Welcome

We are very pleased to introduce you to some of the activities of the Department of Cultural Affairs and Sport (DCAS). The Depart-

ment offers the people of the Western Cape with many opportunities to participate and excel in sport and culture. Our approach

emphasises skills development (providing everyone with opportunities to gain skills) and talent identification (identifying talented

individuals and providing them with focused support). Every person is responsible for improving his or her own circumstances. The

Western Cape Government contributes to this process by offering people living in harsh socio-economic conditions with opportu-

nities to improve their own circumstances. The activities of DCAS help to make the Western Cape BETTER TOGETHER in the fields

of cultural affairs and sport.

Dit is vir ons aangenaam om sommige aktiwiteite van die Departement Kultuursake en Sport (DKES) aan u bekend te stel. Die De-

partement bied aan almal in die Wes-Kaap die geleentheid om aan sport en kultuur deel te neem, en hulle daarin te onderskei. Ons

beklemtoon vaardigheidsontwikkeling (geleenthede vir almal) en talent-identifisering (identifisering en ondersteuning van talent-

volle individue). Elke persoon is verantwoordelik vir die verbetering van sy/haar eie omstandighede. Hierin lewer die Wes-Kaapse

Regering ‘n bydrae deur mense in moeilike sosio-ekonomiese omstandighede van geleenthede te voorsien om hul omstandighede

Great News For Parents And Children DCAS is very proud of its MOD [Mass participation; Opportunity and access; Development and growth] Programme for learners in disadvantaged communities. The various MOD Centres offer learners a safe environment after school where they can do homework; develop their life skills; and develop their sporting and cultural talents. MOD Centres offer learners a constructive way to spend their time after school and during school holidays. This also helps to protect them from social ills. MOD skills training may lead to later career opportunities. Facilitators and coaches raise the awareness of learners about social issues and they identify talented individ-uals who may benefit from focused DCAS support. Participating learners develop a better sense of personal purpose, well-being, self-confidence and self-esteem. As they do this, they become role models for other young people in their communities.

Honouring Community Cultural Heroes The annual Cultural Affairs Awards are given to organisations and individuals who have made a profound impact within the arts, culture, language, heritage, museum, geographical names, archive and library sectors in the Western Cape. This is an important op-portunity to proudly acknowledge and showcase the diversity of the province’s cultural landscape. This annual ceremony provides nominees as well as the people of the Western Cape with a sense of pride in their historic, cultural and linguistic heritage. It is a true reflection of the values of our vibrant democracy in which the cultural and linguistic rights of all people are recognised.

Sharing A Love For Books

DCAS encourages people to engage with books and share the joy of reading. Reading plays an important role in a nation’s develop-ment and connects people to information and opportunities. During National Book Week, the Western Cape Library Service engages in various outreach programmes and fun-filled activities to promote the joy of reading among people of all ages. Another highlight on the annual calendar is National Library Week where people can discover the treasures that can be found in public libraries. DCAS organises story hours for children, poetry sessions, book competitions and introductions on how to form book clubs. The people of the province are encouraged to become members of their local libraries. Our libraries stock the latest and most sought-after books, DVDs and CDs. Check in at your local library and connect with the world.

Crowning Sport Stars

DCAS is proud to celebrate the outstanding achievements of committed Western Cape athletes at the annual Sport Awards. Region-al nominations are made by the provincial sports federations, sport councils and other interested parties. A panel of experts selects the winners. The finest athletes, coaches and administrators receive awards at regional events. The best achievers at regional level are honoured as provincial winners at the annual Western Cape Sport Awards.

Investing In Arts And Culture Every year, DCAS issues a call in the media for arts and culture organisations in the Western Cape to apply for project funding. Non-profit organisations engaged in visual arts, performing arts (music, dance and drama), literary arts, crafts, humanities and youth development are welcome to apply. The Department provides assistance capacity building for potential applicants. The Western Cape Cultural Committee considers applications using a set of clear and consistent criteria. This investment in arts and culture or-ganisations has had a strongly positive impact in the province’s communities, and there are many success stories to tell.

