1.2 Bid Validity
All Bids shall remain valid for a period of 90DAYS from the Quotation closing date. During this
period the Bidder may not withdraw, alter or amend his Bid, or otherwise render it unacceptable to
the Employer.
1.3 Disclaimer
Neither the Employer nor the Consultants will be responsible for or reimburse any Bidders expense
incurred in the preparation of the Quotation, neither will they enter into discussion with the Bidder
as to the reasons for acceptance or rejection of any Bid.
The Employer shall not be bound to accept the lowest or any Bid, and reserves the right to reject any
Quotation that does not conform to the Quotation instructions.
1.4 Extent of Information Supplied
The information supplied in this document is to be considered preliminary and used for the purposes
of the RFQ only. Details of further information required for final designs are under investigation and
will be discussed with the preferred Bidders, should PressCane elect to proceed to final contract
negotiations and placement.
2 PROJECT INFORMATION
2.1 Project Introduction
The district of Chikwawa lies in the Lower Shire Valley. PressCane is a producer of ethanol from molasses with a 60klpd ethanol production rated distillery plant situated in Mwitha Village, T/A Katunga, in Chikwawa District. PressCane are currently running at 50% capacity, due to a shortage of fermentable feedstock from molasses and are fully dependent on supply of molasses from the Illovo Sugar owned Nchalo sugar mill. This has led to the recommendation that PressCane look into the opportunity to procure its own raw materials as a supply of fermentables for its distillery. A Prefeasibility Study identified that a solution may be the implementation of 1 x 60tph Juice Mill for cane milling, juice extraction and processing into fermentable feedstock at the PressCane distillery site. After a series of engagements between the communities in the surrounding areas, it became clear that there was a good opportunity to partner with the local communities in procuring sugar cane for processing at the proposed PressCane Juice Mill. For PressCane to attain complete independent fermentable feedstock supply for the distillation plant, sugar cane will need to be procured from a total area of approximately 2000ha.
2.2 Project Purpose
Due to the potential construction of a juice mill at the PressCane distillery site, the surrounding communities have identified the potential socio-economic benefits derived from growing and

supplying sugar cane to the mill. As such, numerous small grower schemes and farmers from surrounding areas have been enthusiastic about owning and developing sugarcane farms on their land. The project purpose would be for the Outgrowers to enter into a partnership with the commercial business, develop, run and manage their own sugarcane farms, apply for finance and grants for irrigation and supply cane through a cane supply agreement with the PressCane distillery. In addition, part of the aims of the project would be to provide irrigation to ensure food security amongst the growers and local communities.
2.3 Location on Maps
The proposed project areas are shown in Figure 2 and Figure 3 below. The areas are situated in close proximity to the PressCane distillery, on the western side of the M1 highway leading from Chikwawa to Nchalo, all around the existing Kasinthula Scheme.

2.4 Preliminary Design and Size
2.4.1 Community Consultations
Using a community-based approach, the study has included numerous community level
engagements and site visits in the area of Chikwawa. These visits included discussions with
traditional leaders, local authorities, potential cane farmers and local communities within the
potential development areas around the PressCane distillery. There has been a thorough community
consultation and sensitization programme in the area giving free and informed disclosure of
information on the potential project development. Farmers in this area are enthusiastic and have
shown a strong willingness and ready appetite to grow sugar cane to supply the PressCane Juice Mill.
2.4.2 Irrigation Concept
The PressCane distillery and subsequently the areas of potential interest in this study are situated in
the lower Shire River valley in southern Malawi at approximately 75m to 90 m above mean sea level.
Sugar Cane production in the Lower Shire valley is distinctly more challenging than in other areas of
Malawi due to the very high temperatures and more arid conditions found here, making non-
irrigated cane production impossible in this region. Under irrigated conditions this area can however
produce exceptionally good cane yields. These high yields can be validated by the nearby (40 km)
Nchalo Sugar estate that annually produces average irrigated cane yields well in excess of 100 tons
cane per ha. The high yields are made possible through the availability of a large perennial water
supply for irrigation from the Shire River, the main drainage river of Lake Malawi. Lake Malawi is one
of the major African great lakes, which is associated with the soils of the highly fertile alluvial plain
along the river on the valley floor which offers excellent opportunity for cane production.

