed to execute an appropriate contract in each instance.

The Board by consent ratified investments/daily repurchase agreements made by the Treasurer of the District during the month of March 2013, for which bids had been received in accordance with Board Policy, all as more fully set forth in Exhibit E attached hereto and by this reference incorporated herein.

C. Investment Report

The Board by consent ratified the investments report as of March 31, 2013.

9.6 CONTRACTS AND/OR AGREEMENTS Contracts and/or Agreements The Board was requested to approve the acceptance or renewal of various contracts, agreements and resolutions. The Board, by consent, approved the following resolution regarding the acceptance or renewal of various contracts, agreements and resolutions between the District and various agencies, corporations and individuals located throughout the District:

RESOLVED, that the contracts, agreements and resolutions set forth in Exhibit F attached hereto and by this reference incorporated herein, are adopted and approved; and

FURTHER RESOLVED, that the appropriate Officer of the Board of the District be and hereby is authorized and directed to execute an appropriate contract in each instance.

9.7 ACCEPTANCE OF EXTERNAL FUNDS Acceptance of External Funds The Board, by consent, approved the following resolution regarding the acceptance of grants, contracts and equipment donations:

RESOLVED, that the Board of Trustees does hereby accept the grants, contracts, gifts and equipment donations for the College, all as more fully set forth in Exhibit G attached hereto and by this reference incorporated herein; and FURTHER RESOLVED, that the Chancellor be and hereby is authorized and directed to express appreciation, where appropriate, for and on behalf of the District; and FURTHER RESOLVED, that with respect to federal grants for work-study programs, the Agency involved will be billed for matching funds and for Social Security; and FURTHER RESOLVED, that the appropriate Officer of the Board or District be and hereby is authorized and directed to execute contracts with said agencies in each instance.

10. COMMUNICATIONS 10.1 Chancellor’s Report None. 10.2 For the Good of the College Report Ms. Fitzgerald submitted the following report: It has long been a tradition at St. Louis Community College to recognize students who have exhibited outstanding achievement in their field of study or extracurricular activities. I am proud to say that all Board members had a chance to participate in the Student Awards Banquets over the past month. We congratulate these hard-working students on their success. Trustee Jackson attended the inaugural Emerging Scholars Banquet at Forest Park. The Emerging Scholars program has existed at Florissant Valley for 17 years and at the Meramec Campus for 2 years. The Board is pleased that this celebration of academic excellence has now expanded to three campuses. Dr. Larson attended the meeting of the Executive Board of MCCA. He is the Vice-president representing College Trustees on the Executive Board. They met to get a legislative review and visited the Senate and House chambers. The committee is also working on planning the spring MCCA meeting for Trustees and Administrative Professionals and the annual meeting that will be held the end of October in St. Louis. The Board looks forward to attending commencement this weekend. It will be a pleasure to congratulate our students for their hard work and dedication to their education, and the faculty and staff who helped them achieve their goals. 10.3 Citizens Desiring to Address the Board Regarding Other Concerns Beth Anderhub, JCD-NEA, distributed and reviewed notes from a recent faculty forum. Tobi Chapman, JCD-NEA, addressed the Board regarding teaching and learning, decline in institutional effectiveness, morale, maintenance of physical facilities, deteriorating furniture, and growth at the central office.

