    Dear Community Watch Volunteer:

    The Downtown Oakland Association and Lake Merritt/Uptown District Associations (DOAand LMUDA) appreciate your interest in starting a Community Watch Group (CWG) andwants to help ensure success in your endeavor. The CWG is a crime preventionprogram that involves all aspects of the community working together andassisting law enforcement to discourage crime. A passionate and organized CWG

    group can make a significant difference in the prevention and reduction of crime in theirneighborhood.

    CWGs typically consist of 12 to 20 businesses within the community. At least one person ineach group will serve as the CWGs Community Contact, taking a leadership role inorganizing meetings, engaging new members, and liaising with the community.

    The DOA and LMUDA, in coordination with the Oakland Police Department, developedthis Starter Kit to make it as easy as possible to organize a CWG in your neighborhood.Please contact me at 510-384-7874 to schedule a meeting to start the process of setting up

    your own CWG.

    About Community Watch

    Community Watch is an extremely effective tool because it brings thecommunity together with local law enforcement to deter crime and

    make communities safer.

    This block-to-block approach against crime is an opportunity to get

    to know your neighbors and keep a watchful eye on your street and

    the community as a whole. The program will teach you how to make

    crime prevention part of your daily routine, simply by watching out for

    each other.

    The program does not require frequent meetings, and does not ask

    anyone to put themselves at risk. To prevent crime, your job will be to

    report suspicious activity to police, and let them handle the criminals.

    This program also gives members a chance to meet and speak directly

    to the officers who patrol their neighborhood.

    An involved neighbor can be one of the most effective crime

    prevention tools available. By working together, everyone can help

    ght crime in the most successful way possible: before it begins.

    Community Watch is easy to start, and valuable when implemented.

    By starting a Community Watch Group in your area, you are heading

    in the right direction to make your home and community a saferplace to live.

    Getting StartedIDENTIFY KEY LEADERS People concerned about safe communities, including crime, cleanliness,

    Roles & ResponsibilitiesCWGS COMMUNITY CONTACT Personally introduce yourself to your neighbors to gain members support

    and participation in the program.

    Welcome newcomers to the neighborhood and invite them to be part ofthe group

    Prepare and distribute meeting invitations. Remind your neighbors justbefore the meeting

    Maintain a map that shows your street name and each house/ business.Write down addresses and make copies for everyone. (see pages 16 & 17)

    Actively encourage vigilance and awareness. Serve as a model, practicingcrime prevention measures and early reporting of suspicious incidents tothe police.

    Serve as a liaison to the DOA/LMUDA and OPD and stay updated on newinformation

    Collect crime information and share with members

    Supply each group member with crime prevention literature

    Attend one police department organized meeting annually to keep yourgroup on the active list. (Each OPD Commander hosts a quarterlycommunity leadership forum)

    Now that you have your CWG established, understand this is only the start. The

    signicant part to keep a CWG active is maintaining interest over time. By gettingthe whole community involved it will create a sense of pride and closeness.

    An active CWG can make changes in their community, such as improving streetlighting, sidewalks and alleyways. You can work together to develop new policiesor practices to improve building and property security.

    Make being a CWG member enjoyable and rewarding. Remember, people willmost likely become involved and remain interested if the programs are fun aswell as meaningful. Get creative and use your imagination.

    Overview of Proposed Signage Numbers & Locations

    69 signs Total 39 Vehicle Directional, 17 Pedestrian Directional, 8 Pedestrian Map signs, 5 Kiosks, withthe possibility of additional stencil/sticker signage on sidewalks, walls, utility cabinets, etc.

    13-20 Downtown Maps in Bus Shelters, BART Concourses and Parking Garages Signage focuses on directing people to, from and around Uptown but offers directional guidance to

    areas throughout the greater Downtown Signs thus cover a large portion of Northern portion of Downtown, but is not complete in those areas not

    directly on major routes into Uptown Goal of designs and plan is to create a system that can be built upon to cover entire downtown Implementation and Phasing Plan are part of this project