A Better Understanding Of Our Common Heritage South Africa is home to eight of the world’s official heritage sites. Heritage Western Cape (HWC) has the power to declare provincial heritage sites. Once HWC has put its official plaque on a site, this often encourages further research by the local community and attracts tourism which generates income for communities. HWC also issues permits for renovations to buildings that are older than 60 years. By participating in the International Day for Monuments and Sites, HWC plays its part in strengthening and safeguarding heritage across the world. The protection of our heritage brings hope especially to young people. By being alerted to the value of heritage resources, the next generation learns to commemorate the past, celebrate the present and build strong foundations for the future.

Funding Through Sport Federations Once a year, DCAS invites sport federations in various sport codes to apply for provincial government funding assistance for their work. This is a clear investment in the development of real sports talent in the Western Cape. DCAS is a proud facilitator of excel-lence in sport through supporting the improvement of sports administration, transformation in sport, and the hosting of major sport events. Annual funding from the Department supports many sports codes and this improves the lives of many communities. Through investing in our sportsmen and -women, DCAS hopes to encourage them to push themselves to greater heights, reach their goals and to make South Africa proud.

Language, An Important Part Of Our Identity DCAS and the Western Cape Language Committee actively support the equal status of the three official languages of the province – English, isiXhosa and Afrikaans. They also support the development of previously marginalised indigenous languages, including South African Sign Language. Basic Sign Language training builds relationships between people in various communities. DCAS Lan-guage Services organises the activities of the Western Cape Provincial Language Forum (PLF) and provides translation, editing and interpreting services to the provincial government. DCAS is proud of its Teach yourself Nama booklet and an isiXhosa terminology booklet developed by members of the PLF.

Enabling Participation By People With Disabilities DCAS supports Disability Sport Western Cape, hosts various events during the year and participates in International Day for Persons with a Disabili-ty. The Department has enabled Western Cape intellectually impaired athletes to participate in the national games, marking a significant investment towards in equal access to opportunity. Another inspirational event is the Disabled Wheelchair and Latin American dance trials where participants showcase their talents and deliver dazzling performances. We encourage sight-impaired readers to borrow large-print books, audio books, music CDs and DVDs so that everyone can benefit from our Library Service. DCAS is working to bridge the gap between hearing and Deaf communities through Sign Language communication clubs in Khayelitsha. It is our pleasure to proudly improve the social inclusion of persons with a disability and to build their sense of well-being and belonging. This is a powerful way of creating a positive change in public perceptions about people with disabilities.

Valuable Lessons At Cultural FacilitiesThe DCAS cultural facilities are unique places where groups of people can connect with and value each other while learning about life skills and their shared history. The accommodation and conference facilities are available for use by organisations to present cul-tural and educational programmes. It is at these facilities that people are encouraged to take pride in their culture and heritage. The Western Cape Cultural Commission manages seven cultural facilities and supports the work of cultural councils, among other things.

“Museum Collections Make Connections”Museums with links to DCAS take care of a significant number of unique collections, exhibitions and educational programmes. Once a year DCAS celebrates International Museum Day around a theme set by the International Council of Museums. We are also steadily making our museum exhibitions more representative of all the people in our communities. Embracing Our Roots Through Indigenous Games The rich history of indigenous games promotes unity and gives meaningful expression to a kaleidoscope of diversity across various historical and social circumstances. Hundreds of participants from various districts across the province compete every year for top honours in the Provincial and National Indigenous Games. This provides an opportunity to showcase talent in dibeki, diketo, marabaraba, jukskei, kho-kho, ncuva, Iintonga, kgati and driestokkies. These indigenous games make us proud to be South Africans. The players learn many lessons on and off the field, including the links of these games with traditional values. DCAS has taken indigenous games to various schools, building links between people from a variety of communities. These activities strengthen community spirit, for example, when they are played on Heritage Day and Africa Day.

Safer Rites Of Passage From Childhood To AdulthoodThe Western Cape Government has invested in a collective approach to make the ritual journey from childhood to adulthood safer and healthier for young men and their families. DCAS works together with caregivers and custodians to create an environment for safer rites of passage before and during the initiation season. Carers and traditional surgeons engaged in traditional initiation prac-tices are invited to participate in first aid courses as well as training on health, hygiene, fire control and the sustainable utilisation of environmental resources. The Western Cape Protocol and Guidelines on Initiation aim to ensure that this important cultural practice receives the respect it deserves. DCAS is committed to working with communities that take pride in their culture and traditions.