Becky Helbling, JCD-NEA, addressed the Board regarding student engagement, declining enrollment, faculty involvement, notes from the faculty forum, and integrity. Ellen McCloskey, JCD-NEA, addressed the Board regarding ways to move the college forward. Specifically, she discussed shedding costs by looking at the underutilization of the Harrison Education Center and the Corporate College. She then called for a third-party evaluation of the state of physical facilities and how it impacts student enrollment. Ms. McCloskey then advised the Board that a straw poll vote was taken at campus forums, and 100 of 114 faculty voted to move toward holding a vote of no confidence in the chancellor. She further stated that at the May 10, 2013, JCD-NEA Executive Council meeting, 18 of 18 faculty voted to move toward a vote of no confidence. Ms. McCloskey concluded her comments by stating that the faculty wants to help. Rebecca Kettler, Foreign Language instructor, addressed the Board regarding the reporting of clock hours vs. credit hours to the Public School Retirement System. Kendra Loving, student, addressed the Board regarding her student loan. Ms. Regina Blackshear answered questions from the Board regarding Financial Aid processes and regulations. 10.4 Board Member Comments Dr. Larson reported on the student awards banquets, stating that they are a great representation of the college’s mission to change lives. Dr. Larson then announced that part of the May MCCA conference would include a discussion among Trustees concerning efforts within each represented college to improve student completion. He distributed STLCC results of a survey distributed to 12 community colleges and thanked Dr. Dare and her staff for preparing it. He said he would bring back a state-wide summary from the conference. Ms. Jackson said the Emerging Scholars Banquet at Forest Park was an evening of celebration and thanked Dr. Hess for holding the event for Forest Park students. Ms. McGivney said she is looking forward to commencement on Sunday.

Dr. Graham also said she is looking forward to commencement. Dr. Graham said that she would like to see faculty members come to the microphone at Board meetings and let the Board know how hard they are working to keep students engaged. She said she would like to see them build a bridge with the administration. Ms. Fitzgerald then read the following statement: The safety and security of all students, employees, and those who visit our campuses are our number one priority. We value them and will protect them. In light of the recent incident at the Meramec campus, an internal investigation will be held to collect and evaluate relevant information regarding the incident. Tonight the College’s Board of Trustees has hired an outside law firm, Armstrong Teasdale, to conduct this investigation. This agreement specifies that any communications regarding the investigation are only between the law firm; Mr. Marc Fried, the College’s legal counsel; and the Chair and Vice chair of the St. Louis Community College Board of Trustees, currently myself and Dr. Craig Larson. The law firm will present its findings to the Board of Trustees upon completion of the investigation. 11. NEW BUSINESS None. 12. 9.4 Recommendation for Change Order: Board approval is requested for ratification of change orders #2, #3 and #4 to the scope of work and value of the C. Rallo contract to repair the Forest Park Plaza Deck due to the discovery of unforeseen structural issues when the brick pavers were removed from the south portion of the plaza. Surface repairs were performed on a negotiated unit cost basis based on the depth and type of repairs performed. College personnel confirmed the repair sizes which totaled $193,456.50. As more of the brick paving was removed there were additional areas requiring full removal of the deck and repair to these areas. The repairs for these three areas were designed by the structural engineer and totaled $202,283.00. Repair of two columns on the building’s O Level was also performed totaling $13,085.00. Also included is an increase of $48,310.00 for additional materials, supervision, labor, scaffolding and waterproofing. The total contract price of $866,134.50 includes completion of the south side of the plaza, including the required repairs detailed and the base bid work for completion of the north side of the plaza. Recommendation for Award/Purchasing

Board approval is requested to purchase licenses for Adobe Creative Cloud and Acrobat Professional from SHI INTERNATIONAL CORPORATION, in an amount estimated at $91,860.00 annually, for a period of three (3) full years, to begin June 1, 2013.

Description

Licenses for Adobe Creative Cloud and Acrobat Professional will provide students and staff access to Adobe’s full suite of creative tools for photography, video, audio and design, including Photoshop, Illustrator, InDesign, Dreamweaver, After Effects, Encore, and Muse. These software products are used for classroom and lab instruction in many programs: visual arts, technology, web development, education, engineering and communications programs. SHI International Corporation is an Adobe reseller; Adobe establishes the fee for their products, precluding a competitive bid. This vendor is a minority and woman-owned business enterprise.

