At the last meeting Heather Renfro, clubhouse manager, asked about the possibility of having a babysitting/CPR class at the clubhouse. Landscape Committee

Emerald Isle, the landscaping company, is making two trips per week to the community. They have hired a subcontractor to help with the weed problem, have been cleaning up debris, and have been working on the fence lines and trails. It was emphasized that all communication with the landscaping company should flow through the community manager.

The attorney for the HOA provided a form for a suggested charter for committees working with the HOA. The Landscape Committee will look it over at the next meeting.

Some tree trimming and oak mitigation is needed in the community, and a tree company that has worked for the HOA in the past will visit and give us a bid on the projects.

The irrigation upgrade is almost complete (there is a little more to do around the clubhouse). Over 600 nozzles were replaced. The old ones were taken to the town to recycle, and paperwork was filled out to receive a rebate (the town would pay $5 for each nozzle, up to 400, for a total of $2,000); however, we have been told the town has run out of rebate money! We will follow up and hope more funding will come available.

The xeriscaping projects in the community are almost finished. There is a little more to do in the areas around the clubhouse, but the front rocked areas are complete. Also complete is the small hillside just before the first roundabout. Thanks, again, to Bill Lueschen for his research and suggestions for the planting at the clubhouse. Matching rock was added around the clubhouse during the xeriscaping project.

A homeowner met with a town representative about the reseeding project where the water line was added under the power lines. After reseeding, some areas still are completely barren plus many weeds have been noticed. She was told the town will spray for the weeds before the end of September, and more reseeding is to be determined in October. The area should be restored to its former condition, and we will continue to monitor it.

The following article is being repeated from the last newsletter. We heard from one homeowner, so if anyone else has an opinion, we would like to hear it. At this time, any repair or redesign of the fountain areas have been put on hold. There have been problems with our two water features in the community. The one at Puma Ridge has been turned off for some time while the Board decides on what action to take. It will be costly to repair and get the water running again. The two water features at the front of the community need constant attention – to get the water flow correct and to clean out the pumps. One of the signs has a significant leak at the back of it. Currently, the water is turned off. The water troughs were not designed correctly, there is a lot of wasted water (splashing and overflow), and they are costly to operate. In discussing the water features, the Board feels it might be just as well to leave both of them off. The front signs would be cleaned and the troughs could be used for planters. Unfinished Business

The Board had several bids for tree replacement in the community. One contractor’s bid was good, but a member of the audience suggested another company, so Carrie will get some numbers from them for the next meeting.

We have bids on several projects on our “to-do” list, but would like some more, so Carrie will try to obtain others.

Signs addressing the No Trespassing issue at Cliffside should be installed in the next couple of weeks. An E-blast was sent to the homeowners in Cliffside asking their opinions on where to put pet stations. There were several negative responses on putting one in Cliffside Park, and now we feel the best placement would be in the area behind the flag pole at the first entrance to Cliffside. The second one will be on the corner of Andromeda and Galaxy.

The voting resolution that all homeowners received was discussed. Lyn requested that the wording on number 7 be revised. It reads, “A group of disinterested owners will count the mail-in ballot votes…” Verbiage other than “disinterested” would be more appropriate, but Carrie

Board MeetingsBoard Meetings are held on the 3rd Thursdays of each month at 6:30 pm in the Clubhouse.

Design Review Meetings are held on the last Wednesday of every month at 6:30 pm in the Clubhouse.

advised us that the attorney must make all corrections to resolutions. The resolution will go back to the attorney for revision, notification will go out to the homeowners, and it will be approved thirty days after that.

Kent reported on the Verizon cell site. Many companies are upgrading, and the process is so large that getting everything organized has slowed things down. He also mentioned that information continues to be gathered regarding new irrigation controllers and 5G capability.

New Business

Recently, a large gathering took place in Cliffside Park. Apparently, the homeowners around the park were notified, but it took others by surprise because the mailbox for all of Cliffside is located there. When they went to collect their mail, they found a large crowd, tents, a jumpy house, and congestion. The Board feels we need a system for this type of event, with at least some notification to the management company. There will be further discussion.

Three snow removal proposals were presented in the Board packet. It was suggested we retain the company which did the work last year, as it takes time to learn the community well.

The Board would like to find a new holiday lighting contractor. Heather Renfro offered to ask for suggestions on Facebook, and if anyone in the community has a suggestion, please send it to Carrie at [email protected].

controllers and the irrigation problems that were recently upgraded by Irrigation Analysis. We also suggested they talk to the contractor (Irrigation Analysis) who did the upgrade, and they are more than happy to do so. Emerald Isle will provide a bid for replacing the seven controllers that are not monitored at this time. They recommend Rainbird since they are “backwards compatible.” When a new model comes out, the old ones still are supported. Irrigation repair was discussed. The RFP mentions that repairs up to $300 can be made without approval by the HOA. Emerald Isle felt that was appropriate, but Lyn said she will ask the Board if we can raise that amount.

