EEO Publisher expectations

Currently access is view only because publishers were frightened by the idea of exposing their content to a potentially enormous audience and were fearful of losing print sales and control of the proprietary content. Now the publishers have begun to reconsider this position as they gain a better understanding of academic library needs and expectation of users and soon will be offering download. This shift in thinking will also affect the economic model which is currently based on subscription access but more publishers are starting to offer their content for purchase of permanent access.
