AGENDA
PURPOSE OF THE GRANTEE LEADERSHIP TRAINING MEETING
The Second Prevention and Family Recovery (PFR) Grantee Leadership Training Meeting marks
the midcourse point for the four grantees. The objectives of the meeting are to:
Share and discuss key lessons learned to date about PFR program implementation
Engage grantees in peer-to-peer conversations around emerging themes, challenges and
solutions
Discuss the role of leadership in FDCs and strategies for building sites’ leadership
capacity
Develop draft sustainability plans and discuss potential financing strategies
Identify programmatic and evaluation training and technical assistance (TTA) needs
Discuss how to best leverage the expertise and resources of the PFR National Advisory
Council (NAC) to address grantees’ TTA needs
Identify opportunities to apply PFR lessons learned to other jurisdictions and develop a
draft PFR knowledge dissemination plan

Dr. Young will kick off this session by highlighting the major, cross-
cutting PFR lessons learned to date about evidence-based program
implementation and achieving systems change. She will discuss the
PFR experiences in the context of what we have learned nationally
about effective FDC practices and systems reforms.
Following Dr. Young, each grantee will briefly share how they have
advanced practice and policy to provide more comprehensive,
family-centered treatment to families and the key mechanisms that
enabled their FDCs to achieve such progress. Grantees will also
highlight their major PFR accomplishment and challenge to date.
Participants will have an opportunity for questions and group
discussion following the presentations.

These breakout sessions will provide grantees with an opportunity
for peer-to-peer sharing and learning about effective PFR
implementation and operations. Grantees will lead these informal,
unstructured small group discussions and play an active role to drive
the conversations.
National Advisory Council (NAC) members and PFR Project Team
staff will “host” (but not directly facilitate) these conversations. As
hosts, they will be available to answer any questions. They will to
listen and help build connections throughout the grantee-led
conversations.

Honorable Cindy S. Lederman, Circuit Judge, 11th Judicial Circuit
Court, Juvenile Division, Miami, FL
Grantees will have time to network during the first part of lunch.
Judge Lederman will then present on the essential principles and
lessons learned for achieving systems change from the Miami Child
Well-Being Court Model. Judge Lederman will emphasize the
importance of judicial leadership in court reform and
institutionalizing systems change and the need to promote evidence-
based services in the dependency and family drug court systems.
She will also address how the court assesses the quality and
strength of the parent-child relationship in participant families and
what information needs to be communicated to the judge and other
FDC team members to monitor desired changes and progress in
specific parenting behaviors.

Project Team will assist grantees. Teams will do a brief report out to
the larger group at the end of the day on their key takeaways from
the process and the action steps they identified.

In this presentation, Mr. Gardner will discuss the overall results of
the Program Sustainability Assessment Tool (PSAT) that grantees
recently completed and the implications for next steps. Mr. Gardner
will also review the issues faced in achieving sustainability and
institutional change and will discuss specific tools available in light of
where sites are (one year after the project’s start) in moving from
project thinking to systems thinking.

Dr. Rodi will provide an update on the PFR evaluation, discuss how
the PFR Evaluation Team is using grantees’ quantitative and
qualitative data and highlight initial overarching findings. Dr. Rodi
will address some of the data collection, reporting and analysis
challenges and why ongoing performance monitoring and evaluation
are important to the PFR initiatives. He will discuss what it means to
improve data-driven decision-making and how grantees can build
their capacity to get there.

During this large group discussion, grantees will share strategies for
overcoming their evaluation-related challenges and provide
examples of how they are using their data for performance
monitoring and program improvements. Dr. Rodi will also discuss
with grantees any evaluation or performance monitoring technical
assistance and training needs they have identified.

How do you know the enhancements you have implemented are
a good fit for your target population and are meeting all of your
families’ needs? How can you adjust your service array to
address any unmet needs of your children, parents, or families?
At what points are participants disengaging or dropping out
(e.g., at referral, initial engagement, during a specific phase).
How can practices and policies be changed to reduce drop outs?

The PFR Project seeks to better understand how formal and informal
leadership in high-performing FDCs contributes to successful
program, practice and policy implementation and improved
outcomes for families. Dr. Rodi will briefly present the leadership
framework and domains that CFF developed to inform this work and
highlight preliminary findings from the PFR grantee leadership
interviews. He will discuss the early lessons, common themes, and
key leadership characteristics that appear important in the FDC
context. Mr. Gardner will then discuss strategies for building
leadership capacity and the importance of shared leadership
in achieving PFR goals.