We have reported there are several trees in the community that need to be replaced: an evergreen on the second roundabout is dead, four trees at the Cliffside roundabout were identified, three in Cliffside Park, and two on the far east end of Cinnabar Drive. Six more trees on Nova Place have also been identified, plus a dead tree at the clubhouse that simply needs to be removed. Lyn provided Emerald Isle with a map showing the dead trees. They suggested the best thing to do now is to cut them off at the ground. They will give us a bid on replacing the trees (we have one other bid). Bill suggested new plantings should have a ring of three to four feet of mulch at the base.

The landscaper will be at the next Board meeting to discuss snow removal.

A motion was made, seconded, and approved to appoint Lyn Jacobs as the point of contact with the management company and the landscaper to report concerns or make suggestions.

Landscape Committee MinutesJuly 25, 2018

Those in attendance were Debra Barnes, Steve Higgins, Ann Marie Jacques-Koski, Bill Lueschen, Lyn Jacobs, and Rex Williams. Three representatives from Emerald Isle, the new landscaping company, were present: Brandon Duitsman, Casey Moore, and Joshua Stroop.

Casey told us of the process that helped determine their bid. Carrie Seubert, community manager, had asked Emerald Isle to do a site visit. They discovered weeds, evidence of little fertilization, trees that looked okay, shrubs that needed to be trimmed, a spring cleanup that didn’t happen, and bad conditions in the Cliffside area (over forty pictures accompanied their bid). They then used the RFP that had been provided to give the HOA a bid at the last Board meeting.

The mowing day for Sapphire Pointe will be on Tuesdays, weather permitting. There will be a three or four man crew in the neighborhood for the entire day. They will start on July 31. Prior to that, on July 27, they will go through the community and work on the weeds – either pulling or spraying – to try to get them under control. The committee discouraged Emerald Isle’s subcontracting weed control. We prefer they manage it “in house,” and they agreed to do that. They anticipate putting down fertilizer on July 31 also. They suggested if we see things that have been missed that we send them pictures of the problems. Right now they will focus on trouble spots. Everyone was in agreement that they cannot change the look of the community in a few weeks, but they will be working diligently.

Our last landscaper left some of the trails and fence lines unmowed or untrimmed. We asked Emerald Isle what they would suggest. We could have them go through the community and clean up those areas, or wait until the next time the trails are mowed (they should be mowed one more time this summer). They indicated part of their maintenance is doing “beauty bands,” which in essence is mowing the trails and fence lines, so they will be cleaning up those areas.

The edging at the first and second roundabouts is either coming out of the ground or is completely out. Emerald Isle will work on replacing it. They will run a screen behind an ATV over the trails to fix the small eroded areas.

Lyn provided the landscaper with maps of the community. Areas of concern were marked on them, as well as identifying parts of the neighborhood. (This is a big place, and it always takes a while for a new company to get familiar with it.) Lyn offered to ride with someone from Emerald Isle to show them the neighborhood, and we will get together.

The irrigation controllers were discussed. There are ten controllers in the community, three are still under subscription with a monitoring service (Lyn will provide that information to Emerald Isle), and the rest are older models. Part of the information Lyn gave the landscaper had maps of the

We provide one-on-one interactive sessions with a horse and facilitator as we work to provide healing and growth so our participants can soar above adversity.Healing Horses for the Armed Forces Post-traumatic stress and the lingering effects of war are the invisible wounds that many service members carry with them as a result of their service to our country. Frequent and sometimes long deployments can have negative effects on not only the service member, but their family, too. We support our nation’s service members and veterans by creating a safe place for them to adjust, reconnect, and to remind them that there is always hope no matter what they have faced. Horses can help in the process. Horses are fight or flight creatures. Service members can relate to a horse’s way of survival. Since horses respond to our energy and behavior, they teach us how to relate and approach others. This helps the service member or family member learn how to relate as well. Horses have led our military into battle over centuries of conflict. They serve as steadfast companions in a service member’s journey home.Soaring ProgramThe benefits of working with horses have been known for many years. In 2013, through a study conducted in connection with Penn State University, measurable scientific evidence was found that working with horses boosts the life skills of children and teenagers. They learn communication, responsibility, partnership, trust and confidence. They learn all of these things by interacting with and developing a relationship with a living, breathing animal. Especially for those that have experienced significant struggles in life, building these skills becomes much easier with an animal than it does with another person ... and once the skills have been developed, they are more easily applied to human relationships as well. By working with horses, people can confront fear and insecurity, finding the strength to move forward with hope. (Ages 7 and up of non military families)
