1. Call to order and Introductions Chairman Heller called the meeting to order at 10:01 a.m. All present introduced themselves.

2. Adoption of February 26, 2020 SCRCOG Meeting Minutes First Selectman Hoey presented the Minutes of the SCRCOG Meeting of February 26, 2020, which were included in the agenda packet at pages 2-3. First Selectman Hoey moved for their approval. Chairman Heller seconded the motion, with all voting in favor.

3. Treasurer’s Report for Month Ending February 29, 2020 First Selectman Zeoli presented the Treasurer’s Report for the month ending February 29, 2020, which was included in the agenda packet at pages 4-5. The Balance Sheet shows that SCRCOG has total assets of $1,417,000 with $1,210,000 of that in cash and investments. There is also $148,000 due from CTDOT. Expenses

for the month were in order. First Selectman Zeoli moved for acceptance of the Treasurer’s Report. First Selectman Hoey seconded the motion, which passed unanimously.

4. Transportation Committee Report Mayor Dickinson presented the Transportation Committee Report, found on pages 6-10 of the agenda packet. The resolution was found on pages 9-10 of the agenda packet.

Adopt Resolution Approving FY 2018-2021 TIP Amendment 21: Mayor Dickinson moved for adoption. First Selectman Freda seconded. All were in favor.

5. Appointment of Member and Alternate to Regional Workforce Alliance CEO Executive Committee William Villano from Workforce Alliance presented the recommendation of adding Mayor Justin Elicker as a member and First Selectman Matthew Hoey as an alternate to the Regional Workforce Alliance CEO Executive Committee. Chairman Heller made the motion to accept the appointment. First Selectman Zeoli seconded the motion, and all were in favor.

6. Approval of Regional Services Grant Spending Plan, FY 2020-2021 Executive Director Amento presented the draft Regional Services Grant Spending Plan for Fiscal Year 2020-2021, found on pages 11-14 of the agenda packet. This item was presented for information purposes only, and no action was taken.

7. Recommendation to SCRCOG Board regarding Tweed New Haven Airport Authority’s Request for Funding First Selectman Hoey presented the request for funding on behalf of Tweed New Haven Airport Authority, found on page 15 of the agenda packet. The request is for SCRCOG to contribute $25,000 from SCRCOG reserves toward a Tweed marketing campaign with a total budget of $200,000. First Selectman Hoey made a motion to approve the request, and First Selectman Cosgrove seconded the motion. All voted in favor.

8. Budget Revision #2- FY 2019-2020 Executive Director Amento presented Budget Revision #2 for Fiscal Year 2019-2020, found on pages 16-19 of the agenda packet. The amendment adds $25,000 to the SCRCOG budget, from reserves, to fund the Tweed request. First Selectman Cofrancesco moved to adopt the revised budget. First Selectman Zeoli seconded the motion, and all voted in favor.

9. Approval of Revision to Regional Services Grant Spending Plan, FY 2019-2020 Executive Director Amento presented the revision to the Fiscal Year 2019-2020 RSG Spending Plan, found on pages 20-21 of the agenda packet. Chairman Heller moved for approval, and First Selectman Hoey seconded. The vote was unanimous.

10. State/Federal Legislative Reports Betsy Gara from COST stated the legislature has accepted the bond package. She noted that LOCIP now has a new application process. COST is also working on compiling a list of current municipal needs. Lou Mangini from Congresswoman DeLauro’s office stated that there have been 100,000 new unemployment claims in the state. A 2nd COVID-19 bill awards $11 million toward paying additional weeks of unemployment. FEMA has asked municipalities to keep note of expenses from the pandemic. Lou also noted that CT received 30,000 masks from the federal stock. Lillian McKenzie from Senator Murphy’s office reported that the Senator is pushing a Main Street Emergency Grant Program for small business relief. Ellen Graham from Senator Blumenthal’s office hopes to send out a summary of the contents of the latest COVID-19 bill.

11. SCRCOG Executive Director’s Report Executive Director Amento noted that all SCRCOG meetings are now being held virtually. Shared Services work is continuing as scheduled.

12. Grant Opportunities and Upcoming Events Executive Director Amento stated that any grant opportunities or upcoming events would be sent via email after the meeting.

13. REX Development Report Ginny Kozlowski of REX Development reviewed the written report on page 22 of the agenda packet. She noted that REX’s current focus is helping municipalities deal with the impact of COVID-19. She is currently working with displaced restaurant workers to fill staff shortages in other areas. REX is working on procuring medical supplies to meet current needs. A new REX website has just launched with more information. Additionally, Ginny noted that CEDS is still due June 1.

