We have some in the community now, but all need to be upgraded. The Board has been reluctant to okay the expenditure because we have not been able to get information on what would happen to the controllers once 5G was implemented in the area. Right now, our controllers are 3G at best, with varying types throughout the community. The representative, a technical consultant, told us the WeatherTrak controllers are now built with technology that allows the modems to be replaced, without replacing the entire controller.

HOA Board HappeningsContinued from page 1They have a five-year “worry free wireless warranty,” which allows replacement if new technology comes available. The standard life of a controller is twenty years, and can be run through an app or a website. There is a subscription cost for each controller through Hydropoint. Also present was a representative from Irrigation Analysis who answered questions about the recent upgrade in the community irrigation system.

Our landscaping company Emerald Isle was also represented. They told us of upcoming services that will take place in the community. They have started trimming shrubs along Sapphire Pointe Blvd., and will move through the neighborhoods. They also plan to do more fence line mowing and trimming, as well as work on fall cleanup.

Financial Report

Finance chairman John Janke reported on the September 2018 financials.

Clubhouse/Social Committee

Heather Renfro, clubhouse manager, reported the Christmas celebration will be December 7 and 8. Please see the invitation later in the newsletter.

Landscape Committee

The Emerald Isle landscape contract for 2019 was discussed. Several items that the HOA RFP requires were not addressed in the Emerald Isle bid, so the Board asked the representative to revise the proposal.

A contractor has installed twelve new trees in the community. Three trees in Cliffside Park were not replaced. We will determine if they need to be replaced in another year.

A Landscape committee charter from the past was on the agenda to be discussed. It mentions the committee has the ability to spend up to $1000 without the permission of the Board, and the Board approved. The Board agreed that no contract can be approved by any one individual, and if a landscape committee member makes a monetary decision without Board approval, that member can be removed from the committee.

Two bids for deep-root feeding were presented, and the Board voted to have Tree of Life do the service for the community this year.

The Board had received a letter from the town of Castle Rock water department that stated they would approve of contractors who are trimming or removing trees in the community without being on the “registered landscaper” list of the town. After the upcoming oak mitigation, there will be some tree trimming and cleanup required, and the Board will seek bids for the work.

Three neighborhood park areas (Galactic Place, Cinnabar Lane, and Cliffside) in the community have flagstone paths in need of repair. We have received one bid for repairing them, and Carrie will seek more.

Unfinished Business

Recently a Board member met the developer and an engineer on site to discuss the drainage issue. There still is disagreement on the steps to be taken. The Board suggested we try to work with the developer towards a resolution. The Board had asked Carrie to contact the construction defect attorney with whom we have worked and look into filing a Notice of Claim. She reported that this filing is not appropriate since the HOA does not own the property. The Board asked that Carrie obtain a letter from the attorney with this information.

It has been noticed that there are “soft” areas on the upper deck at the clubhouse. Carrie had contacted two construction contractors who felt we should have an engineer’s report, so she obtained a proposal for engineering services from Knott Laboratory. The Board agreed to accept the terms of the proposal.

At the last several meetings, there was a question about the trucks that had been working on trees under the power lines. We understood it was the city doing oak mitigation. However, it appears they simply have left the trimmings. Carrie is still trying to learn about cleaning up the debris.

The voting resolution that all homeowners received was discussed. Homeowners will receive postcards directing them to view the resolution on the website, after which it will be approved.

The Verizon antenna site was discussed. Carrie had received some final paperwork, so the process is moving along.

The HOA attorney drafted a policy regarding large gatherings that use common area in the community. The Board needed more time to review it, so it will be discussed at a future meeting.

At the last meeting, the subject of a “compliance committee” was brought up. Since the attorney was present, the Board talked about it again. The idea is that members of the community (hopefully from all parts: Cutter’s Ridge, Puma Ridge, Sapphire Pointe, and Cliffside) periodically walk or drive the area to look for violations. It would ease the burden on the community manager, although she still would make final decisions on sending violation letters. A local vendor brought a proposal for covenant enforcement inspections to the Board. She would act as an assistant to the community manager in locating violations. The Board tabled her proposal. It is in conjunction with HG Management’s proposal for more services and costs for the community.

At the last meeting the Board asked the attorney if it is appropriate to share violation news with individual homeowners (specifically the number of fence staining violations and where they are in the fine process). He felt it is appropriate and it is up to the Board to make that decision. The Board agreed it would be okay to provide this information, but only the number of violations. If the community manager feels it becomes too intrusive, she can make future decisions on sharing the information.

John Janke spoke about the 2019 draft budget. The Board went over the draft line by line and made suggestions. A raise of $5 per month in dues was built into the budget, and the Board approved it, contingent on a couple of changes to the budget.

New Business

The Board had decided on a contractor for Christmas lighting at the last meeting, and he asked for guidance in the light colors we want, so suggestions were made.

Painting the clubhouse, inside and out, some stucco repair, and painting the railings and fences in the vicinity of the pool will commence the end of October.

A homeowner who has an easement agreement with the Sapphire Pointe HOA for access to her home attended the last meeting. She asked that the easement be turned over to her family by the HOA, as the small piece of land serves no real purpose other than to provide access to her house. She noted they had been maintaining that land and had made improvements (asphalt drive lane connecting the street to their front gate) to the land over the past several years. The attorney checked the governing documents and is of the opinion that it would take up to 100% of the HOA homeowners to make this decision, so it is unlikely that it can be done.

A letter from the Metro Board was in the Board packet. It was a reminder that any repairs or construction over a $20,000 limit must be presented to and approved by the Metro Board before proceeding.

