QUARTERLY ENVIRONMENTAL AND SOCIAL PERFORMANCE

REPORT

(ESPR)

Reporting Period: October to December 2010

Site visit date: 7th – 9th February 2011

1 Introduction

1.1 Background

Coastal Gujarat Power Limited (CGPL), a wholly owned subsidiary of the Tata Power

Company Limited will build, own and operate an ultra mega power plant at Mundra in

Gujarat. The project includes five supercritical units of 800 MW each, with total capacity of

4000 MW. The plant will use 12 Million Metric Ton Per Annum (MMTPA) of imported coal

as fuel, and sea water for once through cooling of condensers. Power will be evacuated

through six 400 KV power lines to benefits the states of Gujarat, Maharashtra, Punjab,

Haryana and Rajasthan.

The project has started in September, 2007 with the targeted commercial operation of the first

unit is February, 2011 and that of the fifth unit in June, 2012. CGPL has sought financial

loans from several international banks including the International Finance Corporation (IFC)

and Asian Development Bank (ADB). As per the common term schedule to loan agreement

between CGPL and the Lenders; Tata Power has entrusted SENES Consultants to carry out

Environment Health Safety and Social (EHSS) compliance audits on a quarterly and annual

basis during the construction period.

1.2 Objective

The purpose of this Quarterly Environmental & Social Performance Report (ESPR) is to

report on CGPL’s compliance with the Environmental and Social Performance Requirements

of IFC/ADB (including implementation of the Environmental Management Plan and the

Social Management Plan) and to asses any corrective actions implemented/proposed. The

ESPR encompasses implementation by CGPL of all phases of the Project. It includes:

1.3 Project Status

The actual progress for the month has been 1.94% against an early schedule of 2.06% & late

schedule of 3.05%. Overall actual progress stands 70.76% against an early schedule of

89.41% and late schedule of 71.99%. Major engineering is completed and all packages

awarded with materials’ delivery continuing. Boiler#10 Duct air leak test & chemical

cleaning completed on 08/01/11 & 10/12/10 respectively. Pulverizer lube oil flushing

commenced on 03/01/11 and burner commissioning activities, ESP Pass–A insulation work

in progress. TG lube/seal oil flushing completed on 24/12/10. EHC (Electric Hydraulic

Control Unit) hydrotest completed on 24/12/10 and line flushing started on 27/12/10. TG#20

Turbine (HP, IP, LP-A&B) box-up completed on 07/01/11 and Lube oil piping is in progress.

Unit#10 condenser shell side fill test completed and released for chemical cleaning; tube side

hydrotest is in progress. Air leak test of ESP#20 Pass-B completed on 28/12/10. Boiler

pressure parts’ erection in Unit# 30, 40 and 50 and structural erection in ESP Unit#30, 40 &

50 are in progress. The erection of TWS for Unit#10-50 and coarse screens for Unit#10 & 20

in progress. CW conduits’ hydrotest and concrete encasing completed for Unit#10,

preparation for Unit # 20 hydrotest is in progress. For Unit#10 the installation work of all 03

nos. generator transformers, station transformer (ST)-1 and unit transformer (UT)–1&2 are in

progress. Unit auxiliary transformer (UAT)-1 &2 testing work completed. Fire water system

commissioned and fire protection system for SAT-2, stock pile area and at 220kV switchyard

for 45MVA transformer completed. Fire fighting works in Unit#10 TG building, transformer

yard and ICHS in progress. Piping works in CW Forebay and Pump House area in progress

with hypochlorite storage tanks erection completed on 10/01/11.

Unit#10 Main plant building & MCB finishing works are in progress. UCB#20 Electrical &

HVAC equipment erection work in progress and in Unit#30 auxiliary equipment foundations,

grade slab, roof sheeting & side cladding works are in progress.TG#40 deck cast on 30/12/10.