Recommendation for Award/Purchasing

Board approval is requested to modify the existing Ellucian Banner Technical Currency Maintenance Agreement which expires June 30, 2020, to include maintenance for the Ellucian Mobile product, in an amount estimated at $16,000.00, annually. Description This mobile device solution provides 46 features permitting students access to the information most requested such as course schedules, grades, maps, news feeds and directory assistance. Registration functionality is planned for release in March 2014. Ellucian is the provider for the college’s enterprise system and the sole developer of Ellucian Mobile, precluding a competitive bid. Ellucian has waived a $60,000.00 perpetual license fee in return for a commitment prior to June 15, 2013. The annual license fee has a 4% maximum escalator. Implementation services are estimated at $27,000.00 and will be provided through a previously approved consulting agreement with Ellucian. This vendor is neither a known minority-owned nor woman-owned business enterprise. Board approval is requested to use the National Joint Powers Alliance (NJPA) cooperative contract with TYCO INTEGRATED SECURITY, LLC, to purchase a security system estimated at $125,076.25. Description This security system includes 53 interior cameras to be installed throughout the Meramec Campus and a digital video recorder. The purchase of this security system will provide a more secure environment. This camera system has remote monitoring capabilities, integrates the use of existing cameras on campus, stores recordings for 30 days, and is expandable to include future projects at other campus locations. This vendor is neither a minority nor woman-owned business enterprise. 9.6 RESOLUTION AUTHORIZING THE EXECUTION OF A PROGRAM AND FINANCING AGREEMENT FOR THE PURPOSE OF CARRYING OUT A RETAINED JOBS TRAINING PROGRAM FOR THE BOEING COMPANY AND/OR ONE OR MORE WHOLLY-OWNED SUBSIDIARIES THEREOF; AND AUTHORIZING AND APPROVING CERTAIN DOCUMENTS AND ACTIONS RELATING THERETO.

WHEREAS, The Junior College District of St. Louis, St. Louis County, Missouri (the “College”) is authorized pursuant to Sections 178.760 to 178.764 of the Revised Statutes of Missouri, as amended (the “Act”), to enter into agreements with businesses located within the State of Missouri (the “State”) to establish training arrangements for the retention of jobs by providing education and training of workers for existing jobs for “stable industries” (as defined in the Act) in the State; and

WHEREAS, The Boeing Company and/or one or more wholly-owned subsidiaries (collectively, the “Employer”) proposes to enter into a Program and Financing Agreement (the “Agreement”) with the College and UMB Bank, N.A., as fiscal agent, which will provide for the education and training of the Employer’s employees for retained jobs (the “Project”); and

WHEREAS, the Board of Trustees of the College hereby finds that based on information provided by the Employer, the Board of Trustees expects that the Revenues (as defined in the Agreement) will be sufficient to secure the faithful performance of the Employer’s obligations under the Agreement; and

WHEREAS, the Board of Trustees of the College hereby further finds and determines that it is necessary and desirable in connection with the Project that the College enter into certain documents and take certain other actions as herein provided;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE JUNIOR COLLEGE DISTRICT OF ST. LOUIS, ST. LOUIS COUNTY, MISSOURI, AS FOLLOWS:

Section 1. Authorization of Agreement. The College is hereby authorized to enter into the Agreement in substantially the form presented to and reviewed by the Board of Trustees of the College at this meeting, with such changes therein as shall be approved by the officers of the College executing such documents, such officers’ signatures thereon being conclusive evidence of their approval thereof.

Section 2. Execution of Documents. The College is hereby authorized to enter into and the Chair or the Vice Chair of the Board of Trustees or the Chancellor or any Vice Chancellor of the College is hereby authorized and directed to execute and deliver, for and on behalf of and as the act and deed of the College, and the Secretary or the Assistant Secretary of the Board of Trustees is authorized to attest to, the Agreement and such other documents and instruments as may be necessary or desirable to carry out and comply with the intent of this Resolution.

Section 4. Effective Date. This Resolution shall take effect and be in full force immediately after its passage by the Board of Trustees of the College.

Academic and Student Affairs The college recommends that the Board approve the deactivation of the Chemical Technology Associate of Applied Science approved and submitted by the District Curriculum Committee.

Program: Chemical Technology

Associate of Applied Science Effective: Fall 2013 pending CBHE notification

Impact Statement: The College is requesting approval for the deactivation of the Chemical Technology AAS degree. This recommendation is being made after discussion among the District Curriculum Committee and a unanimous decision by the members to support deactivation. No additional costs are associated with this deactivation, and no full-time faculty positions are being displaced at this time as a result of this deactivation.

