Mayor Churchill opened the public hearing regarding status of funded activities on the CDBG Housing Rehab grant project at 5:35 p.m. and read aloud the following items: More than 50% of the project has been completed. All families benefitting from this project are low to moderate income. The need for the project was determined following the completion of local meetings, a housing survey, and council meetings. The project area can be generally described as the Southeast quadrant of the City of Bedford. The total CDBG contract amount is $252,200. To the date of this hearing, the project has proceeded generally as proposed in the application. However, some minor delays have been experienced due to a change in the construction inspector used for the project. To date, 4 of the 6 homes in the application have been rehabilitated. Construction on the fifth home is nearing completion. Construction of the sixth home is well underway. To date of the hearing, $163,074 in Federal (CDBG) funds have been incurred and the same amount has been requested and/or received. No households were displaced or relocated to an improved dwelling as the result of this project. The City’s contract with IEDA expires August 31, 2021. No contract amendment or time extension requests have been submitted and none are anticipated. No interpreter was at the meeting and none was required. Being no comments received from the public, Mayor Churchill closed the hearing. Councilmember Still moved and Ambrose seconded approval of draw request/pay request #5 to SICOG ($37,724) for the housing rehab grant project. 3 ayes, mc. Mayor Churchill opened the public hearing regarding application for financial assistance from USDA rural development for water system improvements at 5:40 p.m. and provided a brief overview of the project. Being no comments received from the public, Mayor Churchill closed the hearing. Resolution 2020-08 approving application and authorized signators for financial assistance with USDA rural development for water system improvements was introduced. Coun- cilmember Ambrose moved and Still seconded approval of Resolution 2020-08. Ayes: Still, Ambrose, Hardee. None, mc. Councilmember Ambrose moved and Still seconded approval of Simmering-Cory as grant writer/administrator for a CDBG grant for water system improvements. 3 ayes, mc. Cole Walters provided the BAC activities update. The Council agreed to meet with BAC on May 6 th at 5:30 p.m. to review goals and budget. Public Works Director Walston provided the monthly maintenance update. He also informed the council that since Travis Dougherty has resigned he has spoken with DNR about how to proceed with getting an employee licensed in wastewater treatment. The City of Lenox is currently providing that license. No decision was made on hiring at this time. Councilmember Ambrose moved and Hardee seconded approval of the annual employee comp time accruals report. 3 ayes, mc. Councilmember Still moved and Ambrose seconded to set a public hearing for amendment of the FY19-20 budget on May 13, 2020 at 5:30 p.m. 3 ayes, mc. Councilmember Still moved and Ambrose seconded appointment of Kim Mogler to the Planning and Zoning Commission (term to expire 12/30/25). 3 ayes, mc. Councilmember Spencer arrived at 6:20 p.m. There was much discussion continued from the April 1 meeting regarding liability/property/auto/work comp insurance coverage. Councilmember Ambrose moved and Hardee seconded to leave the work comp coverage with IMWCA through Ewart Insurance. 4 ayes, mc. Councilmember Ambrose moved and Spencer seconded to move liability/ property/auto coverage to EMC (for IAMU) with Farm & Home Insurance. Ayes: Ambrose, Spencer. Nay: Hardee, Still. Motion failed. Councilmember Hardee moved that the issue be tabled until the May 13, 2020 meeting. 3 ayes, mc. (Nay: Spencer) After receiving a request from Sandy Schubert to park a wagon on the 400 block of Main Street during weekends and evenings for building renovations debris, Councilmember Still moved and Ambrose seconded to allow the request. 4 ayes, mc. Call Josh Weed at 712-523-3116 TF Two-vehicle accident claims Life of Georgia resident A two-vehicle accident on Saturday, April 11 claimed the life of Kellie Renee Staples, 23 of Claxton, Georgia. According to the Iowa State Patrol report, Staples was northbound on Tennessee Avenue in a 2001 Toyota Corolla, when for unknown reasons, the vehicle crossed the center line into the southbound traffic striking a southbound unit driven by John H. Fraley, 40 of Streator, Ill. In a head-on collision. Fraley was driving a 2019 Ford Flex. Staples was not wearing a seatbelt. The Iowa State Patrol was assisted at the scene by Taylor County Sheriff’s Department, Adams County Sheriff’s Department, Lenox Fire and Rescue, and Taylor County Ambulance.

Construction on the fifth home is nearing completion. Construction of the sixth home is well underway. To date of the hearing, $163,074 in Federal (CDBG) funds have been incurred and the same amount has been requested and/or received. Public Works Director Walston provided the monthly maintenance update. He also informed the council that since Travis Dougherty has resigned he has spoken with DNR about how to proceed with getting an employee licensed in wastewater treatment. The City of Lenox is currently providing that license. No decision was made on hiring at this time. Councilmember Ambrose moved and Hardee seconded to leave the work comp coverage with IMWCA through Ewart Insurance. 4 ayes, mc. C o u n c i l m e m b e r Ambrose moved and Spencer seconded to move liability/property/auto coverage to EMC (for IAMU) with Farm & Home Insurance. Ayes: Ambrose, Spencer. Nay: Hardee, Still. Two-vehicle accident claimsLife of Georgia resident A two-vehicle accident on Saturday, April 11 claimed the life of Kellie Renee Staples, 23 of Claxton, Georgia. According to the Iowa State Patrol report, Staples was northbound on Tennessee Avenue in a 2001 Toyota Corolla, when for unknown reasons, the vehicle crossed the center line into the southbound traffic striking a southbound unit driven by John H. Fraley, 40 of Streator, Ill. In a head-on collision. Fraley was driving a 2019 Ford Flex. Staples was not wearing a seatbelt. The Iowa State Patrol was assisted at the scene by Taylor County Sheriff’s Department, Adams County Sheriff’s Department, Lenox Fire and Rescue, and Taylor County Ambulance.