1st flue connected to flue duct of Chimney 1 and1st segment of 2nd flue can erection

completed. Civil & structural erection works for ICHS except in Tunda-Vandh road area

completed. Reclaimer-B & stacker cum re-claimer-B erection work completed with belt

laying & conveyor sheeting work is in progress. BAH (Bottom Ash Hopper) refractory lining

completed on 29/12/10.

2.2 Environmental Management Plan (EMP) & Social Management Plan (SMP)

Implementation

The following groups of the Tata Power Corporate Office and CGPL’s on-site team are responsible

for EMP and SMP implementation:

Tata Power Corporate Office : Sustainability & SHE Group; HR - Land Acquisition, R&R,

CSR

On-site team at Mundra: Safety & Environment; HR – Labour & Health; CSR

The list of individuals contacted during the site visit is given in Annexure 1.

3 Compliance with CGPL Environmental & Social Requirements

This section describes current compliance of the project with IFC/ADB’s environmental &

social policies and guidelines, Environmental & Social Management Plans and presents the

key environmental & social performance indicators. The current project activities have been

assessed with respect to observations and comments offered in the last audit.

3.1 Environmental Aspects

Although considerable improvement has

been observed in the management of

waste generated from work site, focused

efforts and enhanced accountability are

required to implement the same for waste

being generated from the labor camps.

Presently un-segregated waste is being

dumped into waste pits, followed by the

improper segregation (Photo 1) and

burning of recyclables (particularly

plastic). Further necessary efforts need to

be made to improve the availability

colored and properly labeled waste bins at

the new labor camp. Also with respect to the recycling of food waste CGPL need to explore

the feasibility of commissioning and operation of a Biogas Plant based on the prefeasibility

report prepared.

Efforts are being made to improve the performance of STP through proper chemical dosing,

sludge drying and recycling, improved housekeeping etc however the problem related to the

presence of adequate biological culture/growth in the aeration tanks – which is fundamental

to effective STP operation continues to persists. It is therefore recommended that CGPL

continues with its efforts towards engaging the deputed O&M personnel to ensure effective

STP performance.

License requirement for onsite storage of hazardous chemicals viz. hydrochloric acid, sodium

hydroxide and ammonia needs to be reviewed with respect to the threshold quantities

specified for such chemicals as per the Manufacture, Storage & Import of Hazardous

Chemical Rules, 1989.

Nearly about 5000 nos. saplings have been planted in the second phase of green belt

development with plantation of another 5000 nos. saplings being under progress. However it

is reported that problems are being faced with respect to the proper distribution of treated

STP water over the large area of green belt being developed. A motor/pump need to be

installed and operated to boost the proper distribution of treated waste water throughout the

green belt area. Further there is a need for increased coordination to meet the increased water

demand for green belt during summer months.

Continued consumption of ground water to meet domestic water demand at labor colonies

over the next two years coupled with uncertainties experienced with respect to Narmada

water supply may possibly lead to significant impact on local ground water resources in near

future. The implementation of planned initiatives for replenishment of ground water

resources in the region through rain water harvesting/recharge structure need to be initiated

from construction phase. Further CGPL also need to assess the possibility of potable water

supply from desalination plant after catering to the project operational demand.

CGPL has carried out a coastal biodiversity assessment study through Bombay Natural

History Society (BNHS) in 2008-10 to document and analyze the coastal and marine

biodiversity along the Mandvi-Mundra coast, assess the impact on the coastal biodiversity

due to project activities and identify appropriate areas and parameters for restoration of

affected ecosystem. However based on the aforesaid study findings CGPL need to formulate

and implement a Coastal Biodiversity Management Plan to mitigate the identified impacts.

3.2 Social Management

The draft version of corporate sustainability framework under preparation during the last

audit has been formulated and is presently undergoing internal review. However the broad

aspects of the framework have been discussed with SENES and it is understood that CGPL

has planned for specific community development programs under this framework for which

procedures will be established to guide in the formulation, monitoring and evaluating the

effectiveness of the programs being identified. However the sustainability framework will be

shared with SENES following the internal review for necessary

suggestions/recommendations to be incorporated in this audit report at a later stage.

