NEW OUTLET MALL RETAILERS DRAW

THOUSANDS OF JOB SEEKERS

For Immediate Release March 3, 2014

-Niagara-on-the-Lake- Thousands of Niagara residents attended a major career

exhibition on Saturday, hosted by Ivanhoé Cambridge, owners and managers of the

new Outlet Collection at Niagara. The event, which was held at Niagara College’s

Niagara-on-the-Lake campus, drew people from all over the Region in pursuit of 1,500

full-time and part-time positions.

“The response was phenomenal,” stated Lord Mayor Dave Eke, who dropped by

Saturday to welcome those in attendance. “There was excitement in the air as people

lined up to meet with the 70 retail store representatives. The sense of optimism really

did put a human face on our unemployment situation in Niagara.”

According to Bri-Ann Stuart, General Manager of the centre, retailers were quite

impressed with the turnout, as well as the quality of applicants. “Not only were the

retailers accepting resumes that day, they were also conducting on-site interviews and a

number of people were hired on the spot.”

The Outlet Collection at Niagara is slated to open May 15 in Niagara-on-the-Lake and

will be the largest outdoor retail complex in Canada. It will feature a range of high-end

retailers, including Pandora, Nike, Reebok, Michael Kors, Brooks Brothers and Bass

Pro Shops – which is scheduled to open later this year.

“I want to thank Ivanhoé Cambridge, as well as Niagara College, for hosting such a

great event,” stated Eke. “This level of cooperation demonstrates how our community

works, different sectors helping each other to build positive outcomes for all residents in

Niagara.”

PROJECT NOTICE March 3, 2014

STEWART ROAD WATERMAIN REPLACEMENT From Niagara Stone Road to Eastchester Avenue

& EASTCHESTER AVENUE WATERMAIN EXTENSION

From Niagara Stone Road to 80 meters west Dear Resident: O’hara Trucking & Excavating will be starting construction on this project the week of March 17, 2014. The work will consist of a watermain replacement and water service replacements to the property line. The work will take approximately 10 weeks to complete, weather permitting. Commencing prior to the start date, OZA Inspections Ltd. will begin pre-construction surveys of the homes fronting on the construction site. The survey is being done to establish the pre-construction conditions of buildings and properties prior to the commencement of any construction activities at no cost to the homeowner. A representative from the inspection company will be requesting access to homes during the week. It is in the best interests of each homeowner that these representatives be allowed access to do a complete survey before any works start. A copy of the survey of your property will be available to you, if requested, once the survey has been completed. At times there may be some inconvenience to you during the construction period and we respectfully request your patience and co-operation during this period. Should access to your driveway be interrupted, you will be given notice. You will also be given 48 hours notice prior to a temporary road closure or interruption of services, if necessary (excluding emergency situations). Access to driveways will be restored daily. Work hours will typically be 7:00 a.m. to 5:00 p.m., Monday to Friday. If we disturb your property during the construction, our Contractor will carry out the necessary repairs as quickly as possible. With respect to sod restoration, please be advised that the Town’s Contractor will be responsible for the watering and condition of the sodded areas for a period of 120 days after placement, however, if you have an opportunity, additional watering would assist in sod growth. Please refrain from mowing the sod until such time as the sod begins to root. (Minimum of 14 days after installation) Restoration timing will be dependent on availability of material and weather conditions.

If you have an irrigation system or invisible fencing on the Municipal Right of Way, you must spray paint, white paint only, or stake out the location of your system within 6 metres of the roadway. Only systems which have been correctly located by the property owner and are damaged by the Contractor will be repaired. The property owner will be responsible for repairs to any system on Municipal property that is damaged which has not been located previously by the owner. The Construction Inspector will advise you at the beginning of the project if any of your decorative or landscaping items (shrubs, hedges, fences, etc.) are on Municipal Property and are conflicting with the proposed works. It is requested that the property owners remove/relocate these conflicts that would otherwise be damaged, destroyed or removed and not replaced by the Contractor to accommodate the proposed works. If you have any questions throughout the project concerning the work please feel free to call the following: Town’s Project Manager: Jeffrey Vyse 905-468-3278 x 277 R.V. Anderson Associates (Town Engineer):

Ryan Boone 905-685-5049

Thank you for your co-operation.

All future project notices will be delivered to the affected property and posted on the Town’s Website (www.notl.org).