The Board had asked Carrie to find a local electrician, and she was able to do so. There are several electrical problems that need to be addressed, so Carrie will alert him.

Ingredients2 lbs. Yukon Gold Potatoes4 Tbls. unsalted butter, melted2 tsp. chopped fresh thyme leaves (rosemary leaves are fine, too)1 tsp. kosher salt½ tsp. freshly ground pepper1 cup chicken or vegetable stock

3 to 4 gloves garlic

Heat your oven to 500 degrees with the rack in the upper middle position. The hot oven gives the potatoes their deep golden color and crispy exterior, so don’t cheat on this part! Peel the potatoes and slice in 1- inch rounds. This is likely thicker than you think, but we don’t want crispy potato chips – we want hefty, decadent slabs of potato.

Toss the rounds with the melted butter, thyme or rosemary, the salt and pepper. Transfer to a 9 x 13 metal baking dish. Do NOT use a glass pan, which can burst under such high heat.

Bake for 15 minutes, flip the potatoes, then bake 15 minutes more. Remove the dish from the oven and add chicken or vegetable stock along with the smashed garlic gloves. Return to the oven until most of the stock is absorbed, about 15 minutes more. Transfer to a serving platter and pour the remaining liquid in the pan over top. Serve warm to very lucky friends!

Over the past few months, we have been sharing information with our customers about the changes in the global recycling industry. To summarize:

• The volume of trash mixed with recycling is at an all-time high and this is creating serious problems for the entire recycling industry.

• Previously the single-largest importer of recyclable materials worldwide, China has reduced its imports of recyclable materials and set strict contamination limits of less than 1%.

• The buyers of recycling materials at home and abroad are all demanding much higher levels of quality.

• Recyclable material commodity prices have declined and continue to fluctuate.

We are intensely focused on maintaining the long-term sustainability of our recycling programs. This includes reducing contami nation at every point in the stream and ensuring we are recovering our costs to process and market materials.

Our goal is to be fully transparent with you about the costs to collect and process materials. Going forward, Effective January 1st, 2019 , you will see a separate line-item on your invoice, which reflects the cost to process and market recyclables. The Recyclable Materials Offset (RMO) adjusts for fluctuations in the recyclable commodities market. When commodity prices are down, the

cost to process your materials may exceed the value of those commodities. The RMO allows us to cover the cost to process materials in a safe and environmentally responsible manner. Depending on markets, the RMO may appear as a credit or a charge.

To provide some context, last month the RMO was $1.23 per home, per month, in this area.

We are working hard to keep recycling sustainable and to keep costs down for our customers. We need your active, ongoing help. Please ensure your recycling stream is clean and free of contaminants. Also consider buying products made from recycled materials. This will help keep the market healthy.

Landscape Committee MinutesSeptember 26, 2018

Those in attendance were Debra Barnes, Steve Higgins, Ann Marie Jacques-Koski, Lyn Jacobs, Bill Lueschen, Rex Williams, and Joshua Stroop from Emerald Isle Landcaping Co.

Lyn went over several services that Emerald Isle had presented at the recent Board meeting. They told us that spot spraying of weeds throughout the community would take place on September 27, and that Emerald Isle would do the job rather than hiring an outside contractor. Fertilization will take place the week of October 1. Emerald Isle has said they will raise the mowing height to at least three inches, with a greater height in native areas. The Board agreed to hire them to work on the trails, and they will drag the trails and add crusher fines where needed. We would like them to clean out drains along the trails as well.

The committee emphasized the need to mow and trim all the fence lines and trails one more time this fall. Some have not been mowed this year, and we would like the community to have a neat appearance going into the winter. It is apparent several fence lines have been sprayed with weed and grass killer. The committee suggested Emerald Isle is spraying too wide an area; a six-inch strip along fence lines would be adequate.

Joshua presented the committee with a list of services that have been performed at various controllers throughout the community. The Emerald Isle irrigation techs have found some abnormalities.

We looked over the Emerald Isle contract that was agreed upon by the Board. There are some things in the HOA RFP that do not appear on the contract. One in particular is tree trimming, and we asked Joshua to take a look at the RFP and compare it to Emerald Isle’s services. The current contract runs through March, so starting in April we are anticipating increases in costs and services.

An Action Item list was discussed. Regarding mowing, the committee mentioned how past contractors have split up the native mowing, so half of it is done every other week. Some of the native had not been mowed for a month. The HOA has asked Emerald Isle to install a new pet station in the Cliffside roundabout. Weed control is always at the top of the list, and several areas were specified. We would like for them to add rock to the two front corners of the community at Sapphire Pointe Blvd and Crowfoot Valley Rd and remove the large grasses along the sides of SP Blvd at the front. These two items can wait until spring. Emerald Isle has started working on replacing/repairing metal edging at the first and second roundabouts. They should start trimming all the shrubs soon, fill in the areas left by boulder removal at the first roundabout, drain the troughs

at the front monument signs, start on the fall cleanup which includes cleaning up pine needles, and move two boulders from under an evergreen tree at the first roundabout.

Some projects for the late fall and winter were discussed: bid on soil preparation and overseeding behind the Cliffside fence on Sapphire Pointe Blvd and remove marked plants in rock areas throughout the community.

Bids were requested on three items: to replace seven irrigation controllers in the community (Smart Link controllers were mentioned), adding or moving sprinkler heads on the west side of the monument area, and for fifteen new trees in the community.

The community fountains were discussed briefly. The Board has suggested having a fountain/pool company assess what needs to be done to keep them running.

A committee charter was briefly discussed again. A charter from the past has been located, but the committee suggests some changes in wording. The Board will make a decision.