One of the primary requirements for development to occur in this area is the establishment of an
irrigation bulk water delivery system to abstract water from the abundant Shire River and to deliver
this water to the to be established outgrower community farm areas. It is anticipated that the bulk
water infrastructure will bring water from the Shire River to the sugarcane fields, however
subsequent irrigation delivery to the outgrower fields will still need to be developed and is
dependent on farming organisations and structures.
2.4.3 Community farms concept area
The field visits have revealed that there are large areas of available land, highly suitable to the
production of sugar cane, within close proximity to the PressCane distillery. Community landholders
in these areas have expressed keen enthusiasm towards the potential prospects/opportunities of
supplying sugar cane directly to the PressCane distillery. The low and often erratic rainfall makes
current food cropping highly variable, risky, and low yields render the production of commercial
crops barely economically viable. There are therefore a large number of people in the area that are
willing to grow sugar cane if there was access to irrigation.
It is anticipated that the development of sugar cane will see individual growers co-operating in
farming units that will eventually make up the required total of the potential 2000ha development.
These areas marked 1 to 7 as shown in Figure 3are situated to the west of the M1 Road leading from
Chikwawa to Nchalo, all around the existing Kasinthula Scheme.
The areas all fall under the leadership of TA Katunga and TA Maseya and have been defined as
potential project areas through a combined process of interaction with the acting TA GVH Kabadula,
Village Heads and broader communities as well as on the ground technical investigations using GPS
tracking and mapping using aerial imagery combined with soil suitability and irrigation prospect
assessments in each area respectively. The gross approximate area in hectares of each of these areas
1 to 7, distance to distillery as the crow flies to furthest point, and assessed community attitude
towards the proposed project are shown in Table 1.

2.4.3.1 Phase 1A
Due to the capital costs of moving water long distances and the geographical layout of the community areas, the planned project phasing has been adjusted to allow for the initial Phase 1A and 1B developments which are close in proximity to the river water source and the main road. The first development, Phase 1A will comprise areas from Julius, Lauji 1 and 2 communities (Figure 3 – Areas 1, 2 and 3) making up a farming block of 659 ha of irrigated land.

2.4.3.2 Phase 1B
Phase 1B, a 730 ha area of land, will have a separate bulk water delivery system and pump station, and will be developed on the Namachuwa and Paulosi community lands (Figure 3 – Areas 6 and 7). Approximately 62 % of the volume of water will be delivered through canals and pipeline systems for a maximum of only 3.8 km. The remaining 38 % will need to be transferred a maximum of 10 km. Although the initial concept was to have only one pump station for ease of management and to reduce the cost of power delivery infrastructure, the adjustment to two individual main pump stations will significantly reduce the capital cost of the bulk water supply development as a result of shorter distance to transport the water.
2.4.3.3 Phase 2
Due to the distance from the Shire River water source the remaining area required would need to be developed separately as Phase 2 of the project. This would encompass an area of more than 880 ha planted to cane with a similar type of in-field irrigation system to that of Phase 1 but with a more extensive and more expensive capital cost for the bulk water delivery system. This area would include areas from the Nedi, Nyamphota, Supuni and Morgan lands. The area would be developed as a second phase due to the greater distance from the water source on the Shire River requiring more extensive construction of pipelines and canals over a distance of between 9 and 14.5 km, depending on the route of the canal/pipeline. This more extensive construction is estimated to take a year longer to engineer and install. The two phases would result in the required 2000 ha of sugar cane and allowing an additional area of between 200 and 300 ha for food cropping.

2.5 Concept Site Plan
2.5.1 Concept Irrigation Plan: Phase 1A

The above image shows the concept layout of the Phase 1A area scheme encompassing the communities of Julius and Lauji 1 and 2. The existing Kasinthula sugar cane estate scheme can just be seen to the south. The net concept area under irrigation is 659 ha.
2.5.2 Concept Irrigation Plan: Phase 1B
An additional area exists for a similarly sized scheme, to the south of the Kasinthula area in the communities of Paulosi and Namachuwa. These areas have not been included in the plans for Phase 1A due to the need for a separate bulkwater pump station and management system, further away from the existing PressCane operations. The development of these areas (1A and 1B), with the associated pumps and pipeline infrastructure, would be developed concurrently. The irrigation water will be pumped, through a bulk delivery pipeline, drawing water from the lower Shire River at approximately 97m AMSL. The total static lift to the storage dams would be on average 25 m.

