Committee Reports

Design Review Committee

A homeowner has asked for a variance on allowing him to install a garage door that does not match the body or trim color of his house. Although there are examples of doors that do not follow these rules, the DRC must follow the rules and plans to do so from this point forward, so it will reply accordingly to the homeowner, and may have a suggestion to help the situation.

Finance Committee

It was decided to wait to accept the financial information until John Janke is able to attend the next meeting. Lyn went over the Reserve Account Projections for 2016.

Landscape Committee

It was reported that meetings for working on the front monument areas have taken place with three landscapers. The Board reviewed the bids and selected a contractor for the work. The work is scheduled for the first of July. At the same time some renovation of the Kryptonite island will take place.

The Board reviewed three bids for trail work, and one contractor was selected to work on all the trails with extra work being done on the Sapphire Pointe to Baguette trail, the Kryptonite trail, the Marble Lane trail, and possibly the Diamond Ridge trail.

A meeting was held with a company that specializes in removing Gambel oak. We accepted his bid to mitigate the oak along the back fences of homes on Marble Lane and down through the gully along the Marble Lane trail. Homeowners who will be affected will be notified.

Three bids were sought for working on the trees in the community. We would like to bring our trees back to good health. Only one bid was available at the Board meeting, so we will continue to work on more bids.

The newly repaired erosion area along the Sapphire Pointe to Baguette trail is showing some signs of more erosion. The contractor will be a part of the discussion to renovate the area.

Unfinished Business

At the April meeting the Board voted to pay for Cutters Ridge to upgrade its dumpster enclosures. Work was completed recently.

The furnace at the clubhouse needs a new heat exchanger and relay switch. Although we had only two bids, we accepted the one that included both the heat exchanger and relay switch.

An area of the pool deck had sunk and it was decided to fix the problem with new concrete. The area has been repaired as well as a new pad near the front door of the clubhouse.

The clubhouse parking lot has been resurfaced and relined in time for the new pool season.

New Business

The pool opening on May 28 was discussed. The YMCA was in charge of organizing the bbq that always accompanies the opening. An email blast was sent to the homeowners announcing the date.

The association received a preliminary request from Verizon regarding putting a cell tower on one of our power towers. So far Verizon has not followed up with a request for meeting with the Board and homeowners.

We will be following the advice of our weed control expert at Ark Ecological regarding mowing under the power lines. Based on conservation and restoration, he believes we should wait until the end of October to do any mowing there. The weeds in those areas have been treated, so there will not be a mixture of grasses and weeds as in the past. His argument for not mowing is that when you take down the tall grasses, it exposes the soil, dries it out, and helps weeds get a foothold. It also stresses the grasses, especially since we do not have a lot of precipitation which would help them recover. The grasses, when allowed to grow, compete with the weeds, and by waiting until October, the grasses will have gone to seed. At that time of year, there are cooler temperatures and more precipitation to allow the seeds to regenerate. On June 24 he also sprayed along the fence lines and suggested we have our contractor mow there in two or three weeks.

It has been noticed that homeowners are making improvements and additions to their property without approval from the Design Review Committee. Article IX, Section 9.3 of the CCRs states, “’Improvement to Property’ requiring approval of the Design Review Committee means and includes, without limitation: (a) the construction, installation, erection or expansion of any building, structure or other Improvement, including utility facilities; (b) the demolition or destruction, by voluntary action, of any building, structure or other Improvement; (c) the grading, excavation, filling or similar disturbance to the surface of the land including, without limitation, change of grade, change of ground level, change of drainage pattern or change of stream bed; (d) landscaping, planting, clearing or removing of trees, shrubs, grass or plants; and (e) any change or alteration of any previously approved Improvement to Property including any change of exterior appearance, color or texture.”

Design Review Requirements

Finally, a decision has been made by the Board regarding fence staining. After many discussions, we feel we have reached a compromise. Homeowners who have never stained their fences will be required to stain the outwardly facing portions of their fences. This includes the wings that can be seen from the front and any fence that faces a street, whether it be side or back. This does not include the three-rail fences. The intention is to preserve the fences and also give a consistent look to the community. Ideally, it would be best to stain all sides to sustain the health of the fence, but we feel this compromise will

work. If your fence has been stained in the past, no matter the color, there generally is no need to stain it at this time. A few years ago, the community voted to use Sherwin Williams Cedar Bark stain. The date to have your fence stained will change to August 31, 2016.

The CCRs state in Article VIII, Section 8.2, (a) “Each Owner, at such Owner’s sole cost and expense, shall maintain such Owner’s Lot and the Improvements and landscaping located thereon, or constituting a part thereof, in good order and repair,…”

Criminals Target Douglas County Residents for crimes of Opportunity

DOUGLAS COUNTY, CO – Opportunistic criminals have been recently targeting the northern part of Douglas County at a record rate. Over the last several months the Douglas County Sheriff’s Office has received over 400 reports of theft, stolen vehicles garage burglaries and vehicle break-ins.

Typically these are out-of-county individuals coming into northern Douglas County between the hours of midnight and 5:00 a.m. These criminal groups tend to target different areas each instance and break windows to enter vehicles that they can see valuables in plain sight or enter open vehicles or garages. They have also been stealing vehicles if keys are left inside many times using them or their contents in other criminal episodes. These criminals can be violent and may be armed. Although most of these crimes are occurring at night, we have also received reports of these crimes being committed during the day.

Many of the crimes being reported are crimes of opportunity and could have been avoided had some precautions been taken. We are urging residents to remember to remove valuables from your vehicle, lock your vehicle, and close your garage door.
