• The Class of 2013-2015 of the ASURED Program completed all four sessions (October 2013, February, June and October 2014) and will sustain their final dissertations in June 2015, instead of February, due to some delays that occurred in some of the students` homework submissions.

• The ASURED Class of 2014-2016 completed the second session of their program in February 2015, having the courses:UP 3 – Urban Regeneration: Large Projects Design - Gabriel Pascariu (UAUIM, Bucharest)The main objective of the course is to explain the concepts of urban regeneration and integrated urban development and to describe the specific processes, methods and instruments related to these. RE 3 – Integrated Urban & Real Estate Development - Dietmar Wiegand (Vienna, Austria)Based on the reflection of cases and their individual experiences students gain competencies to apply theories, models and methods of systemic management to steer urban development by different types of projects and to develop infrastructure and real estate successful and with positive externalities. RE 4 – Location & Market Analysis for Real Estate - Evelyn Ernst (Vienna, Austria)The measurements of demands for real estate products as well as for specific projects (marketability analysis) are subjects of this course. Products include residential, hotel, retail, offices, industrial and mixed use properties. UP 4 – Urban Governance and Competitive Cities - Liviu Ianasi (UAUIM, Romania)The course explores the concept and practice of urban governance and management for competitive cities and regions by looking at: complexity and governance, governance and creativity in urban regeneration processes, leadership and governance of cities, urban development management, governance challenges in European Metropolitan Areas, etc.

• The Continental Europe Standards Board (CESB) approved the new Exter-nal Examiner appointments for International Postgraduate Program of Advanced Studies in Urbanism and Real Estate Development (ASURED) delivered by Center of Excellence in Planning (CEP), “Ion Mincu” University of Architecture and Urbanism as follows: - Mr. Ioannis Ganos, MRICSA senior property professional with strong managerial experience in CEE and a solid postgraduate background, able to lead teams and projects and meet challenging organisational goals:• Strategic and commercial thinking: successful planning and implementing of commercial strategies for private equity and real estate activities having concluded over €600 mln and 120,000sqm acquisitions at a regional and

international level, expertise in identifying investment opportunities and developing new markets • Leading projects and teams: strong knowledge and experience in managing large property portfolios and high-budget projects over €450 mln, expertise in leading and developing diverse, cross-cultural teams • Negotiation and problem-solving skills: broad experience in successfully establishing relationships and handling negotiations with domestic and international tenants, leasing agents, international advisors and key stakeholders; strong network of retail/office occupiers, agents, banks and investors in CEE- Prof. Dr. Ioan Ianos• Member of the Department for Economic Geography; Courses on Urban Geography, Rural Geography, Cultural Geography and Regional Development• Researcher, Author and manager to various studies and researches in the field of regional analysis, economic development, demographic analysis, local and regional development at different geographic scales.• Nearly 27 years of experience as leader with different responsibilities for research and higher education activities management; leader of more than 40 research projects financed by public and private institutions. “FROM IDEAS TO ACTION” PROGRAM

PARKING 2 - “parcARE” INITIATIVE FOR STRUCTURED PARKING IN COLLECTIVE RESIDENTIAL AREAS

– The project was initiated in the first EBDP Workshop, which took place on the 6th of February 2015 and wants to implement structured parking and street life in tall residential areas - turning “Corbusier-type” urbanism into “Jane Jacobs-type” street urbanism.

Structured parking adds diversity by allowing the automobile to coexist with other forms of mobility, in contrast with sprawling surface parking which inhibits pedestrian mobility. This type of parking influences travel

Y-PLAN PROJECT

– The YPLAN project aims to raise awareness on public space issues in Romanian cities, given the fact that public space quality greatly influences social, economic and environmental quality in urban areas. The lack of participatory planning culture in post-communist problems is clear in the case of Romania, whereas countries highly advanced in involving ample target groups in planning, such as Switzerland, can offer much-needed expertise. As a result, the YPLAN project seeks to enhance civic engagement among young people and socially empower them through different educational and design activities – all this through extending a long-standing partnership in planning research between experts of URBAN 2020 and IRAP. – Consequently, the project’s main scope is to facilitate the transition towards sustainable participatory planning and civil empowerment in Romanian cities through innovative best practice transfer of Swiss youth involvement experience and an applied public space co-design process. The specific objectives seek to heighten the awareness towards the importance of social public spaces, planning and civic involvement among 7,000 high school students in Bucharest, build capacity in participatory planning and design processes among a pilot group of 30 students and assure the on-site implementation of two of the student projects, as well as the possibility to replicate the YPLAN experience in other cities and ensure a lasting impact of the initiative. – The Applicant, URBAN 2020, already has experience with public space projects as proved by their participation in the "Bucharest Pop-Up" and "Urban rehabilitation oriented towards community" projects. The Swiss partner, IRAP, will greatly contribute with Swiss best practice transfer knowledge regarding participatory planning, as well as with innovative GIS technologies for collaborative public space mapping. The Romanian partner, CEP, will assure planning expertise in the project, as well as facilitate the connections with the city municipality and community members.

– Co-design is generally referred as a procedure for developing services or products in which experts empower users to develop their own solutions. In this project we use the Co-design procedure in order empower students and local community (users) to build and design their chosen public space (product / solution) in order to develop a more appropriate urban intervention.

– The project is developed by Alexandra Coltos and Arina Dordea (CEP), Vlad Pîrvu (CEP intern), Bogdan Doicescu (Bog`Art) and all the ASURED students who wish to get involved, as an extra-curriculum activity; – The aim is to present the project in the form of an Opportunity Study to the local municipal authorities and, following their interest and support towards such an initiative, consult the local population and seek for interested parties that could implement a pilot in one of the studied areas.