The enrollment and graduation rates for the Chemical Technology program have been an ongoing concern. Even though part of the efforts to market all programs associated with the Center for Plant and Life Sciences particularly between 2003-2007, the chemical technology program has not seen significant results of those efforts in terms of enrollment growth. Program faculty were notified to address the issues as far back as the year 2000, under the leadership of the then executive dean/vice presidents of academic affairs (Dr. Sarah Perkins) and then the dean of the Math, Science, Engineering and Technology division at the Florissant Valley campus and later vice presidents of academic affairs (Ashok Agrawal). The 10- year academic degree history reveals the following information regarding graduates of this program:

Unduplicated enrollment in the chemical technology courses (i.e., CHM: 121, 122, 213, 214, 221, 222, 231, and 232, collectively) over the past three years is as follows: 18 students in Academic Year 2012 17 students in Academic Year 2011 19 students in Academic Year 2010 A significant challenge with this program is maintaining the entering cohort over the duration of the program. Many students drop out or gain employment prior to completing the program.

The chronology below provides an overview of requests for information and results of those processes since 2007:

• 2007 – Tech Scan and advisory committee meetings were held, and the recommendation to the faculty was to revise the Chemical Technology program, a request that had been made at the campus level for several years prior.

• 2009 – Program Review was conducted, and the report submitted was returned due to lack of data required for the review. General comments and recommendations from the panel included:

o Follow-up workforce placement data needed to substantiate program revision or continuation

o No bridge between proposed curriculum revisions and substantive input from industry partners and key stakeholders

o Need to work toward modules and serving people who have degrees o Tiers or certificates need to be delineated clearly based on program review and ensuing

process results (e.g., Tech Scan and/or DACUM) o Clarification need on the extent to which industry partners value a certificate and/or

degree in chemical technology o Addition of electives needed to meet the 64-hour degree requirement o Completion of a new Tech Scan by January 31, 2010

• 2010 – Program Revision was completed and withdrawn by the faculty with no action taken via CurricUNET.

• 2010 – Revised Program Review report was submitted by the Chemical Technology program addressing the issues from the panel. The faculty resubmitted program revisions and no final action was taken. In May 2010, the advisory board met and made the recommendation that “it is better for the students to acquire more breadth and not as much depth,” thus supporting the need for a program revision.

• 2011 – STLCC was notified by Missouri Department of Higher Education that Chemical Technology was among the 28 programs under review due to low graduation rates (fewer than 10 graduates over a 5 year period).

• April 2011 – A Tech Scan (a meeting with industry representatives for the purpose of determining viability of a program, labor market demand, overall content and purpose) was conducted. One of the most significant recommendations was the combining or aligning of the college’s programs for preparing lab technologists. As stated, “St. Louis will be a strong player in the biotech areas. It would help if a person had a little of chemistry and biology.”

• September 2011 – Chemical Technology Program Review report was not accepted. “The panel indicated that the program revision that was submitted in January 2010 took a different direction than what was recommended by the advisory board recommendations. Program was charged to complete a new Tech Scan, DACUM and program review. No evidence that a recent Tech Scan has been completed or program review.”

• September 2012 – Faculty were alerted that, due to low enrollment and ongoing requests for significant program redesign that had not been completed, the current cohort of students will be the last cohort for the program. Faculty were directed to begin developing a plan for deactivation and a plan for the 2012 cohort completion of the program. A plan was developed and communicated to students and advisors.

Program: Radiologic Technology

Associate of Applied Science Effective: Fall 2013 pending CBHE notification

Impact Statement: There are two proposed revisions: one is related to changing credit hours for XRT:111 and XRT:101 and the second is related to changing the prerequisites for XRT:101.

