PERTH is at risk of another propertybubble, with prices inflated by the low costof finance and a reduced supply of newhousing, the Reserve Bank of Australia haswarned.

In a speech in Sydney, Reserve Bankgovernor Glenn Stevens said at a time ofrising unemployment it would be“disturbing” for policymakers if there wasnot more housing supply coming on to theAustralian market that would ensure pricesremained under control. He also warnedthat “challenges abound”, especially the

threat of inflation beginning to rise at a timewhen real economic activity was starting togain traction.

“A very real challenge in the near term(for Australia is) how to ensure that theready availability and low cost of housingfinance is translated into more dwellings,not just higher prices,” Mr Stevens said.

“Given the circumstances of theeconomy moving to a position of less thanfull employment, with labour shortageslessening and reduced pressure on pricesfor raw material inputs, this ought to be the

time when we can add to the dwelling stockwithout a major run-up in prices. If we failto do that, if all we end up with is higherprices and not many more dwellings, then itwill be very disappointing ... indeed, quitedisturbing.”

Recent data released by the Real EstateInstitute of WA shows the number ofproperties for sale dipped substantially,from more than 18,300 in November lastyear to just over 12,000 last month.

Economic experts say the drop in supplycan only put more pressure on prices. ■

WA PROPERTY investors can lookforward to rising rents this financial yearbecause of a continued decline in thenumber of new homes being built,according to Rory O’Rourke, principal ofO’Rourke Realty Investments.

Mr O’Rourke said the latest ABSfigures for new residential buildingcommencements fell by 5.2 per cent inthe State during the March 2009 quarter.

“The ABS figures also show that thiswas the fourth successive quarter thatnew residential housing commencementshad fallen in WA,” he said.

The figures showed that during theMarch quarter 2009, there were 4402new residential building commence-ments in WA, which was a fall of over600 compared to the March 2008quarter.

“These falling new residential comm-encements are occurring at a time when

WA is recordingthe fastest pop-ulation growthrates in Australia,”Mr O’Rourke said.

“During 2008,the population ofWA grew by 3.1per cent, whichwas the highestgrowth raterecorded by anyState or Territory

in Australia. A large proportion of this population

growth rate is being driven by overseasmigrants, who generally rent beforebuying a home.

“With fewer homes being built in WA,many of these migrants will pay higherrents to secure a home during thecoming year.” ■

Awareness campaign is needed for RCD changes: REIWAREIWA has expressed concern thatmany property owners are unaware ofimportant new State Government safetyregulations that came into effect thismonth.

From August 9, all residentialproperties in WA which are leased to anew tenant or sold must have tworesidual current devices (RCDs)installed.

RCDs monitor the flow of electricityfrom the main switchboard and preventelectrocution by cutting the electricitysupply if an imbalance in the current isdetected.

By installing two RCDs, the property’scircuits can be divided evenly betweenthe two. This ensures some light andpower remain if one RCD operates andalso minimises faulty operation fromappliances which have low-level leakagecurrent.

All properties constructed after 2000should already have two RCDs fitted.

Two RCDs must now be fitted toprotect all power point and lightingcircuits in all homes before the land titleis transferred after a sale.

If you are planning to sell your homeand it does not already have two RCDs

protecting all power point and lightingcircuits, you will need to engage alicensed electrical contractor to fit RCDsto the main switchboard.

As a guide, it should cost no morethan $500 to supply and fit two single-phase RCDs in an average-size 4x2home.

REIWA president Rob Druitt saidwhile the safety initiative was to beapplauded, the Government had failed toclearly get the message across toproperty owners.

“We call on the Government toproperly fund a community awarenessand education campaign around thischange so owners are not unaware,confused or vulnerable to fines,” MrDruitt said.

Mr Druitt said he was concerned thatthe poor levels of awareness over RCDsdid not bode well for new laws on smokealarms expected to be introduced inOctober.

“From October, the Government hassaid it will mandate that all residentialproperties for sale or rent must havehard-wired smoke alarms fitted. Thecommon battery types will no longer beacceptable.” ■