2.5.3 Concept Irrigation Plan: Phase 2

The above table shows the Phase 2 Irrigation layout on the Nedi, Nyamphota, Supuni and Morgan lands. The flood plain bordering the low flatter banks of the river in the lower Shire Valley between
Chikwawa and the Mwanza rivers consists of predominantly clay loam, sandy clay loam and clay soils
all well suited to surface furrow irrigation systems which have a low energy input requirement. This
is demonstrated by the highly successful use of surface flood irrigation on the adjoining Kasinthula
Irrigation estate to produce high cane yields and other crops.
The area experiences on average less than 750 mm of rain per annum from November to April.
Irrigation is required from March to November based on dry season evaporation which is on average
over 4.5 mm/day. Due to the short 4 month rain season irrigation would be mandatory for cane
production for the 8 dry months.
Furrow surface irrigation fed by gravity from pumped daily storage dams is planned at an effective
flow of 0.88 l/s/ha at an average delivery head of 25 m. Daily storage balancing dams at an
approximate abstraction head of 35 m would store sufficient water for a single days’ maximum
water demand. The storage dams would be fed from a main system of bulk water supply pipelines

spanning some 13.5 km with a maximum water delivery capacity of 2.11 cumec to irrigate 2100 ha of
sugar cane and 300 ha of cereals and vegetables.

2.6 Project Activities

2.7 Possible Products/By-Products Anticipated

2.8 Potential Environmental Impacts

2.9 Potential Social Impacts

3 ENVIRONMENTAL REQUIREMENTS REPORT
A project brief (guided by Section 2A of the EMA) was submitted to the Malawian Department of
Environmental Affairs in order to obtain the Terms of Reference for an EIA assessment on the
proposed mini mill development sites. This brief included the following information:
1. The nature of the project including the project purpose;
2. The activities to be undertaken including the project plan. size and site plan including the
preliminary design as well as the alternatives which are being considered;
3. The current stage and proposed activities of the project in the project cycle;
4. A location map of the project site and site alternatives.
5. The number of people the project shall employ;
6. The possible products and by-products to be anticipated;
7. A discussion of the environmental concerns, including the area of land, air or water that may
be affected, during the construction and operational phases of the project and the proposed
subsequent environmental management measures to be undertaken; and
8. Prescribed additional matters.

The existence of a variety of technologies, the world over, will afford the implementation of this
project a variety of environmental protection alternatives. With the implementation and
maintenance of these technologies, environmental compliance should not face any complications.
The project brief submission will be made available to the successful EIA consultant.
4 SCOPE OF SUPPLY
The tenderer shall price to supply the following items as part of their bid submissions:
1. Full EIA Study. 2. EIA Assessment including specialist studies to be determined after scoping phase. 3. EMP. 4. Licensing Applications required for water usage, waste and emissions compliance. 5. Construction and Operational Phases to be assessed.
5 TERMS OF REFERENCE (AS PER MALAWIAN DEA)

3. Provide a concise description of the existing biophysical characteristics and the socio-
economic environmental status of the proposed are by identifying and analysing:
Physical conditions;
Biological resources;
Socio-economic conditions;
Changes anticipated during implementation.
4. State the reason for selecting the proposed sites of the project as opposed to other sites
5. Predict environmental impacts associated with the activities at and around the site. The
impacts should include:

Project design;
Construction works;
Project operation.
6. Prescribe the measures to eliminate effects identified and the measures to enhance
positive effects.
7. Propose an Environmental Management Plan.
8. Propose an Environmental Management and Monitoring Plan.
9. Review the legal framework pertaining to the proposed project.
10. Undertake stakeholder consultation.
11. The preparation, presentation and structure of the EIA report.
Consultants are should refer to the Terms of Reference for a full EIA as per Malawi DEA requirements.
6 BID REQUIREMENTS
6.1 Information Required
Bidders must kindly include the following information in their bids:
1. Project Team CV’s (if not previously submitted).
2. Company Profiles Including Experience List (if not previously submitted).
3. EIA Cost Estimate stating assumptions regarding possible specialist studies required;
4. EIA Approach description.
5. Confirmation of adherence to applicable standards.
6. Preliminary Time Schedule.
6.2 Standards
The proposed EIA must be conducted in line with:
Malawian Environmental Authority requirements with respect to environmental impact
assessments;
World Bank requirements, guidelines and procedures for environmental impact
assessments;
The Equator Principles adopted by Equator Principle Financial Institutions to ensure
socially and environmentally responsible project investment.
6.3 Local Consultants
The EIA consultant, if foreign, must allow for co-operation with a local Malawian EIA consultant with
established relationships within the Malawian Environmental Authority. The local consultant would
assist in:
Facilitating interactions with relevant authorities; and
Managing and expediting environmental authority processes and deliverables.