The proposed revisions related to changing credit hours for XRT:111 and XRT:101 will primarily improve the clinical experience for students by increasing the amount of time spent in clinical during their first semester in the Radiologic Technology program. This is in alignment with the FY 2013 Strategic Priority – Student Engagement Goal 5: Review and strengthen experiences outside the classroom. The clinical experience is a significant experience outside the classroom for Radiologic Technology students

Currently first year students in their first semester attend a six-week orientation before starting their clinical hours for a full day on Tuesdays and a half day on Thursdays. Clinical sites have voiced concerns about student clinical experience on half days. Changing XRT:111 Clinical Education I from 1 to 2 credits will allow an increase in the clinical experience from 1½ days to 2 full days. Increasing clinical time from 1½ days to 2 full days will minimize disruption and maintain continuity of the student clinical experience. This recommendation was approved by the Radiologic Technology Advisory Committee at its annual meeting held April 11, 2012. (See excerpt from meeting minutes.)

This increase will not change the program total credit hours if it is accompanied with a decrease by 1 credit hour in XRT:101 Radiographic Procedures. Technological advances in medicine have decreased the volume of radiographic procedures performed related to the urinary and gastrointestinal systems covered in XRT:101. (See article referenced below*.) Because these exams are still being performed, course content will not be eliminated but their emphasis will be reduced. This proposal was also approved by the Radiologic Technology Advisory Committee at its annual meeting held April 11, 2012.

The necessary revisions will provide an enhanced clinical experience without increasing the total program credits. The changes will also enhance student learning because the course content will be more reflective of the current trends in the imaging profession.

The proposed revision related to include BIO:207 as a prerequisite for XRT:101 is requested to improve student retention in the Radiologic Technology program. Prerequisites are important in establishing a baseline for entrance into a rigorous course of study such as Radiologic

Knowledge of human anatomy is essential to understanding the patient positioning concepts discussed in XRT:101 Radiographic Procedures I which is presented in the first semester of the Radiologic Technology program. Student outcomes and measurements stated in the course profile for XRT:101 requires students to know and identify radiographic anatomy. Having students take BIO:207 Anatomy and Physiology I prior to taking XRT:101 would better prepare them for the demanding coursework in Radiologic Technology.

This recommendation was approved by the Radiologic Technology Advisory Committee at its annual meeting held April 29, 2009 (see excerpt from meeting minutes). The FY 2013 Strategic Priority – Teaching and Learning Goal 1: Increase student retention addresses a concern by the Radiologic Technology program. Student retention is an area where improvements can be made. Adding BIO:207 as a prerequisite for XRT:101 could aid in increasing student retention.

Program: Web Developer

Certificate of Specialization Effective: Fall 2013 pending CBHE notification

Impact Statement: The Web Developer Certificate of Specialization is designed to prepare the student to work as entry-level web developer.

A Web Developer Certificate of Specialization Program review was undertaken and in conjunction with the Program Review for Software Developer AAS Degree Program a Tech Scan was conducted. The findings indicated that even more so than before the vast majority of software development is intended for the Web. Both front-end (browser-side) and back-end (server-side) web development skills are needed to prepare for employment in the Web Developer field. The Web Developer Certification of Specialization aligns with industry exam certifications for occupation titles of Web Designer, Webmaster, and Web Developer. This certification is a pathway to the Software Developer AAS Degree in that it concentrates on the browser-side knowledge and skills dove-tailing into the server-side skills as a student continues in the Software Developer AAS Degree Program.

Bureau of Labor Statistics’ employment for web developers is projected to grow 22 percent from 2010 to 2020, faster than the average for all occupations. [March 2012]

Description

Blackboard is the college’s web-based instructional system. The Student Technology Support Helpdesk provides 24/7 technical support for students using the college’s online learning environment. The helpdesk assist students with accessing and using the system as well as receiving and escalating reports of system outages. Examples of typical calls for support include: help logging into the system, password resets, accessing and navigating course materials, locating missing course materials, and other technical issues. Utilization of the helpdesk services offered in Collegiate Admissions and Registrations Solutions proposal will allow the College to reduce cost by approximately $23,000.00. Revenue

• Total Revenue for the first nine months of fiscal 2013 of $140.7 million or 85.0% of the FY 2013 budgeted revenue, as compared to $143.8 million or 86.5% of the budget for the same nine month period of last fiscal year.