OFFICIAL PLAN REVIEW LAUNCHED It has been 20 years since the Town's Official Plan has been revised. Many things in our community have changed and we want residents to help decide how our community will look 20 years from now. Using the strategic directions from last year's Vision Project consultations, Town staff will develop a series of policy papers covering a range of issues. When this process is finished, the Official Plan will map out things such as where to put new development and how to protect our environment, preserve our heritage, enhance our cultural assets and add value to our rural and agricultural areas.

We invite you to participate in this discussion and help us create the blueprint for how our community should grow. This is Your Plan, Your Future. Please join us for the first in a series of Open Houses to be held over the next two years:

Thursday, March 13, 2014: 7:00 - 9:00 p.m. Mori Room, NOTL Community Centre

Thursday, March 20, 2014: 7:00 - 9:00 p.m. Glendale Fire Hall, 350 Townline Line Road

At its March 3, 2014, meeting, Town Council approved: A contract with RealTerm Energy for the design, retrofit and energy performance audit of 1,033 LED cobra head streetlights. This is a cooperative purchasing endeavour through Local Authority Services (LAS). While the Town would still own the streetlights, RealTerm Energy assumes full responsibility for the equipment, maintenance and risk for a 10-year period. A contract extension with Chamberlain Architect Services Ltd. to oversee the design and construction of an expansion to the Town's Public Works Building. The renovated structure will serve as the Town's Operations Centre for both the Public Works and Parks & Recreation Departments. An amendment to a Memorandum of Understanding (MOU) with Niagara Region, local area municipalities, and the Niagara Peninsula Conservation Authority to streamline the planning application process so it is more integrated and efficient for applicants, the public and municipal councils.

Niagara-on-the-Lake News – Volume 3, March 4, 2014 Page 2

We have created a special page on our website which features information on the Official Plan review, including the first Background Report to be discussed at the Open Houses noted above. You can also follow this issue on our Facebook and Twitter accounts or send us an e-mail with your thoughts at [email protected].

Tenders for a range of coming Public Works projects, including Castlereagh Street watermain replacement and road resurfacing from King to Wellington Streets; Johnson Street watermain replacement from Dorchester to Simcoe Streets; and the annual TV inspection and cleaning of the Town's sanitary sewer system. A contract with Stantec Consultants to provide engineering services for an Inflow-Infiltration Investigative Program of the Garrison Village Pumping Station Drainage Area.

TRANSIT LINK NEEDED AT OUTLET CENTRE Town Council is calling on Niagara Region to provide a transit link at the new Outlet Collection at Niagara, slated to open May 15. The goal is to create a transit hub that connects to St. Catharines and Niagara Falls. Niagara-on-the-Lake taxpayers currently contribute $161,000 towards Regional transit through property taxes and yet have no access to this service. A transit hub would be a key economic driver for those visiting and working at the new mall, as well as support other major employers in the area, such as General Motors and Niagara College. If Niagara Region does not respond to this request, the Town is prepared to approach St. Catharines and Niagara Falls directly.

OUTLET CENTRE JOB FAIR HUGE SUCCESS Thousands of Niagara residents turned out for the first job fair by Ivanhoe Cambridge, owners and managers of the new Outlet Collection at Niagara. The event, which was held at Niagara College's Glendale Campus, featured 70 of the projected 100 retail representatives at the mall. According to company sources, retailers were so impressed with the quality of the candidates, some were offered jobs on the spot. The outlet centre, which is the largest outdoor mall of its kind in Canada, will open its doors on May 15. For employment information, please visit www.outletcollectionatniagara.com

COUNCIL MOTIONS At its meeting on March 3, Council passed the following motions:

That the section of road between Four Mile Creek Road and Stanley Avenue along Townline (Stamford) Road (Regional Road 61) be renamed Niagara Townline Road (Regional Road 61) for the purposes of municipal identification.

That the Government of Ontario release the interim report of the Future of Policing Advisory Committee and the recommendations therein related to ways to stem police services costs in the province.

That staff draft appropriate policy statements and prepare a report for Council that addresses areas of Town that are subject to special consideration (i.e. Queen Street & Prideaux Street) for street light improvements, including types of lighting fixtures and poles; as well as other related measures, such as pole removals and burial of utility lines.

That Council endorse the nomination of Councillor Jim Collard for the Association of Municipalities of Ontario (AMO) and Ontario Small Urban Municipalities (OSUM) Executive Committee for the term 2014-2016.