Singing The National Anthem With PrideDCAS developed a National Anthem Toolkit because the anthem is an important part of our cultural and musical heritage. It speaks of a united and democratic country. It gives us a sense of common identity and promotes national pride, social inclusion and rec-onciliation. DCAS brought young artists from various communities in the regions together to learn the national anthem and sing it together as a group. Through these auditions, DCAS was able to identify youth with the most promising vocal technique, music literacy and presentation skills. The experience improved their vocal ability and the skills they learned assisted some of them to pur-sue careers in music. Through singing the National Anthem correctly, participants instantly became ambassadors for national pride in their various communities.

Fun-Filled Sport Activities For Farmworkers Every year DCAS brings together hundreds of farm workers at the Farm Workers’ Sports Day. Regional teams are chosen after trials in the districts and the strong competition at the tournament demonstrates that sport plays a key role in bringing people together. DCAS is determined to ensure that farm workers have the same access to organised sport and recreation as everyone else. The high levels of energy and enthusiasm among participants show that farmworker sport is alive and well in the Western Cape.

What Is In A Name? Anybody can apply for a geographical name to be changed by following the official procedure through the local municipality, the Western Cape Provincial Geographical Names Committee or by directly approaching the South African Geographical Names Coun-cil. DCAS processes applications for the naming, renaming and standardisation of geographical features in the Western Cape. Our provincial Committee makes recommendations to the national Council for its consideration. The Western Cape database contains names and location information for millions of physical and cultural geographical features. DCAS is proud to protect and preserve our geographical names heritage for generations to come.

Corporate Fitness Enhances Productivity DCAS is the proud host of four annual Better Together Games events in various regions of the Western Cape. This is an opportunity for thousands of employees from the provincial government, municipalities, Special Forces, Air Force, Police Service and Navy to showcase their sporting talents and sense of fair play through participating in a variety of sport activities. Explore Your Own HistoryAre you exploring your family tree or just interested in general historical matters? The Western Cape Archives and Record Service holds

a wide range of material from as early as 1651. We even have an original signature of Jan van Riebeeck. You can find early maps and many

other historical records such as birth and marriage certificates, building plans and wills. Our archival family records include records of the first

slaves brought to the Cape. During National Archives Week, we offer workshops to introduce visitors to genealogical research for beginners,

bookbinding and a step-by-step introduction to doing archival research. Our guided tours bring everyone closer to some of South Africa’s

These major events bring together the best local and international artists and sports people. Local talent benefits from exposure to international influences. DCAS is proud to bring people from different ages and diverse back-grounds together at major events through their shared love for these activities. This contributes significantly to job creation and poverty alleviation while at the same time promoting the potential of the Western Cape.

Youth Are The Heartbeat Of CommunitiesDCAS hosts annual regional and provincial recreation camps for enthusiastic youth between the ages of 14 and 25. These camps provid-ed valuable opportunities to explore social inclusion, leadership, nation building and personal character development. DCAS believes that bringing the youth together through values-based sport and recreation and empowering them with people skills can help them to develop into responsible and conscious adults. Community outreach is the part of the programme that enables participants to put into practice what they have learned during the camp. Participating in outreach activities is an inspiring and humbling experience for team leaders, facilitators and participating youth alike. Those young people who have had enjoyable, meaningful and memorable experiences at camp are inspired to make a difference in their communities.

Die DKES bied jaarliks streeks- en provinsiale ontspanningskampe aan vir entoesiastiese jeugdiges tussen die ouderdomme van 14 en 25 jaar. Dcas Cannot Do It AloneDCAS works together with various stakeholders to change the lives of the people in the Western Cape. These partnerships include private sector stakeholders, international role-players as well as national, provincial and local government. Our support to the inte-grated development planning (IDP) processes of Western Cape municipalities strengthens intergovernmental relations and collab-oration in the fields of cultural affairs and sport. Another positive and exciting example is the Expanded Public Works Programme (EPWP) that equips many youth with marketable skills and provides job opportunities for unemployed people. These meaningful partnerships benefit all stakeholders and enable DCAS to create opportunities for all the people of the Western Cape.