• Local Taxes collected for FY 2013 are 93.8% of budget and $1.2 million

ahead of last year’s 88.9% of budget level as of March 31st. o April and May have historically provided late tax collections to

close the year.

• State Aid is $699K or 2.2% lower than last year. The year-to-year difference is a direct representation of lower FY2013 state appropriation, the governors additional 1.0% withholding for the first 8 months of FY 2013, and the FY 2013 MCCA equity adjustment of 0.5%.

o The Governor’s promised release of the 1% withholding began with a prorated payment March.

• Student Fees are $50.2 million for FY2013 versus $53.9 million for

FY2012. o The Fall-to-Fall fees are $24.7 million for FY13 compared to $26.0

million for the FY12 Fall semester. o Fall-to-Fall headcount has declined 2,617 or 9.0% o The Spring-to-Spring fees are $21.9 million for FY13 compared to

$24.0 million for the FY12 Spring semester. o Spring-to-Spring headcount has declined 3,333 or 12.2% o Based upon the percentage of FY 2012 March actual year-to-date

Student Fee recorded revenue compared to budget, FY 2013 March actual year-to-date Student Fee revenue is indicating a $5.8 million shortfall to budget for the year.

o The 6.9% decline in FY13 March YTD revenue compared to FY12 March YTD revenue reflects declining enrollment offset by the $5/credit hour fee increase that took effect for the Fall 2012 semester.

• Other revenues of $2.5 million are 62.4% of budget and $144K higher

than last year. The budget reflects the earning expectations of weak investment markets, as investment rate opportunities remain at historic lows.

Expenditures

• March YTD total expenditures are $102.7 million or 67.9% of budget compared to $107.1 million or 71.5% of budget for the same period last year.

o Lower Fall and Spring enrollments have resulted in a $2.1 million reduction in part-time and overload salaries compared to the prior year.

o Operating expenses are 57.4% of budget and $1.6 million lower than last year. The difference is comprised of $1.4 million favorable operating expense variance and $0.2 million favorable utilities expense variance. The estimated allowance for bad debts expense, included in the operating expenses, is $840k lower than last year primarily due to the lower Student Fees revenue.

o The $2.6 million Contingency provided in the FY 2013 Budget was an offset to anticipated State Aid withholding by the Governor. However, in March the Governor eliminated the withholding provision and began returning the previously withheld state appropriations in equal installments beginning in March and concluding by June of FY 2013.

Transfers

• Total Transfers are at $13.4 million or 94.9% of the budgeted transfers for FY 2013 and compares to FY 2012 transfers of $15.8 million.

• Decreases in planned capital expenditure of $2.0 million for FY 2013 is the primary reason for the difference between total FY 2012 compared to FY 2013.

Math:140-Intermediate Algebra High School Agreements

The College recommends that the Board of Trustees approve an agreement that will

enable local high school districts to offer a senior-level, dual credit course equivalent to

Math 140: Intermediate Algebra. This proposal is based on efforts to follow the national

trend and provide students with alternatives to standardized tests (i.e., Compass) for

placement in college-level courses.

The agreement has been developed as result of preliminary work by faculty from

Florissant Valley campus and Pattonville High School who participated in a League for

Innovation-sponsored initiative titled Significant Discussions, the purpose of which is to

provide alignment of high school and college courses and programs. Upon successful

completion (“B” or higher) of the high school-level mathematics course, students will be

allowed to enroll in Math 160: College Algebra without being required to take the

College’s Compass math placement test. This dual credit course will be taught by high

school faculty with a master’s degree and at least 18 credit hours in mathematics, and

has been reviewed and approved by all mathematics department chairs.

The agreement will allow two exceptions to Administrative Procedure G.5.2 and

Board Policy H.20: 1) placement in College Algebra in lieu of an appropriate score on

the Compass math placement test, and 2) a fee of $25 in lieu of a fee of 50 percent for

dual credit courses.