In line with IFC requirements cultural heritage and community resource conservation,

PAPs livelihood restoration, community interaction and overall community

development of neighbouring villages are reportedly covered under this framework.

CGPL need to assess the possibility of partnering with neighbouring corporate groups

in contributing towards local community development through government

development schemes/programs.

It is anticipated that programs planned to facilitate focused interaction with the PAPs

is likely to surface out some inherent conflicts likely to have been built up between

the land purchase stage and the current advanced stage of costruction. It is therefore

recommended that importance of PAP focused initiatives (livelihood restoration,

tracking changes in their socioeconomic status, local employment & business

opportunities) is in any way not undermined and sustained.

4 Health & Safety

CGPL has adopted the health and safety system (with guidance form Dupont) that includes

well defined performance standards, procedures and guidelines (HIRA, SCAR, etc), safety

awareness programs (Safety Time Out) and key performance indicators (e.g. lost time

incidents, severity rate, near miss etc.), which are used to track compliance with Health and

Safety (H&S) targets. Specific health and safety plans and onsite emergency plan have been

developed & augmented on regular basis by CGPL and communicated to contractors. The

plans outline the policies and strategies, the organization, resources and documentation

required, the HS risk management principles, and reporting requirements.

4.1 Health & Safety Management

With the augmentation in safety staffing by CGPL, proper implementation of specific plan

and procedures, communication between the contractor workers, safety training and

awareness, incident reporting, visual aids etc the onsite Health & Safety Management of

CGPL continues to demonstrate considerable improvement. However with the project

gradually undergoing transition from construction phase to operations major safety accidents

(flashovers from poor electrical modules and fall during mechanical erection works) have

been recorded as part of this transitional phase. Both preventive and corrective actions are

being taken by CGPL following such safety incidents viz. safety review of electrical

modules, driving the provision of insulated safety coveralls, hiring the services of ICRA for

carrying out electrical safety audit & training program etc. In this regard it is recommended

that CGPL make necessary efforts in identifying the risks associated with the transition and

operations stage and enhance the awareness of contractors/sub-contractor manpower on the

same to mediate an effective response.

Potential increase in safety risks are anticipated for CGPL employees resulting from the

heavy vehicular movement along the Mundra-Gandhidham/Bhuj road and increase in travel

frequency of CGPL employees with project progressing towards operations. Although CGPL

is striving towards addressing the aforesaid risks through construction of township/colony at

Mundra, maintenance of vehicular safety norms, training on safe driving etc it needs to

further assess the mitigation plans/measures being formulated to establish its reassurance and

share the same with SENES for validation.

CGPL continues to demonstrate considerable improvement in onsite health and safety aspects

through proper implementation of specific plan and procedures, communication with

contractors, safety training and awareness and inducing behavioural change among workers

through involvement of AAKAR – an NGO. However taking into account the presence of a

child worker as observed at Unit# 30 during the audit CGPL need to coordinate with the

major contractors for enhancing sub-contractor surveillance and supervision to prevent the

employment/recruitment of any form of child labour

With the housekeeping contract being finalized with a third party vendor considerable visible

improvement has been demonstrated by CGPL with respect to workplace housekeeping.

Presently the segregated recyclables (primarily wood and metals) stored onsite is being

removed by local waste recyclers on a daily basis. Further CGPL is also in the process of

constructing a waste management yard with proper fencing and designated compartments for

temporary storage of segregated recyclables to prevent littering and unauthorized access. A

plan to this regard has also been prepared and is in the process of finalization. It is

recommended that CGPL continues with its positive efforts towards effectively managing the

waste generated from work place activities. Provision of drinking water tanks has been

regularized throughout the site and portable toilets been made functional to cater to the

sanitation needs of the onsite workers.

4.2 Safety Performance

The health and safety performance of the project monitored with respect to safety

performance indicators for the period Oct-Dec 2010 is presented in the Table-1 below.