14. DESPP/DEMHS Report DESPP/DEMHS was not present to make a report.

15. Regional Cooperation/Other Business First Selectman Freda noted that he found a local business that makes N95 masks, and will share their contact info. He also has another supplier with Nitrile gloves. Walter Morton offered to share the information of a tailor that has been making cloth masks. First Selectman Zeoli asked for recommendations on dealing with residents looking for medication to treat COVID-19. Kevin Alvarez recommended informing them that there are no FDA approved drugs for the treatment of COVID-19.

16. Adjournment Chairman Heller moved to adjourn; First Selectman Cofrancesco seconded. The meeting was adjourned at 10:53 am.

Project 0170-3562 2020-A22-2 STATEWIDE TRANS DEMAND MGMNT

Changes New project introduced with Amendment 22

Reason Provide funds for Statewide Transportation Demand Management (TDM) project (NY-NJ-CT moderate portion) for the period 07/01/2020-06/30/2021. This project replaces P/N 170-3528 that expires on 06/30/2020.

Using selected contractors, CTDOT will market, educate and provide outreach to individuals and employers in support of CTDOT’s statewide Transportation Demand Management (TDM) program in the Southwest CT, Danbury, Bridgeport, Greater New Haven and Waterbury areas of the state under the brand name CTrides. This program assists in the formation and long-term viability of carpools and vanpools, and includes affinity products that support the creation and long-term viability of carpools and vanpools. This program also provides comprehensive resources to help employers design implement and maintain teleworking programs. This program will reduce the number of employee work trips, decreasing traffic congestion, energy consumption and air pollution.

Reason Replacement of traffic control signals to meet current standards at various locations in District 3. Funding is required to replace traffic control signals to meet current standards at various locations in District 3 PE estimate includes a PD/FD split. Project is eligible for 100% Federal funding.

Resolution Fiscal Year 2018-Fiscal Year 2021 Transportation Improvement Program Amendment Twenty two Whereas: U.S. Department of Transportation “Metropolitan Planning Regulations” (23 CFR

450) prescribe that each metropolitan planning organization maintain a financially constrained multi-modal transportation improvement program consistent with a State Implementation Plan for Air Quality (SIP) conforming to both U.S. Environmental Protection Administration-established air quality guidelines and SIP-established mobile source emissions budgets; and

Whereas: The Council, per 23 CFR 450.324 and in cooperation with the Connecticut

Department of Transportation (ConnDOT) and public transit operators and relying upon financial constraints offered by ConnDOT, adopted a Fiscal Year 2018-Fiscal Year 2021 Transportation Improvement Program on July 26, 2017, after finding the Program conforming per U.S. Environmental Protection Administration (U.S. EPA) final conformity rule (40 CFR 51 and 93) and relevant Connecticut Department of Transportation air quality conformity determinations: Air Quality Conformity Reports: Fiscal Year 2018-2021 Transportation Improvement Program and the Region’s Metropolitan Transportation Plans—2019 to 2045, (April, 2019); and

Whereas: The Council, on July 26, 2017, indicated that periodic Program adjustment or

amendment was possible; and Whereas: Projects referenced in the Program amendment (below) are consistent with the

region’s long-range transportation plan (South Central Regional Metropolitan Transportation Plan—2019 to 2045, (April, 2019)); and

Whereas: Council Public Participation Guidelines: Transportation Planning have been

observed during the development of the proposed Program amendment (below); and Whereas: By agreement between the Council and the Connecticut Department of

Transportation, public involvement activities carried out by the South Central Regional Council of Governments in response to U.S. Department of Transportation metropolitan planning requirements are intended to satisfy the requirements associated with development of a Statewide Transportation Improvement Program and/or its amendment; and

Whereas: Council of Governments’ review of transportation goals, projects and opportunities

may result in further adjustment or amendment of the Program.

COVID-19 Response We are focusing on providing technical support to municipalities and local busi-

nesses by:

Responding to requests for assistance from municipalities, businesses and

displaced workers

Communicating all essential information from local, state and federal govern-

ment regarding public health and economic resources via email and social

media

Supporting local businesses by providing information regarding available re-

sources from associations, providing information on best practices during the

pandemic

Continuing to provide updated information for restaurants, retailers and con-

sumers on the Visit New Haven website

Updating the regional COVID-19 response website to provide a reliable re-

source for businesses and displaced workers. Each town is welcome to add

information specific to their town

Providing additional municipal ED support via bi-weekly teleconferences and

encouraging the exchange of best practices among the towns

Coordinating the state’s need for housing with hoteliers throughout the state

Presenting at state and regional webinars regarding impacts of the pandemic

on the hospitality industry and providing daily updates to state hoteliers

Completing work on the 2020 Comprehensive Economic Development Strate-

gy annual update—the documents will be available for review shortly. We will

send an email notification to you.

Promoting completion of the Census 2020 form

Inventorying available spaces for businesses to relocate

Completed the Visitor Guide – waiting on distribution

Identifying reopening strategies to classify businesses to strength the CT sup-

ply chain

Promote job opportunities that are currently available