– On 24th March 2015, Mircea Enache, Arina Dordea and Vlad Pîrvu attended the Annual Conference Cities of Tomorrow #3 Mobility, dedicated to the relationship between mobility, urban development, economy and constructions.This event showed an intense and rich mix of presentation, workshops and networking. Conferences by top international guests went side-by-side with debates on the Romanian situation and perspectives.

– GERMAN MARSHAL FUND GRANT In December 2014 CEP received the German Marshal Fund Grant for the Black Sea Trust, for the project called Exchange of Best Development Practices (EBDP). The goal of the project is to develop a network of facilitated communication and cooperation between individuals and institutions in the Black Sea countries, which will bring together and cultivate development and planning actors, create awareness of the role of the civic society and enhance the democratic processes. The project`s main objectives are:1. Promoting sustainable urban, economic and social development in the border areas of the Black Sea Region;2. Working together to address common challenges in the fields of sustainable urban development, strategic real-estate consultancy, fundamental economic and political processes;3. Promoting local, people-to-people cooperation;4. To ensure that the good practices identified within interregional cooperation projects are made available to other local and regional actors. Activities that are to be developed for the Exchange of Best Development Practices (EBDP) project: – Exchange of Best Development Practices Workshop – 3 SessionsForming thematic groups comprised of a good mix of regional and local authorities and other bodies in the domain of Sustainable Development, which will act as a good instrument capable of bringing together the full variety of Actors involved in the development and implementation of regional innovation and knowledge policies.• Exchange of Best Development Practices – EBDP Workshop 1 - Comparing cultures, the urban landscape, the development problems and initiatives• Exchange of Best Development Practices – EBDP Workshop 2- Know-how about initiating, implementing and monitoring large development projects• Exchange of Best Development Practices – EBDP Workshop 3- Learning and sharing experiences about the interaction between experts, the administration, politicians and the private sector (roles and responsibilities).

– Reporting and follow-ups• After each Workshop, an in-depth Report and Follow-up document will be developed, which will present all the topics discussed; – Website designing and development • The CEP website is currently being redeveloped by a firm specialised in Web design, with great emphasis of online communication and Blended learning.

– Exchange of Best Development Practices – EBDP Workshop 1 FEBRUARY 2015• SUMMARYThe workshop addressed the urban landscape in the context of sustain-able development, whileencouraging the cultural exchange of information between multidisci-plinary professionals.During the workshop we focused on the issues of planning, development, economic benefits, health and public safety, which are encountered in the urban landscape.

• CASE STUDY INTRODUCTION A significant mass of the urban landscape in the Black Sea area (and generally throughout former communist bloc countries) is comprised of large collective housing estates from the socialist period, often referred to as “urban dormitories”. Nowadays, these developments are faced with challenges regarding living standards, upgrading and sustainable develop-ment.The presented area, Drumul Taberei in Bucharest is a collective housing area developed over a period of 20 years, with considerable potential in its supply of green areas and public space, especially considering the opti-mal rapport of built and unbuilt space here. However, Drumul Taberei is transforming into a de-structured and unattractive area, due to lack of coherent planning and quality interventions.• ROLE PLAY ACTIVITY – Discussing possible approaches to improve public space quality and overall development of the case study area, by playing the part of the various stakeholders involved, simulating a pre-de-velopment negotiation with regards to interests, possible actions and involvement. – WORKSHOP_Round Table Romania’s Territorial Development Strategy (RTDS) Romania’s Territorial Development Strategy (RTDS) is the result of a complex strategic planning action that transposes Romania’s develop-ment directions and objectives for the 2035 time horizon at a territorial level.The aim of the strategic document is to ensure a strategic planning integrated framework to guide the national territorial development processes. Its mission is to ensure a polycentric development and a balance between the need for development and the competitive advantages of the national territory in the European and global context.

The Workshop addressed the RTDS as a focused and operational strategy, correlated with the durable strategy, the urban politics and geostrategic opportunities offered by the national territory. Motivation and expectationsThe initiative for the workshop, welcomed with interest by the strategy`s authors (MDRAP), started form the desire to have a fellow and constructive exchange of opinions regarding the Romania’s Territorial Development Strategy.

– SMART TERRITORIAL DEVELOPMENT CLUSTER – SMARTER The initiative was started by INCD URBAN INCERC. The association protocol and founding of the SMARTER cluster is that of ensuring a prospective and systemic analysis of the territorial entities and a solid base for a performant territorial management. Working individually, in parallel or in a network, the composing entities of the SMARTER cluster will contribute to the development of an excellence research capability, raising the cluster`s visibility, including the academic world. We consider that the specific geostrategic aspects offered by the positioning of the national territory and also the importance of the development orientation in the European and international geopolitical frame, the influence and the appurtenance to the south eastern Europe, the Balkans and the Black Sea, are arguments favouring strategies that are more ambitious, more focused and oriented towards national interests of accelerated economic development, increased competitiveness and internationalizing of Romania and they represent aspects that need thoroughness in the process of completing the RTDS.

A clear RTDS is of utmost importance for the country`s development in the following period. It should clearly state the roles that the central and local administrations play through the planning competen-cies, priorities and intervention periods, and the role of the private actor. The administration should ensure the access to European funds and their total absorption rate, while assuring the imposed co-financing, in formulas and programs that maximise private internal and external investments, international competitiveness and development sustainability.
